Danmei and Baihe C Novels and Manhua Officially Licensed in English
Things are getting licensed fast enough that keeping a list like this up-to-date is basically impossible, but I saw someone asking in the tags so I figured I'd try. All titles are danmei unless otherwise noted (very little baihe is licensed so far). I've included Chinese titles, but sometimes publishers change the original titles so much that I can't track them down, apologies. I've hit the link limit on this post so I've had to remove NovelUpdate links, but they're still in the version of this post on Wordpress. Note that Taiwanese titles are not included on this list.
This is everything I know of as of October 24, 2024. There might be more. I tried. Resources used to compile this list: Danmeinews.com; this Carrd, last updated in March 2023; this other carrd last updated October 23 2024; list of danmei with official licenses on NovelUpdates; a similar list on Goodreads; danmei-specific list on Reddit that to my eye looks accurate for the larger publishers but isn't thorough for some of the smaller ones.

Seven Seas:
The full list of danmei novels licensed by Seven Seas is here. The full list of danmei manhua licensed by Seven Seas is here.
These titles are in various stages of publication, from "entire series released" to "license literally announced less than a week ago." As far as I know, all Seven Seas titles are available world-wide, through major distributors and libraries, and in e-book and print formats. Seven Seas translation quality varies but the editing is general strong and the editions are sturdy and nice. Note that Seven Seas isn't without controversy, especially for treating their contractors poorly resulting in them unionizing. Some people have also been unhappy with the fidelity of their translations compared to the original Chinese (I've been satisfied personally but ymmv).

Rosmei:
Rosmei licenses are Singapore distribution rights only. There is a list of international partners organizing group orders here. I've personally placed my orders through Yiggybean, as discussed in reply to this ask. Most of these titles are only being released as print editions, tho titles that weren't originally on JJWXC (of which there are several here) WILL have e-book editions. My first book from Rosmei arrived, and I found the translation and editing to be very strong. I can't speak to how accurate it may be to the Chinese original, but it read smoothly and had very few errors. Overall, though they've made some mistakes, they've been communicative and responsive.

Peach Flower House:
Peach Flower House titles are primarily for sale through their website and through some distributors, such as Amazon.com. Whether titles are e-book only, print only, or both varies by title. In my opinion, Peach Flower House has inconsistent inconsistent editing quality, but the books are very readable, and I'm excited that they're working with translators such as E. Danglars. I haven't bought any of their special editions so can't speak to their extras, but I've bought all their print translations and will continue to do so going forward.

Via Lactea titles are primarily for sale through their website and through some distributors, such as Amazon.com. All titles are either print-only or e-book + print. Only a handful have actually been released, the rest are licensed and presumably in progress. I've now read three titles published by Via Lactea and while the translations are decent I could wish the editing was more consistent. Everything reads as if it would have been improved by one more thorough proof read.

Warriors Orochi: The Recollective Redux Part 2.3: Shu Story B
The Orochi Story was the only story that had a full consecutive story. All other kingdoms (with the exception of Jin) have two separate stories based on the original stories in Warriors Orochi 1 and 2.

Following the death of Orochi, the remnants of Orochi’s army rose up to attack, bringing chaos back to the land. Liu Bei meets with Ieyasu Tokugawa and Yoshimoto Imagawa to form an alliance. Zhuge Liang reports that Da Ji has been hiding in Shiting since Orochi’s death. Liu Bei decides to attack her.
Naotora appears in place of Motonobu Okabe on the west side of the battlefield and will be unable to move when Da Ji unleashes her sorcery. Hisahide Matsunaga will appear in the north-centre area (where a bridge would connect to the main camp) with another generic officer when Dong Zhuo’s reinforcements arrive.
After defeating Da Ji, Taigong Wang and Zuo Ci will join Liu Bei.
Chapter 10: Battle of Saika 雑賀の戦い
Shu Army and Zhao Yun Army vs. Date Army Allied characters: Ieyasu Tokugawa, Hanzō Hattori Third-party characters: Zhao Yun, Wei Yan, Zhang Bao, Fa Zheng Enemy characters: Masamune Date, Keiji Maeda, Sima Shi, Kojūrō Katakura, Yu Jin

Working on a plan of her own, Da Ji joins forces with Masamune Date, who was a part of Orochi’s army before his death. Ieyasu offers to speak with Masamune and sets off for the Saika territories.
