The International Day of Zero Tolerance for Female Genital Mutilation (FGM)

I l6 febbraio è la Giornata Internazionale contro le Mutilazioni Genitali Femminili (MGF).
Le Mutilazioni Genitali Femminili sono una forma di violenza che calpesta i diritti di bambine e giovani donne, mettendo a rischio la loro salute fisica e psicologica e che deve vedere tutti quanti noi impegnati in una battaglia che non riguarda solo le donne ma ha a che fare con lo sviluppo dell’intero genere umano.
Almeno 200 milioni di ragazze e donne vivono oggi nel mondo con le cicatrici di qualche forma di mutilazione genitale subita nel corso della propria vita. Le mutilazioni genitali vengono praticate principalmente su bambine tra i 4 e i 14 anni di età.
Tuttavia, in alcuni Paesi vengono operate bambine con meno di un anno di vita, come accade nel 44% dei casi in Eritrea e nel 29% dei casi nel Mali, o persino neonate di pochi giorni come nello Yemen.
La pratica può causare complicanze a breve, medio e lungo termine, tra cui dolore cronico, infezioni, aumento del rischio di trasmissione dell’HIV, ansia e depressione, complicazioni al momento del parto, infertilità e, nei casi peggiori, la morte.
L’UNICEF ha stimato che altri 68 milioni di ragazze subiranno mutilazioni genitali da qui al 2030 se non vi sarà una forte accelerazione nell'impegno per porre fine a questa pratica aberrante. In Italia, dove è in vigore la legge 7/2006 per prevenire e contrastare le pratiche di mutilazione genitali femminili, il numero di donne che hanno già subito una mutilazione genitale si stima sia compreso tra 61.000 e 81.000.
Ad eseguire le mutilazioni sono essenzialmente donne: levatrici tradizionali o le stesse madri. Ma è impressionante rilevare che oltre 20 milioni in 7 Stati (Egitto, Sudan, Guinea, Gibuti, Kenya, Yemen e Nigeria) sono state sottoposte a questa pratica per mano di un operatore sanitario. Una Risoluzione del Parlamento europeo del 2018 invita a vietare esplicitamente la medicalizzazione".
I governi degli Stati in cui le Mutilazioni Genitali Femminili sono ancora diffuse devono sviluppare Piani di azione nazionali per porre fine a questa pratica. Ma per essere efficaci, questi piani devono prevedere risorse di bilancio dedicate ai servizi per la salute sessuale e riproduttiva, all’istruzione femminile, al welfare e ai servizi legali.
Oltre al contrasto della pratica delle mutilazioni genitali femminili e alla realizzazione di un'attività di prevenzione, assistenza e riabilitazione delle donne e delle bambine già sottoposte a tali pratiche, la Legge 7/2006 prevede lo stanziamento di fondi per la formazione del personale sanitario. Fino al 2009 lo stanziamento era pari a 2,5 milioni di euro annui, scesi fino a circa 174.463 euro nel 2018. Un'integrazione delle risorse ha consentito di riportare lo stanziamento annuale a 500.000 euro. L'impegno come Ministero della Salute dovrebbe essere però quello di prevedere maggiori risorse dedicate nelle prossime leggi di bilancio.
Per eradicare questa efferata forma di violenza sulle donne bisogna agire senza sosta se si vuole che questo impegno si traduca in risultati concreti, duraturi e irreversibili.
Si tratta di un percorso ancora lungo e non lineare, ma è la sfida cui siamo tutti chiamati a concorrere.
Bisogna creare una vera alleanza tra politica, istituzioni pubbliche, associazioni nazionali e internazionali promuovendo condivisione, momenti formativi, intensificando azioni sanitarie e sviluppando solidarietà tra donne di diversi paesi di provenienza nel Paese di approdo. Solo così si potrà vincere questa battaglia.

It's Ivy's birthday!!!! How did she grow up so quickly?? She's going to be an adult before we know it 😭
Ivy's adoptive uncles are more than willing to spoil her absolutely rotten on her birthday. She has a lovely pink cowboy hat to keep her safe from the sun, a royal four-poster-bed (now that she's grown out of her crib), and Mechi even purchased a lovely Persian cat named Prudence, all for Ivy's very own!!
She was also allowed to forgo nutrient paste for breakfast and eat chocolate instead, which is usually reserved for Mechi and Kwahu to make mocha with. Lucky girl 🩷
The only thing that could possibly distract from Ivy's birthday is... A NEW COLONIST???

