Police officers were injured in Plymouth on Monday night as angry mobs descended on the coastal city in south-west England. The latest outbreak of violence came after mobs of campaigners set fire to hotels housing asylum seekers in two cities over the weekend.

On Monday morning, Prime Minister Keir Starmer held his first COBRA session, an emergency meeting of national agencies and branches of government, to discuss the response to the unrest.

What happened

Throughout Friday, Saturday, and Sunday, violent protesters gathered in town and city centres across the UK. Many of them presumably intended to clash with police and cause chaos. The gatherings may have started as anti-immigration marches organised on social media platforms, but they quickly escalated into riots and violence, according to CNN.

Protesters set fire to two Holiday Inn hotels in the town of Rotherham in the north of England and Tamworth, central England, which were believed to be housing asylum seekers awaiting a decision on their claims. At the time, the hotel in Rotherham was “full of terrified tenants and staff”, according to South Yorkshire Police Assistant Chief Constable Lindsey Butterfield.

In Tamworth, rioters threw objects, smashed windows, and started fires, injuring one police officer, according to local authorities. In Rotherham, they threw wooden planks, used fire extinguishers against officers, set fire to items outside a hotel, and smashed windows to gain entry to the building, police reported.

Violence also took place in Sunderland, Middlesbrough, Stoke-on-Trent, and several other towns, mainly in the Midlands and the north of England. The Home Office stated on Sunday that mosques in the United Kingdom had been given “greater protection with new emergency security.”

Many suspects had yet to be identified, with authorities vowing to use facial recognition and other technology to track them, Starmer said.

People in this country have a right to be safe and yet, we’ve seen Muslim communities targeted, attacks on mosques, other minority communities singled out, Nazi salutes in the street, attacks on the police, wanton violence alongside racist rhetoric.

Chaos without winners

The violence was directly triggered by the stabbing of several children in Southport, in the north-west of England, earlier this week. As a result, three girls were killed and the country descended into chaos.

National-oriented forces seized on the incident and spread a wave of misinformation, including false claims that the alleged attacker was an immigrant, to mobilise anti-Muslim and anti-immigrant protests. However, police say the suspect was born in the UK.

Against the backdrop of ongoing ethnic clashes, Prime Minister Starmer announced future tough measures against White rioters. He said a separate “army” would be created from parts of the police force to deal specifically with anti-migrant sentiment.

A joint view was expressed by the head of Bolton’s Muslim community. He revealed that he felt Britain could not exist without migrants and therefore they needed to show their influence in society. He also thanked the police and the state for helping migrants to stand up for their rights.

Developments show that the new UK government has chosen a course of suppressing its population and fragmenting the country into warring communities. Starmer, whose party recently defeated former Prime Minister Rishi Sunak’s Conservatives, faced the first consequences of an unmanaged migration policy.

Now the arrivals, under the pretext of asserting their rights, are also smashing shops and harassing the local population. Following this week’s riots in Southport, Aldershot, London and Hartlepool, in the wake of the tragic murders of three young girls in Southport, the prime minister has this afternoon launched a new ‘violent disorder taskforce’. Speaking at a press conference in Downing Street, Sir Keir Starmer noted how he believed that the riots were deliberate, stating, “It is a group of individuals who are actually hell bent on violence”. Describing the rioters, Sir Keir said, ‘a gang of thugs got on trains and buses and went to a community that is not their own’.  Visibly angry in his demeanour, the prime minister said, ‘It is not protest, it is not legitimate, it is violent disorder’. Continuing he said, “We will not permit under any circumstances a breakdown in law and order on our streets”. Having met with senior police chiefs this afternoon the government is now proposing a new national capability to help tackle violent disorder. Referring to this newly proposed violent disorder unit, Sir Kier detailed how the government was looking to improve the sharing of intelligence, to the wider deployment of facial recognition technologies, and to increase the use of preventative measures such as a criminal behavioural orders. Criminal behaviour orders have the power to restrict people’s movements, for example to prevent people boarding trains.  It is a technique that is already in use with football hooliganism. With widespread disinformation on social media said to have further fueled this week’s rioting, the prime minister also issued a warning to social media companies, stating ‘this is happening on your premises’. The prime minister detailed how inciting violence online was a criminal offence, rather than a matter of free speech. Despite being pressed twice during this afternoon’s press conference, Sir Keir refused to be drawn directly on the comments by the Reform UK leader, Nigel Farage.  Mr Farage has received widespread criticism for remarks online which it has been suggested might have added ‘fuel to the fire’ earlier in the week. Civil liberties campaigners have said that a proposal made by Keir Starmer on Thursday to expand the use of live facial recognition technology would amount to the effective introduction of a national ID card system based on people’s faces.

