This is actually a very ingenius method. Most of the extended Royal family have lives of their own and perform minor duties on behalf of the King and Queen. But there are several occasions each year that require the presence of the King's family and that they wear the appropriate attire. But owning a lot of really expensive jewels in the chance you might attend a function or two isn't very practical. So the King is the source for such glittery occasions. If you need a tiara or a diamond necklace for a state function then ask the King.
