I don't know why the times would be reporting that (well yeah actually I do... terf island etc) but the cass report doesn't say that. The report recommends making an interim service for 17-25 year olds OR letting people keep their access to the current child services until 25. This is basically to stop people form getting dumped into the adult waiting lists at age 18 and go from maybe some care to no care at all.

In other parts of the NHS (CAHMS for example) young person can mean anyone up to the age of 25. This doesn't mean that people over the age of 18 can't access adult care it just means that they can continue with what they're familiar with for a few years before fully transferring to adult services

This is what happen when people take the 'your brain doesn't mature till 25' pop-sci too literally and just ran with it, also transphobia
