Rhaenyra Targaryen was a Dragon. Just because she got fat and fell apart mentally after losing almost all of her loved ones in the span of barely two years, she wasn't weak or mild-tempered. Her being feminine doesn't mean submissive or meek. That's kinda why the whole Dance didn't fizzle out- she was a wife and mother, but refused to content herself with only those roles, because Dragons cannot be tied by rules of ordinary men and she was the Heir to the Iron Throne.