Fa Zheng does not appear at the start of the battle, but he will appear later with Zhao Yun’s army in the southeastern garrison. Sima Shi appears in place of Sima Zhao in this battle.
In the aftermath, Ieyasu will speak to Masamune about joining him. He will decline and retreat. Taigong Wang deduces that Da Ji must be buying time by having the Shu forces fight Masamune. Zhao Yun states that Zhuge Liang thought the same thing, which was why he sent him to fight with Ieyasu and the others.
Chapter 11: Battle of Nagashino 長篠の戦い
Shu Army and Lu Xun Army vs. Lu Bu Army Allied characters: Liu Bei, Zhang Fei, Tadakatsu Honda, Naomasa Ii Third-party characters: Lu Xun, Zhu Ran Enemy characters: Lu Bu, Diaochan, Chen Gong, Lu Lingqi

Zhang Fei discovers Lu Bu heading towards Nagashino and reports this to Liu Bei. They set off to face him, with Guan Yu defending the main camp.
Naomasa Ii replaces Fa Zheng in this battle. Lu Lingqi will be in the central garrison, replacing the defence captain for the catapults; defeating her will stop the catapults.
Lu Xun and Zhu Ran will join the Shu forces in the aftermath of the battle. Lu Xun will inform Liu Bei that Wu is dealing with another threat – Kiyomori Taira.
Chapter 12: Battle of the Wuhang Mountains 五行山の戦い
Shu Army and Akechi Army vs. Sun Wukong Army Allied characters: Liu Shan, Xingcai, Ina, Nobuyuki Sanada, Fa Zheng Third-party characters: Mitsuhide Akechi, Gracia, Koshōshō Enemy characters: Sun Wukong, Dong Zhuo, Diamondback
Unlocked characters: Mitsuhide Akechi, Gracia, Koshōshō
Xingcai and Ina are leading a unit of reconnaissance troops along with Liu Shan, Nobuyuki Sanada and Fa Zheng. Their intention is to gather information on Kiyomori, but they encounter Mitsuhide Akechi and two other women trapped in a carriage.
Koshōshō is the other woman in the carriage alongside Gracia. Nobuyuki Sanada replaces Tadatomo Honda in this battle.
Chapter 13: Battle of Jiameng Gate 葭萌関の戦い
Shu Army and Zhang Liao Army vs. Taira Army Allied characters: Guan Yu, Li Yan, Wei Yan, Guan Xing, Guan Yinping Third-party characters: Zhang Liao, Li Dian, Yue Jin Enemy characters: Kiyomori Taira, Sun Wukong, Dong Zhuo, Motonari Mōri, Takakage Kobayakawa
Unlocked characters: Zhang Liao, Li Dian, Yue Jin
Guan Yu spots Kiyomori’s camp and sets out with his army to attack him, hoping to test his strength.
Guan Xing and Guan Yinping replace Liu Pi and Lei Tong in this battle. Motonari and Takakage will station their units in the northwest and centre of the battlefield on the other end of the two paths to Jiameng Gate (your starting position is on the path to Dong Zhuo in the east).
Zhang Liao pledges his aid to Guan Yu in the aftermath of this battle, joining the Shu Army alongside Li Dian and Yue Jin.
Chapter 14: Battle of Odani Castle 小谷城の戦い
Shu Army and Zhuge Liang Army vs. Da Ji Army Allied characters: Taigong Wang, Lu Xun, Zhu Ran, Draco Third-party characters: Zhuge Liang, Yueying, Guan Suo, Bao Sanniang Enemy characters: Da Ji, Himiko

Taigong Wang discovers that Da Ji is hiding in Odani Castle. He sets out with Lu Xun and Zhu Ran to chase her.
Bao Sanniang appears in place of Guan Xing when Zhuge Liang arrives with reinforcements.
