Three Breweries That Take Their Barbecue Seriously – Texas Monthly

The craft beer and barbecue movements in Texas have grown hand in hand over the past decade. Despite the similar devotion of their fans and dedication of their practitioners, however, they haven’t exactly had a symbiotic relationship but for the occasional barbecue truck parked outside of a brewery. San Antonio’s Granary ’Cue & Brew, which opened in 2012, received national acclaim for its handcrafted beers and barbecue before closing in 2019. Over the years, other notable operations serving both items appeared on the Texas scene, including Cowtown Brewing Co., in Fort Worth, and Brick Vault Brewery and Barbecue, in Marathon. The natural progression has since continued, with more brewers pairing their pints with smoked meats, spurred in part by the pandemic. (Barbecue proved particularly resilient during the dining restrictions, while craft beer production fell for the first time in recent history.) Here are three  joints that do both well.

Mike Holt is relieved to have customers back in his taproom, near San Antonio’s airport. “It’s meant to be a real communal, conversational environment,” he says of Weathered Souls, so shutting down during the pandemic was more than just a monetary drag. At the beginning of 2020, Holt and co-owner Marcus Baskerville had welcomed one of the city’s best barbecue joints, South BBQ, to take over the kitchen. The new menu was slashed back to just take-out burgers and appetizers until the doors reopened for diners later in the year. 
The O.G. Burger is no slouch. Andrew Samia, owner of South BBQ, uses Prime-grade brisket trim for the smashed burger (get the double), which comes on a soft bun with all the fixings. On the lighter side is the brisket-stuffed avocado. Okay, it’s not that light, but the perfectly ripe fruit comes nestled in a delicately dressed arugula salad. On top are chopped brisket, jalapeño salsa verde, cilantro, and queso fresco. 
Baskerville, who also serves as brewmaster, notes that their tap choices cover the spectrum, from the crisp Hardwood Classic pilsner to the Black Is Beautiful imperial stout. Baskerville created an international movement with his Black Is Beautiful initiative to promote racial equity; breweries around the world followed his stout recipe and donated all the proceeds from their iterations to social-justice nonprofits. The beer has become part of the Weathered Souls identity and brought in a more diverse crowd. Baskerville most enjoys a glass of it all on its own. “I wouldn’t pair that with barbecue, because more than likely you’re not going to finish your meal,” he jokes. He recommends a meat pairing with the West Coast IPA or the Castling schwarzbier, a dark lager I liked so much that I brought home a couple of crowlers—large aluminum cans filled with beer from the taps.

Cary Hodson and his wife, Molly Malone, opened their joint on December 5, 2015—his thirtieth birthday as well as the anniversary of the Twenty-first Amendment’s ratification, which repealed Prohibition in 1933. You could say Hodson was born to brew beer. He loves barbecue too, so when deciding which route to take for his new venture, he chose both.
Intrinsic had naysayers in the beginning. Hodson remembers meat aficionados complaining, “They’re a brewery, so they don’t take the barbecue seriously,” and vice versa from the beer nerds. But time has validated his initial instincts. Brewmaster Travis Ehlers increased Intrinsic’s beer offerings from 6 to 21, and pitmaster Joshua Browning revamped a once simple barbecue menu to include an array of specialty sandwiches, including vegetarian options such as the smoked jackfruit, whose flavor is remarkably similar to that of pulled pork. There’s also a Sunday brunch.
After the pandemic hit, Intrinsic expanded its canned beer selection so it could offer more brews to go, a move that also helped its barbecue sales as diners searched for one-stop shops. For pairings, I would suggest the Froot Tart, a cherry-lime Berliner weisse, to cut through the richness of the fatty brisket, or the Tree House Brown, a classic brown ale, to go alongside the MacRib sandwich (macaroni and cheese mixed with deboned rib meat). When you leave, crack another beer to enjoy as you walk around Garland’s recently revitalized downtown, where open containers are allowed.

On a trip to Corpus Christi shortly after the February Texas freeze, the only palm trees I saw that had any color left were the ones painted on the exterior of downtown’s Nueces Brewing Company. They’re an homage to Tradewinds Ford, the car dealership that occupied the site until it closed decades ago. Owners Brandon Harper and Cale Moore knew it was the right building for the brewery they opened in 2019, but they didn’t envision using the parking lot to hold a smoker until later.
“When we opened, we had no intention of doing food,” Harper says. Their goal was to “make beer that the guys who had never really been exposed to craft beer may actually like.” Their original Mexican lager and the ultralight Supremo remain the most popular choices on draft, but they offer more creative options too, such as the salty and sour mango gose and the Malay Brown Ale, brewed with cardamom and coffee.
Barbecue entered the picture after COVID-19 restrictions for brewery taprooms began more than a year ago. The pair decided they would “do whatever we have to do to be a restaurant,” Harper says. Beer sales were down anyway after Nueces transformed into a to-go-only operation selling crowlers. “It took about 45 days from the time [the Texas Alcoholic Beverage Commission] told us we could only do beer to go to open back up as a restaurant,” Harper recalls proudly. They turned an old mop closet into a kitchen and acquired a couple of smokers.
