When the price of oil soared in the aftermath of the 1973 war, countries from Iran to Algeria, mostly though not exclusively Arab, enjoyed an extraordinary accretion of wealth. Their elites could buy everything from Leonardo da Vinci paintings to Park Lane hotels. Their rulers had the money to keep less well-funded governments in power or to put them out of business by funding their opponent.
It is this historic period that is now terminating and the change is likely to be permanent. Saudi Arabia and UAE still have big financial reserves, though these are not inexhaustible. Elsewhere the money is running out. The determining factor is that between 2012 and 2020 the oil revenues of the Arab producers fell from $1 trillion to $300bn, down by over two-thirds. Too much oil was being produced and too little was consumed pre-coronavirus and, on top of this, there is a shift away from fossil fuels. Cuts in output by Opec might go some way to raising the oil price, but it will not be enough to preserve a crumbling status quo.
Ironically, a petrostate like the UAE just is flexing its political muscles by normalising relations with Israel just as the economic world of which it was part is breaking up. Nor is the UAE alone: the oil states have always had a problem turning money into political power. Saudi Arabia, UAE and their arch rival Qatar took a more aggressive role during the Arab Spring uprisings in Egypt, Libya, Syria, Yemen and Bahrain in 2011. Mohammed bin Salman and Mohammed bin Zayed, the de facto rulers of Saudi Arabia and UAE, became even more interventionist in 2015 and were overjoyed the following year when Trump, over-impressed by their riches and apparent influence, entered the White House.
The successes of the alliance of Trump and the Gulf monarchies have been skimpy. Their prime target Iran is battered but surviving. Saudi Arabia and UAE began a quick war in Yemen five years ago which is still going on. Bashar al-Assad remains in power in Damascus and Libya is engulfed in an endless civil war of extreme ferocity.
The super-rich oil producers are feeling the draft, but states like Iraq are close to capsizing because they can no longer pay the bills. Last October, hundreds of thousands of young Iraqis took to the streets to protest against lack of jobs, corruption and the failure of the government to provide water and electricity. Ferocious repression killed at least 600 protesters and injured 20,000, but they kept coming back to the streets.
Similar protest swept through Lebanon as its economy imploded. It is not only oil producers that are suffering, but countries like Lebanon and Egypt which looked to the petrostates for business and jobs. Lebanon used to be kept going by remittances. More than 2.5 million Egyptians work in the oil states. If there are not enough Egyptian doctors to treat Covid-19 patients at home, it is because they are earning better money in the oil states.
Strains were already showing before the pandemic. The whole system looked increasingly rickety. Oil states at the height of their prosperity had operated similarly, regardless of whether they were monarchies or republics. The ruling elite, be it Saudi, Iraqi, Libyan or Algerian, exploited governments that were what one expert described as “looting machines”, whereby those with political power turned this into easy money.
They were not alone. They could cream off great fortunes without provoking a revolt by the rest of society because they ran vast patronage machines. Ordinary Saudis, Libyans, Emiratis, Kuwaitis, Iraqis were guaranteed jobs as their small cut of the oil revenue cake.
It is this fifty-year-old system that is now faltering. As populations rise and young people flood into the labour market, more and more money is required to keep society running as before, but such resources are no longer there. This change has revolutionary implications as the unspoken social contract between rulers and ruled breaks down. Nothing much can be done to preserve it because the oil industry blights all other forms of economic activity. Little is produced locally and then only with massive state subsidies.
The rulers of oil states tend to be in a state of denial about the lack of alternatives to oil. Soon after taking over as de facto ruler in Saudi Arabia, Crown Prince Mohammed bin Salman promoted “Vision 2030” that was supposedly intended to wean Saudi Arabia off oil. Nobody with any experience of the country took this seriously, though western consultants were happy to fan such fantasies so profitable to themselves.
The world understands all too well the impact of the pandemic on health. It is beginning to foresee the economic devastation that follows. But it has yet to take on board the political turmoil inevitably caused by pandemic-hit economies, though Lebanon has given a foretaste of this. Beset by wars and dysfunctional social and economic systems, the Middle East is too fragile to cope with the coming earthquake.