Somewhere in the Pride Ring’s proudest of palaces, the king of Hell furrowed his brow.
“Removed?” parroted Lucifer. “How do you remove memories?”
On the other end of two lines were the Gin twins and Charlie.
“A machine,” said Samigin.
Gamigin replied next. “A powerful one.”
Charlie sighed. “Dad…we’ve all been talking…and…and I think this gets us a little closer to knowing who did this.”
Sitting back in his throne, Lucifer straightened up. “Alright. Let’s hear it. Who has hell to pay?”
“Such a strike is not one that could have come from just any source,” said Gamigin.
Samigin exhaled softly. “Your majesty…this aligns with the powers and practices of no one in Hell. Which means…”
There was a pause - palpable and pressing.
But Lucifer already had his answer. One that made his face turn dark and his fist clenched.
“Heaven,” he spat, his tone utterly venomous.
That an angel could be cruel was no news to Lucifer. He had spent his entire life trying to please what were cruel and callous beings. But to harm an innocent human? A human who seemed to fare a fair chance at entering Heaven itself?
It made absolutely no sense.
“Why would they do that?” asked Charlie in a hush. “Liv’s good. She’s like the best person I’ve ever met! She’s going to become an angel one day…why doom her to Hell?”
“Likely saw something she wasn’t meant to,” said Samigin.
Gamigin sighed. “But what?”
Lucifer shook his head, standing to pace. “That’s…they didn’t have anything like that. Not when I was there. But you’re right. Who else could it be?”
There’s loose chatter in the background of the call and Charlie sighs. “Sorry…outside with Vaggie and Liv with their study session…”
Freezing, Lucifer immediately brightened. “Liv’s there!?! Tell her I said hi!!!”
For a moment, Charlie merely sat in uncharacteristic quiet. Finally, she said. “She’s…busy.”
“Busy?” said Lucifer, sounding slightly offended. “Busy doing what?”
“Studying, Dad,” said Charlie, sounding a little annoyed. “She got attacked a couple of days ago. She’s learning how to protect herself.”
“She WHAT!?!” he exclaimed.
The telltale clicking of the Gin Twins’ heads was the only sound heard other than Lucifer’s panicked breathing.
“Is she okay? Do I need to come over? I’m coming over. THADDEUS! CLEAR MY SCHEDULE!”
“Dad! She’s literally fine!” Charlie shouted. “Ala-”
Suddenly, Charlie is quiet.
Furrowing his brow, Lucifer darted his eyes, staring to the floor. “Ala what? Ala…”
He did not have to look to know that his demonic form was falling over his shaking frame.
“Do NOT tell me Alastor was with Liv.”
There would have been silence if not for the not so hushed whispers of the twins.
“Who’s Alastor?” said Gamigin.
With a sigh, Samigin said, “I think the fellow that came to deliver the Fountain of Youth.”
But then…
“Wait no,” said Samigin.
The lightest cackle left Gamigin. “You silly cow! That was Alagone! The fellow that lost himself in the Alexandria Library.”
Charlie’s confused voice cut in. “Um…wait…you…you guys have a Fountain of Youth?”
“Charlie, don’t,” said Lucifer, rubbing his head. “The Gin Twins collect rarities and oddities but that…Liv. Did Alastor hurt her?”
“No, no! He saved her life! I promise - she’s only doing this to-”
“Speaking of Liv…” said Gamigin pointedly.
Samigin mumbled angrily. Lucifer could make out only a few key phrases. Why would I remember something silly like his name? and Gonna kill you in your sleep. Eventually, she spoke up. “We would like to have her.”
“No,” said Lucifer immediately and evenly. “Charlie-”
“She is an oddity,” said Samigin.
Gamigin giggled excitedly. “She’d be perfect here.”
The soft confused noise Charlie made warmed Lucifer’s heart…but he had to squash this interest from the bizarre Goetia.
“Liv is a human. She can’t leave Pride,” he said. “She’d be disintegrated trying to go to Sloth.”
“Even better!” said Gamigin.
Samigin sighed dreamily. “Yes…I was thinking she had such a strange shape…how much stranger and odd if she were cut into pretty little ribbons…oh…we could wear her in our hair, sister…she’d be with us always.”
Lucifer blinked. “Please hang up now.”