Now the barbecue is almost as popular as the beer, especially during the week. The menu features the usual meats and sides, but the brisket nachos scratch the bar-food itch after a cold glass of the dark schwarzbier, which tastes lighter than it looks. Dubbed “Nacho Mountain,” the tray is massive and comes topped with brisket, cheddar cheese, pickled jalapeños, pico de gallo, and sour cream.

The rains over Corpus Christi and Houston have finally stopped, and floodwaters are beginning to recede. Some residents are still stranded, while others — tens, maybe hundreds, of thousands — won’t be able to return to their homes for weeks and months.
Meanwhile, the race to capitalize on the disaster, to redistribute wealth upward, and to transform the region has already begun.
While rain was still falling over much of southeastern Texas and southwestern Louisiana, Patrick Gleason took to the editorial section of Forbes to propose the now-expected Republican (and increasingly Democratic) response to natural disasters: suspend the Davis-Bacon Act and cut wages in order to spur reconstruction efforts.
For many who survived the Katrina crisis twelve years ago, Gleason’s words will sound disturbingly familiar. He advances the same flawed recovery approach that the Bush White House and local politicians took in Louisiana. High wages in reconstruction work provide employment opportunities for residents whose workplaces are slow to reopen or will close permanently. Good pay puts money in the hands of those who need it most and allows the tens of thousands of displaced people to return quickly. All the while, it puts upward pressure on wages in other industries, thus helping everyone return and rebuild.

Rice Brothers Want To Run EQT.  You can’t beat a proxy fight. Listening to the bombastic charges leveled by both sides against the other, rhetoric spewed at the highest level — nothing beats a company’s management team and board facing off against outsiders. Monday morning, the wraps were pulled off a potential proxy fight in the oil and gas industry. Toby Z. and Derek A. Rice told independent producer EQT Corp. they aren’t satisfied with the direction of the Pittsburgh-based E&P player. It’s early in the potential proxy fight process; the Rices are suggesting improvements they believe will make EQT more efficient, return more on investment, and generally tighten the producer’s modus operandi. But the letter makes it clear: Should EQT pooh-pooh the Rice proposals, including installing Toby Z. as head of operations, and placing more experienced O&G people with plenty of planning expertise, are placed on the board and in the executive offices, fireworks are possible. EQT, for its part, is being polite: “EQT is a refreshed company with a new management team, new operating plan and substantially reconstituted board,” according to a requested comment from the company on the Rice boy’s moves. “The company is focused on achieving profitable growth by driving operational efficiency, solid free cash flow, balance sheet strength, disciplined capital allocation and the realization of synergies. We are confident that EQT is taking the right steps to deliver superior value.” Remember, it’s early. While the $8.2 billion cash, stock and assumed debt deal EQT put together to acquire the smaller but highly successful Rice Energy made EQT the largest natural gas producer by volume in the U.S., the Rices as EQT investors aren’t satisfied with size. Yes, they want returns on the market value of their 7-plus million shares of EQT stock, but they also need the company that carried their surname to carry on – not under that name, but in success in the field, on the pad, in the individual well drilled. “EQT must add proven operational experience to the board and senior management team – in particular, individuals with experience in large-scale operational planning,” the Rices recommend. Rice Energy before its acquisition was one of the most successful independent producers of its size in the industry. And much of that success dealt with planning – Rice executives were fanatical when it came to pre-planning of every move involved in D&C – much more than most of its peers. Its executives were often conference speakers, telling the Rice story on how efficiency leads to prosperity. “EQT should improve planning through a coordinated operations schedule to reduce costs of drilling and subsequent derivative operations (e.g., completions, production, marketing, etc.),” states the PowerPoint presentation the Rices have put together in their quest to improve EQT (found online at eqtpathforward.com). Analysts contacted by Kallanish Energy on the EQT-Rice situation said they weren‘t surprised by the Toby and Derek letter and PowerPoint, and that there was little doubt the production wasn’t spur of the moment. “The timing of the release comes before EQT’s conference call this Thursday to discuss the company’s 2019 capital program and updated analyst presentation,” Sameer Panjwani, director, Equity Research with Tudor Pickering Holt, tells Kallanish Energy. “I would be very surprised if this situation is not brought up during that call.” Panjwani told Kallanish Energy the Monday release of the letter to the board and accompanying PowerPoint will be additional pressure on EQT to reveal more details on the direction the company intends to move – and how it intends to get there. “We have a proven, detailed business plan to generate an incremental $400-$600 million of pre-tax free cash flow per year above EQT’s current plans, equaling greater than $1.0 billion of free cash flow per year,” the Rice’s presentation states.