hmm!!! i've never thought of this before. i suppose, with festus' family having ties to d7 he could have visited a few times while growing up? but, i couldn't really see a capitol boy not being ridiculed if he had any relations to the districts. for that reason i don't think him and lamina could have relations, as it would mean festus would be treated so differently to how he's treated in canon.
