He obviously does qualify and, were he properly diagnosed, could potentially qualify for Section 811 instead. The question is how he got the government to cooperate. That would have been a bonkers amount of paperwork that he absolutely could not fill out by himself, since he can't read that well. So who helped him?

I really like 'the gang turns black', not only its funny in new ways, but it's one of the episodes with the most shocking (and still realistic) final moments, but still quirky and fun, that gives me chills. It gave me a pretty graphic (and still needed for a non-north american) of systemic racism and police brutality and what it's like to be a poc living in north america -and that I definitely don't want to live over there.

I also like that they tried to correct the racism of the gang, even if it gets to be literal MAGIC to do that (which is not only funny but on character); it's not a coincidence that it's the same season that mac comes out. I think rcg realized, as creators, that the racist and homophobic aspect of the characters was getting old and uncomfortable to watch.  even when they learn nothing at the end of the episode and repeat racist patterns, in a meta way the creators gave a candid look, without abandoning the genre and comedic aspects. I think that makes it even more chilling, at least for me.

I honestly do think that the always sunny musical episode is a perfect musical episode on level with Buffy because it creates a scenario that works for the characters. Much like how in buffy they are singing because of the effects of a demon (something that drives so many of Buffy's zany goofy episodes) it makes perfect sense to have the cast of always sunny start singing, get annoyed about it, and try to analyze why this is happening from a referential standpoint. Plus as much as I hate "it was all a dream" it is so always sunny to make them learn a lesson and then reveal that it was just a fantasy of someone who hates them wanting them to learn a lesson