In the aftermath, Da Ji and Himiko are being taken to Liu Bei, but their carriage is attacked by Kiyomori, who takes them and escapes. Zhuge Liang, Yueying and their allies join Taigong Wang and the Shu Army.
Chapter 15: Battle of Koshi Castle 古志城の戦い
Shu Army vs. Taira Army Allied characters: Zhao Yun, Zhang Liao, Mitsuhide Akechi, Li Dian, Naomasa Ii, Zhang Bao, Guan Suo Enemy characters: Kiyomori Taira, Da Ji, Sun Wukong, Diamondback
Inside Koshi Castle, Kiyomori is using Himiko’s body for a spell. Liu Bei sends Zhao Yun and his best men to raid the castle.
Li Dian replaces Kazumasa Ishikawa and Naomasa Ii replaces Mototada Torii in this battle.
After defeating Kiyomori, Zhao Yun will break into the inner part of the castle, but he is too late to stop the prayer ceremony as Orochi’s voice confronts him, signifying his resurrection and reappearance at the Wuzhang Plains.
Chapter 16: Battle of Wuzhang Plains 五丈原の戦い
Shu Army vs. Orochi Army Allied characters: Liu Bei, Taigong Wang, Zuo Ci, Yoshimoto Imagawa, Guan Suo, Bao Sanniang, Yue Jin, Munenori Yagyū Enemy characters: Orochi X, Da Ji, Himiko, Sima Yi, Zhang Chunhua, Masamune Date, Kojūrō Katakura, Dodomeki
Some variations have been made for the Chapter 16 battles against Orochi X. In each faction’s version, they will fight four of Orochi’s main generals. In this version of the battle, those generals will be Da Ji, Himiko, Sima Yi and Masamune Date.
Bao Sanniang appears in place of Mototsuna Okabe while Yoshimoto Imagawa will appear in place of Hidemitsu Akechi. Zhang Chunhua will advance with Sima Yi and his phantom soldiers.
In the aftermath, Liu Bei thanks Taigong Wang for his help and vice versa. Taigong Wang farewells the Shu Army, returning to the mystic realm.
Shu’s story ends here. Next up will be Wei’s story!

When the rice shoot matured, Yan cooked it and asked people to taste

Records of Murong De, Part 1
[From JS127. I hope to the tribulations of the late 4th century might also be of interest to someone.]
Murong De, courtesy name Xuanming, was the youngest son of Huang. His mother Ms. Gongsun dreamt the sun entered within her navel. She slept at day and begot De. Before [?] he was capped, he was 8 chi 2 cun tall, his bearing and countenance was manly and extraordinary, on his forehead his “sun horn” and “half moon” were heavily ornamented [?]. He had a wide view of the group of books, was by nature pure and cautious and had much talent and ability.
At Murong Jun's usurping the establishment, he was enfeoffed Duke of Liang, he was successively Inspector of You province and General of Guards of the Left. When Wei inherited the rank, he was changed to King of Fanyang, and a little later moved to Intendant of Wei, concurrently Cavalier in Regular Attendance.
Soon after Fu Jian's general Fu Shuang occupied Shan to thereby rebel. Jian's general Fu Liu rose with troops [in] Fuhan, wanting to obey him. De recommended Wei to take advantage of the feud to punish Jian, explaining his purpose fervently. Those who understood spoke of him having far-reaching schemes. Wei after all was not able to employ it.
De's elder brother Chui was considerably heroic, because of that he discussed together with him the great plans of army and state, saying surely the urgent was arriving [?]. Chui spoke to him, saying:
You are vessel for understanding the long advance, not again Wu hill cover [?].
At the labour of Fangtou, De as General who Conquers the South together with Chui struck and defeated the host of Jin. When Chui fled to Fu Jian, De was incriminated and removed from his post. When Wei's defeat came across after that, he was moved to Chang'an. Fu Jian used him as Grand Warden of Zhangye. After several years, he was dismissed and returned.
When Jian used troops to approach the Jiang, he designated De as General who Arouses Power. At Jian's defeat, Jian and Lady Zhang lost each other. Murong Wei wanted to protect and deliver her. De with a severe countenance spoke to Wei, saying:
Formerly when Zhuang of Chu wiped out Chen, he accepted the remonstrance of Wuchen and abandoned Beauty Xia. This is not a person of favour, [but] a mistress of confusion and chaos. Military affairs are not near a woman's receptacle. The defeated host of Qin must come form this. [We] ought to cover our eyes and pass by, how can you endure wanting to guard her!
