Reaching Out Towards Our Goal
Obtainability: Unlimited. This is event memoria for the “Urara, a Secret, and a Farewell Party” event and it should be kept in case of a rerun.
Single Effect: Attack Up [20%] & Fog on Attack [15%] (3 Turns)
MLB Effect: Attack Up [25%] & Fog on Attack [20%] (3 Turns)
Effect Definitions:
Attack Up increases the equipped character’s base stats, meaning that its effects are calculated before buffs/debuffs are considered. The effect caps at 100%.
Fog is a Status Ailment that will cause the afflicted target to have a 25% chance to miss their attacks. Fog chance can stack.
TLDR: “Reaching Out Towards Our Goal” is a decent edition to the latest unlimited 25% Attack Up passive memoria set. The Fog chance isn’t great, but it won’t interfere with your playstyle either. Overall it’s a good memoria that you can use on your Supports if you wish.
Review: “Reaching Out Towards Our Goal” is a pretty decent unlimited four-star memoria. You can compare it easily to other relatively recently added four-star Attack Up memoria such as:
(4*) “Reaching Out Towards Our Goal” Attack Up [25%] & Fog on Attack [20%] (3 Turns)  
(4*) “That Light I Thought I Gave Up” Attack Up [25%] & Charm on Attack [20%] (1 Turn)
(4*) “Flickering Aspiration” Attack Up [25%] & Anti-Bind [100%]
(4*) “Kind-Hearted Revolutionary” Attack Up [25%] & Anti-Provoke [65%]
(4*) “Feigning Innocence School Time” Attack Up [25%] & Anti-Stun [100%]
(4*) “Everyday Overflowing with Pride” Attack Up [25%] & Defense Up [37.5%]
All of these memoria come with 25% Attack Up and then an interesting-yet-not-interfering secondary effect.
In a vacuum, if you don’t care about their secondary effects and somehow have all of them in a max-awakened state, then “Reaching Out Towards Our Goal” is middle of the ground with decent-yet-not-overpowered ATK stats at 2145 when max leveled. In comparison, “That Light I Thought I Gave Up” tops out at 2340 ATK and “Everyday Overflowing with Pride” is at the lower end with 2095 ATK. 
So no matter what, even if you ignore the second effect on “Reaching Out Towards Our Goal,” it’s a solid offensive memoria that you’ll generally want to have and use. But what about that Fog chance?
Fog itself is probably one of the weakest status ailments. It only gives a 25% chance to miss and nothing else-- even Charm at least will keep an opponent from attacking. But that doesn’t mean Fog is completely useless. 25% chance to miss can still be helpful, though not reliable, and as a Status Ailment, you can use it to prevent an enemy’s Evade from working (providing that you can apply it to them first) and it will also allow you to use buffs like Addict Killer to increase your own character’s damage. The fact that the Fog chance on “Reaching Out Towards Our Goal” will last for three turns means that you can easily set up opportunities to use Addict Killer unlike other memoria in the game that last for only one.
A 20% chance to inflict Fog does feel a little low, especially if you wanted to try and use this memoria to decrease the amount of damage an enemy does. It means you are relying on a 20% chance to inflict a Status Ailment that only has a 25% chance of making the enemy miss. Because of that, this memoria can’t really count as a possible defensive memoria-- you should view the Fog chance as a nice bonus, not a major feature.
“Reaching Out Towards Our Goal” also hilarious outclasses the other Fog chance on Attack passive memoria in the game, including a limited four-star option:
(Limited 4*) “Guide to Release” Fog on Attack [20%] (3 Turns) & Damage Up [20%]
(4*) “Reaching Out Towards Our Goal” Fog on Attack [20%] (3 Turns)   & Attack Up [25%]
(2*) “His Place Is Far Away...” Fog on Attack [20%] (3 Turns)
Poor “Guide to Release” doesn’t just have a worse effect (Damage Up) at a lower percentage (20%, which is roughly equivalent to 15% Attack Up), but it also has much worse passive ATK stats! What a sad fate for the poor memoria, to be powercrept by a much better unlimited version... that still isn’t that much to speak of.
Overall? This is a generic but good memoria that has a decent amount of ATK and a great amount of Attack Up. The Fog chance is a good bonus, but not reliable otherwise. You can use this on your Support.

Some rambling about the event
Hmm so I'm not taking screenshots but:
Asahi goes out to hunt a witch. As a cover-up she shoots a rabbit and says that it's for the upcoming festival, but her family sees through it as she previously said that they had enough meat for it.
Her father proceeds to slap her (which man I don't have the spoons to go into that discussion) and say something along the lines of "how dare you take this life for no reason." He calls her out for killing a living being for no good reason and then says that he knows she's hiding something and that she must have killed the animal because of internal anxiety / something along the lines of her not valuing life.
It's interesting to me, because the Folklore girls keep getting compared to rabbits. Her killing a rabbit must be directly related then, right? I'm not sure how I feel about the comparison though.
For one, her father is both correct and also wrong. She did kill the rabbit for a bad reason and it's true that she didn't value its life, but the reason for her anxiety is directly because of her complicated feelings towards life right now. She's just found out that magical girls turn into witches, and witches are what she hunts. She watched a pair of magical girls turn into witches right in front of her, and she wasn't able to kill them at first. So to say that she doesn't value life is... I dunno.
Next, a big theme so far (and I'm only like thirty minutes into the video) is loneliness and isolation. The Folklore girls are heavily burdened by the knowledge of what magical girls become and feel like no one will understand them or what they're going through. They're desperate to be understood but afraid that people will fear what they don't understand.
And then you come back to this dad, and it just feels very painful, even excluding the slap. Because Asahi's reaction to this talk is that she hates herself. Which... what if that led her to becoming a witch eventually? I know it doesn't, but what if it led her to isolate herself even further?
The father is angry that she's taking her anxiety out on a rabbit's life, but his actions could lead to her death.
I think it also troubles me that he didn't attempt to reach out before and talk to her, but I think there's subtext that this is a very stoic family that doesn't talk about those kind of feelings.
Back to the rabbit imagery... I dunno how I feel about it yet, but that's also probably because I'm still only thirty minutes into a 3 and a half hour long event. Magical girls are rabbits, magical girls are sustenance. They keep the universe going with their deaths. You need to respect their lives...? Is that what we're going with here? Hmmm.
I'm curious as to what other folks think of this scene and how it relates to the event as a whole. I might just be stupid as fuck right now (insomnia is killing me as per usual and I feel like I'm at 15% battery for my brain) but the whole thing feels a little loose in my head. Again, I probably just need to like. finish watching the event lmao.
Oh hmmm. I do know that eventually magical girls get hunted down in the city later by regular folk. I wonder if that's supposed to be the rabbit comparison? Magical girls being killed uselessly by people because of their anxieties. Oof though, I don't really like that. Kind of hard to explain why... Hmmm...
