F-22 Retirement in 2030 Unlikely as USAF Looks to Spend $7.8 Billion on It Before Then

The Air Force seems to be rethinking its plan to start retiring the F-22 around 2030, as its spending plans for the air dominance fighter go well beyond that date, according to the service’s fiscal 2025 budget request.
The Air Force’s planned F-22 budget through fiscal year 2029 includes $4.7 billion for procurement and $3.1 for research, development, test, and evaluation, for a total of $7.8 billion. While the RDT&E line closes out in FY29, procurement beyond that date—labeled “to completion�� in budget documents—comes to $1.2 billion.
Senior Air Force leaders have described the F-22 program now through 2030 as a “bridge” to the Next-Generation Air Dominance Fighter and its family of systems, and several have said that the technologies being developed for the F-22 in its waning service years will be directly applicable to NGAD.
The budget assumes the F-22 fleet will be reduced by 32 aircraft, to about 153 airplanes, but the documents say only 142 will receive the full lineup of improvements.
The 32 jets the Air Force wants to divest are of the Block 20 configuration, and Air Force Secretary Frank Kendall has said it would cost upwards of $50 million each to bring them up to Block 30, the most up-to-date standard. The Air Force prefers to spend that money making the younger models more capable against the anticipated threat; mainly the air-to-air challenge posed by China’s fifth-generation fighters and advanced air-to-air missiles.
The Air Force has also said that a congressional mandate to upgrade the older F-22s—which have been used only as training jets—couldn’t be accomplished until it was almost time to retire them. They would also need all the new capabilities the F-22 is receiving, to preserve fleet standardization, at even greater cost.
Pentagon officials agreed that, despite the urgency of the threat, it would be foolish to upgrade the F-22s at such expense and retire them a few months later. One said that the timing of the F-22’s retirement “hasn’t been decided … and it depends on progress with NGAD” and other factors.
Budget justification documents for the F-22 say that the procurement activities over the next five years will upgrade “the air vehicle, engine, Operational Flight Program (OFP), and training systems to improve F-22 weapons, communications, navigation, pilot-vehicle interface, and electronic warfare suite.”
Updates called out in the documents show the Air Force is giving the F-22 stealthy, range-extending drop tanks, infrared sensors, identification, friend-or-foe improvements, better Link 16 connectivity, software upgrades, and electronic warfare and navigation enhancements, as well as new weapons and hardware changes to make it more reliable and available.
The long-range tanks and infrared systems were revealed in artwork released by Air Combat Command in mid-2022, without explanation at the time. Test aircraft sporting the new underwing tanks and IR sensors have since been photographed near western test ranges, but the Air Force has declined to discuss them.

