Continuing from this post, Shun Nakamura stated that the reasoning behind the initial name “Venice” for Silver was for the simple reason that “it’s a character that lives there” (in relation to the Venice inspired city state of Soleanna) meaning that Silver has been intended to live in Soleanna from his very conception.
So combined with everything else, we can infer that Silver does live in Soleanna, in both the future and Sonic’s time period.

KYLE CROUSE: Alright, we got one last question. It’s from JediPony. [chuckles] Love that name, I don’t know why. It makes me laugh. [reading question] “How would you write an 06 adaptation in Sonic X?” Here’s the question, would you write the 06 adaptation in Sonic X the show, or Sonic X the comic?

IAN FLYNN: [laughs] KYLE: It’s very— two very different things. IAN:Very different things. I don’t know, if we’re gonna be true to the source material, then Elise doesn’t really have a role, and Chris is the one who has the Flames of Disaster sealed inside him. KYLE: [laughing] Oh no! Oh! IAN: “Chris, whatever you do, you can’t cry!” [as Chris, weepily] “But why?!” [Iblis roar] KYLE: It’s all he does! [laughs] No! IAN: Oh, man, now I’m imagining Mephiles with, like, that really bad early 2000s CG effect. All these awful filters flyin’ around. KYLE: Oh, God, no! [laughing] This would be awful. IAN: You’d have, like, the budget episodes where Soleanna and New City are just, like, these flat, grey urban textures that have like, no depth, but then you get to the final episode where they’re doing the Super fight against Solaris, and the animation bump goes through the roof, and it’s glorious. And you forgive the last 26 episodes of your life that you’ve wasted watching it so far. KYLE: Mhm. IAN: [choking the words out through high pitched, wheezing laughter] This means Chris is the one that kisses Sonic back to life! [fit of maniacal laughter] KYLE: [frantic, horrified laughter] No! No! No! No! Ian, no! Ian! No! IAN: [prolonged cackling laughter] KYLE: The worst timeline! Oh, no! IAN: Oh, and Eggman has to be as close as they can get him to photorealistic Eggman in the Sonic X style. KYLE: No! IAN: Which does not work at all! KYLE: No, no, no! No! This is not going on the thumbnail! No! IAN: [wheezing laugh] KYLE: No, do not put this on the thumbnail! [laughing] IAN: Oh, my goodness, just imagine the art errors for Silver’s head alone… KYLE: Oh… no… oh, no… at least Dan Green could still be the voice of Mephiles. IAN: Oh, yeah, that’d be fantastic. [microphone glitches] That’s the only reason to do this. KYLE: That would be— yeah. Oh… IAN: Oh, would they try to hand-animate Omega? Or would he be like, early 2000s CG? KYLE: Just crappy CG, no! IAN: That you just composite into each shot… oh, man, it’d be awful! KYLE: [pained sound not unlike he is receiving a fully conscious appendectomy] Oh! IAN: Wait! [microphone glitches again] They did the weird thing with Sonic and Shadow’s spines when they would turn their heads. What would Silver look like?! KYLE: [resigned groan] IAN: Would it just be like, one giant spine, depending on the angle? [bursts into laughter] KYLE: [groans as if he is dying] Ian… what are you doing… why are you— IAN: [microphone glitches again as if resisting] The Iblis monsters would have the terrible CG effects, too! KYLE: Why am— why am I the reasonable one!
IAN: [laughs] KYLE: Why am I the one who’s being… [gives up on finishing this sentence] IAN: Forget the comic, the comic can’t hold a candle to this idea! KYLE: Oh, no… IAN: [in awe] What a glorious trainwreck! KYLE: What’s even funnier is that your mic is trying to stop you. IAN: [cackles] KYLE: It’s not working. [laughs] So cursed! IAN: The whole thing would be so awful… KYLE: Yeah? IAN: But then there would be, like, this incredibly well-written and poignant subplot about Elise dealing with her emotional trauma, and how Soleanna as a country even works. And it’s like, maybe an episode, maybe two that really gets into it and fleshes out this world in a meaningful and robust manner. KYLE: [chuckles] Yeah. IAN: And that’s it. That’s like— that and Dan Green are the only redeeming things out of this season. KYLE: [sigh, reading chat] Ian, in the chat… IAN: Yeah. KYLE: In the Bumblekast Discord server, open it up. There’s a little piece of art there. Someone has, uh, sketched Silver. [chuckles] IAN: [seeing it, delighted, evil] Yes! KYLE: [laughing] IAN: Cursed Toucan Sam! KYLE: [cackles] Oh no! Why do you…? No! Awful! Toucan— IAN: [as Silver] “Just follow my nose, wherever it goes!” KYLE: [horrified, amused] Toucan Silver! No! so i just got an Xbox 360 to play through Sonic 06 again, and i just finished Crisis City with Sonic so i’m a wee bit into the game, and honestly? i love it as much as i remember, it’s not that bad, i haven’t come across many glitches at all, and the ones i have haven’t been game breaking, so like all in all, i’m having a great time, and i don’t really get all the jokes made, liek sure the game is flawed, but by no means is it as shitty as it’s made out to be!

