This brings the total of judges appointed by President Biden to 205. The Australian external territory of Christmas Island is infamous for its immigrant detention center. But the island also has a history of solidarity: in the 1970s, its Chinese and Malaysian workers led a union struggle against colonialism and apartheid.

Christmas Island rises from the Indian Ocean around 1,600 kilometers from Australia. Closer to Singapore than the mainland, it is home to a population of around two thousand people, the majority of whom have Chinese ancestry, with a sizable minority of people of Malay heritage. This tropical rocky speck is unlike most of Australia — on Christmas Island, Lunar New Year, Hari Raya Haji, and Hari Raya Puasa are public holidays.

Christmas Island is well known to Australians, but not for its natural beauty or unique red crab migrations. Rather, this far-flung external territory primarily features in Australia’s consciousness as a site of human misery. It plays host to an infamous immigration detention center, a cornerstone of a draconian border protection system that has driven Australian politics to the right for years.

However, few realize that Christmas Island has a more radical, internationalist history. It was the site of a militant trade-union struggle against a form of apartheid that segregated white and Asian workers until the 1980s. The victory of those who stood up to the Christmas Island Phosphate Company demonstrated the power of collective action to overcome racism and exploitation.

British Imperial Apartheid Settlement of the uninhabited island, named Christmas Island in 1643, only began after British surveyors discovered phosphate deposits in 1886. Britain annexed the island in 1888 and gave the Christmas Island Phosphate Company a ninety-nine-year lease on the territory. Phosphate mining began in 1899, using indentured labor from Singapore, the Malay Archipelago, and China.

In 1919, Britain transferred the management of mining on Christmas Island — as well as that of Nauru and Banaba, now part of Kiribati — to the British Phosphate Commissioners (BPC). The BPC comprised government representatives from Australia, New Zealand, and Britain. In 1949, the British government sold its mining rights to Australia and New Zealand. And in 1958, the UK transferred sovereignty over Christmas Island from Singapore to Australia. All the while, the BPC continued to manage the island using extraordinary powers. The BPC paid Asians a fifth of what white workers received and could summarily dismiss workers, who had no right to appeal.

The authorities deported fired workers within twenty-four hours, stamping their passports with NTR — “Never to Return.” They forbade Asian workers from owning land on Christmas Island or settling permanently. The BPC owned everything, including the local shop.

The island’s housing, transport, swimming pools, and education system were also highly segregated. White families lived in houses built to Australian standards while Asian families lived in small flats without hot water or air conditioning. Single Asian men lived in dormitories the size of bathrooms, without mattresses.

There were also two schools, one Asian and one European. The island’s European population were almost totally opposed to proposals to integrate the two schools.

Unsurprisingly, given this setup, one resident described Christmas Island as pretty much the last outpost of the British Raj. The BPC men were all there with their white shorts and long socks and they all played golf on Friday afternoons. The European people would put on shows at the Christmas Island Club, but by virtue of the fees, it was a European stronghold.

Striking Against the BPC The catalyst for change came in 1974, when workers struck to oppose the dismissal of Teo Boon How, the chief interpreter in the administrative office. The BPC had fired him on March 26, ordering him to leave Christmas Island within twenty-four hours. The next day, more than 1,100 workers refused to report to work, instead marching in protest.

The strike forced the acting administration to rescind Teo Boon How’s deportation order and later to reinstate him. This was not the first strike on Christmas Island. However, it signaled a shift. It was the first time the island’s Asian community exercised political power.

On March 21, 1975, fifteen Asian community leaders met secretly and formed the Union of Christmas Island Workers (UCIW). On Teo Boon How’s recommendation, they elected schoolteacher Michael Grimes as the UCIW’s first general secretary on a part-time basis, in part thanks to his experience organizing teachers’ unions. They also elected as president Lim Sai Meng, a worker with a Chinese background who had come to Christmas Island from Malaysia in 1973. Within a week of its formation, more than seven hundred workers had joined the new union.