“ This plan would match EQT’s current five-year production goals but generate twice the cash flow for shareholders.” The Rice letter states that over the past few weeks, in response to repeated outreach by a number of EQT investors asking for their assistance, the Rices engaged in private discussions with EQT chairman Jim Rohr and CEO Rob McNally “to express our concerns and propose solutions, which included, among other things, inserting Toby Rice into the organization with proper authority and support to oversee operations. “Unfortunately, given the lack of reciprocal engagement – and EQT pushing forward with establishing its 2019 operational plan and budget – it has become apparent that they are unwilling to make the changes needed.” The Rices quietly state that should the EQT board and company executives refuse to act upon the Rice recommendations, “we are prepared to nominate identified director candidates for election to the EQT board, if necessary.” “We have been talking to a number of EQT investors, and there appears to be a great deal of support for the Rice team: Tudor Pickering Holt’s Panjwani told Kallanish Energy. “Their proposal is not going away anytime soon.” There is one more unique twist to the potential EQT-Rice boys’ proxy fight. Of EQT’s 12 board members — certainly one not likely to lose his seat to someone with more E&P and planning experience — is Daniel J. Rice IV, former Rice Energy CEO. NatGas Pricing Taking a Pause.  Friday’s natural gas prices dipped below $4.  Many think the upward movement on pricing will proceed once the cold weather returns which could be as soon as days after Christmas.  Meteorologists are predicting very cold weather in January and February.  We’ll see if NatGas gets to $5 in January. PennEast Gets Eminent Domain.  (Thank you, MDN) It certainly seems as if the deck has been stacked against the PennEast Pipeline project, a $1 billion, 120-mile NatGas pipeline that will stretch from northeast PA to the Trenton area of New Jersey. As we pointed out in November, DTE Energy’s NEXUS Pipeline, a 255-mile pipeline from Columbia County in Ohio to Southern Michigan, received its Federal Energy Regulatory Commission (FERC) approval around the same time PennEast did, about a year ago. NEXUS is already built and flowing, PennEast hasn’t turned the first shovelful of dirt yet. It’s been a real battle for PennEast. However, things are finally beginning to look up. Last week a federal judge granted PennEast its first approval in a string of eminent domain cases, giving PennEast the right to enter and survey a property in Carbon County, PA. U.S. LNG Exports to Double by 2019.  U.S. liquefied natural gas (LNG) export capacity will reach 8.9 billion cubic feet per day (Bcf/d) by the end of 2019, making it the third largest in the world behind Australia and Qatar, the Energy Information Administration projects. Currently, U.S. LNG export capacity stands at 3.6 Bcf/d, and it’s expected to end the year at 4.9 Bcf/d as two new liquefaction units (trains) become operational. The U.S. began exporting LNG from the Lower 48 U.S. states in February 2016, when Cheniere Energy’s Sabine Pass liquefaction terminal in western Louisiana shipped its first cargo. Since then, Sabine Pass expanded from one to four operating liquefaction trains, and Dominion Energy’s Cove Point LNG export facility began operation in Maryland. Two more trains, Sabine Pass Train 5 and Corpus Christi LNG Train 1, began LNG production this year, several months ahead of schedule, and are expected to ship their first cargos within the next few weeks. Another two LNG export facilities: Cameron LNG in Louisiana and Freeport LNG in Texas, are currently being commissioned, Kallanish Energy reports. U.S. Crude Exports Get Boost from LOOP.   In the last seven days, three very large crude carriers (VLCCs) have departed LOOP’s Marine Terminal full of domestic crude oil.  As the demand for exports from Louisiana increases, the efficiency of LOOP’s vessel loading service has delivered value to the global petroleum marketplace. The three VLCCs all arrived at the LOOP deepwater port completely empty and departed fully loaded with various crude types that can be sourced from LOOP’s Clovelly Hub, including a light sweet grade. LOOP has been a hub for domestic crude production since 1996 and handles a wide spectrum of domestically produced energy including WTI, LLS, Eagle Ford, Bakken, Mars, and THB and specialty grades. These three VLCCs were loaded one after the other, significantly reducing overall load time at the Port. As the demand to load at LOOP grows, this same loading strategy can be utilized, reducing the time to fully load a VLCC at LOOP to as little as two days. “This is a great proof point of the value of our ownership interest in LOOP” said Kevin Nichols, EVP, Shell Midstream US. “The US Gulf Coast plays an important role in providing the energy that the world needs, and LOOP is strategically positioned and has the capability to respond to the growing global market demand. As we see growth in our key connected systems across the region, we also expect to see future growth at LOOP.” LOOP, as the nation’s only deepwater port, was constructed specifically for the safe and efficient handling of VLCC’s, and began export operations in February 2018. LOOP offers its vessel loading service using already-built infrastructure that both minimizes environmental risks and impacts and focuses on sustainability as the best use of our nation’s existing assets. As market demand grows, LOOP will expand vessel loading services in coordination with concerned agencies and stakeholders to ensure its activities remain fully protective of the environment and public health. FERC Approves PA-OH Pipeline. (Thank you, MDN)  FERC has finally come out of its funk. At least with respect to the RH energytrans Risberg Line project. We have been waiting and waiting and waiting to bring you this exciting news: The Federal Energy Regulatory Commission has given final approval for the Risberg Line project to begin construction! Risberg is a 60-mile, $86 million pipeline from Crawford County, PA through Erie County and into Ashtabula County, OH. According to FERC’s own schedule, an OK for the project was due no later than Sept. 27, which didn’t happen. In October, RH energytrans was diplomatic and said, “It may take a little longer than we might hope.” Their patience has paid off. On Friday, FERC pulled the trigger and sent. RR Thriving in NE PA.  