The French-Senegalese filmmaker Mati Diop has been described as “African film royalty.” Her mother was born in Paris, and worked as a photographer—and once as a Sahara guide—before pursuing a career in advertising as an art director. One source of inspiration was a scene of Gena Rowlands dancing in John Cassavetes’s “A Woman Under the Influence,” which showed her how camerawork could expand a performer’s range of self-expression. “I was moved by the space that was made for that woman to be,” Diop told Julian Lucas.

With her début feature, “Atlantics”—a gothic romance, a political fable about labor and migration, and an homage to Dakar, Senegal—Diop won international renown. But she passed on big-budget Hollywood projects (including “The Woman King”) before making her latest film, a fantastical documentary about art restitution. “Dahomey,” which chronicles the repatriation of 26 royal treasures from France’s Musée du Quai Branly to Benin, has reignited a moribund international debate about art restitution and transformed Diop into a French media fixture. “I wanted to make a film that would restore our desire for ourselves,” she said. Benin grants citizenship to slave descendants as it faces its own role in the trade

DAKAR, Senegal (AP) — When Nadege Anelka first came to the West African country of Benin from her home island of Martinique, a French overseas territory in the Caribbean, the 57-year-old travel agent said she had a feeling of deja vu.

Feeling at home in Benin, Anelka decided to settle there last July and open a travel agency. She hopes to become a citizen by taking advantage of a law passed in September that grants citizenship to those who can trace their lineage to the slave trade.

The new law, which was initiated by President Patrice Talon, who has been in office since 2016, is part of a broader effort by Benin to reckon with its own historical role in the slave trade.

The law is open to all over 18 who do not already hold other African citizenship and can provide proof that an ancestor was deported via the slave trade from anywhere in sub-Saharan Africa. Beninese authorities accept DNA tests, authenticated testimonies and family records.

Benin is not the first country to grant citizenship to descendants of slaves. Earlier this month, Ghana naturalized 524 African Americans after the West African country’s president, Nana Akufo-Addo, invited them to “come home” in 2019, as part of the 400th anniversary of the arrival of the first enslaved Africans in North America in 1619.

But Benin’s citizenship law carries added significance, in part because of the role it played in the slave trade as one of the main points of departure.

European merchants deported an estimated 1.5 million slaves from the Bight of Benin, a territory that includes modern-day Benin and Togo and part of modern-day Nigeria, said Ana Lucia Araujo, a professor of history at Howard University who has spent years researching Benin’s role.

Benin has struggled to resolve its legacy of complicity. For over 200 years, powerful kings captured and sold slaves to Portuguese, French and British merchants.

The kingdoms still exist today as tribal networks, and so do the groups that were raided. Rumors that President Patrice Talon is a descendant of slave merchants sparked much debate while he was running for office in 2016. Talon has never publicly addressed the rumors.

Benin has openly acknowledged its role in the slave trade, a stance not shared by many other African nations that participated. In the 1990s, Benin hosted an international conference, sponsored by UNESCO, to examine how and where slaves were sold.

And in 1999, President Mathieu Kérékou fell to his knees whiling visiting a church in Baltimore and issued an apology to African Americans for Africa’s involvement in the slave trade.

Memorial sites are mostly in Ouidah. They include the “Door of No Return,” which marks the point from which many enslaved people were shipped across the Atlantic, as well as the town’s history museum.

At the “Tree of Forgetfulness,” enslaved people were said to be symbolically forced to forget their past lives.

“Memories of the slave trade are present on both sides of the Atlantic, but only one of these sides is well known,” said Sindé Cheketé, the head of Benin’s state-run tourism agency.

Nate Debos, 37, an American musician living in New Orleans, learned about Benin’s citizenship law while visiting for the Porto Novo mask festival. He had never been to West Africa before, but his interest in the Vodun religion led him there.

Debos is the president of an association called New Orleans National Vodou Day. It mirrors Benin’s Vodun Day, a national holiday on Jan. 10 with a festival in Ouidah celebrating Vodun, an official religion in Benin, practiced by at least a million people in the country.

It originated in the kingdom of Dahomey — in the south of present-day Benin — and revolves around the worship of spirits and ancestors through rituals and offerings. Slavery brought Vodun to the Americas and the Caribbean, where it became Vodou, a blend with Catholicism.

“Vodou is one of the chains that connects Africa to the Americas,” said Araujo, the professor. “For enslaved Africans, it was a way of resisting slavery.”

European colonial powers and slave owners sought to suppress African cultural and religious practices. Vodun was preserved through syncretism, as African deities and spirits were merged with or disguised as Catholic saints.

“Our African ancestors were not tribal savages, they had sophisticated cultures with very noble and beautiful spiritual practices,” Debos said.

He now seeks to establish more partnerships with collectives practicing Vodun in Benin, which would require him to stay in the country for longer periods. He will apply for citizenship, but not with an intention to move there permanently.

“At the end of the day, I am an American, even when I am dressed in the wonderful fabrics and suits they have in Benin,” Debos said.

Anelka, the travel agent now living in Benin, said her motivations behind getting Beninese citizenship are mostly symbolic.

“I know I will never be completely Beninese. I will always be considered a foreigner” she said. “But I am doing this for my ancestors. It’s a way to reclaim my heritage, a way of getting reparation.”

