Advocates called on the federal government on International Women's Day to overhaul what they say are unfair rules for migrant care workers in Canada.
The Migrant Workers Alliance for Change, an advocacy group, organized a panel of speakers on Friday to draw attention to two five-year caregiver pilot programs, the Home Child Care Provider Pilot and Home Support Worker Pilot, that are set to expire on June 17. 
The alliance says the programs, which are specifically for applicants with work experience in care giving, are a pathway to permanent residency in Canada.
"These programs are scheduled to terminate on June 17, 2024, but thousands of care workers are already unable to apply for permanent residency and are at risk of deportation due to unreasonably high language and education requirements," the group says. [...]
Arlene Aguillon, a care worker from the Philippines, said she works gruelling hours looking after three children, and has not been able to get her education accredited. 
"My hair has started falling off and it caused me depression," she said. [...]

The country I live in is on fire with millions of acres destroyed and thousands of people evacuated. This is potentially the 2nd time in 4 years that people will loose everything they have (as the 2019 Canadian wildfires were also horrendous). Millions are suffering displacement, homelessness, and health risks due to the wildfires across the country. I live in British Columbia and I remember 2019. This is so much worse. The ENTIRE country is pretty much on fire.
And what do the people of the U.S.A immediately say? “Blame Canada!” “We need to invade them bc clearly something is wrong up there” “Canada fucking sucks!” “Ugh, here is my Timelapse of how smokey the sky is, but apparently it will be gone in 2 days.”
Well Americans aren’t the ones who have to deal with the LITERAL GIANT FIRES SCORCHING THEIR NEIGHBOURHOODS AND FORESTS! They don’t have to pack up everything they own and hope, JUST HOPE, they come back and their homes aren’t burnt to the ground. They don’t have to hope their communities aren’t entirely destroyed. They don’t have to worry if their friends, families, and animals are okay. They are not the ones trapped due to roads being closed and heavy debris falling as the fires become uncontrollable. And they only seem to care when it is them on fire. But if another country is? They don’t fucking bat an eye, and yet the rest of the world helps them when they are in need.
So instead of complaining Americans, how about you fucking help for once? We are thankful you sent some of your firefighters to help us, but in the grand scheme of things, this isn’t enough. The U.S.A as a country is the 2nd biggest C02 producer in the world, which heavily contributes to the worsening of climate change, hence the wildfires. But Americans seem to forget this little fact. They forget that their politics and their environmental policies have literally fucked the rest of the world. So stop being so fucking selfish and actually help for once by contacting your local, state, and federal government(s). Stop voting for absolute idiots that want climate change to worsen so their pockets can be filled. Help by spreading information that will help those impacted, volunteer if you can, and maybe consider donating if you have the means. Or at least have some goddamn compassion and sympathy.

All money donated goes to those affected by the wildfires in the NWT. Every donation is matched by the Federal Canadian and NWT governments.
• The Canadian Red Cross
All donations go towards those most impacted by wildfires across the Canadian Maritimes "with immediate and ongoing relief, recovery and resilience efforts in response to the wildfires, as well as supporting community preparedness and risk reduction for future all-hazard disaster events within Atlantic Canada”. The Federal Canadian and Nova Scotia provincial government have committed to matching each $1 donation to become $3.
• Donate A Mask
This organization ships free N95 respirator equivalent masks across Canada to those affected by the wildfires and for those who cannot afford high-quality and high-grade medical masks.
• Firefighters Without Borders
Firefighters Without Borders is a organization based in Ontario that provides equipment and training to local firefighters and communities across Canada. This helps in fighting current and future wildfires and promotes prevention. It also supports local firefighters to host and provide equipment to international firefighters when Canada needs assistance.
• Odawa Native Friendship Centre
The Odawa Native Friendship Centre is an organization serving the Ottawa-Carleton region in Ontario by helping Indigenous peoples that have had to evacuate their homes due to the wildfires. They accept money donations and usually accept clothing donations as well, but they are not taking clothing items at this time.