Wei did not follow, De hurried his horse and left him. He turned back to lodge at Xingyang, and talked to Wei, saying:
Formerly Guojian took refugee in Kuaiji, and in the end seized the state of Wu. A sagely person judges the times and acts, a hundred recommendations a hundred times successful. Heaven wants to repent the calamity and therefore sent the host of Qin to destruction and defeat. We ought to ride its ill-treatment to thereby restore the altars of soil and grain.
Wei did not accept. He therefore followed Chui and went to Ye.
When Chui called himself King of Yan, he used De as Great General of Chariots and Cavalry, again enfeoffed as King of Fanyang, residing within the headquarters at Ye, advising and passing judgement on government affairs. Some time after, he moved to Minister over the Masses. At the time Murong Yong occupied Changzi, and had a multitude of 100 000. Chui debated punishing him. The crowd of subjects all considered it as questionable. De advanced and said:
Formerly the three ancestors amassed virtue, the bequeathed song existed and that was all [?]. In the past Your Majesty was a flying dragon, [you] did not plan for it, yet it occurred. Even though employing the sagely and martial, likewise hemming old fondness, the gentlemen of Yan and Zhao are happy to be subjects of Yan. Now Yong has already established a bogus title, inciting to action the Hua and Rong., delivering orders to the upright crowd and the lateral followers [?], chasing the deer without rest. We ought to first eliminate him, thereby as one the multitudes will listen.
Formerly Guangwu hurried to the difficulties of Su Mao, and did not look back at the feebleness of the hundred officials. How is this not humane? The moment is urgent assuredly. The rules of warfare is that what can not be avoided, then make use of it. Your Majesty, how can [you] tolerate not doing it!
Chui laughed and spoke to his faction, saying:
The Minister over the Masses's opinion and mine are the same. When two people are of similar hearts, their advantage surpasses gold. My plan is decided.
He thereupon followed it. When Chui approached the end, he counselled his son Bao to use the city of Ye to commission De.
The Wei general Tuoba Zhang attacked Ye. De dispatched the King of Nan'an, Murong Qing, and others to strike at night, defeating him. The host of Wei withdrew to lodge at Xincheng. Qing and others requested to strike them. The Attendant Officer Han Yanzhuo, advanced and said:
The ancients first determined victory in the temple hall, and afterwards attacked and fought. Now the reasons why Wei can not strike are four. The reasons why Yan ought not act are three.
Wei's suspended army has entered from far away, their edge is fighting in the open field, the first reason they can not strike.
From far away to enter near the imperial domain, pausing the troops dead in the ground, the second reason they can not strike.
The vanguard is already defeated, the rear column just strengthen, the third reason they can not strike.
The other are a multitude while we are alone [?], the fourth reason they can not strike.
For the official army to itself fight in its territory, the first reason we ought not act.
If we act but do not win, the hearts of the multitudes will be difficult to strengthen, the second reason we ought not to act.
The outer parts of the city are not yet repaired, if the enemy come, we are not prepared, the third reason we ought not to act.
All the troops' families are fearful, and do not go to the deep ditches or high ramparts, thereby fleeing waiting service [?].
Another thousand villages offer provisions, the countryside is not being plundered. If after a while the Three Armies disperse the property, if attacked then the multitudes travelling many will be killed, the host wanes and takes advantage of the living [?], thoroughly then planning for it, it can be considered a victory.
De said:
The speech of Attendant Officer Han is a good and level plan.
And so he summoned Qing to return with the host. Wei again dispatched the Duke of Liaoxi, Helai Lu to lead cavalry and together with Zhang besiege Wei. De dispatched his Army Advisor Liu Zao to request help from Yao Xing, furthermore participating in the questioning of his mother's elder brother [?]. Yet the host of Xing did not arrive, the multitudes were greatly afraid. De hence personally banqueted the combat soldiers, greatly increasing their comfort and acceptance. People felt his kindness, all were happy to be fighting to the death.
