Because I watch too much Carmen Sandiego and my dad is forced to sit there and watch, we decided to narrow down the evilest member of the faculty.
Countess Cleo: Let's be honest, she just loves money
Coach Brunt: She's more of a family person, more caring than anything
Dr. Bellum: She just needs an excuse to use her inventions and watch cat videos, for good or evil.
Then we have
Professor Maelstrom: This guy is evil. Like, he'll do anything to get the job done. He almost left Brunt TO DIE. You could even see in the finale when he literally left through some secret exit which looked like NO ONE EXCEPT HIM KNEW ABOUT.
Anyways, this was really random idk, I was bored.

Part 1.
I think that we don't talk enough about how Carmen Sandiego has not one, but TWO straight up psychopath characters. Sociopath at the very least. Professor (Gunnar) Maelstrom and his favorite student Paper Star.
First off, let's start with Maelstrom. He was clearly the most intelligent/smartest out of the V.I.L.E. faculty and gave severe main character/boss vibes in V.I.L.E. since he was always the one that leaded the majority votes, explained something important and came up with a huge amount of their plans. Sorry Doctor, you were the cereBellum but Maelstrom was the brain of V.I.L.E. The series tried to soften that by having Countess Cleo on the middle of the table, giving him the most dark yet discreet design and a mysterious aura since compared to the other faculty members, he is the one we know the least about his past, personality, etc. We see that he knows a lot about the people he lives with and they barely know something about him, on purpose. Because he wants it that way. The attention being on the others, it becomes even easier for him to manipulate things behind the curtains, on the backstage, and make everyone believe him. Not to mention, he is also the most dangerous out of V.I.L.E. faculty, a point proven in the finale. He escapes through a secret passage in a rock that I bet only he knew about. We see Coach Brunt in the entrance, Doctor (Saira) Bellum trying to escape flying and Countess Cleo just waiting for her fate. Maelstrom never cared about any of them to at least suggest to them to already have a escape plan like he did. My head canon is that he wanted the others to be caught to have V.I.L.E. all for himself and do whatever the hell he wants. Coming back to the Carmen situation, the others never thought about it? Have they never talked about it before? Because they knew putting Carmen in a faculty position would be risky. Maelstrom is the one that says Carmen has a risky behaviour while stealing that doesn't fit V.I.L.E., he just let it slide because all her missions were successful but he always thinks ahead. He was ready. Dare I say, he saw it coming. Meanwhile, Brunt never betrays family and, let's be real, genuinely cared for Black Sheep before she became Carmen Sandiego. And Cleobellum are girlfriends. Okay, seriously they seemed to be close, even if just as friends. And Bellum clearly cared about her students since she missed Crackle. Also she liked cat videos, there's no way she was truly evil. The point is, Brunt, Cleo and Bellum were evil but they had a little bit of good in them. We even see Countess Cleo being sad and calling the island "Sweet Palace" while saying goodbye to it. Maelstrom was never attached to it like the others since he and Doctor Bellum are the ones that agree they have to leave the island, Brunt and Cleo being against it. Maelstrom isn't attached to anyone or anything. He only needs himself and only cares about anything that has to do with him.

VILE from Carmen Sandigo are totally an evil origination but also, they'd be a pretty great evil organization to work for as far as evil organizations go, or honestly, a lot of real life evil-not-evil originations
Their literal moto is "Falure is acceptable capture is not" which seems like a threat and it kinda? is? but also they are very faithful to the whole "Failure is acceptable" thing. Like fucking up a mission is going to be met with annoyance and a good 80% of the time that annoyance is going to be directed at Carmen and not you. You won't be punished. Literally the worst that's happened in a just failure is "Well we said whoever does X will get this promotion; you didn't do X you don't get the promotion" Literally, they'll be mildly annoyed, ask why you failed, usually just go either "Really? Come on man" or "Fair enough, come back to base we'll try something else"
They also don't care who you are or what you do, or what differences you have. Gay? Don't care. A mute who can only communicate through mining? Don't care. Just a fucking weirdo? So is everyone else here, get in line.
They also don't try and give people jobs that they can't do; everyone has their skills, and they do what they're good at and now what they're bad at. Mine Bomb is not a fighter, so they don't send him on physically intensive missions. Even when someone tells him "Go chase after Carmen" his boss is like "To do what? We both know he can't do that, I'm not going to send my man after her for no reason"
Also the way its seems to be set up is that each thief is like, under/assigned to a faculty member that matches them the best, and the faculty members actually do tend to defend and be attentive to the thieves that are their responsibility
But what happens if you are caught? The whole "Caputure is not acceptable" thing means they're gonna kill you right?
Nope. These motherfuckers aren't gonna pay bail; they will spring you from jail before bail has even been set. They will spring you from jail before you are even in the jail itself. But now you've been arrested, you can't be a thief because your face is out there, and you're connected to VILE; you know so much you're a liability now right?
So they're gonna kill you when they take you back to the facility right?
Nope. They'll just erase your memory of VILE ever existing and make sure you get back home to your old life before VILE, and set you up with a job so you won't need to steal shit and are therefore much less likely to retrigger any memories or old skills
And your faculty member might even check in on you a few times for good measure
Which, unethical? Sure, but also they could do so much worse
Really the only time they go after any of their operatives to kill them is when they are actively and willingly betraying them and honestly fair

