The Battle of Rivière-Ouelle

In 1690, Québec's Governor Frontenac sent ships to raid English settlements in New York and New England. British General Phips of Boston retaliated by sending ships to attack Acadia. Caught by surprise, Acadia was taken on May 21, 1690. Phips’ next target was Québec.

On his way up the St. Lawrence River, Phips decided to burn and loot villages, one such being Rivière-Ouelle.

Rivière-Ouelle, and below, a map showing individual inhabitants listed by name.

According to 19th century writer, H. R. Casgrain:

“One morning in the month of October 1690, a considerable detachment of Canadian settlers, armed for war, strode through the forest of spruce, fir and maple trees that still shade the edge of the River Ouelle.

The leader of the militia was none other than the parish priest, Father Francheville, a fifty-year old of fiery and impetuous character. "My friends," he told the men of the village earlier, "the news is about war. I just learned by letters from Québec, the English intend to seize the country to avenge the defeats we have inflicted upon them. It seems that a fleet of over 30 sails will soon appear. Already M. de Frontenac has sent detachments of militia to both sides of the river to prevent the enemy from making any landing. It must be believed that our governor is relying on your courage, since he sent none of his soldiers here. I would not recognize you were you to be so cowardly as to allow these Bostonian miscreats to land without firing a shot. You know what awaits you if you allow them to succeed: they will burn your houses, your church, desecrate what's holy as they have already done elsewhere, and they will drag everyone into captivity, you, your wives and children. Take arms and be ready for the first signal. "

Thus prepared, the inhabitants of Rivière-Ouelle opened fire when the British disembarked, killing and wounding many British and causing the remainder to retreat back to their ship. Similarly, Governor Frontenac, who was awaiting the British further up the St. Laurence, used forces to repell further attacks, destroying nine British ships in the process.

Opposition parties labelled François Legault’s health transfer negotiations a failure one day after Ottawa made its offer. They say coming back with one-sixth of what was needed is not enough.

Critics say Legault came out of negotiations with Prime Minister Trudeau and other premiers Tuesday afternoon sounding resigned over Ottawa’s offer. On Wednesday, the opposition let him know he could not give up.

The federal government has offered provinces $196.1 billion over the next decade, including $46.2 billion in new money.

But it’s only one-sixth of the increase that the premiers originally asked for. It’s better than nothing but not enough, according to Legault.

Legault claimed that Trudeau has fallen short after two and a half years of negotiations. The Parti Quebecois blames federalism.

Quebec Solidaire says that with growing health needs and current long waiting lists for surgeries and even cancer treatments, the offer is ridiculous but also insulting.

Quebec’s health minister, Christian Dubé, says that regardless of Ottawa’s offer, Quebecers will not be let down. He says his plan to reform the healthcare system by 2025 is still on track.

But Legault says he is not giving up yet. We will continue to fight to get more, that’s for sure, Legault said.

The premiers are meeting to discuss whether or not they accept Ottawa’s offer. Meanwhile, Trudeau has stated that his government will provide all available funding.

Quebec is announcing it will impose a health tax on Quebecers who refuse to be vaccinated against COVID-19.

Quebec Premier François Legault made the announcement in Montreal on Tuesday afternoon, as the number of pandemic-related hospitalizations continues to climb.

“A health contribution will be charged to all adults that don’t want to get vaccinated. We are there now,” he said.

Legault said he felt the ire of the vaccinated towards the unvaccinated, whom he blamed for clogging up the province’s hospitals.

Only 10 per cent of the population is unvaccinated but they make up 50 per cent of patients in intensive care beds, according to the premier.

On Tuesday the province reported an increase of 188 patients with COVID-19 for a total of 2,742. Of those, 255 are in intensive care.

“Those who refuse to get the shot bring a burden to hospital staff and an important financial burden for the majority of Quebecers. It’s not true that the 10 per cent of the population will bring harm to the 90 per cent.”

Legault said there will be an exemption for those who can’t be vaccinated for medical reasons.

The government is still working out the amount that will have to be paid, but Legault said it would be “significant.”

“All Quebec adults who refuse in the coming weeks to at least get a first dose, will be getting a bill,” he said.

Legault touted vaccination as a key to success and urged Quebecers to get all their required doses, including booster shots.

New interim public health director

Legault announced the financial penalty after introducing the province’s new public health director following Monday’s resignation of Dr. Horacio Arruda.

Arruda served as the province’s top health official throughout the COVID-19 pandemic.

He is being replaced on an interim basis by Dr. Luc Boileau, who until Monday was head of the government health-care research institution called the Institut national d’excellence en sante et services sociaux.

Legault thanked Arruda for his work and admitted the position is often difficult due to constant scrutiny.

