Rival: Jacob Haft, the Dead Hand
The corpse swaggers, yes, swaggers down the manor's grand steps, before ripping free one of the railing posts and levelling it at you like a duellist's blade. " Shame it is, our meeting like this" He rasps, "My Story's long over, and yours ain't half started. Still, an end's and end isn't it? Lets get you all sorted out and punctuated and I can be about my work."
No one hates to see talent go to waste more than a necromancer, so before the mercenary was even cold in his grave Jacob Haft was set upon by resurrectionists and bound for the ghoulcaller's slab.
In life Half was an accomplished sellsword with a talent for getting out of tough scrapes and always getting the job done, now he's a sleepless revanant possessing inhuman strength doing busywork for an up and coming coprsebotherer. While he has no particular beef with the party, he's bound by the magic that animates him to put his all into executing whatever dark bidding is assigned to him, which means pitting his near invulnerable body and decades of well honed skill against the heroes and whatever mission they happen to be on at the moment.
Adventure Hooks:
Seeking to end a dark curse creeping over the land the party is tasked with delving a decrepit manor that might have once been the site of dark rituals, only to come face to face with the Dead Hand. Jacob's master has heard that a dark artifact or tome of forbidden lore they desire was obtained by the manor's previous occupant, and has sent his pet revenant to retrieve it. Jacob would love if he could talk the party through their differences, maybe share a drink and a smoke and a dirty joke or two before letting him leave with his prize. If not, well, he'll have to knock them out and bring the whole structure down on top of them to get his lead.
While he was always an expert at using improvised weapons, Jacob staked his life on his lucky wrist-dagger Toodle-oo, both of which were taken from him (along with his arm) by the final vicious bite of a beast he'd taken a bounty to defeat. Should the party retrace the merc's legend and be able to find the knife, they might just be in possession of the one weapon which could put him down for good. Jacob might even appreciate such an end, seeing that the knife was more a part of him than his arm ever was.
Necromancers are not known for being content with the power they have, so each subsequent time they encounter the Dead Hand they'll find him grafted with a new undead extremity: The Paralyzing claw of a ghoul, the rotting touch of a mummy, the life-sapping grasp of a wraith. Each limb will act on its own in combat, and If they're clever they'll think to sever it to deny their foe the expanded arsenal.

My pride demands that I point out I'm Fiorean, not Almian. I've been to Almia often. Almia and Fiore are like.... that kid you're best friends with just because you lived close together and grew up with one another from infancy.
In Almia they drink motor oil.
In Fiore we have no food crimes. We have food blessings, like Seasonal Snorlax Buns.
Remind me never to eat any food a Ranger offers me.

Yo, if we are talking about sports rivalries, I will say that the New York Rangers vs New York Islanders rivalry in hockey is somewhat comparable to the Philadelphia Philies vs New York Mets rivalry in baseball and the Carolina Hurricanes vs New York Islanders rivalry in hockey is DEFINITELY comparable to the Atlanta Braves vs New York Mets rivalry in baseball.
If it isn't fucking obvious, here's which hockey teams I am comparing to baseball teams:
New York Rangers = Philadelphia Phillies
New York Islanders = New York Mets
Carolina Hurricanes = Atlanta Braves
Like the Rangers, Islanders, Hurricanes are in the same division in hockey as are the Phillies, Mets, and Braves are in the same division in baseball.

Lark swings by Brandy's office. The only slight difference from his usual standard Fiore uniform is a little charm attached at the belt loop, a string with three colored beads ending in a feather. He's looking at a tablet.
"So, I know the whole paradox thing is still up in the air, but Frank got the paperwork pushed through on the Fiore side, so you've still got me around for however many months cleanup takes."
He seems to pause and think of something for a moment. "...I know I'm your favorite ranger, Brandy, but please do not cause any disasters in Paldea just to keep me around."
Brandy's head shoots up off her desk when Lark walks in. Why was it on the desk to begin with? Mind your business, what are you, a cop?
She groggily blinks her eyes, not unlike someone who just woke up. Not that she was napping at her desk mind you. She flips through her mental list of people she knew, and drew a blank on who this 'Frank' person was. She decided that she liked him though. The last thing she needed was to lose competent rangers.
She snorts. "Getting a little cocky, eh there bud? How do you know I didn't cause that storm to try and keep you out, huh?"

Sending an ask to stop that post from getting unmanageably long (seems to happen with us a lot).
RE your tags - like yeah absolutely, you are talking to the #1 League Hater, Hater of Pokemon Leagues Everywhere. But also like, if the funding doesn't come from them it has to either come from Almia or from that region's government (which is typically too busy funding the league to even think about the Union). We are a not-for-profit, that money has to come from somewhere, and Almia's pockets aren't exactly deep.
And besides...that double standard for partners isn't coming as a request from the League (at least, not from this League, I wouldn't be surprised if other regions have made this demand). That's the Union imposing that standard on us in anticipation of possible future complaints.
Bleh. It does feel gross to even kind of defend a League. We should have ourselves a little bitch fest about Leagues, I promise I've got some stories. But La Primera would never fail Medusa. If there's one thing I need you to know about Paldea, it's that they have one of the most ethical Leagues I think it's possible to make.

That's fair! Sorry- I do seem to tend to ramble.
Agreed that Almia can't fun every ranger union everywhere. It's a tiny region.
The Fiorean government funds out Ranger League and I see that as the best option, really. I mean, rangers provide a public service: we manage natural disasters, we keep the roads clear, we keep people/cities safe from wild pokemon. Investing in the rangers keeps civilization running.
The fact that the government instead is putting their resourced toward the league makes it seem more like a league problem again. Can't the league be self-funded? I imagine there are registration fees, not to mention item and ticket and merchandise sales from all the fandom around league matches. What public service are they providing besides ecological destruction? Frankly the only government funding the league should get is from like a tourism department or something, and even that seems redundant.
I'm glad Paldea's league is ethical in your experience. But that the local Union is more concerned about hypothecal appearances to the league rather than backing a successful ranger doing their job properly is backwards and downright shameful.