Grimes had arrived in 1975, alongside some twenty other people from the Commonwealth Teaching Service. Their salaries outstripped those of local teachers, highlighting the extent to which the BPC underpaid Asian workers.

In 1978, Grimes resigned as UCIW secretary and was replaced by Gordon Bennett, an English migrant. Bennett’s more militant style of union organizing caught the attention of mainland Australian newspapers, highlighting the plight of Christmas Islanders.

The Chinese community nicknamed Bennett “Tai Ko Seng” (Big Brother Who Delivers). Under his leadership, the UCIW immediately called for a $30-a-week raise and minimum wage parity with the mainland within a year. The workers also demanded Australian citizenship rights for Christmas Islanders and called for the Australian government to take full administrative control of the island.

In 1979, the workers met at a cinema in Poon Saan, Christmas Island’s second-largest town. Almost the entire workforce of the island voted to take strike action in support of the UCIW’s demands, bringing phosphate production to a halt. The workers self-levied to raise a war chest of $70,000 for their campaign.

The BPC fought back against the industrial action. They stood down three hundred workers in May, following a strike by ship loaders. According to their industrial agreement, the BPC didn’t have the power to sack these workers. James Taylor, the deputy president of Australia’s arbitration commission, came to the island to mediate the dispute.

At the company’s request, Taylor inserted a stand-down clause into the ship loaders’ agreement, retrospectively legitimizing the BPC’s move. Unsurprisingly, this only fanned the flames of the strike.

The workers reacted swiftly. A mass meeting of 1,500 workers voted to prevent Taylor from leaving Christmas Island. Taylor was only allowed to leave some days later, after Australian Council of Trade Unions president Bob Hawke flew to Christmas Island and intervened on his behalf.

Next, the UCIW took its campaign to the mainland, where they made use of a series of creative tactics. They took the home affairs minister to court for underpayment and established a protest tent camp outside Parliament House in July 1979. Later that year, they waged a twelve-day hunger strike, garnering media attention.

Against all odds, the union won the pay raise it had demanded immediately. And its protest actions resulted in a public inquiry into the BPC. The inquiry recommended that Christmas Island be brought under the same administrative jurisdiction and industrial legislation as mainland Australia. A former BHP executive, Wilfred Sweetland, ran the inquiry and was scathing of the BPC, describing it as “colonial” and “repugnant.”

By 1981, the UCIW had won all its industrial demands including wage parity. The publicly owned Phosphate Mining Company of Christmas Island took over the phosphate industry. This finally put an end to the BPC’s rule. Following his victory in the 1984 election, Bob Hawke’s Labor government brought Christmas Island fully under Australian administration.

Ongoing Injustices Despite these victories, Christmas Islanders are still confronted by injustices. In 1987, the Australian government closed the phosphate mine. Although union workers purchased the mine and reopened it in 1990, other attempts at economic diversification have not borne fruit.

The Australian government blocked proposals to boost tourism by revitalizing the island’s resort and casino, previously legislating to prohibit casino operations. This means that Serco, the company that runs the notorious Christmas Island Detention Centre, is the island’s largest employer.

The battle against the legacy of colonialism is also not over. Christmas Island has many of the characteristics of a non-self-governing territory, as described by UN Charter Article 73. Yet Australian governments still treat it like a distant possession. Islanders do not enjoy basic democratic rights.

Australian citizens in Christmas Island can vote in federal elections, but they must do so as part of the Northern Territory, and have no say over the Western Australian state laws that apply to them. Just as Christmas Islanders did not get to vote over the transfer of sovereignty to Australia in 1958, the Australian government has not consulted with them or allowed them a say over the island’s governance since.

Following its historic victories in the early 1980s, the UCIW has maintained its key role in the life of the island. Gordon Thomson, a UCIW leader who also serves as the president of the Christmas Island Shire Council, summed it up well: the collective power of unionism yet remains the most important and only real means of resisting those who would destroy us and the gains we have made as a union since 1975. Indeed, the story of the UCIW’s victorious battle against the colonial apartheid regime in Christmas Island should be as well known in Australia as other historic struggles, like the Wave Hill walk-off or the green bans. Christmas Island’s history shows that militant, class-struggle trade unionism is a powerful weapon against colonialism and racism.