People v. Odtuhan [GR No. 191566 (17 July 2013)]
A man charged with bigamy seeks to have the case dismissed based on the declaration of nullity of his first marriage, but the Supreme Court rules that the information filed against him contains sufficient allegations to constitute the crime of bigamy, emphasizing that a judicial declaration of nullity is required before a valid subsequent marriage can be contracted.
Facts:
Edgardo V. Odtuhan was charged with bigamy.
Odtuhan married Jasmin Modina on July 2, 1980.
He married Eleanor A. Alagon on October 28, 1993, without dissolving his first marriage.
In August 1994, Odtuhan filed for annulment of his marriage with Modina.
The RTC of Pasig City, Branch 70, granted the annulment on February 23, 1999, declaring the marriage void ab initio due to a lack of a valid marriage license.
Eleanor Alagon died on November 10, 2003.
In June 2003, Evelyn Abesamis Alagon discovered Odtuhan's previous marriage and filed a Complaint-Affidavit for bigamy.
Odtuhan was indicted for bigamy on April 15, 2005.
He filed an Omnibus Motion on February 5, 2008, to present evidence to quash the information and dismiss the case, arguing the facts did not charge bigamy and his criminal liability was extinguished.
The RTC denied his motion, leading Odtuhan to file a special civil action for certiorari under Rule 65 before the CA.
The CA granted his petition, ordering the RTC to receive evidence on Odtuhan's motion to quash.
The People of the Philippines, represented by the Office of the Solicitor General, filed a petition for review on certiorari under Rule 45 before the Supreme Court, challenging the CA's decision.
Issue:
Did the information filed against Edgardo V. Odtuhan sufficiently allege all the elements constituting the offense of bigamy?
Did the subsequent court judgment declaring Odtuhan's first marriage void ab initio extinguish his criminal liability for bigamy?
Ruling:
The Supreme Court ruled that the information filed against Odtuhan sufficiently alleged all the elements constituting the offense of bigamy.

The information against Odtuhan contained all elements of bigamy under Article 349 of the Revised Penal Code:
The offender has been legally married.
The first marriage has not been legally dissolve
The offender contracts a second or subsequent marriage.
The second or subsequent marriage has all the essential requisites for validity.
A declaration of nullity of the first marriage is not a mode of extinguishing criminal liability.
Criminal culpability attaches upon the commission of the offense and is not extinguished by a subsequent declaration of nullity of the first marriage.
The CA erred in granting Odtuhan's petition for certiorari.
The RTC did not commit grave abuse of discretion in denying his motion to quash.
The case was remanded to the RTC for further proceedings.