The budget documents say the critical design review for the stealthy tanks took place in early 2023 and that technology demonstrations have been underway since. “Required Assets Available” with the tanks, which usually translates to initial operational capability, is set for the second quarter of fiscal 2026.
The infrared detection system (IRDS), which is likely to be the two slender, chiseled pods on the outer wing of the F-22 in the artwork, will enter full-up flight test in the first quarter of fiscal 2026. Production is to begin in early 2028, with deliveries the following year.
A sensor enhancement package for the F-22 includes IRST and possibly radar and other detection systems. Together, they will “improve the F-22’s sensing and tracking and ensures Air Superiority by preserving the first-look, first-shot and first-kill capabilities of the 142 Block 30/35 F-22 aircraft,” according to the justifications.
“The first 71 Sensor Enhancements Group A kits were purchased under F-22’s Rapid Fielding Middle Tier Acquisition (MTA) program authority,” the Air Force said. The new sensors are slated for flight demonstration in FY24. A follow-on production decision is scheduled to follow closely. Developmental Test and Evaluation is scheduled for the third quarter of FY25, and in the last quarter of FY26, Operational Test and Evaluation will begin.
The low-drag tank and pylons “are advanced technological designs” which will “minimally increase drag” while permitting longer range, even at supersonic speed, for the F-22.
“The pylons are equipped with smart rack pneumatic technology to accurately control ejection performance and maintain minimum drag without stores,” the documents said.
The program calls for 286 each of the tanks and pylons—enough to fully equip 143 jets, at two for each jet. They have to work at a speed of at least Mach 1.2. Wind tunnel and ground tests were completed in fiscal 2023, and flight testing is targeted to begin in the second quarter of fiscal 2024, shortly after which a critical design review is scheduled. The initial lots will be bought later in FY24. Developmental and operational testing is set to conclude in mid-fiscal 2026, with required assets available soon after.
The F-22 will also get a new Controlled Reception Pattern Antenna to help it navigate in a “GPS-degraded environment,” and achieve resilient position, navigation and timing. Retrofits will be made on 142 F-22s, of which 27 will be operated by the Air National Guard. There will be a production readiness review in June of this year, and flight testing starts in early 2025.
A series of reliability, availability, and maintainability program (RAMP) initiatives meant to make the F-22 more ready when needed are also in the funding plan. Candidates were selected for their ability to rapidly reduce maintenance workload or increased durability of the F-22’s stealth features. There is “high variability in the number of projects and kit quantities,” the Air Force said in its budget justification books.
“The RAMP program includes funding for retrofit installation labor and modifications which address corrosion, reduce maintenance hours, increase safety and provide urgent response requirements identified by the user to the F-22 fleet,” the Air Force said. These projects are also addressing safety-of-flight issues and to ease “technology insertion.” One such program replaces old fiber-optic cabling; another for a “Low Observable Mighty Tough Boot … leads to an estimated three percent increase in aircraft reliability.”
What was originally an ad-hoc Link 16 connectivity program now gives the F-22 a transmit/receive capability with Link 16 rehosted to a system that also plugs it into the Multi-functional Information Distribution Service/Joint Tactical Radio System (MIDS/JTRS), with an open architecture to speed insertion of new capabilities.
Much of the F-22 RDT&E request is for software to integrate and exploit all the new sensors and equipment the fleet will receive. The Air Force is attempting to “leverage commercially-based agile software and hardware best practices and tools” to speed the introduction of new capabilities. It’s also funding Software Integration Labs for most of the specific systems.
Other RDT&E efforts include cryptographic upgrades, technology demonstrations, “threat modeling support,” engine enhancements cybersecurity and open mission system (OMS) integration. Software is to be delivered “using a scheduled cadence for capabilities as they mature.”
The RDT&E program also includes “Project Geyser,” described as an “advanced capability” that will be assessed for “fielding configuration options.” No details were given about this project, but there will be “continued flight demonstrations and … test fleet modification into planned production configuration” in fiscal 2025.

(Referring to this) If that was her plan, mission failed, because both halves of the Thorburn diabolist seem to have a pretty strong sense of their own gender. Blake is incredibly attached to various traditionally masculine associated possessions he got after leaving his family, and is incredibly disturbed to see a woman in the mirror all the time. And Rose "obviously the soul is female don't you feel like that's a universal experience" Thorburn Jr doesn't exactly strike me as someone who doesn't consider their gender an integral part of herself. Honestly both Thorburns seem to have a greater sense of their own gender than I do, and I wouldn't say I'm ambivalent about mine. What that implies about Russell can vary according to headcanon.

Abstract
Objective: Determining a viable and reliable method for estimation of remaining dentine thickness before starting caries excavation thus reducing the incidents of post-operative sensitivities and direct pulpal exposure through finding a logistic and accurate relationship between the amounts of actual remaining dentine thickness and the radiographic remaining dentine thickness.
Methods: In three-stage experiment 60 extracted human teeth were examined by digital radiography, cone beam computed tomography, and microscopically after hand excavation of remaining caries, the results were compared and statistically analyzed for each tooth.
Result: No significant difference between actual clinical and CBCT measurements (P=0.98) but a significant difference between actual clinical and periapical radiographs (P=0.000021).
Conclusion: Determining the remaining dentine thickness through everyday periapical radiographs is inaccurate, finding a reliable and cost-effective method remains a challenge.