Silkie Carlo, the director of Big Brother Watch, said it was ironic the new prime minister was suggesting a greater use of facial matching on the same day that an EU-wide law largely banning real-time surveillance technology came into force.

“Expanding live facial recognition means millions of innocent Britons being subjected to automated ID checks,” said Carlo. “These are the surveillance tactics of China and Russia and Starmer seems ignorant of the civil liberties implications.”

Live facial recognition has, until now, largely been used in the UK by the Metropolitan police and South Wales police, as a real-time aid to help officers to detect and prevent crime, including at public events such as last year’s coronation. It is capable of scanning more than 100 faces a minute for identification.

But on Thursday, Starmer suggested that it should be deployed more widely, in response to the violent disorder around the country after the stabbing and murder of three girls in Southport, Lancashire.

Promising to create a national police capability to tackle the rioting, the new prime minister said forces needed to work better together, sharing intelligence and engaging in a “wider deployment of facial recognition technology”.

Details were scant but immediately after, Starmer suggested that trouble-makers could be subject to “criminal behaviour orders to restrict their movements before they can even board a train” – implying a wider use of live facial recognition at transport hubs such as railway stations.

Daragh Murray, a senior lecturer at Queen Mary University of London, said: “There is a clear danger that in responding to a tragedy and public unrest we expand and entrench police surveillance without appropriate scrutiny. Given that the police have responded to disorder and riots for decades, why is facial recognition needed now?”

There is no specific law in the UK regulating the use of facial recognition software and as a result its implementation is broadly defined by police forces, which use it to locate missing persons and offenders, but also, the Met says, “people on a ‘watchlist’ who are sought by the police”.

The Met’s policy statement says those put on a watchlist include people “wanted by the courts”, people subject to court or bail restrictions – but also people “where there are reasonable grounds to suspect that the individual depicted is about to commit an offence” in the future.

Campaigners say that such broad definitions could allow police to target legitimate protesters, not just people with violent intent. Facial recognition has been used at the British Grand Prix for the past two years, scanning hundreds of thousands, after Just Stop Oil protesters ran on to the track during the first lap of the Formula One in 2022.

There have also been concerns about the accuracy of live facial recognition, with black people more likely to be misidentified than other racial groups. The Met says it can retune the face matching algorithm to eliminate demographic discrepancies, but Big Brother Watch said doing so made it less effective overall.

In a ruling in 2020, a court found South Wales police had failed to properly investigate whether the software exhibited any race or gender bias. Police say there has been a “substantial improvement” in its accuracy, with Met-commissioned research suggesting the chance of a false match was now one in 6,000 people.

Big Brother Watch is bringing a legal challenge to the Met’s use of the technology alongside Shaun Thompson, an anti-knife-crime community worker, who says he was misidentified and wrongly detained at London Bridge station in February by officers who demanded he give his fingerprints to prove who said he was.

Earlier this year Met officials described the technology as a “gamechanger” and said that when the technology had been deployed, it had helped make one arrest every two hours.

For William Orpen, self-scrutiny was instinctive. He did not admire his face and form, so much as use them as primary sources for expressive gesture and emotion. His scowl, his stance, his sloping gait were so deeply inscribed in visual memory that when not featuring in painted portraits, they appear in the margins of his voluminous correspondence. It was about ‘identity’ in the sense of playing a part, about Irishness, authorship, friends, influences and daily life all laced with a wry sense of humour. Indeed, when Myself and Cupid appeared at the New English Art Club in 1911, humour, ‘prepared and deliberate’, was exactly what Daily Telegraph observed - as much to do with the juxtaposition of artist, spotted stuffs, painting gear and sculpture cast as it was to do with facial expression. Each of these observed ingredients was, in reflection, a powerful signifier, yet he was only innocently looking, as his frame-within-the-frame reminds us, in a mirror.

Orpen was fascinated by reflections and had used mirrors many times before. It had, for instance, been the subject of one of his first important and much referenced pictures ten years earlier (The Mirror, 1900, Tate, fig. 1) and since then, aside from ‘heroic’ self-portraits such as The Dead Ptarmigan 1909 (National Gallery of Ireland), it had often been frequently deployed as a compositional device. (See for instance, the still-life The Reflection, 1904, (Private Collection), the figure-piece also known as The Reflection, 1906 (National Gallery of Canada, Ottawa) and The Eastern Gown, 1906 (Atkinson Art Gallery, Southport). In 1909 however, the painter began a major series of six self-portraits, five of which feature large mantelpiece mirrors. These began with two versions of Myself and Venus c.1909-10 (one in Carnegie Museum of Art, Pittsburgh and the other in Hugh Lane Gallery, Dublin), that were worked alongside the present picture. They were accompanied by Leading the Life in the West c.1909-10 (Metropolitan Museum of Art, New York) and Self-Portrait (Cleveland Museum of Art, Ohio) in c.1910-12, along with the closely related, second version of Myself and Cupid (Museum of Fine Arts, Boston), the only painting in the series which does not include a mirror frame but does juxtapose ‘Cupid’ with the artist and a nude model. (The works entitled Myself and Cupid are as Self-Portraits nos. 22 and 23 in the Cara Copland list (1932)). All of these works, with the exception of the present canvas, are in major museums.

