Thirty-seventh Congress of the United States of America;
At the third Session,
Begun and held at the city of Washington, on Monday, the first day of December, eighteen hundred and sixty two.
An Act
For the admission of the State of "West Virginia" into the Union, and for other purposes.
Whereas, the people inhabiting that portion of Virginia known as West Virginia did, by a Convention assembled in the city of Wheeling on the twenty-sixth of November, eighteen hundred and sixty-one, frame for themselves a constitution with a view of becoming a separate and independent State; and whereas, at a general election held in the counties composing the territory aforesaid, on the third day of May last, the said constitution was approved and adopted by the qualified voters of the proposed State; and whereas, the legislature of Virginia, by an act passed on the thirteenth day of May eighteen hundred and sixty two, did five its consent to the formation of a new State within the jurisdiction of the said State of Virginia, to be known by the name of West Virginia, and to embrace the following names counties, to wit: Hancock, Brooke, Ohio, Marshall, Wetzel, Marion, Monongalia, Preston, Taylor, Tyler, Pleasants, Ritchie, Doddridge, Harrison, Wood, Jackson, Wirt, Roane, Calhoun, Gilmer, Barbour, Tucker, Lewis, Braxton, Upshur, Randolph, Mason, Putnam, Kanawha, Clay, Nicholas, Cabell, Wayne, Boone, Logan, Wyoming, Mercer, McDowell, Webster, Pocahontas, Fayette, Raleigh, Greenbriar, Monroe, Pendleton, Hardy, Hampshire and Morgan; and whereas, both the Convention and the Legislature, aforesaid, have requested that the new State for be admitted into the Union, and the constitution aforesaid, being republican in form, Congress doth hereby consent that the said forty eight counties may be formed into a separate and the independent State. Therefore, Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the State of West Virginia be, and is hereby declared to be one of the United States of American, and admitted into the Union on an equal footing with the original States in all respects whatever, and until the next general census shall be entitled to three members in the House of Representatives of the United States: Provided always, That this Act shall not take effect until after the proclamation of the President of the United States, hereinafter provided for. It being represented to Congress that since the Convention of the twenty-sixth of November eighteen hundred and sixty-one, that framed and proposed the constitution for the said State of West Virginia, the people thereof have expressed a wish to change the seventh section of the eleventh article of said constitution by striking out the same and inserting the following it its place, viz: "The children of slaves born within the limited of this State after the fourth day of July eighteen hundred and sixty-three shall be free; and that all slaves within the said State who shall, at the time aforesaid be under the age of ten years, shall be free when they arrive at"

"the age of twenty-one years; and all slaves over ten and under twenty-one years, shall be free when they arrive at the age of twenty-five years; and no slaves shall be permitted to come into the State for permanent residence therein." Therefore, Sec 2. Be it further enacted. That whenever the people of West Virginia shall, through this said Convention, and by a vote to be taken at an election to be held within the limits of the said State, at such time as the Convention may provide, make and ratify the change aforesaid, and properly certify the same under the hand of the president of the Convention, it shall be lawful for the President of the United States to issue his proclamation stating the fact, and therefore this act shall take effect, and be in force from and after sixty days from the date of said proclamation.

Genny was a caring wife, mother, grandmother, great grandmother and friend.
She left this life suddenly on Saturday, Jan. 1, 2022, after a battle with Alzheimer’s disease.
Genny was born in Bronson, Florida, Sept. 21, 1928, daughter of Geneva Berryhill Osteen and Leander (Lee) Alexander Osteen of Otter Creek Florida. She was their third child and only daughter. Her mother passed when she was only six years old.
School was one of her loves, along with books. She graduated with high honors and went on to attend Bob Jones University with a degree in Religion and History. In 1950 she graduated. She and a college friend traveled to Gilmer County West Virginia to teach Bible School for the summer, with a missionary for the American Sunday School Union, Glenn U. Kirkpatrick. After the summer she returned to North Carolina to teach a semester.
In December 1950, she returned to West Virginia and married Glenn Kirkpatrick. There was a huge snow storm that December that shocked the young Florida lady. Genny was a partner with him, in the American Sunday School Union, typing reports, putting out newsletters, teaching Sunday School, Bible School and Bible Camp. They had three children, Glenn Joel (Joey), Rebecca B. (Becky) and Robert William Paul (Bobby).
Summers were filled traveling from county to county, in West Virginia, having Bible Schools ending with a Bible Camp in August.
During the rest of the year, it was a different church or one-room schoolhouse each Sunday for Sunday School and preaching.
In all of her free time, she taught herself to drive and took a class at the Gilmer County Career Center to learn to work on cars. She never missed a band concert, choir concert or ball game that her children were in.
Genny worked for the Dept. of Human Services as a Social Worker, and then for the Area Agency on Aging at The Gilmer County Senior Citizens’ Center.
The bookworm in her, took her back to school at Marshall University for a Masters in Special Education and Learning Disabilities.  It was back to teaching, this time in the Gilmer County School system.
Special Olympics became a big part of her life. She loved working with the children and giving them new experiences. For 30 years, she was the Director of Special Olympics in Gilmer County.  When the house needed an addition, she built one on. Nothing could stop this lady.
When grandchildren came, there was plenty of love to go around. As with her children, she was always there for them. Stewarts Creek Church was her home church.
Genny served on the board of the Gilmer County Historical Society. The newsletter for the Gilmer County WV Retired School Employees was one of her projects she loved doing.
She was a member of the Martha’s and Mary’s of Gilmer County and received the Helping Hands Award. Others now saw what we always knew, she was the one behind the scenes lifting all the rest of us up.
Genny was preceded in death by her husband Reverend Glenn U. Kirkpatrick, her sons Joey and Bobby Kirkpatrick, her granddaughters Julia Erin Oppe and Oakley Monroe Kirkpatrick, her mother Geneva and father Lee Osteen, her brothers Lee and Richard Osteen.
Surviving are her daughter Becky and son-in-law Jim Oppe, grandchildren children Tiffany and her husband Mitch Davis their children Luke and Emma, Whitney Oppe and Woody Porter, Carrie and her husband Kevin Summers and son Wyatt, Tommy Kirkpatrick his wife Amber their children Keegan and Ava, Charlie Kirkpatrick, Tara and her husband Billy Eagleston and children Kylie and Landyn, and Chandra Kirkpatrick and her children Jade and Trinity. And Genny’s adopted families the Dorans and Pifers.  
A funeral service will be conducted at the Ellyson Mortuary, Inc., 2 Vanhorn Drive, Glenville, WV; 26351 at 2 p.m. Thursday, Jan. 6, 2022, with Rev. Bill Hunt officiating. Burial will follow in the Meadow Lane Cemetery near Glenville. Friends will be received from noon-2 p.m.; Thursday at the mortuary in Glenville.  
Ellyson Mortuary, Inc., is honored to assist the family of Geneva “Genny” Osteen Kirkpatrick with arrangements.

