Stateville inmates request transfer or release in court motion citing prison’s decrepit conditions
Civil rights lawyers representing people incarcerated at Stateville Correctional Center filed a court motion on Wednesday requesting that the state transfer or release them, citing the aging prison’s “degradation and deterioration.”

Civil rights lawyers representing people incarcerated at Stateville Correctional Center filed a court motion on Wednesday requesting that the state transfer or release them no later than Sept. 20, citing the aging prison’s “degradation and deterioration.”
The state has announced plans to tear down the sprawling facility in Crest Hill, near Joliet, and build a new prison on the Stateville site as part of a nearly $1 billion project that would also include demolishing Logan Correctional Center in downstate Lincoln, a women’s prison, and possibly rebuilding it on the Stateville grounds.
Lawyers for the Stateville inmates are trying to force the state to move ahead on the plan quickly, arguing the living conditions for people incarcerated at the nearly century-old prison are appalling.
“Right now there’s over 420 residents at Stateville who are at risk of dire injury due to the structural vulnerabilities, degradation and deterioration of those buildings that put them at risk of serious physical injury or even death,” attorney Heather Lewis Donnell said in a news conference at the law firm Loevy + Loevy.
“While the motion is premised on these decaying buildings, we also know that every condition at Stateville — the water, the excessive temperatures, heat and cold, the vermin, the birds — are all exacerbated and compounded when the structure is not secure and when it is vulnerable.”
The state’s project to tear down and rebuild the two prisons is expected to take three to five years. In addition to the lack of a start date, state officials have not laid out a plan for how those housed in the prison will be handled during the transition.
The motion filed Wednesday asks the court to direct the Illinois Department of Corrections to come up with a plan “that details the transfer of all (plaintiffs) from Stateville to another facility and/or their release by August 12.”
The motion also calls for the court to direct IDOC “to transfer and/or release all (plaintiffs) from Stateville by no later than September 20.”
An IDOC spokesperson declined to comment on the motion. State officials have said the process of closing Stateville could begin as early as September.
At Wednesday’s news conference, former Stateville inmates shared complaints about the prison’s conditions that included falling concrete, electrical outages and a lack of ventilation amid excessive heat.
Advocates say some of those conditions contributed to the death of 51-year-old Michael Broadway, who was incarcerated at the facility and died during a June heat wave.
The Will County coroner’s office has not released a cause of death for Broadway, who graduated last year from Northwestern University’s Prison Education program. “I know from my experience, the heat, the way it was, and Michael having passed perhaps due to the heat, I really want to see that
Stateville is closed and that no other harm comes there,” said James Soto, who was incarcerated for more than 40 years after being wrongfully convicted in a 1981 double homicide before being released from the prison last year.
“This is really a public health issue, a safety issue of those that are in there.”
Benard McKinley, who was also formerly incarcerated at Stateville, said the prison has “so many inhumane conditions” that it has to close.
“When that water comes down and goes for that foundation it creates what is called ‘black mold,’ so when you go in these cells and you have black mold in your cells, they contribute to respiratory issues,” McKinley said, noting Broadway’s respiratory problems.
“These conditions is pure torture.”
The court motion describes floors, beds and sinks “covered in bird feathers and excrement” and discolored, bad-smelling drinking water from faucets.
“Although some repairs have been made at Stateville, the facility continues to be extremely dangerous,” according to the motion. “The structural damage and disrepair to Stateville’s many compromised buildings pose an ongoing risk to (plaintiffs), as well as those employed there.”
In one of the footnotes of the motion, plaintiffs alleged the state has stopped investing in “quality care for the living and common areas” and that since Gov. J.B. Pritzker announced the plan to close the prison, “staff has stopped coming to work or has refused to do their jobs while at the prison, leaving (the plaintiffs) to suffer in abject conditions.”
Asked about the court motion at an unrelated news conference on Wednesday, Pritzker said the safety concerns at Stateville “are the very reasons why we’re taking action to replace Stateville and Logan and why we’re going to have to continue to make upgrades and changes in our Department of Corrections.”
But he stopped short of offering specifics as to when Stateville could be shut down.
“We want to make sure that we’re doing it in the right way, in the way that keeps people safe but also moves us forward with the broader plan with the Department of Corrections,” Pritzker said.

The Bryan Awards - The Best of the Last Decade (The 2010s)
With only two weeks left in the decade, I took a thorough look back at the last ten Bryan Awards (with the last nine of them being recorded as annual podcasts for WCRS FM), and picked the Best of the Best since the 2010 Bryan Awards (or programs that aired since January 1, 2010, and airing up until the cut-off for this September’s Bryan Awards, which was May 31, which would eliminate the likes of Mrs. Fletcher, Season 2 of Big Little Lies, plus newbies like On Becoming A God in Central Florida, Perfect Harmony, the 2019 FIFA Women’s World Cup, and this week’s A Christmas Carol).