We love a good railroad story–always have, always will. And here’s a great railroad story. The freight trains in northeastern Pennsylvania will this year, once again, set a new record. Last year the Delaware-Lackawanna Railroad, which operates 85 miles of track in Lackawanna and Monroe counties, hauled 8,572 carloads. This year they will fly by that number, to a new record. Why? Mainly due to frack sand used by Linde Corp, which supplies sand to drillers in the region. Translation: Drilling picked up again in 2018 in northeastern PA. ConocoPhillips Sees 25% Shale Growth in 2019.  ConocoPhillips, the world’s largest independent oil producer, sees shale production growing 25% next year even as crude prices tumble, proving the industry’s resilience in volatile markets, said CEO Ryan Lance. In the U.S., Conoco wells in the Eagle Ford Shale, Permian Basin and the Bakken field generate cash when prices hover around $50/bbl, Lance said in an interview on Monday in Houston. Conoco pumped 313,000 bopd from the three regions combined during the third quarter, or 25% of the Houston-based company’s global production. American crude output is surging, contributing to a global supply glut that has pushed prices down by third since the beginning of October. The subsequent squeeze on shale profits may slow growth next year but the industry is in far better shape than it was at the advent of the last slump four years ago, Lance said. Production growth “slows down at $50 but I don’t think it stops at $50 and it certainly continues if prices get back to $60,” Lance said. Skeptics thought shale “wouldn’t last long but it’s here, it’s a huge resource and it’s going to be resilient and long lasting.” Long Ridge Energy Receives Federal Grant.  The U.S. Department of Transportation has awarded Hannibal, Ohio, a $20 million grant to improve a rail and pipeline energy transload facility. The money will be used to construct a pipeline-to-rail transloading facility that will include truck racks and ladder racks connected to a recently constructed loop track. The Long Ridge Energy Terminal where the funds will be used is located in the heart of the Marcellus and Utica shale gas plays. The facility generates power, stores natural gas liquids and brings in frack sand. In addition to the rail infrastructure, the facility is located on the Ohio River and has two barge docks. The funding for the project was made available through the DOT’s program called the Better Utilizing Investment to Leverage Development Transportation Discretionary Grants program (BUILD). The program is designed to support roads, bridges, transit, rail, ports or intermodal transportation. The $7 billion project, being built by a consortium of companies led by Dominion Energy, is intended to carry natural gas from West Virginia through Virginia and into North Carolina. “We trust the United States Forest Service to ‘speak for the trees, for the trees have no tongues,’ ” the ruling said, quoting “The Lorax,” a 1971 Dr. Seuss book. “A thorough review of the record leads to the necessary conclusion that the Forest Service abdicated its responsibility to preserve national forest resources.” PA DEP New Emissions Regs.  The Pennsylvania Department of Environmental Protection (DEP) on Thursday unveiled draft regulations aimed at curbing smog-forming emissions from existing oil and natural gas production and midstream operations. The proposal mirrors Obama-era guidelines for the industry issued in 2016 for limiting emissions of volatile organic compounds (VOC) from older industry sources, part of which the Trump administration is considering rolling back. The rules would apply to storage tanks, pneumatic controllers and pumps, and certain kinds of compressors at natural gas processing plants, other midstream facilities and well sites, according to documents prepared for a meeting with the Air Quality Technical Advisory Committee (AQTAC). Operators would also be required to conduct more stringent leak monitoring and repair quarterly at well sites, gathering and boosting stations, and processing plants. Michael Gary Foltynewicz (;[1] born October 7, 1991) is an American professional baseball pitcher for the Atlanta Braves of Major League Baseball (MLB). He was drafted by the Houston Astros in the first round of the 2010 Major League Baseball Draft. He played in the minor leagues until he was called up to the Astros in August 2014.
Early life
Foltynewicz grew up in Illinois and wanted to be a major league player from an early age. He says that his parents, Gary and Cindy Foltynewicz, both developed elbow problems one summer due to throwing him so much batting practice.[2] He graduated in 2010 from Minooka High School in Minooka, Illinois.[3]

Foltynewicz was drafted by the Houston Astros in the first round (19th overall) of the 2010 Major League Baseball Draft.[4][5] He planned to attend the University of Texas at Austin, but decided to enter professional baseball when he was chosen in the draft. Foltynewicz and the Astros agreed to a $1.2 million signing bonus.[6] In 2010 with the Greeneville Astros he was 0-3 with a 4.03 ERA.[7] In 2011 at Class A Lexington he was 5-11 with a 4.97 ERA.[7]
In 2012, Foltynewicz was the Astros Minor League Pitcher of the Year after going 14–4 with a 3.14 earned run average (ERA) and 125 strikeouts in 152 innings pitched.[8][9] The next season, Foltynewicz pitched seven games (five starts) for the Class A Advanced Lancaster JetHawks and earned a 1–0 record with a 3.81 ERA. He finished the season with the Class AA Corpus Christi Hooks, starting 16 of 23 games on the way to a 5–3 record, a 2.87 ERA and three saves.[10]