Alagon Hotels are not a typical chain hotel experience. Instead, it’s more of a collective—several individual hotels under one ownership, all interconnected within the same city block. With different lobbies, entrances, and elevators, navigating the complex can be a bit of a puzzle. When you check in, you might find yourself in one building but end up staying in a completely different section. While the setup can be confusing at first, it adds a touch of adventure to the stay.
Located in District 1, the heart of Saigon, you’re within walking distance of major tourist attractions like Ben Thanh Market, the Opera House, and Notre-Dame Cathedral. This prime location makes it easy to explore the city on foot, and there are plenty of restaurants, cafés, and bars right outside the hotel.
Rooms and Comfort
Alagon offers a wide range of room types, from small, budget-friendly options to more spacious, comfortable rooms with better amenities. My room, which I paid around 610 RMB per night for, was larger and more comfortable than the lower-tier options. Opting for the pricier rooms is well worth it, as the cheaper rooms tend to be small, windowless, and occasionally musty. The room I stayed in was clean, well-maintained, and, thankfully, smoke-free, which is always a plus in some smaller hotels in Vietnam.
The bed was comfortable, and the room was equipped with modern amenities like a flat-screen TV (though the variety of channels left something to be desired). There was also a minibar and complimentary wine, which was a nice touch for winding down after a long day of exploring the city.
If you’re planning on staying at an Alagon hotel, I highly recommend spending a bit more for one of the better rooms. In smaller, locally-owned hotels like this, it’s often worth it to book their top-tier options. The extra space and comfort make a noticeable difference in your stay.
Facilities and Amenities
One of the standout features of the Alagon Hotels group is the array of amenities available to guests. Although each hotels are technically separate, they share some communal areas, and depending on where you’re staying, you may have access to more than one hotel’s facilities. For instance, I had access to afternoon tea, which was included as part of my room package.
Navigating the hotels themselves, however, can be a bit of a challenge. With multiple elevators leading to different sections of the properties, it’s easy to get turned around. You might find yourself in an elevator that takes you to a completely different part of the hotel than you expected, but eventually, you get the hang of it. It’s all part of the Alagon experience.
Service and Staff
The staff at Alagon Hotels were consistently friendly and welcoming throughout my stay. Upon check-in, I was greeted with sweet iced tea, and the check-in process itself was smooth and efficient. The staff was helpful when I needed directions or assistance in navigating the hotel’s layout, and they were quick to respond to any requests. Despite the sometimes confusing setup of the properties, the level of service made the experience feel more seamless.
Food and Dining
While Alagon Hotels offer several dining options, I didn’t have a chance to fully explore them. That being said, the business lunch combo and house specialties listed in the in-room menu seemed reasonably priced. For those looking for more affordable meals, District 1 is filled with excellent local dining spots where you can enjoy a variety of Vietnamese and international cuisine.
Overall Experience
Alagon Hotels offer an affordable, centrally located option for travelers who want to stay in the heart of Ho Chi Minh City without breaking the bank. Once you’re settled in, it’s a comfortable place to stay, especially for business or short-term visitors.
If you’re looking for luxury, there are certainly higher-end options in the city, but for those who want a well-priced, local experience with all the essential amenities, Alagon Hotels are a solid choice. Just be sure to book a nicer room, as the cheaper options can be underwhelming.

Dalam tersebut, Wali Kota Denpasar, I Gusti Ngurah Jaya Negara mengemukakan harapan perihal potensi kerja sama kedua pihak dapat segera diwujudkan. Untuk itu, penjajakan kedua pihak sangat diperlukan. Diharapkan, potensi kerja sama di bidang ekonomi kreatif, bisnis, budaya, serta pendidikan dapat terjalin antara Pemkot Denpasar dan Pemerintah Filipina. "Saat ini Pemkot Denpasar memang tengah fokus pada penjajakan kerja sama dengan banyak pihak kota-kota di dunia sebagai langkah pengembangan Kota Denpasar," kata Jaya Negara. Ditambahkannya, selain hal tersebut di atas, ada sejumlah bidang yang menarik untuk dikerjasamakan. Hal ini mulai dari bidang pariwisata, dan hospitality yang saat ini sedang mulai dibangkitkan pasca serangan pandemi Covid-19. "Kita bisa menjajaki salah satu kota disana yang memiliki karakteristik yang sama dengan Kota Denpasar untuk mempermudah pembentukkan kerjasama Sister City ini,” ungkapnya. Duta Besar Republik Filipina untuk Indonesia, Gina Alagon Jamoralin pada kesempatan yang sama mengapresiasi langkah Pemkot Denpasar yang telah berkenan menerima kunjungan dan berdiskusi untuk kemungkinan Kerjasama kedua pihak. “Terima kasih atas sambutan Bapak Wali Kota Denpasar yang luar biasa. Kami mengapresiasi langkah Pemkot Denpasar dalam rencana kerja sama dengan Negara Filipina,” tutur Gina Alagon. Vietnam - Saigon: My second hotel in Saigon is about twelve long blocks from the Majestic. It is roughly half the price and if the Majestic is on the Park Avenue of Saigon, the Alagon is on the Broadway of Saigon. About forty feet down the street is what has to be one of the best wine stores in the entire city. The prices are comparable to a fine wine shop in America, and all the beers on display are available cold. The hotel gives you a proper bucket of ice, and while I have no balcony, I have a nice place on the rooftop to enjoy the last of my Negronis, which should last exactly two days.