Here are the Guidelines Chosen for both this and the Silver Garbage Awards Worst of the Decade: - Eligibility Period is January 1, 2010 to May 31, 2019. - Glee is being entered for New Series of the Decade, because it won the 2010 Bryan Award in that race, despite it debuted in 2009. - Younger Acting will be merged through the genres: Daytime, Comedy, Drama, and Limited Series. And if an actor turned 26 doesn't really matter, as long as 50% of their nominations were before they were 26. - Big Little Lies (Season 1), Orange Is the New Black, and Downton Abbey are Dramas. Shameless is a Comedy. True Detective is a Longform, as is American Horror Story, and ALL seasons will be lumped into one for Anthology Stories. - Sherlock and Sharknado are being entered for ALL of their movies, ditto for Black Mirror episodes, in the Longform races. - There will be separate Lead and Supporting Acting races for Comedy and Drama Bryan Awards, but NOT for Silver Garbage. Daytime Emmy's Predictions
We have arrived at the big week for Daytime Television. As you have may have already done so, I will be giving you my predictions for who will be the big winners. Now, I just want to put it out there that I have been mainly watching GH for the last few years, but I have spent time watching clips of the other soaps as well. Feel free to interact with me, and comment your thoughts! Here we go..
1. Outstanding Lead Actress in a Drama Series
Jacqueline MacInnes Wood (Steffy Forrester, The Bold and the Beautiful, CBS)
Marci Miller (Abigail Deveraux DiMera, Days of Our Lives, NBC)
Heather Tom (Katie Logan, The Bold and the Beautiful, CBS)
Maura West (Ava Jerome, General Hospital, ABC)
Laura Wright (Carly Corinthos, General Hospital, ABC)
My prediction: Maura West. She is soap royalty, and doesnt get enough credit for what she brings to the table, mainly because it is easy to dislike her role. 2018 was a big year for West as she had a self-realization storyline early in the year, followed by the aftermath of the Dr. Bensch- Kiki assault case, as well as the Kiki-Griffin affair. If not West, I can see Jacqueline Mcinnes Wood or Marci Miller taking the award.
2. Outstanding Lead Actor in a Drama Series
Maurice Benard (Sonny Corinthos, General Hospital, ABC)
Peter Bergman (Jack Abbott ,The Young and the Restless, CBS)
Tyler Christopher (Stefan DiMera, Days of Our Lives, NBC)
Billy Flynn (Chad DiMera, Days of Our Lives, NBC)
Jon Lindstrom(Ryan/Kevin Collins, General Hospital, ABC)
My prediction: This is was the hardest category for me to decide. I easily had 3 winners but if I had to choose one, it would have to be Jon Lindstrom. It is about time he gets recognized for his talents, and after so much time in the background, Jon Lindstrom got a meaty storyline that happens to be hitting the climax in the next few weeks. He played dual roles, with one role being Dr.Kevin Collins who was kept in Ferncliff and was also blind for a long time, while his identical serial killer twin brother Ryan Chamberlain wreaked havoc on Port Charles. Playing two roles is difficult and not many can pull it off like Lindstrom did.
(My runner-up would be Peter Bergman for his portrayal of Jack Abbott, although it was presumed he wasnt an Abbott, which gave us brilliant acting from Bergman)
3. Outstanding Supporting Actress in a Drama Series
Kassie DePaiva (Eve Donovan, Days of Our Lives, NBC)
Linsey Godfrey (Sarah Horton, Days of Our Lives, NBC)
Martha Madison (Belle Black, Days of Our Lives, NBC)
Beth Maitland (Traci Abbott, The Young and the Restless, CBS)
Mishael Morgan (Hilary Curtis, The Young and the Restless, CBS)
Vernee Watson (Stella Henry, General Hospital, ABC)
My prediction: Martha Madison. I didn't watch too much of Days, but she amazed me in her scenes while Doc was dying.
4. Outstanding Supporting Actor in a Drama Series
Max Gail (Mike Corbin, General Hospital, ABC)
Bryton James (Devon Hamilton, The Young and the Restless, CBS)
Eric Martsolf (Brady Black, Days of Our Lives, NBC)
Greg Rikaart (Leo Stark, Days of Our Lives, NBC)
Dominic Zamprogna (Dante Falconeri, General Hospital, ABC)
My prediction: Even as the oldest in this category, he was a rookie to daytime soaps and he captured our hearts with his portrayal of a man diagnosed with Alzheimer's. Max Gail allowed us to feel his pain, fear and suffering, and this storyline altogether has brought a renewed awareness to a cruel disease.
