Map of where every Civ has come from in all the Civilization games to date.
by DrWinmon:
Breakdown of which civ/leader is allocated to which country (not all are obvious)
If the same leader shows up twice or more, all individual appearances are counted independently.
The idea was to pin every leader down to a single country, so even if the empire was huge, I allocated them to only one country (to keep the numbers “fair”). In general, the country that each leader/civ is allocated to is based on the location of the capital of the empire at the time of the leader’s rule. Sometimes it’s not that simple (see Atilla the Hun, Mayans, etc.)
America (USA): 14
Abraham Lincoln (Civ 1, 2, 3, 4)
Sitting Bull of the Sioux (Civ 2, 4)
Hiawatha of the Iroquois (Civ 3, 5)
Roosevelt (Civ 4, 6)
Washington (Civ 4, 5)
Kamehameha (Civ 5)
Pocatello (Civ 5)
From looking at a map, the majority of Iroquois territory seems to be in today’s USA (Southeast of Lake Ontario). Kamehameha I wasn’t expecting to put here, but turns out he was the founder and king of the Kingdom of Hawaii

Angola: 1
Mvemba a Nzinga (Civ 6)
Kingdom of Kongo had their capital in Sao Salvador, Angola

Australia: 1
John Curtin (Civ 6)

Austria: 3
Maria Theresa (Civ 2, 5)
Holy Roman Emperor Charles V (Civ 3)
The Holy Roman Empire capital was in Vienna during Charles V reign (despite him being Dutch) so he’s allocated to Austria.

Brazil: 2
Pedro II (Civ 5, 6)

Cambodia: 2
Suryavarman II (Civ 4)
Jayavarman VII (Civ 6)
Capital of the Khmer empire was Angkor, Cambodia

Canada: 2
Wilfrid Laurier (Civ 6)
Poundmaker (Civ 6)

China: 7
Mao Zedong (Civ 1, 2, 3, 4)
Qin Shi Huang (Civ 4, 6)
Wu Zetian (Civ 5)

Chile: 1
Lautaro (Civ 6)

Denmark: 4
Cnut the Great (Civ 2)
Ragnar Lodbrok (Civ 3, 4)
Harald Bluetooth (Civ 5)
Cnut was coronated King of England before becoming King of Denmark and then King of Norway, so I wasn’t sure about putting him for England. He was the son of a Danish prince though, and the capital of the North Sea Empire was Ribe, Denmark, so I thought it made more sense to put him for Denmark over Norway/England. Female Civ 2 viking has a very common female viking name, and the Civ wiki didn’t pin her down to a single historical figure.

@tranxio i forgot to respond to you about civ 5's bad linguistics!
basically, there are almost 40 voice-acted languages in the game, each spoken by a historical leader. this was really ambitious of them and impossible to do perfectly. some languages, like french, well-written, well-pronounced, and well-acted. most, however, fail on at least one of these fronts. the polish is good but the acting ruins it; on the flip side the chuvash is well-acted but is unintelligible & incomprehensible. wu zetian speaks modern-day mandarin instead of chinese. on the whole, EA found fluent speakers or good actors but very rarely both.
the most egregious example is ramses ii. since ancient egyptian is not an option, he speaks modern-day egyptian arabic. some fans on reddit (maybe more on egyptian forums, who knows) are mad that EA, who drummed up phoenician & aramaic voice actors, couldn't find a coptic actor/scriptwriter, & instead chose the easier route of undermining the game's immersion for anyone who understands arabic.
there are a few interesting issues here. EA is banking on the majority of their audience being unilingual english speakers, who will soak up the foreign languages as worldbuilding flavour & not notice inaccuracies. (although there are enough americans who were annoyed by george washington's texan accent too.) they don't care if the rest of the audience is annoyed, or charitably they do care & didn't have the time/budget to do it right. as a game about culture & history it is easy to make mistakes & EA makes lots all the time. idk if you saw on CBC, a cree leader slammed civ 6 for their surface-level indigenous inclusion.
another issue is that the gameplay spans thousands of years, and nations are always led by the same immortal leaders, so why not stretch disbelief & have harald bluetooth speak modern danish? in that vein, if we're playing an alternate history where seafaring austrians fight neighbouring china for control of uranium deposits, it it really so immersion-breaking if wu zetian speaks modern-day mandarin instead of middle chinese? i guess that depends on the player.
i got distracted while writing this & lost track of what i was going to say but anyway! that's a rundown.