It happened that Zhang and Lu on the inside were shrewdly disputing with each other, each pulling out the army for a secret escape. Zhang's Marshal Ding Jian led the multitudes to come and surrender, and spoke of Zhang's host's decline, and they could consider defeating it. De dispatched the generals to pursue and rout Zhang's army, the people's hearts began to strengthen.
At the time the host of Wei entered Zhongshan. Murong Bao set out and fled to Ji and Murong Xiang also usurped the title. It happened that Liu Zao arrived from Yao Xing. Xing's Prefect Grand Clerk, Gao Lu, dispatched his sister son Wang Jinghui to follow Zao and give a jade signet with a single knot, and also with charts to understand secret writings, saying:
Having Virtue [de] is prosperity, lacking Virtue is destruction. [If] De accepts Heaven's instructions, the weak will yet again be strong.
There was also song which said:
In great wind the tumble-weed suddenly scatters with the dust and dirt, the soldiers of eight wells and three knives rise and come, within the Four Seas the cauldrons boils and Zhongshan is ruined, however there is a virtuous [de] man who occupies the Three Towers.
And so De's crowd of subjects discussed, that since Murong Xiang had usurped the title in Zhongshan, the host of Wei was flourishing in Ji province, and that nothing was clear about Bao being alive or dead, for these reasons recommended De to take the honoured title. De did not follow. It happened that Murong Da fled from Longcheng to Ye, and told of Bao still being alive. The crowd's discussions therefore stopped. Step by step, Bao used De as Imperial Chancellor, acting Shepherd of Ji province, inheriting authority over the Southern Xia.
De's elder brother's son Lin fled from Yitai to Ye, and because of that talked to De, saying:
Zhongshan is already lost, Wei will surely exploit the victory to attack Ye. Though provisions are stored up and habitually accumulated, the city is big and difficult to strengthen. Moreover the people's feelings are dejected and stirred, it is not possible to consider fighting.
While the Wei army has not yet arrived, embrace the multitudes and cross south; go to the King of Luyang, He; occupy Huatai, assemble troops and accumulate grain; wait for a crack then act. [This is] the best of plans. Though Wei uproots Zhongshan, the tendency will not be halted for a long time, they will not go beyond driving away and plundering and then turn back.
People do not like moving, reasoning themselves to make changes [?]. Afterwards raise power to thereby assist them. Wei then inside and outside receives the enemy. Make the yearning for the soldiers of old being relied and depended on [?]. Broadly begin with kindness and trust. Summon and assemble the numerous lost. [Then we] can as one lift up and defeat them.
Before this, Murong He likewise recommended De to move south. Hence he allowed it.
In the 2nd Year of Long'an [398 AD], he therefore led 40 000 households and 27 000 chariots, and from Ye was about to move to Huatai. They came across a wind, and the ships sunk. The army of Wei was on the brink of arriving. The multitudes were afraid, their opinion and desire was to withdraw and defend Liyang. That evening the flow ran dry and froze together. At night they crossed over the host. When at dawn the host of Wei arrived, the ice fell apart, as if there was a god doing it. Thereupon they changed the Liyang ford to be the Heavenly Bridge ford.
When they arrived at Huatai, a luminous star was seen tailing the Winnowing Basket. From the Zhang river they obtained a white jade, in shape similar to a signet. And so De relied on Yan's founding in former affairs [?], called it the Inaugural Year, with a great amnesty within his region exceeding death [?] and below, and set up the hundred officials.
He used Murong Lin as Minister of Works and Acting Prefect of the Masters of Writing; Murong Fa as General of the Army of the Centre, Muyu Ba as Supervisor of the Left of the Masters of Writing; Ding Tong as Supervisor of the Right of the Masters of Writing; from the remainder fiefs and conferrals each proportionally.
Earlier, in Hejian there was a sighting of a unicorn [lin], Murong Lin used it as auspicious for himself. Reaching this, his secret plan was to make chaos. The affair was discovered and he was bestowed death.
That summer, Wei's general Helai Lu led the multitudes to adhere to him.
