As noted in post-colonial and gender studies, there has long been a pattern of homogenizing and victimizing discourses, particularly in international agencies and NGO’s, that highlight the need of Western nations to intervene on behalf of “third-world women” and “save” them (Spivak 1988; Wood 2001). Robinson-Pant [notes] that it is common for women’s literacy programs, in particular, to become the gateway for other development interventions such as family planning or child nutrition. Collins and Blot note that literacy projects are not power neutral and argue that,
the interconnectedness of literacy, power and identity formation are unavoidable in thinking about relationships between colonizers and colonized. Colonized discourses often emphasize the “inherent” goodness of bringing education, enlightenment and civilization to formerly savage peoples – literacy becomes a legitimizing narrative for other colonial projects (2003:21)
Such positions were evident in U.S. government discourses about literacy and development during the time the Passerelle program was being developed [in Morocco]. This can be seen for example, in a speech made in 2006 by Dr. Paula Dobriansky, the former U.S. Under Secretary for Democracy and Global Affairs, in which she advocated for better education for adult women in developing contexts. In her speech, Dobriansky argued that women and girls should be viewed as “untapped resources” and “vital sources of human capital” for future economic and social growth (Dobriansky 2006).
Thus, in addition to gender, of central importance to understanding the power structures and ideologies underpinning USAID’s Passerelle methodology[] is a consideration of how discourses about literacy often link it up to notions of social and economic development. Collins and Blot (2003) identify these discourses as forming the “Literacy Thesis” [...]. They explain that,
the central claims of the [literacy] thesis are that writing is a technology that transforms human thinking, relations to language, and representations of tradition, a technology that also enables a coordination of social action in unprecedented precision and scale, thus enabling the development of unique social and institutional complexity (Collins and Blot 2003:17)
Numerous critiques of the literacy thesis [...] have since questioned whether literacy can in fact be viewed as a universal, unitary skill that is determinate of social realities or if it is rather embedded in and shaped by the particular, historically contingent cultural contexts in which multiple literacies can occur. [...] Despite [...] challenges to the literacy thesis, its pervasiveness in academic literature, development agendas and the pedagogy of local literacy programs in Morocco is striking.
Given the 2004 Free Trade agreement between the U.S. and Morocco, the emphasis on relationships between literacy and economic forces by U.S. officials, such as [...] Dobriansky, is not unexpected. Prendergast (2003) for example, has argued that since literacy is usually acquired in relation to institutions, it is necessary to consider what other functions these institutions serve. A significant portion of American financial and pedagogical support for adult literacy education in Morocco is funneled through the United States Agency for International Development (USAID), as illustrated by the Passerelle program. Among USAID’s “strategic objectives and goals” in 2006, was the goal of “Democracy and Economic Freedom in the Muslim World,” a plan, which “[confronts] the intersection of traditional and transnational challenges… [combining]… diplomatic skills and development assistance to act boldly to foster a more democratic and prosperous world integrated into the global economy.” Thus, any literacy promotion by USAID in Morocco should be considered in light of its broader mission statements and how increased literacy in Morocco is being imagined to align advantageously with them. USAID’s role and interest in promoting literacy in Morocco, can also viewed as a form of literacy sponsorship (Brandt 2001). Brandt explains that sponsors of literacy should be understood as “any agents, local or distant, concrete or abstract, who enable, support, teach, and model, as well as recruit, regulate, suppress, or withhold, literacy – and gain advantage by it in some way” (19). [...] Furthermore, Brant notes that, “in whatever form, sponsors deliver the ideological freight that must be borne for access to what they have” (20). In addition to transmitting ideological freight, perhaps indirectly, regarding language varieties and scripts, USAID also explicitly imposes ideological frameworks regarding notions of gender roles and human rights through the inclusion of Moudawana [Moroccan Family Legal Code] content in the Passerelle classroom.

Mickey’s injured badly in 3x05 and ends up hospital rather than the Gallagher kitchen. As he’s unconscious, Ian is desperate to be able to stay with him. So, he accidentally refers to Mickey as his boyfriend and is allowed to stay in the hospital room. Ian’s hoping Mickey will allow him to help him as he heals but what will Mickey do when he wakes?
Ian doesn’t go straight to jail after blowing up the van, he ends up in hospital with burn injuries. When Mickey learns of this, he knows he’s going to have to turn himself in and cut a deal to somehow get back to Ian. But first…he’s gotta get back to Chicago and sneak in the hospital at least once, just to see if Ian’s ok.
Mickey gets out of jail quickly in s6 but doesn’t get back into contact with Ian. He comes up with a very lucrative money-making scam - he signs up to an escort company & poses as an escort on their app. Then when he meets up with men, he robs them and threatens to blackmail them if they report him. Somehow, Ian discovers Mickey on this app and he’s worried. He thinks Mickey is actually working as escort and he’s concerned. He creates a fake profile to try and see if Mickey’s ok and safe. But as they talk via the app, Mickey starts to like this new guy - he’s funny, good at sexting, kind - and he doesn’t know if he wants to rob this guy. What happens when they do meet up?
