Bulgarian President Roumen Radev has signed the decree making personnel changes to the Cabinet of caretaker Prime Minister Dimitar Glavchev, less than two weeks after the caretaker government took office.
In a short statement on April 22, the president’s media office said that Radev issued the decree based on the requests made by Glavchev.
Glavchev will assume the foreign affairs portfolio in addition to his duties as caretaker Prime Minister, replacing Stefan Dimitrov, and Georgi Takhov will be the new agriculture minister in place of Kiril Vatev.
After Glavchev’s initial nominee to take over as Foreign Minister, GERB deputy leader Daniel Mitov, withdrew before the weekend, the caretaker Prime Minister nominated himself for the job.
Radev, who had described the proposal as “avant-garde” at the weekend, was due to meet with Glavchev on April 22 to discuss the proposed changes to the caretaker Cabinet’s line-up.
However, the meeting did not take place, with media reports saying that Glavchev decided against it. Instead, the caretaker PM made a formal request to be appointed caretaker Foreign Minister.
This is the latest in a number of changes executed by the caretaker government.
Its first act after taking office on April 9 was to request President Roumen Radev to decree the dismissal of Zhivko Kotsev from the post of Interior Ministry chief secretary. Radev signed the decree the following day.
On April 17, prosecutors charged Kotsev with alleged participation in an organised crime group along with former Customs Agency head Petya Bankova and business people Stefan and Martin Dimitrov.
Bankova, also earlier dismissed by the caretaker government, faces an additional charge of coercion. All the accused deny wrongdoing, and critics have claimed that the steps against them are politically-motivated.
National Revenue Agency deputy head Georgi Dimov was appointed to head the Customs Agency.
The first changes to deputy ministers came on April 10 when Glavchev appointed Metodi Metodiev, Stefan Belchev and Martin Danovski as deputy ministers of finance.
On April 10, caretaker Regional Development and Public Works Minister Violeta Koritarova fired Yassen Yordanov as head of the Road Infrastructure Agency after an internal audit found allegedly illegal actions.
April 11 saw the caretaker government dismiss Petar Petrov as deputy head of the State Agency for National Security. Petrov had been appointed to the post in July 2023 in the first month in office of the Nikolai Denkov government.
On April 12, Spaska Kincheva was appointed deputy minister of justice, while Emil Dechev and Yuliya Kovacheva were dismissed from their deputy ministerial posts at the ministry.
The same day, Stoyan Temelakiev and Tony Todorov were appointed to replace Kiril Tsenkin and Ivelina Dundakova as deputy interior ministers.
Also on April 12, Tihomir Stoychev and Elena Shekerletova were dismissed as deputy ministers of foreign affairs. Maria Angelieva and Colonel Nevyana Miteva, a former vice presidential candidate on the GERB ticket that was headed by Atanas Gerdzhikov in Bulgaria’s 2021 presidential elections, were appointed to replace them.
April 12 also saw Koritarova fire Delyana Panayotova as acting head of the National Construction Control Directorate, replacing her with Lilyana Petrova. Panayotova became acting head of the directorate in August 2022, replacing Petrova, who had held the post from December 31 2021.
On April 16, Glavchev dismissed Vladya Borissova as head of the Patent Office. Borissova had held the post since June 2021, when she was appointed by the Stefan Yanev caretaker government. Olya Dimitrova was named as her replacement.
The same day, David Sukalinski was appointed deputy minister of economy and industry and Ivan Kapitanov as deputy minister of agriculture and food. Alexander Yotsev and Georgi Toshev, respective holders of those posts, were dismissed.
On April 17, it was announced that Denitsa Zlateva had resigned as chief executive of Bulgargaz. The Bulgarian Energy Holding appointed Vesselin Sinabov in her place. In 2017, Zlateva was caretaker deputy prime minister in the Ognyan Gerdzhikov interim administration and is a former Bulgarian Socialist Party MP. She was appointed Bulgargaz chief executive in August 2022.
Dimitar Spassov and Tatyana Petrova-Boyadzhieva were dismissed from Bulgargaz’s board, and Mihail Milkov, Byanka Racheva and Marin Filipovski appointed to it.
On April 19, the caretaker government appointed Maria Neikova as district governor of Bourgas, dismissing Plamen Yanev from the post. Neikov has held the post twice before, from May 2021 to January 2022 and from August 2022 to July 2023, both times as the appointee of caretaker governments. Yanev was appointed by the Denkov government in July 2023.
Also on April 19, Martin Gikov was dismissed as deputy minister of innovation and growth, Nikolai Sidzhimov as deputy minister of environment and water, Nikolai Naydenov and Ginka Mashova as deputy ministers of labour and social policy, Viktor Stoyanov as deputy culture minister and Marieta Georgieva as deputy minister of education and science.
That day, six deputy ministers were appointed: Boiko Penkov and Dobromira Kareva as deputy ministers of health, Ilko Ganev deputy minister of culture, Pavlin Petrov deputy minister of tourism, Viktor Atanasov deputy minister of environment and water and Georgi Samandov as deputy minister of energy.
And on April 22, Finance Minister Lyudmila Petkova appointed Georgi Yordanov as the director of the Public Financial Inspection Agency. Yordanov, who was chief of staff to former GERB Finance Minister Vladislav Goranov between 2014 and 2020, replaced Ilka Dimova, who had been in office since February.

