I would wear a thin thermal turtleneck (the Uniqlo Heattech ones are great for the price) with a cashmere turtleneck sweater (Naadam/Everlane are great for the price), tucked in at the front with a belt at the top of the skirt to "hide" the line of the tucked-in sweater.
