Did or will Draco ever read SCRUMBY’s manifesto? He promises to do so, but we never see him doing it, and I imagine that it would greatly impact his understanding of the ways that Wizarding society ostracizes and belittles muggle borns.

he did! draco does a lot of reading offstage, both for my sake and the reader's. for the most part, however, the manifesto wasn't going to tell him anything he didn't know about muggle-borns — draco probably knows more than hermione about wizarding history, and the parts about the muggle-born experience at hogwarts would be things he knew already, from speaking to her. draco's background of blood prejudice also means he's well aware of how muggle-borns are sidelined in favor of purebloods, but he needs to learn to humanize them, which hermione's longform essay about sociopolitical disparity is not the best tool to accomplish.
