They are not providing the shelter they are withholding it and making you pay to use what they have no need of. Housing costs (including apartments) are artificially inflated by the mere existence of rent. You could just live there. For free, or a small move in/reservation cost. All the tenants paying a monthly fee to keep some maintenance workers on call would be a small fraction of the cost of your rent.
it helps to question the current economic concepts of what ownership is, what property is, and who gets to own things and why. Landlords are the remnants of feudal and monarchist concepts of who “owns” land that has always existed, and who has a right to profit off buildings on that land the owners almost certainly did not personally build and do not maintain. They didn’t make the apartment, construction workers did. They don’t maintain it, laborers do. And ownership only has to be a hassle in a world where housing is a “fiscal asset” you are expected to maintain like a business, but housing shouldn’t be a fiscal asset. The fact that we treat it like that legally and economically, instead of as a publicly managed resource like water, or human necessity like food, or public good like health, education, and transportation - that is the crux of the problem. A major problem with all these systems is the varying degrees to which they are considered forms of capital instead of public utilities and services, but land ownership is The Original Lie. No one made the land, it was there. So no one should get to own it in the sense that you might own a chair.
I mean, you could argue renting in general kind of sucks even when applied to other areas (appliances, vehicles, etc), but it is especially true when it comes to shelter. Land and shelter needs new different rules. The old rules are killing us. And landlords are leading the charge because they especially profit off of public pain.