Foltynewicz was called up to the Astros on August 1, 2014. His first appearance was against the Toronto Blue Jays on August 2. At the time of his promotion, Foltynewicz had a 7–7 record with a 5.08 ERA at Class AAA Oklahoma City, where he registered 100 strikeouts in ​102 2⁄3 innings.[11] He was listed by both ESPN and Baseball America as the fourth-best prospect in the Houston system.[2] Though he was a starting pitcher in Oklahoma City, Astros general manager Jeff Luhnow said that the team would use Foltynewicz out of the bullpen for the rest of the 2014 season.[11] In 2014 for the Astros he was 0-1 with an ERA of 5.30 in 16 relief appearances.[10]
Atlanta Braves
The Astros traded Foltynewicz, Andrew Thurman, and Rio Ruiz to the Atlanta Braves in exchange for Evan Gattis and James Hoyt on January 14, 2015.[1][12] He was invited to spring training and sent down to the Triple–A Gwinnett Braves on April 4.[13] Through his first four starts with Gwinnett, Foltynewicz posted a 2.08 ERA over 21.2 innings with 30 strikeouts and 10 walks. On April 30, third baseman Chris Johnson was moved to the 15-day disabled list, allowing room for the Braves to call up Foltynewicz to replace struggling Trevor Cahill in the starting rotation.[14][15] Foltynewicz made his Braves debut on May 1 against the Cincinnati Reds, earning his first career win over five innings pitched, allowing two earned runs. On the same night, Folynewicz also recorded his first career hit, a double that scored two runs.[16] Foltynewicz was optioned to Triple-A Gwinnett on June 17 after seeing his ERA rise to 5.19 in his previous three starts.[17][18] He was recalled on July 7, after utility player Joey Terdoslavich was optioned to Gwinnett.[19] He served as an extra reliever in Atlanta's bullpen during the final games before the All Star break. On July 12, after the final game of the first half, he was optioned back to Gwinnett.[20] Foltynewicz was recalled on July 30 to make a spot start for Manny Banuelos.[21] He began to fall ill on August 18,[22] and was first diagnosed with costochondritis in September,[23] which soon developed into pneumonia.[24][25] On September 19, Foltynewicz suffered a further setback, and was diagnosed with blood clots in his pitching arm.[26] Two days later, Foltynewicz underwent a rib resection to remove the anterior half of his first rib to deal with the clots.[27][28] As a result of the surgery, he lost approximately 20 pounds (9.1 kg).[29] In 2015 for Atlanta he was 4-6 with an ERA of 5.71.
Foltynewicz contended for a rotation spot in spring training in 2016. The Braves eventually assigned him to Gwinnett at the end of March to give him more time to recover from surgery.[30] Foltynewicz was recalled on May 1 to replace Bud Norris in the rotation.[31] Foltynewicz made his season debut the next day, taking a loss against the New York Mets.[32] He returned to the disabled list on June 4 with a bone spur in his elbow.[33] Foltynewicz was reactivated on June 29, as the Braves' rotation was beset by injuries to other pitchers.[34]
On June 30, 2017 against the Oakland Athletics, Foltynewicz took a no hitter into the ninth inning; however, he allowed a home run to the leadoff man and was pulled after the home run. He finished having allowed one run on one hit with four walks and eight strikeouts over eight plus innings.[35][36] In 2017 for Atlanta he was 10-13 with an ERA of 4.79.[37]
Foltynewicz was eligible for arbitration prior to the start of the 2018 season. He was awarded a $2.2 million salary.[37] During spring training, Foltynewicz pitched primarily from a modified set position, to help mitigate struggles he had faced in previous seasons.[38]
On June 1, 2018, Foltynewicz piched his first career complete game against the Washington Nationals. He didn't allowed a run on two hits with a walk and 11 strikeouts.
Personal
During the 2017 season, Foltynewicz began holding Folty's Fridays, a community outreach initiative meant to engage children.[39]
He is married to Brittany Wortmann.[39][40] The couple's first child, a son, was born in February 2018.[41]

As Harvey’s waters rise, so do panic levels, rescuer says
As Harvey continues dumping rain on East Texas and the waters there continue to rise, people are starting to panic, rushing rescue boats and even shooting at them if they don’t stop, said one volunteer rescuer.
Clyde Cain, of the Cajun Navy, a Louisiana-based rescue force that gained fame during Hurricane Katrina, said in one instance, a boat broke down, and while the crew sought shelter in a delivery truck, people tried to steal the inoperable boat.
“They’re making it difficult for us to rescue them,” he said. “You have people rushing the boat. Everyone wants to get in at the same time. They’re panicking. Water is rising.”
Because of the hostile responses, the Cajun Navy has been forced to halt some rescue attempts, Cain said.
Keep track of Harvey
“We have boats being shot at if we’re not picking everybody up. We’re having to pull out for a minute. We’re dropping an air boat right now to go rescue a couple of our boats that broke, and they’re kind of under attack,” he said.
There is no indication the water will stop rising anytime soon. Swollen rivers in east Texas aren’t expected to crest until later this week, and federal officials are already predicting the deadly Tropical Storm Harvey will drive 30,000 people into shelters and spur 450,000 victims to seek some sort of disaster assistance.
And yet, forecasters say, more rain is coming. Lots more.
President pledges ‘rapid action from Congress’
President Trump said Monday the recovery from Hurricane Harvey will be “a long and difficult road,” but predicted the country would emerge “bigger, better, stronger than ever before.” Trump is scheduled to visit Texas on Tuesday.
Calling the storm a catastrophe in Southeast Texas, the President said, “We see neighbor helping neighbor, friend helping friend and stranger helping stranger. We are one American family. We hurt together, we struggle together and believe me, we endure together.”