Introduction
With the outgrowing emphasis on the importance of minimally invasive dentistry and preservation of as much as possible of the sound tooth structure, more focus has been put on the estimation of the remaining dentin thickness below the carious lesion. Estimating the depth of a carious lesion remains an important challenge for dentists [1]. Judging a cavity depth through the practitioner’s eyes is not always accurate and, in many cases, a shallow-looking cavity may be in fact much deeper and result in pulp exposures during cavity preparation and caries removal. Maintaining vitality remains a major concern in restorative procedures which almost directly relates to the removing of adequate amounts of tooth structure [2]. Even with the enormous advances in technology (Figure 1), public dental health care, and caries preventions methods, Caries remains one of the most prevalent diseases worldwide, with an extension of caries towards the pulp chamber more and more of tooth structure is lost through bacterial byproducts losing its protective barriers against chemical and mechanical irritation [3]. The protective barrier of healthy dentine extending between the pulp chamber and pulpal floor serves the function of protection against mechanical injury and inflammation and is referred to as remaining dentine thickness [3], throughout centuries there have been many arguments about the proper amount of RDT to do its function in pulp protection, A 0.5 mm of remaining dentin in deep carious cavities were seen to induce pulpal reactions similar to pulpal exposure [4] , while other authors have suggested the necessity of 2mm or 1 mm of remaining dentine thickness for pulpal protection [5,6] but a minimum thickness of 0.5mm and above should always be preserved to maintain the pulpal health [7]. As far as today the excavation of caries has been mainly through the experience of the dentists in judging the cavity depths by observing the color changes in the prepared cavity with or without the aid of radiographs, Many parameters have been used to assist the determination of the actual RDT [8-12], the digital radiographs have been proven as the most useful [13] as the choice of appropriate treatment with proper diagnosis depends on the removal of the correct amount of tooth structure and avoiding unnecessary pulpal exposure; clinical skills in the management of deep carious lesions can be greatly enhanced by finding a correlation between the actual remaining dentine thickness and radiographic remaining dentine thickness [14]. This study is aimed towards determining a viable and reliable method for estimation of remaining dentine thickness before starting caries excavation thus reducing the incidents of post-operative sensitivities and direct pulpal exposure through finding a logistic and accurate relationship between the amounts of actual remaining dentine thickness and the radiographic remaining dentine thickness.

Material and Methods

100 extracted human teeth including teeth from incisors to molars were collected from the surgical department of shorsh teaching hospital, Sulaymaniyah City. The teeth collected cleansed of visible blood and gross debris and maintained in a hydrated state in a glass jar of normal saline and a well-sealed lid for nearly 3 months until the required sample size was gathered, they were decontaminated prior to storage in a solution of 1:10 sodium hypochlorite for 30 minutes (Figure 2) according to the safety guidelines of disease and infection control of CDC [15]. Teeth were embedded in acrylic resin to the level of the cement-enamel junction Inside custom made 3D printed cylinders using polylactic acid filaments and PRUSA MK3 3D printer(PRUSA research Czech Republic’s), After 24 hours, the acrylic resin was finished and polished with abrasive paper, each specimen is encoded with a number on the bottom of the cylinders that was used as a reference code for the Digital images and the CBCT that was taken for each tooth in the next steps. Digital images were taken for each tooth using Sopix Ace Sensor and So Pro software at 90-degree angulation with an exposure time of 0.16ms and 70kv in buccolingual dimension. To aid these a second image was taken for each tooth in a 20-degree mesial shift technique.6 custom made wood box with the dimensions of (10cm x 10cm) and (2 cm height) is prepared and filled with dental plaster to standardize the position of the teeth during CBCT image acquisition. Ten specimens are inserted inside each box consistently. Both wood boxes and acrylic resin are covered with a separating medium Pure petroleum jelly) to facilitate their removal, After setting the plaster, the number of each specimen is written on the upper surface of the plaster with the permanent pencil. All the teeth were scanned by using Carestream CS9600 (care stream dental USA) CBCT machine using a field of (10 x 10) cm and 25μsv. Each mold is fitted horizontally to chin support in the way that the occlusal plane remains parallel to the plate [16] For Actual clinical measurement, The tooth is sectioned in the mesiodistal plane, Diamond cutting disc (Skill-bond, High Wycombe, UK, Sintered Diamond Disc, size 400, 1/10 mm set 638R1) is used. The bur is replaced after every fifth section.
Water from the 3-in-1 syringe is used as a coolant continuously. The level of the sectioning was determined based on the location of caries in the crown and not in a standard position for all the teeth so as to gain access to the deepest area of the carious lesion so as to be hand excavated, after sectioning was completed the different zones of the carious lesions were identified with the aid of caries detection dye RED detector (Rhodamine B, Cerkamed Poland) for 10 seconds according to the manufacturer’s instructions to facilitate distinction between differential zones of dentine [17,18] After rinsing with water, the infected soft dentin was completely excavated by hand with small and medium excavators (Henry Schein, Kent, UK) to the point firm to moderate excavation force application and clinically accepted by the operators. following hand-excavation, the remaining dentine thickness is measured directly on the tooth using a translucent plastic ruler with the aid of stereomicroscope (Figure 3); Zumax oms1950 dental microscope (zumax medical, China) magnification of 10x. Measurements were taken from the thinnest point of the remaining dentine on the floor of the lesion to the pulp dentine border to the nearest 0.5mm [19].