The Pay Commission, headquartered in Delhi, is chaired by senior chairpersons of senior officials. The central government may accept or reject the recommendations of the Payment Commission, and state governments generally undertake the recommendations of the Payment Commission, with some changes. Since India gained independence, seven leading commissions have been established.

The Seventh Pay Commission was established on February 28, 2014, under the government of the UPA. 7th Pay Commission submitted its final draft on November 19, 2015.

How has the pay matrix changed the payment of the CPC 6th Payment?

At the time of the VI CPC constitution, about 35 standard payment scales existed. Many of these revised ratings were previously compiled by VI CPC to reach 19 degrees distributed in four different Pay bands and four different scales, including: 

one Secretary (fixed) Apex scale/standard

PAKISTAN HAUNTS INDIA AND SO DO ITS OWN ARMED FORCES

What I am going to pen down now is an out pour of a hurt feeling and that is that I as a youngster was the decision taken to join the Armed Forces, ié Army, to be very specific, was right one. And why do I say so, will come to it a little later.

Really speaking, it was not a choice which I made out of various available options. I couldn't look beyond other than joining Army.

I come from a hundred person civilian encestors; my grand father was a zamindar of some 50 plus villages and was a honorary Majistrate, my father was a District Engineer and the clan as such was in one or the other civil job and those who were not, found themselves managing that vestige of fast evaporating zamindari. For this job then, education was a non-essential qualification.

But then in above described scenario, how come that I couldn't look beyond joining Army.

My father by virtue of being a District Engineer had to deal and interact with a whole lot of contractors. One such person was Shri Raghav Rai, a very respected person and from a very well to do inheritance. On a day when Shri Raghav Rai Ji came to my father's office, he had in his hand a few sheets of printed papers stapled into two sets. My father asked him as to what were these. He replied that these were forms for entrance examination for UP Sainik School which he had got for his son, Anil Kumar Rai. My father asked Shri Raghav Rai Ji if he could get one set for him too. As Raghav Rai Ji was carrying two sets, he gave one to my father for me. After going through written test, interview and medical examination and having made it in the merit list, I joined UPSS in July 1967.

Couldn't make it to NDA or IMA. Finally joined Army through Short Service Commission, that five year of Sainik School had it's say finally.

In those days, though Army had less visibility but there was something enigmatic about it. People looked at the Army guys, particularly those from small town and cities, as if they were from a different planet. There was no IT or economic boom then and hence private sector so to say had TATAs and Birlas in smaller sizes and their numbers still smaller. Private jobs were nuch less and salaries there nothing to be much happy about. Job security, no way. Youth from well to do and with meritorious performance took pride in joining Armed Forces with majority going to the Army. There was no shortage of officers as is today. I was commissioned into a unit which was full to it's authorized strength of about 40 officers.

Today, most Army units are down to 60 to 70% of their authorized officers strength as most youngsters gravitate towards private sector as they offer much better packages. It may be of curious interest that where in 60s, 70s or early 80s the serving officers took pride in sending their sons to Army and if possible to their own regiment or battalions, today most senior officers, particularly Brigs, Maj Gens and Lt Gens prefer their sons and daughters joining any job other than joining Army.

Lowering the precedence, comparitive reduction in pay and pension, lack of promotion avenues, ongoing reduction in perks and facilities and similar such retrograde moves of the governments; past or present; to "put Army in it's place" compared to other services like IAS, IPS & CAPF when seen in totality have served as primary corrosive agent for gradual and systemic diminishing of substance and the lustre which once upon a time only Armed Forces possessed and in large and substantial measure. As of today, this pride of nation is miserably paid and hopelessly employed; "from Bore Well to Balakot".