The President also said he believes Congress will act fast to provide disaster relief funding to the areas affected by Harvey.
“You’re going to see very rapid action from Congress — certainly from the President,” Trump said.
Addressing Texans, he added: “We’re going to get your funding.”
Latest developments
–About 8,000 people were estimated to be in Houston shelters Monday night, Mayor Sylvester Turner said. About 5,000 were expected to be in the Houston Convention Center, he said.
–The Galveston County Office of Emergency Management on Monday issued a mandatory evacuation order for Dickinson, Texas, according to spokeswoman Brittany Viegas. Dickinson is about 172 miles northeast of coastal Rockport. A dramatic photo circulating on the Internet showed residents of an assisted living facility in Dickinson being rescued on Sunday.
— Harris County has had “six suspected flood-related deaths” since Harvey made landfall last week, said Tricia Bentley, spokeswoman for the Harris County Institute of Forensic Sciences. The manners of death will be confirmed this week, she said. This brings the confirmed death toll to seven, which includes the previously reported deaths of a man killed in a fire in Rockport and a woman swept away in Harris County after exiting her vehicle in high water.
— The average annual rainfall in Houston is 50 inches. The city has seen 25 inches of rain in two days. Another 25 could fall by Saturday.
— Several cities, including Katy, Alvin, Friendswood, League City, Pasadena, Pearland, Seabrook and Webster, have instituted curfews.
— The Houston Independent School District has canceled school for the week for the district’s 215,000 students.
— Gov. Greg Abbott, Sen. John Cornyn, R-Texas, and possibly Sen. Ted Cruz, R-Texas, are scheduled to tour the Coastal Bend region on Monday.
— Dallas is opening a “mega-shelter” at the Kay Bailey Hutchison Convention Center, but Mayor Mike Rawlings said, “We may have thousands upon thousands upon thousands of more individuals that will get bigger than this convention center.”
— President Trump approved Louisiana Gov. John Bel Edwards‘ request for an emergency declaration. The governor said in his request that he believes Beauregard, Calcasieu, Cameron, Jefferson Davis and Vermilion parishes will face the brunt of Harvey’s winds and rain. The President said he will also visit Louisiana on Saturday.
— Energy provider CenterPoint says 96% of its Houston customers have power, but more than 104,000 are without electricity as crews experience difficulty reaching affected areas.
— The NFL said the Houston Texans’ preseason game against the Dallas Cowboys, scheduled for Thursday in Houston, has been moved to the Cowboys’ home stadium in Arlington, Texas. The MLB’s Astros and the University of Houston and University of Texas football teams — as well as Louisiana State University, which has a game scheduled Saturday in Houston — all have practices or games this week and were monitoring the storm before deciding if they will play.
‘Landmark event’
Several locales have received 2 feet or more of rain, and forecasters say a reprieve won’t arrive until week’s end at the earliest. By then, rain totals could reach another 2 feet — with isolated instances of 40 to 50 more inches — along the upper Texas coast.
“This is a landmark event for Texas,” FEMA Administrator Brock Long said. “Texas has never seen an event like this.”
Long said earlier that FEMA will likely be in Texas for years, and that Harvey will require one of the largest recovery housing efforts the nation has ever seen.
Harvey will likely surpass 2008’s Hurricane Ike and 2001’s Tropical Storm Allison, two of the most destructive storms to hit the Gulf Coast in recent memory, he said. Millions of people from Corpus Christi to New Orleans were under flood watches and warnings Monday as Harvey’s storm bands repeatedly pummeled the same areas.
For state and federal officials working to mitigate Harvey’s devastation, one of the more frustrating aspects of the storm is uncertainty.
“The word catastrophic does not appropriately describe what we’re facing,” said US Rep. Sheila Jackson Lee, D-Texas. “We just don’t know when it’s going to end.”
Early Monday, Harvey was barely clinging to tropical storm status, but the danger is far from over. The storm is forecast to head southeast toward the Matagorda Bay and Gulf of Mexico, where it will pick up additional moisture before sliding back over Galveston and Houston, cities it has already hammered.
The slow-moving nature of the storm — it has traveled about 3 mph, human walking speed, since Friday’s landfall — has fueled the rain and flooding. Houston’s William P. Hobby Airport recorded more than a foot of rain Saturday and 11 inches of rain Sunday, the two wettest days recorded since 1930.
Even when the rain is gone, dangers will persist, said National Weather Service Director Louis Uccellini, because “the flooding will be very slow to recede.”
Finding a ‘new normal’
Citizens with boats assisted authorities in search and rescue efforts on Sunday, and at a Monday news conference, Long encouraged more citizens to come forward, saying the recovery efforts would require community involvement. He said the National Voluntary Organizations Active in Disaster website would direct folks to religious and nongovernmental agencies through which residents can help victims, who, so far, span 30 to 50 counties.
Nursing home residents rescued
“Donate your money. Figure out how you can get involved as we help Texas find a new normal.” said Long, who was scheduled to arrive Monday in Corpus Christi.
One citizen answering the call is Jim McIngvale, who owns furniture stores in Houston and Richmond. He opened his doors to evacuees on Sunday and provided 600 people a place to sleep.