Mickey doesn’t think, he just runs - from his dad, from the wedding to Svetlana, from his whole fucked up life. Ian is devastated that Mickey has left but glad that he hasn’t gone through with the wedding. But he can’t let him go off like this. After months, he finally tracks him down - living in another city, under a different name, building a whole new life for himself. Ian thinks they finally have a chance of happiness together but Mickey is still scared and pushes him away….However, Ian’s never given up completely on Mickey so far, and he’s not going to start now.
S4. Ian is offered a opportunity that seems too good to be true by one of his regulars at the club - an apartment with discounted rent on the West Side. When he reconnects with Mickey, he’s excited about the deal and he wants to take it. Mickey, just glad to have found Ian, goes along with it…but is the apartment as good as it looks?
Ian never blows up the van, never becomes Gay Jesus. He does go through a difficult period. He struggles with his medication but slowly begins to get back to feeling like himself. He realises he needs Mickey. Without telling anyone, he decides to take a trip to Mexico - with no plan apart from seeing what it’s like there. It’s a big place, he’s never gonna find Mickey. He doesn’t expect to, he just wants to feel close to him. But then…he sees a familiar face…..or at least…he thinks he does.
Everything’s the same up to the middle of season two - when both the Gallagher and the Milkovich kids are taken into foster care. Ian and Mickey end up in the same foster home, separated from their siblings but both secretly pleased they’ve ended up together. Suddenly, they’re in a nice home with kind foster parents. Oh yeah, and they get to share a bedroom….
Terry, angry that Mickey is out of prison and living with Ian at the Gallagher house, kills Paula and frames Mickey. The police fall for it and arrest Mickey, who promises Ian he’s innocent. Ian believes Mickey but when the police don’t and it looks like Mickey’s going back to prison for a long time - Ian decides to play detective and find the real killer….
Ian really can’t sneak out from the group home in s3 and he has to turn down the sleepover. When Terry comes home early, Mickey realises he and Ian could have been caught. It puts a lot of things into perspective.
After their hookup in s1, Ian finds himself a little bit obsessed with Mickey. Which is why he’s secretly following him to the abandoned buildings. He expects Mickey to shoot cans or something but instead he spies him prying a brick out of the wall and pulling out a battered notebook. Later, when Mickey leaves, Ian goes and retrieves the notebook. In it, he finds drawings and notes - a journal of sorts. As their relationship progresses, he keeps secretly checking the notebook to find out Mickey’s true thoughts.
Post s6. Ian knows Mickey is out of jail but he hasn’t seen him. He keeps thinking he’ll run into him around the neighbourhood. The last place Ian expects to see Mickey is in the waiting room of his therapist’s office. Apparently a condition of Mickey’s release is therapy. It’s all awkward looks as Ian leaves and Mickey goes in. But slowly, they begin to reconnect….
S10. Ian has a good parole officer who gets him a receptionist/admin job at a private clinic on the West Side. It’s not exactly what he had in mind but he’ll take it. Only thing is, there’s a familiar face who works at the clinic - Ned. Mickey isn’t pleased with this but Ian wants to keep the job. But as time goes on, he starts to realise how bad his earlier relationship with Ned was….
3x05. Ian doesn’t think about the consequences when he sees the drunk lady with the shotgun. He just runs as fast as he can and tackles Mickey out of the way. And gets himself shot in the ass. Ian tries to play it off, to act like he would have done it for anyone. But that’s obviously not true. Mickey is in shock, not only seeing Ian get shot but knowing the reason why. It changes everything.
Ian is set on joining the army but a chance meeting with Clayton stops him. Although Clayton doesn’t know Ian well, he realises something is wrong and offers him a place to stay. Ian accepts and over time opens up to his biological father about his relationship with Mickey. Wanting to make up for all the lost years, Clayton decides to play matchmaker and find Mickey - hoping to bring him and Ian back together. But it’s not that easy.
They get married at city hall. And it’s all good. For a minute. An attempt on Mickey’s life by the cartel leads them into witness protection. They’re told it’ll be temporary but it’s not easy when they’re sent to a random town and given new identities. Can their new marriage survive all this drama?

Hey anon! Sorry it took me so long to get back to you!
I believe I've only seen one post about it a long time ago (and I think it was an anon ask but don't quote me on it) but it been thinking about this post for such a long time that I needed to make one myself -
I think Mickey changes his last name to Gallagher, and here's why:
Because Mickey has been a Gallagher for years. Ian had his back more than the Milkovichs ever did. Ian is his fucking (partner, lover,) family. you know?
Mickey liked a lot of traditional stuff about their wedding / marriage and I think he would like to share a last name. Since both of their last names are long... they decide to keep it simple. And the gallavich thing is too cringy for them.