Inclusion criteria
Visually inspected, selected teeth had carious lesions in at least one surface, without direct pulp exposure, including ICADS [20] code 3,4,5 and code 6.
Exclusion criteria
Caries free or very initial caries not reached to dentine, that is excluding ICADS [20] code 0,1 and code 2.
Statistical analysis
All the obtained data will be collected, tabulated, and entered in MS excel and analyzed by using SPSS version 25.0.0 software 2017. Pearson’s correlation is used to assess interexaminer reliability. One-way ANOVA is used for statistical analysis. An Independent sample t-test can be used for individual evaluation of caries and dentin differences.
Result
This study consisted of 60 extracted human teeth including 5 incisors, 10 canines, 20 premolars, and 25 molars with carious lesion distributed on different surfaces including 40 occlusal and 20 smooth surface caries. For each tooth, three Measurements were taken including actual clinical, periapical radiographs, and CBCT. The mean measurement for periapical radiographs was 1.23 mm with a standard deviation of 0.45mm and a range of (1.11mm- 1.35 mm). The mean measurement for CBCT was 0.82 mm with a standard deviation of 0.55 mm, and a range of (0.68mm-0.98 mm). The mean measurement for clinical measurements was 0.81 mm with a standard deviation of 0.31 mm and a range of (0.72mm- 0.89 mm) The results indicated no significant difference between actual clinical and CBCT measurements (P=0.98) but a significant difference between actual clinical and periapical radiographs (P=0.000021) (Table 1).

Discussion
The fact that digital radiography can be adjusted with the right software to improve the quality of the radiographs [21,22] has led to its usefulness in determining the size of the carious lesion and its proximity to the pulp aiding the clinicians in making better decisions regarding their treatment plans. In order to obtain radiographs with great accuracy, the parallel plans approach, the utilization of the long cone in vivo, and the distance between the X-ray source and the teeth are all applied in a way that can be replicated in all circumstances [23] Over the years various methods have been proposed in measuring the remaining dentine in the carious lesion. For example, Everett and Fixott [24] and Krithika et al. [25] recommended projecting a millimeter grid on the film, Russell and Pitts [26] developed a five-point radiographic evaluation scale depending on the extent of the radiolucency of the dental tissues to measure the depth of proximal lesions. Valizadeh et al. [27] aimed to create software that could more precisely estimate the depth of breakdown. When it comes to measuring the lesion’s size, however, more challenges become apparent. In this study a clear plastic ruler was used to take measurements of the teeth under 10x magnification (Figure 4); Other research has utilized this method to measure tooth dimensions, such as enamel, in the past [28]. This primary method of measuring was chosen since it can be easily duplicated in a practice situation with no modifications. It is a simple, quick, and easily accessible approach that is performed at the chair’s side. It could be claimed that this magnifies the measurements, but this is true for all measures. The decision to measure to the nearest 0.5mm was made on the assumption that this is the minimum depth of residual dentine that can be tolerated before pulpal damage is evident [29].