A look at Silver’s backstory in Sonic 06
In this post we will look at what we know of Silver‘s backstory from Sonic 06 and how it affects his character.
Silver’s story opens with him telling us about his devastated future. There’s eternal darkness, endless wastelands, people struggling and no hope to be found. A future filled with disasters and enemies spawned by Iblis. Silver is outraged by the state of the world and seeks to fix it by finding a way to defeat Iblis for good. Despite the grimness of this world Silver himself never gives up hope for a better tomorrow.
Silver’s Sonic Channel Introduction Story further states that Silver “fought and struggled for half his life through the disasters of a future world filled with despair and was almost cornered while resisting”.
Half his life... to think Silver fought against the forces of Iblis since he was a small child…
This life of conflict actually informs Silver’s character in many ways. Silver is a noted fighter as Shadow comments on in Team Sonic Racing. He has very aggressive body language and determined expressions(even when not fighting). In Sonic Generations he is shown to enjoy fighting and if you surprise him he is instantly ready to fight. According to his introduction story he can also endure “pain beyond description” and can “sometimes wield great power without mercy”(i.e kill people). All of this is a result of his life of struggle in a violent devastated future.
Despite that intensity however, Silver is a kind hearted hedgehog whose only wish is to maintain peace.
The “filled with despair” portion however, is also very important to Silver’s character. Silver is driven to destroy Iblis and the Iblis Trigger because the people of his future live without hope(in Japanese he says they’re exhausted) and he desperately wants to end this suffering and create a happy future. One of the things Silver admires about Dusty Desert is that the people are happy. Silver has a deep appreciation for people simply living happily and having smiles because people in his future only ever lived in despair.
Silver is an altruistic character that fights for others rather than himself. His new motivation for becoming a hero is to be someone that can protect smiles, something he likely couldn't do in the future under Iblis. Indeed, all Silver wants is for the world to be happy.
Interestingly, Silver’s empathy also extends to the environment. Due to being surrounded by darkness and devastation his whole life Silver also deeply appreciates blue skies and beautiful intact areas, even Dusty Desert leaves him almost speechless because it's bright and peaceful. Silver is also stated to have fought against disasters in his future and is shown to put out fire tornadoes in Crisis City. He actively tried to restore the environment any way he could.
Silver is also naive, he expects people to believe and cooperate with him when he explains outlandish things about himself and his mission. This is possibly because people in his future simply did cooperate with each other unconditionally which would be necessary to survive(though interestingly, Silver also isn’t very trusting).
We also have this Sonic Pict piece of Silver’s life in the Iblis future. This was overseen by the official Sonic character supervisor Eitaro Toyoda so it is considered informative for the character. Here, The description for it says Silver is a warrior and is taking a rest from his endless battle against Iblis.
Here we can see that Silver had access to rations(the ‘calorie bar’ in his left hand) and some medical supplies in the form of bandages.(What other resources he had in this future are unknown) According to the how it was made page for this piece, Silver is eating an apple flavored calorie bar which shows Silver’s like of apples(and apple flavored things) even before he goes to the Soleanna, also according to the commentary, Silver’s only source of hope at this point was the blue sky that he saw in tattered picture books.
In short. Because of his upbringing in this grim future, Silver is a powerful but naive warrior that is determined to protect peace, both in the happiness of the people and the planet, because he struggled against devastation and despair for most of his life, he has a deep appreciation for people’s smiles and all things beautiful in the world because of it.

Silver knows about religion because he listens to the priests in Sonic 06 and doesn’t question Elise’s prayer. This matters because Silver might be a canon catholic that killed his own god only to forget about it and go back to worshipping him.

The room seen during the ending of the game in which the true form of Solaris (the "Flame of Hope") was kept has an interesting and intricate floor pattern that features a symbol unlike the typical "eagle" crest that is often seen around Soleanna.
Based on its location this symbol may be an attempt to more accurately depict the "super-dimensional" form of Solaris, the form which existed simultaneously in the past, present, and future. Additionally the bottom half of the symbol bares a loose resemblance to the Scepter of Darkness, though this is likely coincidental.
The chamber which contained Solaris also has an intricately designed pattern around it, this time seeming to mimic the Altar of Flame used during the Festival of the Sun.
What these two patterns are meant to imply about the Solaris Project can only be speculated upon, however one reading is that, as the flame of Solaris was key to the goals of the project, the insignia around it was meant to mirror the worship bestowed during the festivals and in some way empower the god, or perhaps manipulate the power from it. Meanwhile the emblem across the floor could show reverence for Solaris just as much as it could be attempting to channel the god's beyond-temporal nature.
Worth considering is the fact that the true goals and the disastrous outcome of the Solaris Project were covered up, and the fact it would appear the royal family had a deeper understanding of Solaris than the general populous.