-> Let's be honest, this woman definitely had a bit of a setback in her parenting goals, because of Black Sheep - but there's something different about her own children, no matter if she's having a baby boy or a baby girl, her affection is definitely higher and deeper than it could ever have been for Black Sheep…because you are something very special…something that comes from her…almost one of a kind!
-> From a young age, you are raised with the etiquette of having a perfect appearance. Table manners, dancing, the perfect smile at villain events… Cleo molds you into a mini version of herself, someone who enjoys bathing in the spotlight like Vitamin B. Please, thank you, goodbye and good day were some of your first words… your very first word was - Mommy - which fills the often cold and aloof Countess Cleo with motherly pride.
-> Nicknames - your mother is a countess, which makes you the… Countess's daughter. But you love the nickname Uncle Gunnar gave you. Dead Prince/Princess. You inherited your mother's confidence and love bossing others around and showing that you are better because of your title… your mother also likes to brag and she is a role model for you. You imitate her and want to make her proud… no matter how. Other nicknames given to you by your uncles and aunts are for example - Mini-Cleo, spoiled brat, Spinx in training or Diamond.
-> Do you live out your dreams through your children? Cleo definitely, because her dream of becoming a famous catwalk model was shattered and she turned to life as a villain and joining the V.I.L.E family….but she still tries to teach you her craft…fashion and at the age of 4 you are eagerly drawing designs for fashion, which you proudly present to your mommy…..and the other leaders of V.I.L.E, the cleaners, the students….and everyone else who doesn't even want to look at it. Someday you will either design the coolest villain model or super pretty new uniforms for V.I.L.E…..oooor marry a prince/princess and continue your villain craft in…royal style….but it is already certain that you will attend the V.I.L.E academy at some point. It's kind of your birthright, isn't it?
-> You didn't take your first steps like Coach Brunt's or Tigress' children on V.I.L.E's island, no, your first steps were at an annual event hosted by your mother Cleo, at her castle in Japan (one of the many properties Countess Cleo owns!) - one of the servants was supposed to keep an eye on you, but you missed your mommy so much and just ran off, across the expensive smooth floor…fell after a few steps, and that night you learned how loudly your cries echo off the high ceilings. Cleo was upset by the interruption, but your reaching this milestone gave her another reason to brag about how perfect her baby is!
-> There is no question that Countess Cleo, despite her superior attitude of herself, unwilling to dirty her hands, and sophistication as a useful tool for manipulation of others in lower classes, as well as her cold and condescending manner…your mother loves you with all her heart. It just took her a little while to grow into the mother role she certainly never wanted, but now would never change. She would burn one of her beloved pearl necklaces or hang (or otherwise get rid of) her favorite waiter at the French estate for your safety - you are one of those things that is damn perfect…as perfect as Cleo herself, so there is no question that your mother loves you very much.
-> Your father? An agent of VILE. An undercover agent to be precise… a police officer in the prison in Madrid… not only to look for contacts, but also to serve as an informant. You barely know him, so he had little value to Cleo other than to create you. You're a mama's girl anyway - and when it comes to picking favorites from your large family, after your mother would probably come Professor Bellum - and then your mother's assistant - Dash Harber, and then Cookie Booker.
-> Just like your mother, you can't tell the cleaners apart. But same would go for the Fan-Club of Black Sheep, you heard your Mama curse about Black Sheep and her annoying Redhead Friends Ivory and Zuko? Something like that, and because your Mother don´t like this Trio, you dont like them as well....once you are old enough, you will make Black Sheep pay for beign so ungrateful and leaving this amazing Home behind and betray Family! But for now you reply what your Mother says so many Time. Black Sheep is an horrible Person!
-> Surprisingly, Cleo loves the night time routine, she likes to read you stories, makes sure that you brush your teeth and, once you've turned 3, starts the skin care routine… beautiful skin needs to be looked after. Speaking of looking after… not only do you grow up multilingual, Cleo teaches you Egyptian, which is where her roots lie - no, she even takes you on several trips to Egypt at a young age to introduce you to the culture and high society and to keep you in touch with your roots and hers.
-> Besides fashion, painting and learning languages, you have discovered a love for playing chess…much to the delight of Professor Maelstrom. Your mother thinks playing chess is a waste of time…but still bought you the most expensive model on the black market for villains…just because she can!
-> Cleo had a hard time coming to terms with being controlled by someone else. Sleepless nights, full diapers, hours of screaming and tears, as well as her own exhaustion? Putting someone else before her own needs and feeling happy as a mother? She had problems with it and it took her a while to adjust to you…but with the help of Coach Brunt, Professor Maelstrom, Shadowsan and Professor Bellum she overcame this change…but Cleo isn't sure whether she would do it all again if she wanted a little sibling.
-> When playing with the other children on the island, the offspring of Tigress and Coach Brunt, you are very assertive and stubborn. And yet you have a strong bond of friendship. You can also give your friends tips on how to be more fashionable, and what better way to dress up than to look fashionable? Mommy sometimes says that the best thing to wear is an outfit that is so discreetly conspicuous that it leaves a lasting impression… your friends may not know anything about fashion, but you do… and in the years to come, when your design and drawing skills improve, they will be well dressed thanks to your genius! When it comes to your own clothes, you would still put the cherry on the ice cream sundae - a little more glitter and glamour for you is a privilege that is reserved only for you.