Just drive from Dhaulakuan to IGI Airport, either on NH 8 or through Delhi Cantt and one gets a feel that task of providing better connectivity to IGI Airport from Dhaulakuan and from Rai Tula Ram Marg to IGI Airport has been outsourced to Pak Army. It is digusting to see that how, for widening the roads, privacy and safety of Indian Armed Forces Officers families is going to be put on public display 24X7 and safety compromised in totality. NHAI has not spared even Manekshaw Centre, an iconic architectural marvel by world standards.

Airport Metro which passes through the HQ Western Air Command was the first step taken; in 2009 or so; in this direction notwithstanding the crack WAC HQ (responsible for lightning Balakot strike) becomes a comfortable and easy target for a strike by a fidaayeen with a hand held weapon or by a terrorist. I suppose that doesn't concern the present government wee bit. It didn't to any other government in that last six decades either.

We in India like and love the idea of a martyr next door, not in our home.

It was really tragic that 40 CRPF personnel had been killed in Pak sponsored attack at Pulwama. There was stark display of anger at national level. Public sympathy was huge and so was the hurt. And it must be. Huge amount of funds came in from public from all across the country to help the bereaved families who had lost their lived ones and in some cases, probably the only bread earners.

Now I get back to the real issue to which I wrote in the very beginning to come back later.

Balakot air strike gave goos bumps to the nation as had surgical strike in the past. Just that since Armed Forces do your job with dead precision and come back unscathed, doesn't mean that they do not deserve tangible or worth while reward. Remember the terrorist attack few years back on Indian consulate in Afghanistan in which the Military Attaché (MA), a Bigadier and an IFS Officer were killed. It was the PM then, who personally visited the IFS Officer's family, but he ignored visiting the MA's family.

It is always, as it has been in the past and will be so in future as well that Armed Forces and Armed Forces alone will and can prove and ensure that enemy thinks a thousand times before attempting an injurious design against India.

I would not hesitate to accord due credit to the political leadership for the bold decision taken. But be that as it may, just count the consequences if Balakot or surgical strike would have failed or resulted in huge casualties. A 440 volt current would have run through the spine of every Indian. But since nothing unhappy event happened except for Abhinandan, only vacuous praise and too very economical, poured in trickles. Political parties may distrust the government and most certainly if the government is of a different party, but asking proof from the government is an unprecedented insult heaped upon the Armed Forces who have kept the geographical and territorial boundaries safe and intact. It is only because of the Indian Armed Forces that every Indian, whether in or out of the government has peaceful sleep at night and goes about his every day BAU in peace.

But, sadly it is the Government of India, you read it right, which is fighting against it's Armed Forces in a long drawn legal battle which is difficult if not possible for the Armed Forces. It will be sane to remember that todays individual in OG, whites or skey blue will be the veteran of tomorrow. Ipso facto do not treat the veterans with disdain or with indignity or callousness. It is easier for the Armed Forces fighting against China or Pakistan but not the legal battle against the very government to which the Armed Forces belong.

It would not be pointless saying that Armed Forces belong to the nation either as nation comprises of those also who not only ask for proof but have promised to bring in provisions to weaken the Armed Forces in fighting the enemies of the nation. Honourable Supreme Court has already decreed filing FIR against the Army or those fighting Pak sponsored terrorists. Pakistan would have celebrated this judgement of Honourable Supreme Court.

Don't fight with Armed Forces in courts or by bureaucratic means. Pay the Armed Forces well and help them lead a life of dignity and respect.

I was witnessing an old video clip wherein the Mumbai Police Foundation was presented a cheque of Rs fifty lakhs by Bollywood fraternity. Don't remember them having done anything thing similar for the Armed Forces.

Going to forward areas for a hip shaking excursion is no substitute.

The day after, and the day after that

the twenty-first instalment

"I think it's time," said the Brigadier. "She seems ready."

"I agree," said the Group Captain, "she should be pliable enough, now. Let's bring her in tomorrow."

MI5, Fleet House, London.