The company's efforts to resume exports have for months been blocked by the regime and it is being pushed into financial crisis. And the impact could be felt more widely - although Niger accounts for less than 5% of the uranium produced globally, in 2022 it accounted for a quarter of the supply to nuclear power plants across Europe. (...) For French President Emmanuel Macron, already wrestling with political crisis at home, the potential departure of Orano from Niger is certainly awkward in image terms. For it coincides with bruising news from other long-standing African partners - Chad has suddenly announced the ending of a defence agreement with Paris, while Senegal has confirmed its insistence on the eventual closure of the French military base in Dakar. But in any case, the crisis facing Orano in Niger represents a significant practical challenge for French energy supply. With 18 nuclear plants, totalling 56 reactors, which generate almost 65% of its electricity, France has been ahead of the game in containing carbon emissions from the power sector. But the country's own limited production of uranium ended more than 20 years ago. So, over the past decade or so, it has imported almost 90,000 tonnes - a fifth of which has come from Niger. Only Kazakhstan - which accounts for 45% of global output - was a more important source of supply. The continuing paralysis, or the definitive shutdown, of Orano's operations in Niger would certainly force France to look elsewhere. This should be achievable, as alternative supplies can be obtained from countries including Uzbekistan, Australia and Namibia. (...) DAKAR, Senegal (AP) — Unidentified assailants killed at least 40 soldiers during an overnight attack on a military base in the country’s west, Chad’s presidency said Monday.

President Mahamat Deby Itno visited the base in Barkaram, an island in Chad's Lake region, early morning and announced the launch of a military operation to track the assailants.

Chad has long battled with an insurgency in the country’s west, near the border with Nigeria.

It was not immediately known who was behind the latest attack, but previous attacks in the region have been blamed by the government on the Boko Haram militant group.

In March, an attack the government blamed on Boko Haram killed seven soldiers, reviving fears of violence in the Lake Chad area, after a period of peace following a successful operation launched in 2020 by the Chadian army to destroy the extremist group’s bases there. Schools, mosques and churches reopened and humanitarian organizations returned.

Boko Haram, which launched an insurgency more than a decade ago against Western education, seeks to establish Islamic law in Nigeria’s northeast. The insurgency has spread to West African neighbors including Cameroon, Niger and Chad.

Chad, a country of nearly 18 million people, has been reeling from political turmoil before and after a controversial presidential election that resulted in Deby Itno’s victory. He had led the country as interim president during the period of military rule that followed the death of his father in 2021.

El campeón del Dakar comienza a cerrar su paso por la marca japonesa con su sexta victoria en el evento más importante del rally raid español. El futuro de Nasser todavía no se anuncia pero Prodrive corre como favorito para ficharlo.

Lucas Moraes y Carlos Sainz completaron el podio en el acumulado, aunque Sainz fuera de clasificación por pertenecer a la clase T1U.

Moraes había comenzado el rally como líder tras llevarse la etapa del viernes y consiguió pelear con Al-Attiyah en los últimos kilómetros del sábado, pero quedó a 1 minuto y 43 segundos. Después de perder casi 8 minutos en el viernes, el sábado fue un mucho mejor día para Sainz en el mejor de los Audi y quedó a solo 9 minutos y 17 segundos en el clasificador final. Los otros dos Audi de Peterhansel y Ekstrom tuvieron problemas y no fueron clasificados.

El Top 5 lo completaron Vaidotas Zala y Joao Ferreira con el nuevo MINI JCW Rally Plus. Nani Roma fue séptimo en el debut europeo de la Ford Ranger T1+.

En las motos, el vencedor fue Tosha Schareina validando su gran temporada que lo tuvo peleando por los primeros puestos en el Sonora Rally. Guillaume de Mevius ganó la clase T3.

Dakar, Senegal

Dakar is the capital and largest city of Senegal. It is the westernmost city and country in Africa and is advertised as West Africa. It was originally colonized by the Portuguese who used it as a base to ship slaves to the West. The French took over in 1677 and Dakar became the major city of the French African colonial empire. The country became independent when the Republic of Senegal was established in 1960 and Dakar became the capital.

As we came into port this morning I noticed a number of offshore platforms and when we docked there was a modern pipe laying ship moored next door and a LNG cargo vessel in the harbor. It was apparently that Total Energy along with the French have a large presence here. The main language spoken is French, the supermarket is French and there are a lot of French restaurants and shops.

We took a bus tour of the city and I went downtown. It is a big modern city with a population of 3.94 million with a lot of dancing, happy but poor people in the outskirts. Seventy five percent of the population is under 30. We stopped at a big statue the Koreans built which celebrated African freedom. There were a lot of well disciplined school children visiting the statue. Many open markets and vendors on the streets. I also noticed a large military and police presence. It appears to be a safe prosperous city with a lot of new construction.

El segundo día de la etapa maratón de 48 horas desafió a los pilotos con dunas y navegación exigente, enfrentándose al terreno sin el apoyo de sus equipos durante la noche. Daniel, Luciano y Edgar partieron desde el Punto de Control E para recorrer los últimos 330 kilómetros de especial cronometrada, mientras que Kevin completó 18 kilómetros adicionales desde el Punto de Control D. Un breve enlace de 45 kilómetros llevó a los pilotos de regreso a sus equipos en Bisha.