Have you seen how smitten they look when they call each other 'husband'? Those two possessive sappy motherfucker would love it. Mickey loves being Ian's, Ian loves knowing Mickey is family in every way.
Milkovichs are known from being involved with illegal shit (remember the Paula comment? I also think that why Mickey got 15 years) and Mickey wants to distance himself from that. Him and Ian are trying to build a semi legal life together. 'Milkovich' is just adding to the stigma of southside ex-con he already has to deal with.
After Terry dies, Mickey wants to get rid of anything his father gave him. With Mandy gone, Colin and Iggy ran away a long time ago... he doesn't really have anyone but Sandy from his family. So no real attachment to it.
The Gallaghers are his fucking family. He might bitch about them all the time but they truly are his family and I think it would feel right for him. It took him no time to fit right in the Gallagher house, building relationships with all of Ian's siblings. By the time they get married he's feeling more at home than ever, even after years of being gone.
I don't think Ian would ever want to / feel comfortable calling himself a Milkovich. A. because of Terry and all the horrible things he did B. he never fit in with Mickey's family and C. because Gallaghers have a weird attachment to their last name, "we're Gallaghers" is a part of their personality. D. it would make Mickey's tattoo even weirder.
extra point- I don't headcanon them having their own kids, but possibly getting custody of Franny and possibly fostering kids when they're older. I think having one last name might make them feel more like a family.
That's pretty much it, I think. I might add to it later on. Thank you for the question, anon! I'm happy to hear your opinions though!

"You know if you don't want to stay you can call me anytime, right?" Paula asked as they pulled into the driveway.
"I know," Reggie replied, though his voice was whisper quiet and subdued.
"They're a nice family, and they have two children, so you won't be alone. I think the daughter is around your age and their son is a few years younger," Paula assured him as she helped him out of the car.
Reggie hummed in response, keeping his head low as they headed for the door, clutching the handles of his duffel bag tight to his chest. He didn't have much-all of it he got once he entered the group home, having left all of his own things behind when he ran away after his dad nearly broke his arm.
He knew he was better off in the foster system, away from his parents who hurt him in untold ways, and now going to a foster home. But he wished he had some of his own clothes, his books, anything of his own, but getting them had meant going back to his house, and even if they had promised his parents wouldn't be there when he went, he didn't want to set foot back in there just in case.
The Molinas seemed nice enough, welcoming and happy to have him. The food was different than what he was used to-a little spicier than normal, but Reggie had always liked a bit of heat. Plus it beat the instant oatmeal and bland food he was used to at the group home.
Carlos offered to show him his video games, and Reggie gave a weak smile-he had been pretty good at the arcade before everything, but he had never used any system that you got to use at home. But he figured he could give it a try, especially since Carlos promised to go easy on him.
Julie asked him about music, and was excited he knew how to play a few instruments, offering to show him the studio the next day. They didn't have a bass for him to use, but there was an acoustic guitar and a piano, which was more than he was used to. He did miss his bass though, that was his biggest regret that he left behind, missing the looks that Rose and Ray exchanged when he said as much.
They told him that Rose's sister, Victoria would be by tomorrow and she would be bringing him out to get a few things since they hadn't personalized his room any. Reggie tried to protest, but they insisted they didn't mind getting him a few posters and a set of sheets.
Ray promised to show him around the next afternoon, to show off the neighbourhood, and the school he'd be attending with Julie in a few weeks time. And Rose promised to let him contact his friends from his old school; Luke, Alex, and Bobby so they could hang out once more since he was finally settled. He'd seen them here and there since leaving home, but it had been a hot second since the four of them had hung out properly.
"You sure you don't mind?" he asked meekly.
"Of course not mijo," Ray assured him. "You're family now."
"Julie and Carlos' friends are always here," Rose told him. "So your friends are more than welcome."
Soon enough it was time for bed, and Reggie let himself be lead to his new room. It was plain, just as they said, but it was nice enough. A bed all to himself, with clean sheets and a new stuffed dog sitting on it. A shelf with a few books, with more than enough room for more. A dresser with a few staples, but he could put his things in it and have space for the things they had promised to buy him. He could see himself being happy enough here.
Sure it might be only a temporary situation, even though the Molinas had assured him if it worked out they would love to adopt him. Reggie kept his fingers crossed that it would work out-it meant no more uncertainty, and a rwal family again.
He snuggled into the bed, preening when Ray read him a story, and Rose kissed him goodnight. Maybe he was too old for that, but he loved the attention, and hoped they kept it up for quite some time yet.
It was hard falling asleep that night though. He was used to sleeping in a room with many other kids, adults bustling about, people coming and going. It was odd to be in a quiet room all to himself. But the bed was cozy, the dog tight in his grip, and eventually he fell asleep with hope for the future blossoming in his heart.
Maybe in the morning he'd find himself kicked out, or that they had changed their mind about letting him stay. But until then, he was going to enjoy his time here. And maybe... maybe one day he could be a Molina tood.
Which he was, in less than a year. And he found that suited him quite well.