(My runner-up would be Bryton James, whom I strongly believe will yet again have a great chance to win next year as well)
5. Outstanding Younger Actress in a Drama Series
Hayley Erin (Kiki Jerome, General Hospital, ABC)
Olivia Rose Keegan (Claire Brady, Days of Our Lives, NBC)
Victoria Konefal (Ciara Brady, Days of Our Lives, NBC)
Chloe Lanier (Nelle Benson, General Hospital, ABC)
Eden McCoy (Josslyn Jacks, General Hospital, ABC)
My prediction: I strongly believe that the reigning winner of this category, Chloe Lanier, will yet again be the winner. Her portrayal of Nelle Benson once again haunted Port Charles, specifically the Corinthos-Jacks clan. Her twisted way of bringing pain to others to somehow offset the pain they caused her was intense, especially in the ever entertaining showdowns between Carly and Nelle.
My runner up would be Eden McCoy, who was also linked in this storyline with Nelle and Carly. I'm sure this is the first of many nominations for McCoy.
Outstanding Younger Actor in a Drama Series
Lucas Adams (Tripp Dalton, Days of Our Lives, NBC)
William Lipton (Cameron Webber, General Hospital, ABC)
Kyler Pettis (Theo Carver, Days of Our Lives, NBC)
Garren Stitt (Oscar Nero, General Hospital, ABC)
Zach Tinker (Fenmore Baldwin, The Young and the Restless, CBS)
My prediction: In my opinion, there were no standouts like the other categories. I do see one of the GH boys winning, with it most likely being Garren Stitt.
7. Outstanding Drama Series
Bold and the Beautiful, CBS
Days of our Lives, NBC
General Hospital, ABC
The Young and the Restless, CBS
My prediction: Days and General Hospital really brought the drama. They had some huge storylines that brought some amazing performances, mainly why most of the nominees come from those two shows respectively. I could see GH pulling in the big award, but its definitely there's to lose as well.

What could happen this year: - Vincent Irizarry could be the first soap actor to be nominated for THREE different soaps in THREE different categories on THREE different networks. He is already the first Hispanic actor to be nominated for Lead (2002), Supporting (2009 - a tied win), and Younger (1986) Acting. - Hunter King could win a third Younger Acting Emmy, joining the ranks of Jennifer Finnigan, Jennifer Landon, Chandler Massey, and Jonathan Jackson. - Amelia Heinle could win an unprecedented THIRD Supporting Actress Emmy. (No one has won more than TWO in this race since its inception in 1979.) - Roger Howarth, like Irizarry, could also get nominated. If so, Howarth and Irizarry would join Justin Deas, Jacob Young, Heather Tom, and Scott Clifton as the only actors to be nominated for THREE different soaps. A Howarth, Irizarry, or Jason Thompson nomination will join them in an elite club of actors to have Lead Acting nominations for TWO different soaps. That club includes the likes of Maura West, Susan Flannery, Crystal Chappell, Peter Bergman, Elizabeth Hubbard - Scott Clifton could join Heather Tom as the only actor to win Lead, Supporting, and Younger acting Emmys. - Kristian Alfonso’s only nomination was in 1985, in the very first Younger Actress race. A nomination in March would be the longest gap between nominations. - If Michelle Stafford or Judi Evans wins, either will join Nancy Lee Grahn as the only actresses to win Supporting Actress for TWO different soaps. - If Kristoff St. John wins, he’ll (a) join Tom as the only actors to win Lead, Supporting, and Younger Acting Emmys, and (b) the first African-American actor to do so.