Heirs to Ares: The Changing Nature of War

The nature of war has never been in stasis. It has always been a product of motion. Eisenhower is said to have remarked that the “plan changes on the first day of battle”. Transmogrifying with the times; with geography; with technological advances or with tactical on ground realities is the very nature of the beast. Noted military historian, Max Boot notes in Invisible Armies that most of the conflicts in recorded history have been guerilla campaigns as opposed to two humongous armies fighting eye-ball to eye-ball. War, post-Industrial Revolution has become increasingly devastating starting first with the Great War, where millions perished under poisonous gases in the trenches of Europe. World War II ended with the explosion of two nuclear bombs, and heralded the advent of the nuclear age amongst the great powers. As Stephen Kinzer narrates in his recent work The True Flag the emphasis shifted towards covert operations, coups d’etat and assassinations. Modern warfare continues to metastasize with the introduction of drone warfare and unmanned aircrafts. But today we will be focusing on two new methods of warfare with seismic shifts underway in the global order.
Imagine that you’re the leader of a small, extremely wealthy Sheikhdom in the Persian Gulf, that has been flexing its muscles across the globe and you wake up one morning only to realize that most of your neighborhood has imposed an embargo on you, shut down your only land connection (& primary food source) and threatened your tiny country and you personally with much worst. The casus belli? Your statement quoted on your emirate’s national news agency website. The problem is that you actually never made the statement in the first place. Imagine still, that you are a citizen of the world’s proudest democracy and its sole hyperpower. And on the night of November 8th, you realize that your countrymen have elected a vituperative former reality-TV star as President due to a quirk in the electoral system. As you’re getting over the unfairness of the system over the next few months, you’re informed that there were other subversive forces also at play in influencing the results of the election.
Both episodes may seem as different as chalk and cheese, but are in fact bound by the newest entrant into the kitty of war-making: cyber warfare. The first example is of Qatar, a tiny country that is a juggernaut in the Liquified Natural Gas market and boasts the highest per capita income in the entire Middle East. The F.B.I. confirms that the United Arab Emirates hired people to hack into the Qatar News Agency website, and attribute quotes praising Hamas and Iran to the Emir of Qatar. The U.A.E and Saudi Arabia represent the forces of Thermidor in the Middle East. The Arab Winter née Spring caused enormous consternation in these ossified petro-states, because for the first time a popular wellspring of democracy swept the Arab world. Qatar, confident of the contentment of its population decided to co-opt the new order and was quick to support for instance, the popularly elected Muslim Brotherhood government in Egypt.. The Saudis and Emiratis needed diplomatic cover to unfurl the plan to cut Qatar down to size. Authoritarian governments across the Middle East cannot countenance the popularly of elected governments, because that spells the death of their own legitimacy, and cyber warfare has provided a new tool to achieve goals where past diplomatic wrangling had no major impact on Qatari foreign policy.
In the case of the United States, the Department of Homeland Security has informed nearly half of the states in the country that hackers linked to Russia tried to hack into their electronic election systems. The DHS is still investigating and does not yet know the full extent of the damage caused to the elections and to voter sanctity. A second tactic, that perhaps carried even more weight in the 2016 Presidential elections was the use by hackers of spreading “fake news” and cleverly manipulating Facebook algorithms to help spread factually incorrect pieces spreading a sense of despondency amongst white voters. According to this TIME magazine piece Russian hackers have been attempting the same tactics across Europe.

Geoeconomics aims to use economic incentives and relationships to enhance the grand strategic paradigm of a state. The post-war international order under the Bretton Woods system is such an example, for it created a system where the U.S. became the primus inter pares of the global economic architecture. With the phenomenal growth of the Chinese economy, the country is now trying to create a rival order under its Belt and Road Initiative (B&R) and the creation of two new institutions: the Asian Infrastructure Investment Bank to rival the World Bank and the New Development Bank to counter the IMF. The Chinese are using their accumulated capital to bind economies by building major infrastructure that would connect Eurasia and Central Asia to Europe and Africa. This will allow the Chinese to bypass the chokepoint of the Malacca Straits, which if ever blocked by the U.S. could decimate the Chinese economy. It will also draw many countries into the Chinese economic orbit, and therefore bind them closer to its political vision. Trade and investment treaties and gargantuan infrastructure projects are a means to ensure that states that benefit from the largesse and/or trade are allied with the progenitors of the system. In a global economy that is “sluggish”, the B&R infrastructure boom is being welcomed by many countries with open arms.
As these two examples showcase war is a hydra-headed monster. Powerful states and agents of chaos can use ever more inventive means to cause harm to their enemies or cement alliances against others. The asymmetry of power makes cyber warfare especially appealing to smaller states. But for upcoming giants, geoeconomics is an equally powerful tool that can upend an entire economic (and in-turn security) architecture of the globe.