For actual clinical measurement, the measures were obtained from the thinnest point of surviving dentine on the lesion’s floor to the pulp dentine border [29]. Without the use of any magnification, the radiographs were read on a viewer in a calm dim room [30] to increase reliability, all measurements were taken and evaluated by two examiners to increase reliability, in addition, a measurement was taken for each carious lesion on each tooth through CBCT imaging. In order to avoid the subjectivity in caries removal by random caries excavation depending on the operator’s judgment and tactile sensation we decided to use a caries detection dye to aid in the determination of the extent of the lesion clinically [17,18]. After sectioning of the teeth, we used microscopic magnification to measure the actual remaining dentine thickness, After analyzing the results from these measurements we found that although the most used method in judging the depth of the lesions, periapical radiographs is not dependable in determining the extent of caries however the CBCT measurements were more in line with the actual clinical measurements, Although it might not be practical to take CBCT for each case in our daily routine to aid in our diagnosis and decision makings it seems to be a more valuable adjunct to our clinical judgments in assuming the depth of the carious lesions.
Conclusion
The decision to excavate remaining caries in moderate to deep carious cavities is an everyday challenge for most dental practitioners from students to specialists, Radiographs the most commonly used mean in determining the remaining dentine thickness has proven to be misleading according to the above investigations, however, CBCT seems to be more promising in providing accurate measurements which may not be the best option due to its less accessibility and higher cost in contrast to digital radiography, Future advancements and technologies may help to find a more reliable and accessible method in guiding dental specialists in accurately determining the remaining dentin in a both more time and cost-effective manner.

USA and UK agree to cooperate in the Future Vertical Lift program

The leaders of the United States Army and the United Kingdom signed a "cooperative program feasibility assessment project agreement" for the Future Vertical Lift, pledging to work together to ensure interoperability between future helicopter aviation forces of the two nations.
The agreement was signed in London, United Kingdom, on February 14.

Signed by Maj. Gen. Walter “Wally” Rugen, director of the multifunctional team of the U.S. Army FVL command, and Maj. Gen. James Bowder, director of future programs, the agreement will make the two nations share information about their future helicopter and program requirements.
They will also explore and analyze new concepts for the use of coalition air power in the lower-level air domain, the airspace where army aviation normally operates.

Through this joint analysis, the US and the UK will be able to assess the benefits, risks and overall viability of helicopter cooperation between the two allies.
This agreement is a complement to an existing partnership that the United Kingdom has with the U.S. Army and Navy that aims to reduce the divergence between the open system architectures of the two countries, an essential component to keep up with emerging technology and rapid adaptability and evolution of capacity.
According to the U.S. Army, the agreed program objectives include identifying opportunities to reduce the future cost of the helicopter program, schedule and performance risk, as well as enabling and improving helicopter interoperability and integration between the armed forces.

The agreement will also develop cooperation plans in future phases of the U.S. FVL program, as well as provide the two nations with information for use in their respective national decision-making processes.
The FVL agreement follows a July 2020 pact, when UK Minister of the Armed Forces James Heappey and U.S. Army Secretary Ryan McCarthy signed a memorandum of understanding on the joint modernization of the British and American armies.

“The Army completed Project Convergence 21 – our largest joint experiment in 15 years – last fall, and this year PC22 will include allied nations,” Rugen said. “Agreements like these will eventually improve our capabilities and strengthen our forces, focusing on joint lethality, survivability and reach, ensuring accessibility for both countries.”
The objectives of the program include:
Identify opportunities to reduce the cost of the future helicopter program, schedule and performance risk.
Enable and improve helicopter interoperability and integration between the Armed Forces.
Assess the feasibility and identify and assess the risks associated with the search for future cooperation in Research, Development, Testing and Evaluation, production, support and development of monitoring of future rotary-wing aircraft.
Provide the two nations with information for use in their respective national decision-making processes.
Promote future helicopter cooperation in RDT&E programs.
Development of cooperation plans in future phases of the U.S. Department of Defense's FVL program.

