It isn't what most people had had in mind when Phone Guy's "utility updates" had been announced-- himself included. He hardly seems qualified to assist the security guard when his only real safety feature is knowing how to call 911, but it hasn't gone unnoticed that he's the only animatronic on the premises capable of interacting with adults without hostility. As long as that remains the case, he's the only non-human that management trusts to correctly implement the criminal recognition system, and they've handed him off to Peyton for training in what to do if he does happen to see anything suspicious.

...could they have simply coded in the proper protocols for handling potential threats? Of course. But it has been deemed safer (and cheaper) to rely on human expertise over the same programming that's been going haywire in the other machines.