Hunt Oil Settles Car Crash Lawsuit for $30 Million

DALLAS, TX—Attorneys Brent Goudarzi of Goudarzi & Young and Charla Aldous of Aldous\Walker LLP represented a woman injured in 2019 crash.

Dallas-based Hunt Oil Company has agreed to pay $30 million to the woman who was left with a permanent and painful back injury after her car was hit by a worker driving a Hunt Oil pickup truck.

The attorneys believe the settlement amount is the highest ever in Dallas County in this type of injury case.
The case settled just as jury selection began yesterday in a Dallas County District courtroom. 
Evidence showed that, at the time of the crash, the Hunt Oil employee driving the pickup truck had drugs and alcohol in his system and that the driver had been doing drugs and drinking alcohol with his Hunt Oil supervisor immediately before the wreck.

Mississippi Precincts In Predominantly Black Count Ran Out Of Ballots; County Election Leaders Mum About How Many They Printed
Hinds County, Mississippi, a predominantly Black county that leans Democrat, ran out of ballots in nine precincts for Tuesday’s election, and none of the five election commissioners have answered an essential question: How many ballots did they print initially for a critical election in which residents would elect a governor, lieutenant governor and eight members of the executive branch including the treasurer and attorney general?
According to state statutes, counties must provide ballots for a minimum of 60% of the registered voters. In Hinds County, there are more than 149,000 registered voters, according to the election commission website. That means they should have printed at least 89,400 ballots.
Hinds County is 73.5% Black, with a median income of $46,179 and 25% of the population lives in poverty.
Mississippi’s Secretary of State Michael Watson addressed the 60% requirement. “That doesn’t mean they can’t have more, but that’s the minimum,” Watson told Mississippi Today. “The counties then decide how they are going to disperse the ballots as needed.”
In Hinds County, the election commission is composed of Kidada Brown, commission secretary and District 1 representative; RaToya Gilmer McGee, District 2 representative; Jermal Clark, commission vice chairman and District 3 representative; Yvonne Horton, commission chairman and District 4 representative; and Shirley Varnado, District 5 representative.
None of the Hinds County election commissioners responded to theGrio’s repeated requests for comment.
“What an incredible failure on the part of Hinds County to take care of its voters,” Mississippi Rep. Kent McCarty tweeted. “We provide a whole twelve hours to vote on Election Day, being without ballots for two minutes, much less two hours, is absolutely inexcusable.” -(source: the grio)

From one of my favorite cookbooks, Smokehouse Ham, Spoon Bread & Scuppernong Wine: The Folklore and Art of Southern Applachian Cooking by Joseph E. Dabney:
"Cornmeal mush—mush, fried mush, and whole-grained hominy have been more popular in the Southern Applachians over the years than grits. In 1824, Mary Randolph, in her pioneering Southern cookbook The Virginia Housewife gave recipes for polenta, mush, and other corn-based dishes. Mush is similar to grits except made with finer-ground cornmeal. [good call @southernfoodtournament] It becomes a type of porridge or what the Italians call polenta. All it takes to make mush is to add boiling water or milk, and stir it constantly while the meal is being added.
And making fried mush is very similar to frying grits. You put the mush mixture in a buttered loaf pan and let it congeal overnight. The next day, drop the mush out and slice for frying with butter."
There is also a quote from The Annals of Upper Georgia Centered in Gilmer County that discusses the roots of this dish in the Cherokee traditional dish called connehany (Google tells me that's actually a fermented hominy soup, but I can't confirm).
Okay this is sort of tangential to the poll but there are enough southerners here I'm hoping one of yall can answer whether corn mush an actual southern thing or if it was just my parents being Weird About Food. ive lived on the coast a Long time and no one I've met over here has heard of it but my parents made it all the time when I was little and talked about it like it was something everyone knew
There were two versions: one that you'd fry on stove top and one that was basically like oven cornbread but still soft and goey in the middle