• The Central Okanagan Food Bank BC Wildfires Emergency Food Relief Fund
This organization donates much needed food to those impacted by the wildfires who are currently facing food insecurity. They have expanded to helping the entire province as the wildfires have spread.

Edwards Sapir was born in 1884 in what is now Lebork Poland, the son of a Jewish cantor whose dreams of being an opera star were never realized. The family often traveled for his work -- in essence, Sapir had no home town. He grew up speaking Yiddish and received a thorough training in Hebrew. In 1890 his father took a position in Richmond, Virginia and then another position in New York. Sapir was almost as mobile as his father, taking American citizenship, then Canadian, then American again in the course of his career. At the end of the day, he felt he was not really American, or Polish, or Jewish, but a New Yorker.
Sapir's incredibly intellectual gifts manifested themselves early. He attended Stuyvesant, the legendary elite public school in New York that has provided generations of poor, gifted students a pathway to success. When he was fourteen he won a city-wide academic competition and used the money to attend Columbia, where he received his BA in three years. Sapir was musical, and studied piano and composition with the composer Edward MacDowell. But his speciality was language: Competent in Hebrew, Yiddish, and English, he studied Latin and Greek in school, as well as French and Spanish. His undergraduate training was in German philology, where he studied the then-new approach of historical linguistics.
It was at Columbia that he encountered Franz Boas, who exposed him to American Indian languages. The experience was mind-blowing: a continent full of ways of thinking and expressing one's self radically different than Indo-European languages. The process of eliciting language and grammar from informants was also fascinating to Sapir. He was quickly converted. Boas was delighted with Sapir. He, like everyone else, would consider Sapir one of this best students. Sapir did his first fieldwork in the Pacific Northwest on Chinook -- a notoriously complex language. He earned his Ph.D. in 1909 and immediately landed a plum job: to direct ethnographic research in Canada.

It was an amazing opportunity: Sapir would be able to shape the direction of research for an entire country, but it also came with drawbacks. Sapir moved to Ottawa and took Canadian citizenship. But Ottawa was not like Sapir's beloved New York. He missed the lack of cultural institutions and intellectual ferment. Ottawa was also very homogenous, and Sapir had trouble fitting in with the waspy Canadian upper-crust the way he was supposed to. He had hoped the job would let him do fieldwork as he pleased, but the government wanted him to be an administrator who sent other people out to do fieldwork.
Throughout this period Sapir not only produced linguistics and anthrpology, he also grew pensive. He wrote essays on culture and identity. He experimented with poetry. Partially his adventurousness was due to his boredom in Ottawa. But it also had deeper roots: His wife Florence was slowly dying. It was a long and excruciating process. For her treatments, Sapir often came to New York for extended periods. It was at this point, in the mid-1920s, that he met and fell in love with Ruth Benedict. They corresponded, and sent each other poetry. When he was in New York, she would take care of his children -- something that Benedict, who could not have children herself, especially valued. He also met Boas's new student Margaret Mead, and struck up a relationship with her which was not entirely platonic. Eventually he asked Benedict to marry him, but she refused: Sapir was a traditionalist who wanted her to become a stay at home mother and abandon her career.

After Sapir's wife passed away, he decided it was time for a change. Luckily, one was available: The University of Chicago was looking for someone to hold up the anthropology section of its sociology department (anthropology was a part of sociology at that time). It was a young, wealthy university with a commitment to pure research. Sapir was promised that he could do whatever he liked there -- it was a place where stars were given room to be themselves. So he went. It was a good move: For most of the 20th century Chicago was the center of social sciences (_all_ of them) in the US and perhaps globally.  Sapir remarried in Chicago and trained several students, including Leslie White. But it was not to last.
In 1931 Sapir left Chicago. He had been poached by Yale. Chicago had offered him freedom, but Yale offered him something even bigger: A whole institution, dedicated to his work. He could have freedom to work as well as train up students and develop new curriculum: His new interest in culture and personality. It was also in Connecticut, a convenient train ride away from New York. At Yale the now-middle-aged Sapir would not have to put up with the brutal Chicago winters. So he went.
