This is directly after the government lady mentions elevens powers and how its Dr Owen's side of the government.

And ik we talk about how Mike looks down at Will when Owen's is mentioned, but after Mike gets the letter (Els superhero letter) Government lady looks directly at Will.

I just think it's interesting also ir helps push the fact that a whole section of the government knows about Will and what happened to him, so obviously this is going to be major later on.