Background & Family: Mihka was raised by his two adoptive fathers, Zhivko (a Hrothgar) and Xaelun (a Viera), alongside his adoptive sister, Rowan, who is also a Lupin descendant. His early years of life have become a mystery to him, not that he holds much interest for it anymore. Growing up in Ul'dah, Mihka was taught the value of hard work and family. To support his fathers financially, he took up mining, selling the minerals he unearthed to local artisans. His dedication to his family is a core part of who he is.
Relationships: Mihka is romantically involved with Esamae Dazkar. Their relationship began by pure accident when Mihka traveled to Old Sharlayan to sell his ores. Completely turned around and lost, Mihka wasn’t watching where he was going and ended up stumbling—literally—over Esamae, who was sitting under a large tree. His goofy and lighthearted nature charmed her immediately, and they shared a profound conversation about how people’s impact on your life remains, no matter how brief their presence. This conversation solidified their connection and led to their relationship.
Personality: Mihka is known for being an air-head, often oblivious to his surroundings, but he possesses an unexpected depth, especially when it comes to discussing tough or uncomfortable topics. A police officer working in Bulgaria’s National Service for Combating Organised Crime and an employee of the state security agency were arrested on Monday for allegedly spying for Russia, Bulgarian National Television reported. 
The operation in the national anti-organised crime service took place on Monday morning. “This individual was passing sensitive information for months, for a bit less than a year. There’s a possibility of more consequences and arrests,’  the general secretary of the Ministry of Interior, Zhivko Kotzev, said. He expressed sorrow that the case concerns a police officer. 
The second arrest was initiated at the state national security agency a few hours later. There are fewer details as yet. But the Ministry of Interior has clarified that both individuals were communicating with a Russian who has been designated persona non grata and is a former employee of the Russian embassy in Sofia. According to Nova TV, the police was activated by international security services. 
On January 31, Democratic Bulgaria MP Atanas Atanasov accused the security agency of not acting against a channel for infiltrating Russian spies through easily granted Bulgarian citizenship, for which it has full details. Atanasov, director of the agency from 1998-2001, said the scheme is organised by a Russian-Ukrainian in Moscow and operates under President Rumen Radev’s protection.
Previously, in July, General Prosecutor Borislav Sarafov, then recently appointed to the post, said that too many terrorism and espionage charges had been investigated for years without success or adequate consequences. Sarafov said that one of those pending cases concerned espionage within national security structures. 
In the last few years, several Bulgarian and Russian officials colluding with the Kremlin have been exposed. Last September, the abbot of the Russian Orthodox Church in Sofia and two clerics from Belarus were accused of espionage and had to leave Bulgaria. 
Sofia has expelled more than 100 alleged spies in recent years and has arrested a number of Bulgarians accused of collaborating with Russian intelligence. The most publicized case was in March 2021, when six people were detained, including three from Bulgaria’s own Defence Ministry.
Russian influence remains evident in the Bulgarian Socialist Party, the successor to the former ruling Communist Party, and in the far-right Revival, both of which are broadly hostile to the European Union and the United States.
More marginal political figures, including Nikolay Malinov of the “Russiophile Movement” party, were designated in 2023 by coordinated UK/US sanctions on some Bulgarian politicians.
President Radev, an opponent of Western sanctions on Russia, and of military aid to Ukraine, is a vocal critic of the current ruling coalition, which has a pronounced Euro-Atlantic profile and has pushed for reform of the national security services.
Recent constitutional changes, adopted by the end of 2023, have limited the President’s powers; during Bulgaria’s election spiral, in 2020-2022, Radev hand-picked three interim cabinets that often blocked reforms and stayed close to his political line.
In 2022, parliament stopped the “golden passports” scheme by which Bulgaria granted citizenship in return for investment, and which attracted numerous wealthy Russians.

The powers of the president should be reformulated to restore the principle of the separation of powers, Bulgarian Prime Minister Nikolai Denkov said on September 1.
Speaking as the National Assembly held its first sitting after its summer recess, Denkov said that the heart of the problem was the “abuse of power” by President Roumen Radev.
Denkov pointed to the purges in the state administration carried out by the caretaker governments that Radev had appointed. The current government says that about 7000 people were removed in this way.
“The question is how to organise matters so there will be no opportunity for such abuse,” Denkov said.
This could be done through a change to the constitution, amending laws, or if the presidential institution realises that through the caretaker governments it has violated the separation of powers, that it has seized power, he said.
The most recent clash came after the pro-Western government elected in June sought, in August, the removal of Petar Todorov as chief secretary of the Interior Ministry, a post to which Todorov was appointed by Radev in August 2021.
Radev refused to decree Todorov’s dismissal, claiming that the government’s request was politically motivated, and the situation was resolved only when Todorov submitted his resignation.
Denkov denied having political motives in seeking the release of Todorov and confirmed that the government would propose his deputy Zhivko Kotsev as chief secretary of the Interior Ministry.
The We Continue the Change-Democratic Bulgaria coalition, one of the two largest parliamentary groups that voted the Denkov government into office, is planning legislative changes to deprive the head of state of having the last word on the appointments of the heads of security and intelligence services.
Earlier this week, We Continue the Change-Democratic Bulgaria’s Yavor Bozhankov said that he intended tabling legislation to remove the president’s power in procedures for appointments to, among several others, the security services, central bank and the Council for Electronic Media. The WCC-MP said: “If we don’t want Russian influence in state bodies, we must act in an institutional and principled way”.
In August, Radev, in one of his continuing succession of bitter verbal attacks on the government, said that those in power were suffering from “power bulimia”. Denkov responded on September 1 that it was the presidential institution that was suffering from this.