Two surprisingly fit but otherwise almost aggressively ordinary-looking people escorted Lena Oxton towards an almost aggressively ordinary-looking private office with venetian-blinded glass walls in a room surrounded on three sides by other surprisingly fit but otherwise aggressively ordinary-looking people at aggressively ordinary-looking desks.

If Pure Gym had a security division, she thought, as she was not quite shoved, but quite briskly moved through the short glass hallway to her destination, this would be it. Crikey, those are thick walls - I'm in real trouble now.

"I'm a British subject, you can't do this. I've got rights." she said to the man at the desk, after the agents dropped her into a chair and exited the room. The man actuated a control, and the blinds closed, leaving them alone. He tapped at the nameplate on his desk - Group Captain Aubrey Henderson - and said, "Salute your superior, flying officer, or I'll have you for insubordination."

Flying Officer Oxton's heart leapt and she snapped to attention and saluted. "Sir! My apologies, sir."

"Much better," said the G/C. "At ease."

"Thank you, sir!" She burst out, too rapidly, "I've been trying to get someone to listen to me for weeks, and I've had a lot of nothing back for it. You're the first person who's even acknowledged who I am! I, I, I, didn't realise I'd been reactivated!" She beamed. At last, she thought, I've got through! "Sir!" She almost saluted again.

The older man glared, and she toned it down immediately. "I know," he grumbled. "We've been following you since you contacted the consulate in Pretoria. Sit." He motioned Oxton back to her seat, and sat down behind his desk. "Quite frankly, some of us have been hoping you'd just give up and go away, back to... wherever you came from."

"...sir?" said the Flying Officer, uncertainty replacing happiness on her face, as Imogen's words spooled through her memory. "I've been missing for..."

"I know the story," he interrupted. "You've told it about half a dozen times at this point, in full, I think?"

"...yes, sir. Before people stopped letting me in. Sir."

"It hasn't improved."

Not knowing what to say, Lena said nothing.

"Look at it from our standpoint," said the Omnic War veteran. "You die in a fighter test flight, killed over Greece. We retire you, with honours. We investigate, we find out your whole organisation was a horror, ridded with... funds abuse, embezzlement, questionable human experimentation, out-and-out war crimes, and even worse. And so, we put it away." He tapped the top of his cold, metal desk. "I put it away."

Oh no, thought Tracer. "Yes, sir."

"And now, two years after we finally had it all sorted, and the press have moved on and the public have started to forget and forgive, one of the few people not implicated shows back up, out of nowhere, outside our consulate building in South Africa, with a story not even a schoolboy would believe - the prodigal daughter returns, and starts poking her nose where it isn't wanted and no longer belongs."

"Sir?"

"What do you expect us to think? What do you expect us to do with you?"

"Sorry, sir," she said, with just a hint too much insubordination, "I thought the military might want to know one of their missing officers was alive."

Cute, he thought. "It was that ape, wasn't it. Somehow, he brought you back. From the moon." He shook his head - it still sounded foolish aloud. "I can't blame him for that - you were friends. But I can blame him for whatever he's built into you."

Lena froze. I haven't been near a military examination room, how did they know? What else do they know? She swallowed. "...sir?"

"You're a not a terrible liar, pilot, but you're not a good one either. Bioluminescent tattoos isn't the worst line..."

"Regulation-compliant within Overwatch, sir, nothing visible in uniform," she interjected, before he sternly continued "...but it's still a line. You're six kinds of wired up, and we know it."

Shite, she thought, scrambling for some way to salvage the story, "Sir, Winston had nothing to do..." That's not better, think before you talk, Oxton!

"I'll pretend you didn't say that," he said, "because the alternatives are far worse. For you."

"...sir." she said, outright afraid now. He's called me F/O, I must have some standing, I can use that, I have rights. "Has my commission been reopened, sir?"