“We have tons of mattresses in our warehouse and we can provide them with a blanket,” he told CNN. “We have a restaurant inside the stores, and we are and we are feeding them for free.”
Aaron Mitchell of Aransas Pass, appeared shell-shocked as he recounted riding out the storm in his mobile home, which he said “felt like ‘The Wizard of Oz,’ man.” He had walked 12 miles to find his father in Rockport, to no avail.
Though he has no intention of leaving the place he calls home, he second-guessed his decision not to evacuate, he said.
Why didn’t Houston evacuate?
“I just lost everything I worked for. Everything,” he said. “I don’t know. Maybe I should’ve left.”
(After his interview, Mitchell reached his father via telephone and, in tears, told him, “OK, Dad, I’m going to jump on a bus. I’ll be there.”)
Houston resident Louise Walker also chose to brave Harvey’s wrath, leaving her trapped in a neighbor’s apartment.
Recovery could take years
“Our bottom level is waist-deep in water,” she said. “We have people who are living in these first-floor apartments, like I have. They have been breaking into empty second-level apartments just to have somewhere to go,” she said.
State, local and military rescue units have plucked thousands of stranded residents from the water and deluged homes. That includes about 2,000 victims in Houston and between 800 and 1,200 in Galveston County, officials said.
“None of us (is) going to give up,” Houston Police Chief Art Acevedo said, reassuring residents.
In Harris County, authorities asked stranded people to hang sheets or towels from their residences, so rescuers could spot them more easily.
The Pentagon is also identifying resources, including trucks, aircraft and troops, that can be dispatched for hurricane relief if the request comes, defense officials said, and Gov. Abbott has activated the entire Texas National Guard, roughly 12,000 Guardsmen, he said Monday.
Dam releases
The US Army Corps of Engineers began releasing water from the Addicks and Barker dams in west Houston early Monday, said Jeff Linder, Harris County flood control district meteorologist.
Harvey’s impact by the numbers
“The rationale is it is better to start with controlled releases using the outlet structures than to allow uncontrolled release to go over the edge of the dam. So we have more capability to control the downstream effects,” said Edmond Russo with the US Army Corps of Engineers.
In Conroe, an hour’s drive north of Houston, record levels of water are also being released from Lake Conroe Dam. The city will be evacuating some neighborhoods as a result.
How to help
Residents living along the Brazos River in Fort Bend County were ordered to evacuate after the National Weather Service predicted river levels of 56.1 feet, nearly 2 feet above the record during flooding last year.
Tyler County, north of Beaumont, also issued a mandatory evacuation order for all “low-lying and flood-prone areas.”
South of Houston, in Brazoria County, officials set up an evacuation route for at-risk residents, ordering them to “LEAVE NOW!” Those in need of shelter can take refuge in the Bell County Expo Center in Belton, officials said.

HOUSTON —  Swollen rivers in east Texas aren’t expected to crest until later this week, but federal officials are already predicting Tropical Storm Harvey will drive 30,000 people into shelters and spur 450,000 victims to seek some sort of disaster assistance.
And yet, forecasters say, more rain is coming. Lots more.
Several locales have already received 2 feet or more of rain, and forecasters say a reprieve won’t arrive till week’s end at the earliest. By then, rain totals could reach another 2 feet — with isolated instances of 40 to 50 more inches — along the upper Texas coast.

“This is a landmark event for Texas,” said FEMA Administrator Brock Long. “Texas has never seen an event like this.”
But, Long warned, Harvey presents a dynamic situation, and “every number we put out right now is going to change in 30 minutes.”
Harvey will likely surpass 2008’s Hurricane Ike and 2001’s Tropical Storm Allison, two of the most destructive storms to hit the Gulf coast in recent memory, he said. Around 13 million people from Corpus Christi to New Orleans are under flood watches and warnings as of Monday morning as Harvey’s storm bands repeatedly pummel the same areas.
Early Monday, Harvey was just barely clinging to tropical storm status, but the danger is far from over. The storm is forecast to head back into the Gulf of Mexico and pick up additional moisture before sliding back over Galveston and Houston, cities it’s already hammered.
Here are the latest developments:

— The Houston Independent School District has canceled school for the week.
— President Donald Trump will travel to Texas on Tuesday, press secretary Sarah Huckabee Sanders said. Gov. Greg Abbott and Sen. John Cornyn, R-Texas, are scheduled to tour the coastal bend region Monday.
— Energy provider CenterPoint says 96% of its Houston customers have power, but more than 87,000 are without electricity as the company’s crews experience difficulty reaching the affected areas.
Houston volunteers
Flooding continued in and around Houston on Sunday as citizens with boats assisted authorities in search and rescue efforts on roads that have turned into rivers.
A CNN crew was with one such volunteer when he used his vessel to rescue an elderly couple, their daughter and two dogs in Dickinson, Texas.
“It was shocking,” daughter Pam Jones said of the floodwaters. “It just creeped up.”
At Monday’s press conference, Long encouraged more citizens to come forward, saying the rescue and recovery efforts would require community involvement. He said the National Voluntary Organizations Active in Disaster website would direct residents to religious and nongovernmental agencies through which residents can help out.
“It’s going to require the citizens getting involved,” Long said. “Donate your money. Figure out how you can get involved as we help Texas find a new normal.”