Joe Biden reminded everyone why he might be the closest thing humanity has to a walking, talking “tfw” joke. Ivanka Trump and Jared Kushner are moving two blocks from the Obamas’ future home, though nobody is discussing their proximity to a nearby Islamic center for some reason. And a bunch of Hillary Clinton staffers have been recruited to run rapid response at the DNC, because what the opposition really needs are more black-and-white videos of Jonah Hill in a heather gray sweater solemnly telling us how much we need the individual mandate. GOP IN GISARRAY - The real loser in all of this is Rep. Blake Farenthold, who will now have that picture of himself dressed in duckling PJs re-broadcast to the world (see below!). Matt Fuller and Paige Lavender: “After a torrent of bad headlines, countless phone calls to member offices, and two tweets from President-elect Donald Trump, House Republicans dropped their plans to gut the Office of Congressional Ethics Tuesday, just minutes before the House was set to gavel in for the 115th Congress and adopt their rules package for the next two years. The amendment ― authored by Judiciary Chairman Bob Goodlatte (R-Va.) ― would have placed the independent congressional ethics office under the oversight of the House Ethics Committee, changed the OCE’s name and barred the office from releasing reports to the public. In effect, it would have neutered Congress’ most aggressive watchdog. The decision to strip the Goodlatte amendment came just before noon on Tuesday as Republicans planned to begin the 115th Congress. Earlier in the day, responding to numerous news reports about Republicans gutting the OCE, Trump asked in a tweet whether Republicans really had to make the ‘weakening’ of the ethics office their first order of business, though he also didn’t necessarily come out against the idea of eventually overhauling the OCE.” [HuffPost]

Taking photos or recording video on the House floor has been a longstanding violation of House rules, but the fine is something new Republicans are proposing this year as a delayed reaction to Democrats’ June sit-in on the House floor protesting gun violence. HERE’S SOME SWEET, SWEET CUD FOR FINANCIAL SERVICES DEMOCRATS TO CHEW ON - Ben Carson’s confirmation hearing before Senate Banking is quickly becoming our second-most anticipated confirmation hearing. David Dayen: “OneWest Bank, which Donald Trump’s treasury secretary nominee Steven Mnuchin ran from 2009 to 2015, repeatedly broke California’s foreclosure laws during that period, according to a previously undisclosed 2013 memo from top prosecutors in the state attorney general’s office. The memo obtained by The Intercept alleges that OneWest rushed delinquent homeowners out of their homes by violating notice and waiting period statutes, illegally backdated key documents, and effectively gamed foreclosure auctions. In the memo, the leaders of the state attorney general’s Consumer Law Section said they had ‘uncovered evidence suggestive of widespread misconduct’ in a yearlong investigation. In a detailed 22-page request, they identified over a thousand legal violations in the small subsection of OneWest loans they were able to examine, and they recommended that Attorney General Kamala Harris file a civil enforcement action against the Pasadena-based bank. They even wrote up a sample legal complaint, seeking injunctive relief and millions of dollars in penalties.” [The Intercept]
BLACK PEOPLE WORRIED ABOUT JEFF SESSIONS FOR SOME REASON - But some of his best friends are ― oh, they aren’t? Lilly Workneh: “The NAACP is staging a sit-in protest at the office of U.S. Sen. Jeff Sessions in Mobile, Alabama to speak out against his nomination by President-elect Donald Trump for attorney general. Several leaders of the civil rights organization have thus far participated in the protest, which kicked off Tuesday morning, including NAACP President Cornell William Brooks, and Alabama state NAACP President Benard Simelton. Brooks posted a tweet Tuesday morning declaring that he will continue to occupy the office until the protest results in either Sessions’ withdrawal or their arrest.” [HuffPost]

Jon Gambrell: “The Trump International Golf Club in Dubai — the sheikhdom in the United Arab Emirates home to a futuristic skyline crowned by the world’s tallest building — is due to open in February and be managed by Trump Organization employees. It is set inside Akoya, a massive housing development of 2,600 villas and 7,000 apartments developed by Dubai-based luxury real estate DAMAC Properties. Another Trump-managed golf course is planned for another even larger DAMAC project under development further down the road. Joe Biden reminded everyone why he might be the closest thing humanity has to a walking, talking “tfw” joke. Ivanka Trump and Jared Kushner are moving two blocks from the Obamas’ future home, though nobody is discussing their proximity to a nearby Islamic center for some reason. And a bunch of Hillary Clinton staffers have been recruited to run rapid response at the DNC, because what the opposition really needs are more black-and-white videos of Jonah Hill in a heather gray sweater solemnly telling us how much we need the individual mandate. The amendment ― authored by Judiciary Chairman Bob Goodlatte (R-Va.) ― would have placed the independent congressional ethics office under the oversight of the House Ethics Committee, changed the OCE’s name and barred the office from releasing reports to the public. In effect, it would have neutered Congress’ most aggressive watchdog. The decision to strip the Goodlatte amendment came just before noon on Tuesday as Republicans planned to begin the 115th Congress. The memo obtained by The Intercept alleges that OneWest rushed delinquent homeowners out of their homes by violating notice and waiting period statutes, illegally backdated key documents, and effectively gamed foreclosure auctions. In the memo, the leaders of the state attorney general’s Consumer Law Section said they had ‘uncovered evidence suggestive of widespread misconduct’ in a yearlong investigation.