"Not formally," the G/C replied, "which is why you're not in the brig for desertion, first, and more severe charges, later." He sighed, and leaned back off the top of his desk. "I don't think you're a villain, flight officer. The problem is - none of us really know what you are. I've brought you in to offer you a way out. I'm offering you a deal - and I promise you, it was the very best one I could make."

"A deal, sir?" she said, quietly, stalling for time and thinking quickly, I can live without the service, she thought. I can live with that. I can still do good work. There are plenty of other opportunities for a good pilot. Médecins Sans Frontières, maybe, they can always use...

He picked a padd off his desk, and tossed it towards her to catch. "Approve this. We reopen your commission and close it, this time as a medical discharge. We give you five years' back salary - more than enough to get you on your feet. You go away, again, get a job, and and live a quiet life somewhere. You don't talk to the press; you don't write a book; you don't do video; you're Lena Oxton, ex-RAF, not Lena "Tracer" Oxton of Overwatch." He gestured towards the PADD. "Section IV invokes the Official Secrets Act - whether you agree or not."

Tracer shuddered at that, and it took a forceful act of will not to teleport out of the building. "You're one-thirty-fouring my life, sir?"

"No, not your life. Just Overwatch, and Tracer."

"Sir!" the pilot spat out, "This is unfair. This is wrong. You can't do this. Sir."

"Move out of London - preferably, somewhere unimportant - within a week. After that, never get within five kilometres of a military or intelligence base, unless specifically recalled, ever again."

That's a big no-fly zone, she thought. "That'll limit my opportunities as a working pilot, sir."

"Your license terminated with your death, Flying Officer, and you're not getting it back. You've been on every no-fly list in the world since you landed at Heathrow; you are grounded. Most likely, for good."

Horror flashed across Lena Oxton's face, and she bolted up from the chair. "Sir! No, sir! You can't do that to me, sir!"

He barked the words, every syllable a body blow, staccato against her frame, "I can and I have, and if you have any sense at all, your next action will be to sit back down, and your next words will be 'Yes sir, I accept, sir.'"

Lena stopped herself - barely - from screaming at the Group Captain, composed herself as best she could, sat, and managed, shakily, "...but flying... being a pilot... it's all I ever wanted. Sir."

Group Captain Henderson let his expression, and his voice, soften a bit. He remembered that feeling - love of the air, the altitude, the endless sky, the pure speed. "I know."

Flying Officer Oxton straightened a bit, and stood her ground. "I've done nothing wrong. Sir. Except die in an experimental vehicle that exploded around me. It wasn't my fault, I'm pretty sure the record shows that, and I don't see why I should lose my license over it. Sir."

"Your record does show that," he agreed, almost kindly, "and, if you agree, it will continue to do so." Then, with a harder edge, "But if you didn't think we'd find out about that device you have embedded inside you, you underestimated us badly."

Keep it together, Tracer, keep that trim tight, she thought. "I, I..." The jig's up now, but... "I need it. It keeps me from sliding back out of time. Sir."

Thank god, thought the Group Captain, exhaling slowly, she said it. "Good. You admit you know. I'd hoped you finally would." It means if you behave, we might actually honour this agreement,, he did not add aloud. "But we don't know what else it does, and the only way to know, for sure, would be to take you apart, all the way down, and study what was left. The only reason we haven't done that already is that you tried so very hard to get our attention."

"Sir." This can't be happening, she thought.

"Would you rather we changed our minds about that, Ms. Oxton?"

"...no," she said, bitterly, "Sir."

The Group Captain nodded. "Then accept the agreement, and you walk out of here a civilian, and intact. We'll be keeping an eye on you, of course, but stay quiet, let people continue to forget all of this, don't do anything stupid, and we'll leave you alone." The older man - older than Ana, probably older even than Reinhardt - leaned forward, with as much compassion as he could push into his blunt, once-chiseled face, and said, "Just walk away, Oxton. This really was the best I could get you. Walk away, and go live your life."

Lena Oxton sat in the chair, suddenly feeling strangely calm, separate, isolated. This is the second time since the explosion I haven't really had a choice, she thought, as she reached out her hand and pressed her thumb against the acceptance screen. I like it this time much less.