Coming at the start of the series, Myself and Cupid sits beside the early versions of Myself and Venus. Motifs and titles - the self, placed beside casts of ‘Venus’ and ‘Cupid’ - suggest the artist as seeker after ideal female beauty and at the same time stricken in love. ‘Cupid’, although normally shown as a little archer, in this case is represented by the putto, ‘Boy with a Dolphin’ by Andrea del Verrocchio. (The original putto was executed in 1465 for a fountain at Villa Medici and was brought to Florence by Cosimo de Medici in the mid-sixteenth century. It now resides in the Palazzo Vecchio.) Both sculptures were popular in art school cast rooms and are likely to have been chosen because they were easily recognizable. In the juxtaposition of artist and sculpture we enter the realm of allegory – ‘prepared and deliberate’, according to the Telegraph reviewer. And if the press was divided – The Times called it ‘a whimsical combination of himself and a statue’ while for the critic of Truth, an ‘unpromising subject’ had been transformed ‘into a harmonious and satisfying whole’ – there was the sense throughout of something ‘ingeniously novel’ (Western Daily Press) and ‘outstanding’ (The Scotsman). The putto also divided opinion: it was ‘overpowering’ (The Queen), ‘distracting’ (The Daily Telegraph), while in placing himself ‘before his votary’, the artist appeared to be performing an act of homage.

For Orpen, the Renaissance sculptor had created something perfect, yet faintly ridiculous at the same time. It would flutter into other compositions – notably into The Poet, 1921 (Private Collection) and as a symbol of angelic afterlife in the early version of To the Unknown British Soldier in France 1922 (Imperial War Museum - its frivolity was later considered unsuitable to the solemnity of the subject). It also appears prominently in the studio portrait by the photographer, Malcolm Arbuthnot.

Reading the painting, however, one is obliged to address the ensemble - for today’s accoutrements may be swept aside tomorrow as the painter reworks his ideas. We are taken into the reflected space by a carefully repeated litter of cloths, brushes, tubes, bottles, a flask and a saucer. Reality thus moves swiftly into reflection over a seemingly disorderly pile of painter’s materials – impedimenta that appear in all five of the ‘Mirror’ self-portraits. Behind us, in the shadows stands the painter, placing a daisy chain, a child’s garland, around the base of the cast, its pedestal draped in spotted fabric that echoes that of his black-and-white cravat. He is dressed in black. Although he would take on numerous costumes, for these first of the series, the painter resorted to the garb of Baudelaire and Manet - and adopted with alacrity by friends such as William Nicholson. (In Orpen’s magisterial A Bloomsbury Family, 1908, (National Galleries of Scotland, Edinburgh) Nicholson wears his favourite spotted silk dressing-gown, while also often being photographed in a black velveteen jacket and white cotton ducks). Before he became a steeplechaser, or ‘man of the west’, Orpen was a ‘man in black’, addressing his audience from under impressive headgear, as in Myself and Venus and Portrait of the Artist, the two smaller pictures being worked at the same time as Myself and Cupid.

- My first photoshoot took place in Formby, I chose this location due to its unrecognisable setting so there was no confusion between the shoot location and the event location. The sand dunes created a moody, mysterious back drop for the photos drawing attention to the model and the polo, highlighting the brand. I also shot my model in a beach side cafe that featured retro coloured stripes which provided Wall’s themed material for my event posters and limited edition ice cream vendors. My model (Tom) is 20 years old and with his long ginger hair portrays someone typically British mirroring the typical Fred Perry styling. I paired the M12 polo shirt with straight leg black trousers and retro black Reebok trainers to run parallel with the research I gathered when looking into Fred Perry styling and aesthetics.  Using a younger model in comparison to the target demographic of an older male demonstrates the core values of the event - the importance of heritage combined with the future and the faces of both Fred Perry and Wall’s as they continue to influence people generation after generation. 

- The event is forecasted in summer, however the clouds set over Formby formed an interesting image and the drama complimented the facial expressions and bone structure of the model. Tom is signed to a model agency, which created a sense of professionalism as he knew what to do when the camera was on. I played around with different locations to ensure I had a lot of material to work from when creating my zine, including; Formby Beach, Southport Pier, and Southport arcade cafe. In summary of everything, I wanted to embody the typical Fred Perry style with a Wall’s twist whilst still upholding an editorial look.