Yale did give Sapir the opportunities it promised. He developed close relationships with other scholars interested in culture and personality. But Yale also had its drawbacks. The university was wealthy and prestigious, but it was also a haven of white privilege: "Pale, male, Yale" as the saying goes. As a Jew, Sapir was discriminated against. He was initially rejected from membership in the faculty club. He founded the sociology department, but was constantly at war with George Murdock, the protegé of William Graham Sumner, the social darwinist Sapir had replaced.
Sapir's health also began failing. He had a heart condition. It was the middle of the depression, and there was no medicare or unemployment insurance -- he had to keep teaching or else he would not support his family. He withdrew more and more from his responsibilities, but the need to earn money meant he could never get the rest that he needed to recover. Finally, he died of a heart attack in 1939.

The journey of Lia Haugen began within the walls of the Brightwood Orphanage, nestled amidst the bustling streets of Ottawa. Born to unknown parents, she spent their early years within the orphanage, her days defined by the firm but fair tutelage of caretakers and the company of their fellow orphans. Despite the absence of familial ties, Lia found solace in the camaraderie of her peers and the guidance of the caregivers, who were doing their best to provide for the growing needs of their charges. It was hardly a perfect existence, but, for the young orphan, it had been enough.
A few months before her eighth birthday, things took an unexpected turn when they were adopted by Silas Haugen, a solitary farmer from rural Vermont. For Lia, the transition from orphanage life to the countryside encompassed a whirlwind of emotions — excitement, apprehension, and the prospect of hope for a better future. A man of few words and boundless compassion, Silas welcomed her into his home with open arms, his face softening with a grin as he embraced his new child for the first time. With a heart of gratitude and quiet determination, Silas made the decision to move her from the bustling streets of Ottawa to the serene beauty of his home state, where he planned to provide his child with a life of stability, security, and love.
Under the guidance of her father, Lia flourished amidst the fields and rustic charm of the family maple farm. With each passing day, they both embraced the rhythms of rural life: the crisp morning air, the earthy scent of freshly turned soil, and the soft symphony of nature’s song echoing through the countryside. They tended to the land and its animals with care and devotion, their days filled with the timeless rituals of planting, harvesting, and nurturing life in all its forms. Yet, amidst the tranquility of their existence, a shadow loomed on the horizon — the passing of Silas’ father, a stoic patriarch whose memory lingered like a whisper in the wind. In the wake of his father’s passing, Silas found solace in the land that had been his family’s legacy for generations. Meanwhile, as Lia grew older, they embraced the opportunities afforded to her in her new home, completing their secondary education at Woodstock Union High School and eventually pursuing an undergraduate education at Boston University. They hadn’t really been particularly inclined towards the idea at first; the prospect of attending college was a wholly unappealing prospect, as far as she was concerned. But Silas had been particularly insistent on the matter, and she eventually decided upon the bright lights of Beantown. 
Lia’s first two years of college passed in a blur. It had been a time of growth and exploration for the young woman, both academically and socially. They thrived in the vibrant atmosphere of campus life,  distinguishing themselves as a diligent and dedicated student, immersing in their studies with passion and enthusiasm. Socially, she found herself surrounded by a diverse and dynamic community of peers. Their warm and compassionate nature endeared her to those around her, and she quickly became a cherished member of the college community and their growing social circles.  With each passing semester, they grew more confident in her abilities and  fostered an eagerness for what would come in the months and years ahead.
Upon returning home at the end of her sophomore year, however, Lia was met with a unexpected surprise — Silas had found love in the arms of Gavriil Kushnir, a man whose smile was as infectious as his positive and optimistic disposition. Initially, they felt conflicted about the partnership, grappling with feelings of uncertainty and fear, wondering if their newfound love would change the dynamics of the family, and how they fit within it. But it wasn’t long before Lia understood the depth of their love and the happiness they found in one another. And in Gavriil, Lia had found both another loving father, and a kindred spirit whose presence brought endless light and laughter into the family home.