Three Brazilian cutting-edge defense technology projects have caught the attention of the U.S. military and are vying for funding under the Research, Development, Test, and Evaluation (RDT&E) agreement between both nations. The projects, which involve technologies such as mind mapping, bioprinting, and artificial intelligence, are being developed by the Center for Defense and Security (CDS) of the National Service for Industrial Learning Integrated Manufacturing and Technology Center (SENAI CIMATEC).
Located in Salvador, Bahia state, the center is a network of professional schools that offers technical education with the aim of promoting industrial innovation. If the projects are approved, it will be the first time that SENAI CIMATEC will have the financial support of the U.S. military.

India’s female community health workers, most commonly referred as ASHA (Accredited Social Health Activists) workers, are one of the largest community-based health workforce in the world. India currently has over 9 Lakh ASHAs. The ASHA scheme is currently active in 33 states except for the states of Goa, Chandigarh & Puducherry. Ziqitza Healthcare, one of the nation’s leading healthcare institutions, states that each ASHA worker on an average supports 1000 people and is responsible for their access to public health services. Ziqitza, charts out that in most states in India, ASHA volunteers receive performance-based financial compensation for providing specific tasks such as immunisation, referring expecting mothers or pregnant women to health centres etc. Other responsibilities of the ASHA workers include activities such as, sensitising the community about new health initiatives, bridging the gap between the community and the health systems, spreading awareness about infectious diseases such as tuberculosis etc. They even support the auxiliary nurse midwives in delivering and child-care related services.

Ziqitza Limited, adds to Ziqitza Limited Rajasthan’s statement and explains that ASHA workers also act as health promoters in their communities and themselves undergo extensive training to their job role which requires them to perform tasks related to immunisation, family planning, Maternal and Child Health, and disease preventions – malaria and tuberculosis. Considering ASHA workers’ advantageous position and their close proximity to the local community, they are involved in diagnosis and treatment of Malaria on a daily basis.  An ASHA worker screens suspected malaria cases using Rapid Diagnostic Test (RDT) kits and blood slides and administers complete treatment as per the national drug policy.
The Indian Council of Medical Research (ICMR), Government of Madhya Pradesh, in partnership with many medical and pharmaceutical companies hasformed the Malaria Elimination Demonstration Project (MEDP), a unique and first of its kind public-private-partnership. The MEDP’s goal is to apply the learning from successful elimination of malaria from 1233 villages of Mandla district, to the rest of Madhya Pradesh and other states of the country.
ZHL Rajasthan, points out that MEDP was successful in eliminating malaria from 1233 villages of the Mandela district in Madhya Pradesh because the programme engaged ASHAs in their response strategies and effectively used them in malaria control measures, which included activities like awareness camps, diagnosis and treatment as well.
A similar success story can be traced in Odisha. From 4,36,850 malaria cases in Odisha in 2015, to 66,301 cases in 2018, Odisha reported 85 percent reduction in malaria cases. The National Vector-Borne Disease Control Programme, credited the success of this to ASHA workers. Ziqitza Health care limited, explains how Odisha achieved it. The State adopted a three-step project to control the spread of malaria. These steps were executed by 47,147 ASHAs. As the first step, ASHAs test any case of fever for malaria – so that treatment is met early and the parasite is killed before mosquitoes spread it. Second, as part of a programme -DAMAN — DuragamaAnchala Re Malaria Nirakaran, run by the Odisha state, the entire population had to undergo malaria tests, irrespective whether they had symptoms or not. The Odisha government also used indoor residual spray method, in which residual insecticide was applied to inner walls and ceilings of the houses. Third, the state government also distributed around 1.1 crore long-lasting insecticide nets (LLINs) to combat malaria exposure during sleep. ASHA workers went to each house explaining the benefits of the net’s use.
The role of ASHA workers in combating malaria is unparalleled, they’re the communities first wall of defence and the bridge that connects the communities to the public health system.