Wow, it's been a while since I posted. Sure hope nobody missed me!!! *Cries in the corner*
Nah jk. Here's some random head cannons for Dr. Saira Bellum, our fav little crazy genius. Yes, I found a new obsession. So?
Her eyes are very sensitive, (especially to light), henceforth the goggles that she always wears. Also her eyes are golden. I have no idea why, but i've seen that and just latched onto it.
She has ADHD. Need I explain?
She either uses she/her or they/them pronouns. When asked what her gender was, her response was 'Scientist'.
She was the youngest VILE faculty member, but then Cleo joined at 15. No idea when Saira joined, but she joined before Cleo.
She's extremely sensitive to touch, because shes antisocial af and basically never touches people/gets touched.
Adding onto 5, she hates social situations and can get easily overwhelmed.
She's not very good at baking. She could be amazing, but she consistently gets focused on something else whilst the item bakes or cooks, and when she hears the timer go off it's sort of a 'Oh, I'll get that in a moment, just as soon as I finish...', until it's burnt. She tries, though.

Part 2.
Professor Gunnar Maelstrom was totally evil, reincarnated at its (almost) finest(didn't reach full potencial tho 'cause It's a kids show, but they still went far to show it in a kids show in a way older people will understand. Thank you, scriptwriter). The worst part of this is that all of them seemed to be friends with Maelstrom, a feeling not reciprocated because Maelstrom only cares about himself, only thinks about what he wants and what he needs, and wouldn't mind throwing even his favorite student Paper Star in the fire to get it. Cleo often/always addressed Maelstrom by "Gunnar", just like she called Dr. Bellum "Saira". In the Himalayan caper we see Maelstrom's "friendship" with Doctor Bellum, just like we see his "friendship" with Brunt in the viking caper. But it was all fake, since he clearly left Coach Brunt in the ice to die and would have done the same to Doctor Bellum and Countess Cleo as well. The point is that he is so manipulative it hurts. He's charismatic and he knows it. At jail, he says something like:"A crime genius/mastermind with a lunatic" referring to Mime Bomb. He uses similiar strategies of voice tone and compliments to win people over. When Bellum is with the crown he calls her "Queen of the robots". Then with Coach Brunt, at the boat scene, when she puts the armor and he calls her "Viking Warrior Princess" or something like that. He says what people want to hear to have them in the palm of his hands. We see the flashback when Shadowsan brings baby Carmen to V.I.L.E. and he immediately suggests  KILLING A BABY(with the most unbothered face of all time, like you ask someone what time it is), because it was a "loose end". I know V.I.L.E. has that whole entire "leave no witnesses" thing but that only applies to people that can tell something about them to the authorities, and animals, babies, etc, can't so they don't count. V.I.L.E. doesn't need to the anything with these people, but Maelstrom would do that with ANYONE just to see their pain. He just wanted to kill, doesn't matter who. Then Doctor Bellum states that the child is too young to have memories of anything that can compromise V.I.L.E. and honestly I bet Maelstrom knew that, he just wanted to make her suffer. He LIKES seeing anyone that it's not him suffering, fact proven in the viking caper when he hires a driver to drive the car when he could have just drive like we see him doing after Coach Brunt stops the car. But he hired because he knew what he would have to do to this poor innocent driver at one point or another. He made a witness on purpose just so he would have the excuse to kill it afterwards. Maelstrom clearly doesn't see people as persons, he sees them as pieces of his puzzles and of his sick mental/mind games that he can discard whenever he wants when they are in his way or are considered useless/not useful anymore. Anything is worthy to achieve his goals, as, according to him, they are superior to everyone else's, even the people there are supposed to be his allies. Even V.I.L.E. apparently. He's not collective, he's an individualist. He probably thought he deserved more than the others the V.I.L.E. faculty position because of his ancestors. The way he smiled leaving the rock says it all. Like how can you smile in a moment like that?

Sorry I’ve been so obsessed with the small interactions they have- Carmen is like one of the few characters who understood Mime Bomb and went along with his bits 😭 they would’ve been such fun friends turned to a petty hatred when she escapes V.I.L.E.
