WASHINGTON — Senate Republicans on Wednesday blocked a Democratic-sponsored bill that would require Supreme Court justices to adopt a binding code of conduct. “The highest court in the land cannot and should not have the lowest ethical standards,” Judiciary Committee Chairman Dick Durbin, D-Ill., said in a floor speech before the motion. Durbin took to the Senate floor Wednesday and sought to pass the Supreme Court Ethics, Recusal, and Transparency (SCERT) Act by “unanimous consent,” which immediately faced Republican opposition. As he promised to do Tuesday, Sen. Lindsey Graham, R-S.C., led a group of GOP senators in blocking the Democratic request, effectively stalling the legislation.

Graham called the bill an “unconstitutional overreach” that would “undermine the court’s ability to operate effectively.” He was joined by Sens. John Kennedy, R-La., Mike Lee, R-Utah, and others in objecting. “I do not think this bill is about ethics. This bill is about abortion,” Kennedy said on the floor Wednesday, accusing Democrats of pushing it because they’re angry that the court overruled Roe v. Wade. That sparked a debate on the floor, with numerous Democrats chiming in to make the case for the bill as an instrument of transparency and a way to protect the legitimacy of the court. The bill would require the justices to adopt a binding code of conduct, create a mechanism to investigate allegations of violations of the code and other laws, require them to explain decisions to recuse themselves from cases and improve disclosure rules when a justice is connected to a party or amicus in a case.

This, along with audio clips of Justice Samuel Alito himself and a stream of ethics violations, have deepened public concerns that the supreme court is playing by its own rules. The Democratic representative Jamie Raskin has described a “national clamour over this crisis of legitimacy” at the court.

A poll last month for the progressive advocacy organisation Stand Up America suggests that the supreme court will now play a crucial role in voters’ choices in the 2024 election. Nearly three in four voters said the selection and confirmation of justices will be an important consideration for them in voting for both president and senator in November. Reed Galen, a co-founder of the Lincoln Project, a pro-democracy group, said: “The idea that these guys act as if they are kings ruling from above, to me, should absolutely be an issue. There are further signs of the debate moving beyond the Washington bubble. This textbook has been rapidly produced as an outcome of a UGC Committee that included the author and was set up to develop a common core module syllabus for environmental studies at the undergraduate level, to be used by every University in the country. This rush job invites comments from just about everyone who wishes to contribute towards its improvement in the coming years. Environment Education can never remain static. It must change with the changing times which inevitably changes our environment. Each of us creates waves around us in our environment that spread outwards like the ripples generated by dropping a stone in a quiet pond. Every one of us is constantly doing something to our environment and it is frequently a result of an act that we can hardly ever reverse. Just as once the stone has hit the water one cannot stop the ripple effect from disturbing the pond. This textbook is written to bring about an awareness of a variety of environmental concerns. It attempts to create a pro-environmental attitude and a behavioral pattern in society that is based on creating sustainable lifestyles. But a textbook can hardly be expected to achieve a total behavioral change in society. Conservation is best brought about through creating a love for nature. If every college student is exposed to the wonders of the Indian wilderness, a new ethic towards conservation will emerge.