Houston resident Louise Walker told CNN she was trapped in her neighbor’s apartment.
“Our bottom level is waist-deep in water. We have helicopters that are flying over us rescuing people, we have people who are living in these first-floor apartments like I have. They have been breaking into empty second level apartments just to have somewhere to go because we can’t get out. We’re simply completely surrounded with water,” she said, adding that the helicopters were only rescuing people who were in immediate danger.
“My only plan at this point is to stay out of the water. I’ve been keeping in contact with family and friends, but other than that we can’t do anything. We are literally stuck here,” Walker said.
Officials say they have conducted more than 250 water rescues and rescued more than 1,000 people. The US Coast Guard’s Captain Kevin Odditt says 19 Coast Guard helicopters are also involved in relief efforts.
As of Sunday evening, between 800 and 1,200 people had been rescued from their homes in Galveston County, County Judge Mark Henry said.
An additional 1,000 National Guard members are being called in to help flood victims in Houston, Texas Gov. Greg Abbott announced via Twitter Sunday evening.
Dam releases
The US Army Corps of Engineers began the controlled release of water from the Addicks and Barker dams in west Houston early Monday, according to Harris County Flood Control District Meteorologist Jeff Linder.
This is ahead of schedule because the water levels at the dam began to rise quickly, Linder says. The engineers are expecting spillways and roads in the area to be impacted, according to a release from the agency.
“Residents adjacent to the reservoirs need to be vigilant because the water in the reservoirs is rising rapidly,” said Col. Lars Zetterstrom, Galveston District commander. “Both reservoirs are rising more than half a foot per hour.”
The City of Conroe says record levels of water are also being released from Lake Conroe Dam and flooding is imminent in some areas.
“The City of Conroe will be evacuating McDade Estates. Other neighborhoods will be evacuated by the County,” it said.” Public Safety Officials have been overwhelmed by the number of calls and are currently prioritizing calls as they come in.”
Evacuation orders
The rainfall threatens to exacerbate an already dangerous situation, as Harvey’s rains have left many east Texas rivers and bayous swollen to their banks or beyond.
Harrowing tales from Houston
“The breadth and intensity of this rainfall are beyond anything experienced before,” the NWS said. “Catastrophic flooding is now underway and expected to continue for days.”
In Fort Bend County, a voluntary evacuation order was made mandatory for areas along the Brazos River, with the NWS predicting river levels of 56.1 feet — nearly two feet above the record during flooding last year.
“Harvey continues to batter Fort Bend County,” said County Judge Robert Hebert. “Residents who flooded last year know how serious this situation is.”
Fort Bend had worked with the Red Cross to establish shelters for residents, Herbert said.
Stuck in the Texas floods? Here’s what to do
911 overwhelmed
The storm killed two people in Texas, authorities said, and the death toll will likely rise. A woman who drove her vehicle into high water in Houston was killed, and fire killed a man in Rockport.
Houston Mayor Sylvester Turner warned that some 911 calls are going unanswered as operators “give preference to life-threatening calls.”
The 911 dispatchers in the nation’s fourth-most populous city have received 2,000 requests for rescue, Turner said. Houston Fire Chief Samuel Peña said his department had responded to 2,500 calls and have about 1,000 more waiting to be serviced.
People are also taking to social media to announce their locations and ask for help.
How social media is helping
Many roads impassable
In a Sunday news conference, Gov. Abbott said, “We want to stress when there is heavy rainfall and flooding, the importance of staying off the road. If you drive into water, you’re taking your life into your own hands.”
Portions of major highways, including Interstates 10, 45 and 610, were submerged and unnavigable. Houston resident Dion Laurent said the White Oak Bayou flooded I-10 and I-45.
Harris County Sheriff Ed Gonzalez said he understands the compulsion to find safer ground, but urged people to think twice before venturing out into high water and to consider unforeseen dangers, such as manhole covers being lifted from their holes.
In Brazoria County, south of Houston, officials set up an evacuation route for all residents living west of State Highway 288 and south of State Highway 6, ordering them to “LEAVE NOW!” under a mandatory evacuation order. Those in need of shelter can take refuge in the Bell County Expo Center in Belton, officials said.
Louisiana in Harvey’s sights
Meantime, Louisiana Gov John Bel Edwards wrote to President Trump requesting that he declare an Emergency Disaster for the state.
“The National Weather Service forecasts that remnants of Hurricane Harvey will bring heavy rainfall to Louisiana posing serious danger to life and property of the citizens of our state. Significant lifesaving efforts such as search and rescue, transportation to shelters, logistical support, and shelter operations are particularly needed in Beauregard, Calcasieu, Cameron, Jefferson Davis, and Vermillion parishes,” Edwards wrote. The NWS predicted 10 to 20 inches of rain between Sunday night and Monday, he said, with “major river flooding” anticipated.
Harvey blasted ashore as a Category 4 hurricane on Friday night, making landfall just north of Corpus Christi before quickly being downgraded to a tropical storm.

“What is unique in Harvey is that as the storm moved inland, a large high pressure built in to the north and, basically, the steering currents, which guide Harvey, collapsed,” said CNN senior meterologist Dave Hennen. “This has caused the extremely slow movement of the storm, moving only around 60 miles, less than 2 miles per hour.