“Being in front of the media every day to try to explain decisions is not easy for anyone,” he said. “I want to send a huge thank you to Dr. Arruda for everything that he has done over the past 22 months for the well-being of Quebecers.”

The premier also addressed the issue of curfew and the impending return of students to in-person learning.

Regarding the curfew, he said it would be maintained until the situation is under control in the province.

As for the return to school, Legault said the goal is still to have students back in the classroom on Monday, Jan. 17 but the government is weighing the pros and cons.

He admitted that on one hand, sending kids back increases the number of contacts but not sending them back can have an impact on their mental health and learning.

Legault said he wanted to give Boileau time to weigh in on the situation before announcing any new measures or removing restrictions.

The bereaved widower of Joyce Echaquan, the Indigenous woman verbally abused by Quebec hospital staff as she lay dying, made a distress call for justice on Friday, asking his country’s leaders to recognize systemic racism and do something about it.

Carol Dubé, Ms. Echaquan’s husband, spoke through tears while one of her sons wrapped his arms around his shoulders: “I am here to claim justice, for my wife and for her seven children who will never see her again. They are the ones who have lost the most in this senseless death.

“I am convinced my wife died because systemic racism contaminated the Joliette hospital. She spent her final days in agony, surrounded by people who held her in contempt, people who were supposed to protect her.”

Mr. Dubé was flanked by the chief of his home community of Atikamekw nation of Manawan, Paul-Émile Ottawa, and lawyer Jean-François Bertrand. Together they promised a fight on multiple fronts, from the federal capital to the Quebec National Assembly and the province’s courts and tribunals to find out what happened in Ms. Echaquan’s final hours.

“I ask my Chief and the Premier — my Premier — to ensure our institutions guarantee equal care to everyone,” Mr. Dubé said.

En direct du salon de Guillaume Lambert, les nominations du Gala Québec Cinéma (qui ne fera pas l’objet d’un rassemblement télévisuel cette année, confinement oblige) ont été dévoilées cet après-midi.

En cette année dominée par les réalisatrices, 6 des meilleurs films sont réalisés par des femmes et 3 femmes sont en lice pour l’Iris de la Meilleure réalisation.

On parle bien sûr d’Antigone de Sophie Deraspe (Meilleur film, Meilleure réalisation, Meilleur scénario), La femme de mon frère de Monia Chokri  (Meilleur film, Meilleure réalisation), Kuessipan de Myriam Verreault (Meilleur film, Meilleure réalisation, Meilleur scénario), Jeune Juliette d’Anne Émond (Meilleur film, Meilleur scénario), Il pleuvait des oiseaux  et Louise Archambault (Meilleur film, Meilleur scénario, et 13 nominations au total, le record cette année), et du plus inattendu Fabuleuses de Mélanie Charbonneau (Meilleur film).

Ces films réalisés par des femmes sont rejoints dans les catégories de pointe par les « films de gars » Mafia Inc de Podz (Meilleur film), Sympathie pour le diable de Guillaume de Fontenay (Meilleure réalisation, Meilleur scénario), et  Le vingtième siècle de Matthew Rankin  (Meilleur premier film, Meilleure réalisation).

Un grand oublié : Xavier Dolan, qui a lancé deux longs métrages l’an dernier. On ne s’attendait pas à un couronnement du mal-aimé The Death and Life of John F. Donovan, mais l’excellent Matthias & Maxime aurait mérité plus d’honneurs. Il est quand m��me en nomination dans les catégories Meilleure interprétation féminine dans un rôle de soutien (Micheline Bernard), Meilleure interprétation masculine dans un rôle de soutien (Pier-Luc Funk), Meilleure direction de la photographie (André Turpin), Meilleur montage (Xavier Dolan), Meilleure musique originale (Jean-Michel Blais) et Meilleur maquillage (Erik Gosselin, Edwina Voda).

Du côté des interprètes, je suis soulagé que mon long métrage québécois préféré depuis longtemps, Le rire de Martin Laroche, ait été au moins reconnu pour les brillantes performances de Léane Labrèche-Dor (Premier rôle féminin) et Micheline Lanctôt (Rôle de soutien féminin).

Il faut aussi souligner les deux nominations comme acteur de Robin Aubert, pour Jeune Juliette (Premier rôle masculin) et Merci pour tout (Rôle de soutien masculin).

Et une pensée pour Andrée Lachapelle, qui nous a quittés récemment, nommée comme Meilleure actrice pour Il pleuvait des oiseaux.

Parlant d’Il pleuvait des oiseaux , félicitations à Will Driving West, un de mes groupes préférés, parmi les finalistes de la catégorie Meilleure musique originale. 

Aussi, je suis très heureux pour l’extraordinaire Je finirai en prison d’Alexandre Dostie, en nomination pour l’Iris du meilleur court métrage.