Arriving at this, Murong Bao fled south from Longcheng to arrive at Liyang. He dispatched his Prefect of the Yellow Gates of the Centre, Zhao Si, to summon Murong Zhong to come and welcome him. Zhong originally headed the discussion on recommending De to call himself by the honoured title. He heard but detested him [Bao?]. He apprehended Si and delivered [him] to prison, and swiftly sent to make plain the circumstances. De spoke to his subordinates, saying:
You Sirs earlier used the great plan for the altars of soil and grain, to recommend me administer the government. I likewise since the Inherited Emperor had fled and perished, and men and spirits broadly master [?], because of that authority obeyed the crowd's opinion, and accordingly fastened the multitudes' expectations.
Now Heaven has just repented the calamity, the Inheritor Emperor has managed to return. I want to prepare a carriage offer welcome, apologize the crime in acting with the palace, and afterwards with the corner of a kerchief [return] to private rank. Sirs, what do you think about that?
His Attendant Gentleman of the Yellow Gates, Zhang Hua, advanced and said:
As for this generation of contention and coercion, there is no heroes and talent is not aroused. To follow in a time of the lateral, how can a weak man be able to cross!
Your Majesty, suppose [you] follow the example of a common woman's benevolence, giving up the profession of Heaven's conferral, power and authority [you] alone discard, then your own head will not be safe. How can withdrawing and yielding to him be done?
De said:
I considered the ancients disobeying defeat and obeying safety, this Way is not sufficient, by means of the middle road to walk back and forth [?]. [I am] dissatisfied and not yet decided, that is all.
Muyu Hu requested to hurry and inquire into Bao, and pretend support. De with flowing tears then dispatched him. He therefore led several hundred strong soldiers, to follow Si and go north, in that way planning to kill Bao.
Earlier, after Bao had dispatched Si, he understood De was administering the throne. He became afraid and fled north. When Hu arrived, he was not to be seen. [Hu] apprehended Si and returned. De, since Si was well-versed and practised in the canons of former times, wanted to appoint him. Si said:
Formerly when Guan Yu saw and esteemed Excellency Cao, he similarly did not forget the kindness of the Former Ruler. Si, although only a punished remnant [?] and lowly servant, shouldered the state's favour and providence. If dogs and horses have hearts, then how much more do people! [I] request to turn back and go to the Sovereign, thereby clarifying the minor and modest [?].
De firmly detained him. Si angrily said:
When the house of Zhou withered and declined, Jin and Zheng on each side assisted. When Han had the difficulties of the Seven States, they truly relied on the King of Liang.
Your Highness personally is just a junior uncle, [your] rank just ascended the platform, [you] are not able to lead first the group of princes to thereby restore the royal house, but in the upsetting of the favoured foundation you behave as in the affairs of Lun of Zhao.
Si, although not extending to weep together for the model of Qin [?], similarly longs to be the guest of the Lord and not to live in the times of [Wang] Mang.
De was angry and beheaded him.
Jin's Grand Warden of Nanyang, Lüqiu Xian and General who Soothes the Boreal, Deng Qifang, led a multitude of 20 000 to come and attack, the host lodging at Guancheng. De dispatched his [General] of the Army of the Centre, Murong Fa, the [General who] Consoles the Army, Murong He, and others to resist them. The royal host achieved defeat. De was angry that Fa did not pursue to the end the host of Jin, and beheaded his Marshal who Consoles the Army, Jin Gui.
Earlier, when Fu Deng had already been wiped out by Yao Xing, Deng's younger brother Guang led his section groups to surrender to De, and was designated General of the Best of the Army, and settled in Qihuo [“Beg to Live”] Fort. It happened that the Dazzling Confuser protected the Eastern Well. Some said Qin must again be flourishing. Guang therefore titled himself King of Qin, and defeated De's General Murong Zhong.
At the time De began to govern from Huatai, he was located in between Jin and Wei, his lands not ten cities, his multitudes not exceeding several tens of thousands. When Zhong lost the host, of the followers of rebellious inclination many reverted to Guang [?]. De therefore detained Murong He to defend Huatai, and personally led the multitudes to punish Guang, beheading him.
