The “is this a pigeon” guy is actually a space police commander who has no real human body (he's an alien energy being), so he fused with an android invented by an Earth scientist to stay in our planet and fight his enemies better. By that canon point (episode 3, I believe) the dude literally has zero idea of how Earth itself is, how humans interact, how animals/plants are etc., and he has to learn about it throughout the story. The police dude caught him just as he had seen a butterfly for the first time. :/a
(The series is named Taiyou no Yuusha Fighbird/Brave Fighter of the Sun Fighbird and the few I’ve seen of it is rather fun! So yea, if you guys can find it, go for it.)

So this is where that meme comes from!
According to Wikipedia:
In 2010, an evil energy being called Draias comes flying to the earth. It co-operates with Jango, a wicked scientist, in secret to bring ruin to the world. Upon its arrival, the Space Police Force (宇宙警備隊 Uchuu Keibi Tai) put their spirits into special android machines built by Doctor Amano that have transformable bodies. Fighbird enters one such android and lives as the human Yutaro Katori. He transforms into the super robot Fighbird when the enemy attacks.
So, apparently that’s why he doesn’t know what a pigeon is?

Explaining Meme To My Teacher

The meme was first derived from a 1991 anime television show. The character in the picture is named Katori Yutaro, who is the protagonist of the series. In the specific scene where the meme was adapted from he is mistaking a pigeon for a butterfly. This is because he is a newly made android whose programming is slightly incorrect, and is experiencing life for the first time. In a scene from the television series he is misidentifying things around him for a comical effect.
    The meme above is adapted from this primary source and is now used as a historical and political statement. The android is now replaced with Christopher Columbus who is mistaking America for India, because he is seeing it for the first time. This makes a comment on Columbus' lack of knowledge about the world, by portraying him as confused and inexperienced like the character from the show. In addition, the meme also comments on historical past and inaccuracies because Columbus did not, in fact, discover America, it was already previously discovered.
The genres that are incorporated into this meme include television, comedy, anime, young adult fiction, science fiction, and history.  
Knowing the context of where it originated from, it is clear that ignorance of what is considered common knowledge is represented in this meme. This is because the character is confusing everyday things like butterflies and pigeons. Therefore, this meme can just be used to reference any sort of confusion or ignorance that people experience.
The audience of this particular meme include people who have seen the anime series, primarily young adults at the time that the anime was made, as well as current young adults, and people that are historically aware. Because the meme has a direct connection with the anime and the original meaning of the scene it is important to know the anime to be able to understand the meme. Considering that the series was made a long time ago it is unlikely that many current children the age of which the anime was aimed for would have watched it. Therefore, adults that were young adults at the time that the television series came out are more likely understand the reference of the meme.
However, due to the re-circulation of the initial meme and also television series, and because memes are the most popular with the current teenage generation, the audience of the meme is also current young adults. Due to the meme also referencing past historical events, the target audience needs to have a relative knowledge about historical events, more specifically Columbus’ “discovery” of America.
The issues that are represented in this meme are the importance in historical awareness, geographical awareness viewed as negative, and making connections between past and present social figures. This meme demonstrates that historical and geographical knowledge is important because otherwise you would not be able to understand the meme. It also considers that unawareness of these things is negative because it depicts unawareness as negative and unflattering. Because it is a blend of past and present social issues this meme shows the importance of realizing past mistakes in order not to make the same ones in the future.