It wasn’t long afterwards that Silas and Gavriil decided to solidify their partnership by getting married, celebrating their union with an intimate ceremony on the Haugen farm. Lia proudly stood by their side, a proud witness to a commitment of their love for one another, and, by extension, herself. It was this experience that incited a desire to explore new horizons and experience the world beyond the confines of the familiar. With the blessings and encouragement of their family, she set off on a journey of self-discovery.
After visiting a few locations, Lia was immediately captivated by the charm and tranquility of a small coastal village in Cornwall, and decided to settle there temporarily. It wasn’t long until she also found herself drawn to a vibrant group of individuals, ones who shared her love for exploration and adventure. Through a series of chance encounters and shared experiences, Lia and her newfound companions decided to take the leap and move into a quaint house nestled amidst the winding streets of the village. Together, they transformed the space into a cozy sanctuary, one where they navigated the joys and challenges of communal living with humor and adventure. Through their shared adventures and quiet moments of connection, Lia found a sense of belonging and kinship, each of them growing increasingly grateful for the bonds they forged in the heart of the village by the sea. 
As her travel visa neared its expiration date the following year, Lia was faced with a difficult decision. While she had grown to love her new home in Cornwall, a part of her knew they needed to return home. With a sense of bittersweet nostalgia, they bid farewell to the village and its people that had become her sanctuary. As much as their departure had been a sorrowful experience, they returned to America with a newfound sense of purpose and determination. With a heart full of memories and an enriched sprit, after a quick stay with Silas and Gavriil, she made her way back to Boston University to resume her studies, approaching their final year of education with renewed focus and passion.
With degree in hand the following spring, the world was truly at their fingertips, Lia knew that it was time to embark on the next chapter of her life. This venture brought her to the quiet and quaint existence found in Merrock, Maine. Nestled between rocky cliffs and rolling waves, the small town captured Lia’s heart from the moment she arrived. It just felt like home, the perfect place to begin anew. As they continue to embark on this new chapter and the adventures that will follow, they know this next journey will be like all the others: full of growth, excitement, and endless possibility.

A terminally ill federal inmate wants to be released so he can die outside of prison. He's been refused, so he's applying for MAID
After more than four decades in a federal prison, Ed Speidel is fighting for a compassionate release so he can die outside, in a halfway house, rather than in his jail cell.
But after being rejected for parole and refused an appeal, he now fears he will die a painful death, struggling to breathe behind bars.
"My biggest fear is dying in jail. I don’t want to die in jail," said Speidel in a phone interview with CTV News from an office in the Matsqui Institution, a medium-security prison in Abbotsford, B.C.
The 62-year-old suffers from end-stage chronic obstructive pulmonary disorder (COPD) along with chronic pain and rheumatoid arthritis. Tests show his lungs have only 19 per cent function compared to healthy adults.
"I have days where I have a real hard time breathing and it's like choking, like you're starved for air," said Seidel.
He requires oxygen 24 hours a day. Yet just prior to his phone interview with CTV, he said he had to struggle to get staff to provide him with a portable oxygen unit to make the trip to the room where the interview would take place.
Speidel, who uses a walker and spends most of his time in his cell, says he is in no way a threat to the public.
"I was a s**thead. (I did) robberies. But I didn't hurt anyone," he said. "I have done 41 years. I’ve done my time. Nothing is being served by keeping me here."
At a parole hearing in July 2022, he asked for parole by exception – more commonly referred to as compassionate or geriatric parole – due to his failing health, age and time served. He was not represented by a lawyer and was turned down.
He obtained legal support early this year. Lisa Crossley, who works with Prisoner Legal Services in Vancouver, says the case is bolstered by a note from a doctor in the institution, recommending that the parole board consider compassionate release for Speidel given his progressive health condition.
But the motion on for an expedited hearing of his review on July 8 was rejected. Speidel is now working through an application for a medically assisted death, though he says it's not really his preference.
"For the vast majority of people, if you are terminally ill, what risks do you really pose? I think that should be asked and there should be more options for people for some type of release," Crossley told CTV News.
Still, Crossley says, she will continue to push for an expedited regular parole hearing, and for another appeal for a compassionate release. She believes it is the first case of its kind in the country that will highlight the plight of older prisoners who are ill.