Former Flying Officer Lena "[Redacted]" Oxton left the MI5 building for the first and last time. Money instantly appeared in a bank account, a fair and reasonable sum. Ms. Oxton checked that account, took a little bit out in cash at an access point, and treated herself to a lavish dinner, which tasted like nothing, then box seats at a show at the Palace Theatre, which left her utterly unmoved.

Then she walked, and walked, and walked, and walked, around Old London, past Piccadilly and past St. James and past Westminster and along the Thames and across and past the Tate and past the ruins of the London Bridge and back across the river and past St. Paul's and then she didn't even notice anymore, until hours later, at 3am, when she found herself in the middle of a deserted Trafalgar Square, carrying a worn satchel popular in South Africa some ten years before, with the remnants of her flight suit, her burnt Overwatch identity card, a fake of her old passport, and a change of clothes, old, but serviceable, from a Lutzberg charity shop.

There, standing between the fountains, from a small, round, metal box, she extracted a smaller, round device. Clicking its power cell into place, she held the beacon tightly against her chest, depressed the second button, the one on the top, until it beeped, twice...

...and waited.

The NHS is victim of political short termism - when will the public notice?

It's almost a cliche to say that the NHS is facing a crisis. NHS Trusts in England have been crippled by a £2.5bn deficit. In recent months the Red Cross warned of a "humanitarian disaster" and the Care Quality Commission of a "burning platform". A whole generation of doctors and nurses are becoming disaffected. But no matter how many reports are published or warnings issued, the true scale of the crisis does not appear to have resonated with the public.

There is political inability - or reluctance - to provide a cure for a health service that has served the nation so well for over 70 years. As our recent report, State of Child Health, showed, children are the first to lose out.

Commentators cynically point out that there have been many crises in the NHS before. The implicit suggestion is that this too will pass and all will once again be well. The public is repeatedly fed the mantra that our current problems are the result of rising costs of treatments, the demands of an aging population, poor integration of care and the need for fiscal prudence. In reality, a deeper analysis is required. These arguments don't stack up. And Brexit, whether hard or soft, will make it easier to peddle these myths.

There is now near universal agreement that the UK health and care system is under-resourced, with expenditure at eight to nine per cent of GDP. That's about half that of the US and less than our European neighbours. We can afford more and the public, when asked, has always indicated willingness to pay more. Simultaneously there is colossal waste. NHS private finance initiative repayments haemorrhage around £2bn each year, although government has the power to renegotiate these, as was done by a single valiant Trust, Northumbria, which paid off the deal on Hexham General Hospital, saving them £3.5 million a year for the next 19 years.

Department of Health figures show that last year £6.6 billion was taken from the public purse to pay private health providers. Many will have breathed a sigh of relief when this year Simon Stevens at last quietly signalled the end of the internal market in England that costs £4.5-10bn to administer and has been a scandalous waste - described by the 2010 health select committee as "20 years of costly failure". The NHS is affordable and it is shabby to claim otherwise, but the projected £100bn Brexit divorce-bill provides the perfect excuse for an ever tighter financial squeeze.

Costs can be contained, but not if healthcare is primarily considered a commodity. The measure of the marketplace is profit, but the measure of health care is health. Alas economists use profit or activity as metrics to evaluate health systems - not health and certainly not life-long health. If they were to do so, the value to the nation's economy would be self-evident, especially when it comes to investment in early years' health.

This isn't complicated. A perfectly healthy baby born to a mother with gestational diabetes is at two to three times greater risk of developing diabetes. Reduce maternal gestational diabetes by reducing obesity and her baby's life-long health is improved. It's two for the price of one.

The NHS has always shown a commitment to efficiency and saving. The UK led the world in establishing the National Institute of Clinical Excellence to use evidence and predefined cost-benefit boundaries to provide treatments equitably and affordably. It acknowledged that not every new treatment should be used and that, yes, at some level rationing is inevitable, but that it should be entrusted to independent, dispassionate objectivity.

