As someone who has worked in an election campaign several times, I can say that it is absolute madness to hold election during a war.

Elections are a complex and lengthy procedure that has a ton of nuances. Several months of campaigning, searching and training employees at different levels, documentary work, working with massive voter databases. Election Day is just the tip of the iceberg, which also has a lot of nuances: the location of polling stations, the safety of polling station workers, observers, voters, the safety of ballots, the presence or absence of shelter, etc. Therefore, holding elections during a war is deliberate suicide.