"It is a matter of public importance that affects many people in federal prison," said Crossley.
AGING AND AILING INMATES
Of the 6,886 prisoners now in federal jails as of 2023, more than 1,700 (25.6 per cent) are 50 and older and are classified as aging offenders. 
Surveys show that prisoners age more rapidly due to their past lifestyles, high rates of substance abuse and the stress of imprisonment. 
There are higher rates of diseases that come with age including cancer, diabetes, lung disease and dementia.
Ivan Zinger, the correctional investigator of Canada, says a review, conducted in 2019 worried him.
"We saw an inordinate amount of prisoners who were either terminally ill or had dementia or Alzheimer's, who had severe mobility restrictions, who were bedridden. And all these individuals, you scratch your head, saying, 'What are they doing in a prison setting?'" he said in an interview from his office in Ottawa, Ont.
"Prisons and penitentiaries were never designed to be nursing homes or long-term care facilities or hospices. And this is what they've turned out to be. And it's just not acceptable," Zinger added.
In a statement sent to CTV News, Correctional Service of Canada officials said they could not comment on specific inmates or their cases, but wrote that the agency "acknowledges that challenges exist in addressing the multiple needs of aging offenders, but remains committed in its efforts to continue to develop strategies in meeting those needs.''
The Parole Board of Canada, meanwhile, is responsible for making decisions about exceptional paroles and when offenders don't pose a risk to the public. In an email to CTV News, PBC officials wrote that the board granted 29 paroles by exception to all age groups between 2019 and early 2023. Of those, 13 were prisoners aged 60 and older.
That amounts to about four compassionate releases per year and proves, says Zinger, that the corrections system is not offering enough medical compassionate releases.
"Each year, up to 40 incarcerated individuals die in Canadian penitentiaries of 'natural causes,' usually terminal illnesses,” he noted. “The fact of the matter is none of these individuals benefited from a compassionate release, even though their death was expected or imminent.”
Meanwhile, studies show the cost of keeping a geriatric offender in prison can be two to four times higher than housing them in a halfway home with medical support.
Zinger points to other jurisdictions, like in the U.S. and Europe, which are building secure nursing homes for inmates, where they can be transferred after they turn 65 or develop chronic or fatal illnesses.
In Canada, there are at least five secure halfway homes that accept or are just starting to accept aging inmates, with about four dozen beds. Haley House, in Peterborough, Ont., has 10 beds and is hoping to open a second home with 10 more beds this fall. Still, the case manager, Jeff Morgan, writes that existing facilities don't "come close to meeting the needs of aging offenders that are coming out of federal institutions, or are due to be released."
COMPASSIONATE PAROLE OR MAID?
With no indication he will get out any time soon, Speidel has applied for medical assistance in dying (MAID), and is awaiting a medical assessment. The process usually takes three months or less.
He says he'd much prefer dying a natural death in a supervised halfway house. But his next regular parole hearing could be in 2024.
"What it looks like is that it's easier to kill myself here, with their (medical) help, than it is to try and convince them to let me back out. And I don't understand why," Speidel said.
CTV reported earlier in 2023 that there has been a small but noteworthy increase in MAID deaths among inmates, at rates higher than those in most other countries that allow assisted death.
The 2019 report by the Zinger also warned that without better planning for aging and ailing prisoners, there would be a surge of requests for MAID.
"Canada’s correctional authority should not be seen to be involved in enabling or facilitating any kind of death behind bars. It is simply incongruent with CSC’s obligation to protect and preserve life," he wrote.
Yet Speidel’s case suggests this is exactly what is happening.
He wants parole to die on his own. But the road to approval for MAID may come more easily – a problem his lawyer says needs to be addressed.
“Are we comfortable with it being the case that people can apply for made and be granted it within a month?” said Crossley. ”If you're eligible for MAID, you meet all those requirements, do you really pose such a risk to the community that you shouldn't be eligible for some kind of release as well?” she added.
For Speidel, it is a simple, binary choice.
"I sure hope I get out because if I don't, I will take MAID. I'm not going to sit here, unable to breathe, until I'm laying on the floor choking," he said.