Earlier, when Bao was at Liyang, He's Senior Clerk, Li Bian, recommended He to admit him. He did not follow. Bian feared the plan would leak, and therefore pulled on the Jin army to arrive at Guancheng, hoping for De to personally lead the host, so he could make chaos in the rear. When it happened that De did not set out, he more and more was not calm for himself.
When De was on this journey, Bian again recommended He to rebel. He did not follow. Bian was angry, and killed He, using Huatai to surrender to Wei. At time the generals and soldier's families were known to be inside the city. De wanted to attack it. Han Fan talked to De, saying:
The host of Wei has already entered the city, occupying the state's complete wealth, the tendency of a travelling ruler. Flipping over and restoring the unusual, the people's feelings are already dangerous. It is not possible to consider battle. We ought to first occupy a single region, as the foundation of Guanzhong, and afterwards cultivating power plan for it. [This is] the best of plans.
De therefore desisted. De's General of the Guards of the Right, Murong Yun, beheaded Li Bian, and led the generals and soldiers' families, amassing more than 20 000 people, and then set out. The Three Armies celebrated and were happy. De planned with the multitudes, saying:
Though Fu Guang is pacified, the [General who] Consoles the Army lost the base. [If we] advance there is a stubborn foe, [if we] withdraw there is nothing supporting us. Which plan do we want to follow?
Zhang Hua advanced to say:
Pengcheng hinders and straddles the mountains and streams and is the old capital of Chu. The land is strategic and the people many. We can attack and occupy it, and use it as a foundation.
Murong Zhong, Muyu Hu, Feng Cheng, Han Yanzhuo and others firmly recommended attacking Huatai. Pan Cong said:
Huatai has four passages and eight openings, it is not the residence of emperors and kings. Moreover to the north it communicates with great Wei, to the west it connects to stubborn Qin. With these two states, it is not yet possible sit on a high pillow and wait for them.
The lands of Pengcheng are extensive and the people scarce, the land is flat without strategic points. As the returning headquarter of Jin, they will surely resist the royal host. It is also close and near the Jiang and Huai, the water way passing through a dug out, autumn and summer there is rain and flood, for a thousand li it becomes a lake. Moreover in naval battle the state is lacking while Wu is experienced. To now overcome it, is not a plan for a long calm.
In Qing and Qi there is fertile soil, they call it Eastern Qin. The land is 2 000 square, the households more than 100 000. With the strength of four passes and burdened with the abundance of the sea, it can be said to be a state for employing the martial. The flowering heroes of the Three Qi, gathering aspirations to thereby receive. How can we not consider obtaining for Enlightened Master to thereby set up the merits of chi and cun! [?]
Guanggu was the encampment of Cao Yi, its mountains and streams are obstructing and steep. It is suitable to be the capital of emperors and kings.
We ought to dispatch clever gentlemen to hurry and explain to the van, the great troops will continue and advance in the rear. Pilü Hun formerly burdened the state's mercy, surely he will be turning over towards reform. In the case his defenders are bewitched and do not obey, when the Great Army approaches, they will crumble by themselves. After we have occupied it, we shut the passes and raise the keen, wait for a crack and then act. This is likewise the Guanzhong and Henei of the Two Han.
De was still preparing and had not yet decided. There was a Śrmaṇa gentleman who was fair and prudent,and knew to divine the sky. De because of that asked him about it being favourable. The gentleman said:
[I have?] respectfully looked at the three divining slips. The opinion of Master of Writing Pan can be said to be a technique of a flourishing nation.
Now the year as begun, the Long Star rises up in the Strider and Harvester, and thereupon sweeps away the false and dangerous. Yet the false and dangerous, is the divided wilderness [?] of Qi, the image of removing the old and distributing the new.
We ought to first settle old Lu, patrol and console Langye, wait for the autumn winds and caution moderation, and afterwards go north to surround and overlook Qi. [This is] the Way of Heaven.
De was greatly pleased, pulled out the army and went south. The various counties in the northern section of Yan province heard and surrendered. He set up wardens and stewards to thereby console. There were inquires into the aged. The army did not secretly plunder. The hundred families were calmed by it, cattle and wine lined [?] the roads.