Political meddling, however, led for example to the profligacy of the Cancer Drugs Fund, which undermined Nice and diverted over a billion into the pockets of big pharma, with no evidence of patient benefit. The NHS as a publicly-funded, delivered, and managed system, has consistently provided the most cost-effective healthcare globally. Costs can be contained and the best care is not necessarily the most expensive care.

And then there is the ageing population. It is not age that is the primary determinant of health care need. It is health. Funds should be directed towards preventive health and the wider determinants of wellbeing. Nye Bevan knew, as does everyone who has experience today of countries such as the US or India, the stress that comes from fear of being unable to afford healthcare. Good health and mental resilience also come from the security of a strong social safety net. Science is rapidly elucidating the biological pathways that lead from chronic stress to poor mental and physical health across the life-course.

Investment in 'freedom from fear' of illness, and tackling the wider determinants of health, would give every child the best start to life, increase their economic productivity and help them live to a healthy old-age. Yet public health funding has been severely cut and progress in enacting policies to give us clean air, good food and healthy living, are at risk of being derailed by Brexit.

The need for integrated care has been used as justification for major organisational change, yet UK health services are now fragmented as never before, between the four nations and within England. Healthcare has been divided up into ever smaller packets delivered in England by 7,674 GP practices, 218 Trusts, and 853 independent sector organisations. Children are the first to fall between the cracks.

Why such illogical behaviour? The NHS has successfully challenged for decades the supremacy of market forces in healthcare. It hasn't been that cliché of a nationalised service: lumbering, lazy, monolithic, and self-interested. It's been innovative, inspiring, and trail-blazing. Science and research in the UK have gone hand-in-hand with the NHS, producing a dazzling array of advances, the medical application of antibiotics, computerised tomography, magnetic resonance imaging, randomised controlled trials, beta-blockers, in-vitro fertilisation and mitochondrial transfer, to name but a few.

UK doctors have never been paid over the odds, but they have had reliable salaries, centrally negotiated, with nationally consistent pay and conditions across all specialties, regular increments and a generous pension package. This provided security, a strong incentive to remain in the NHS, and freedom to follow a career path motivated not by financial gain but by interest, ambition and the patient's best interests. A reliable, high quality workforce was created that was not wealthy, but well-off.

This workforce is deliberately being pushed to the brink. In paediatrics, our recent workforce report shows hospitals are currently having to cope with an average junior doctor vacancy rate of 14% and 240 empty consultant posts. Brexit has led to the 55,000 NHS staff who are EU citizens fearing for their future, and to-date receiving no words of reassurance. Brexit is placing at risk the ability of the UK to sustain investment in research. Dunbar who produced visuals of important work done by women on the home front, picturing the Women’s Land Army, Women’s Auxiliary Air Force, and nurses from St. Thomas Hospital, choosing to illustrate the contribution of women’s work during war time, presenting women with honour and strong will, taking over from male dominated fields of work.   

During the Second World War Dunbar wrote to the War Artists Advisory Committee (WAAC) to offer her artistic services, who’s work was seen by Kenneth Clark who was director at the National Gallery, who witnessed her work, Clark appointed Dunbar as an official war artist in 1940, commissioned to record the publics war efforts, being mostly of female work based organisations. Dunbar’s first commission A Knitting Party, presents her mother in her own home with a group of other women, making knitted garments, where there was a national trend of knitting garments to support needs of the military.  

Later Dunbar was commissioned to visualise the Women’s Land Army, in Winchester, her visuals picturing women doing difficult farm work, Dunbar enjoyed picturing women’s contributions to the war, not objecting to being limited to female activities. Some of Dunbar's visuals presenting the Women’s Land Army doing daily tasks, learning to milk cows using machinery and working on the farm land, harvesting crops. One of the Dunbar's paintings Baling Hay, presents the women’s strengths and commitment, gathering hay, with one women lifting a large amount of hay, over her head with a pitchfork.
