MANILA – As Quezon City officials and residents prepare for the celebration of the 81st anniversary of the erstwhile capital of the Philippines on Oct. 12, this writer decided to conduct a research to find out how many cities were created nationwide during the Commonwealth Government from 1935 to 1946.
A glance at the website of the League of Cities of the Philippines (LCP) shows that aside from Quezon City, Commonwealth President Manuel L. Quezon established nine other cities in Luzon, the Visayas, and Mindanao during the first four years of his term and until the spread of World War II to the Philippines on Dec. 8, 1941.
Quezon was sworn in as the first president of the Commonwealth Government on Nov. 15, 1935. He died on Aug. 1, 1944, while his administration was in exile in the United States due to World War II.
QC was the seventh city created during Quezon's incumbency and the ninth since the time of the Philippine Commission in 1901.
The Philippine Commonwealth-born cities, according to their charter numbers and dates of creation, were: Zamboanga City, Commonwealth Act (CA) No. 39, Aug. 4, 1936; Davao City, CA 51, Oct. 16, 1936; Iloilo City, CA 57, Oct. 20, 1936; Cebu City, CA 58, Oct. 20, 1936; Bacolod City, CA 326, June 18, 1938; Tagaytay City, CA 338, June 21, 1938; Quezon City, CA 502, Oct. 12, 1939; San Pablo City, CA 520, May 7, 1940; Cavite City, CA 547, May 26, 1940; and Marawi City, CA 592, Aug. 19, 1940.
According to the LCP, the first two chartered cities in the Philippines were Manila, which was created by the Philippine Commission Act No. 183 of July 31, 1901, and the City of Baguio in Benguet which was declared as the "Summer Capital of the Philippines" on Sept. 1, 1909, through Philippine Commission Act No. 1963.
The Manila City Charter was amended by the Philippine Congress through Republic Act 409, otherwise known as the Revised Charter of the City of Manila, on June 18, 1949.
There was a hiatus in the creation of new cities in the Philippines after Japanese forces bombed the American naval base in Pearl Harbor, Hawaii, on Dec. 8, 1941, that eventually dragged the Philippines into World War II.
There were no cities founded during the incumbency of Presidents Jose P. Laurel Sr. (1943-1945) and Sergio S. Osmena Sr. (1944-1946), as they ruled while the country was at war with Japan. The same was true with President Emilio F. Aguinaldo (1898-1901 due to the Filipino-American conflict.
After the United States granted independence to the Philippines on July 4, 1946, the administration of President Manuel A. Roxas resumed the creation of additional cities in the country.
As of 1972, the year President Ferdinand E. Marcos declared martial law and abolished the 1935 Constitution, the Congress, and the Judiciary, there was a total of 60 cities nationwide.
Of these cities, the biggest number of 15 was founded during the 20-year rule of Marcos (1965-Feb. 25, 1986), followed by Presidents Quezon (1935-1944), Elpidio R. Quirino (1948-1953), and Carlos P. Garcia (1957-1961) with 10 each.
Former President Diosdado P. Macapagal (1961-1965) signed eight cityhood laws; President Roxas (1946-1948), four; and President Ramon F. Magsaysay (1953-1957), one.
The 15 cityhood bills approved by Marcos were those of Bais in Negros Oriental; Batangas in Batangas province; Cadiz, Negros Occidental; Dipolog, Zamboanga del Norte; General Santos, South Cotabato; Iriga, Camarines Sur; Mandaue, Cebu; Olongapo, Zambales, Oroquieta, Misamis Occidental; Pagadian, Zamboanga del Sur; Puerto Princesa, Palawan; Surigao, Surigao del Norte; Tagbilaran, Bohol; Tangub, Misamis Occidental; and San Jose, Nueva Ecija.
The 10 cities born during Quirino's time were: Butuan in Agusan del Norte; Cabanatuan, Nueva Ecija; Cagayan de Oro, Misamis Oriental; Calbayog, Samar; Dumaguete, Negros Oriental; Iligan, Lanao del Norte; Naga, Camarines Sur; Ozamiz, Misamis Occidental; Roxas, Capiz; and Tacloban, Leyte.
Those founded during Garcia's presidency were: Caloocan in Rizal (now in Metropolitan Manila); Canlaon, Negros Oriental; Cotabato, Maguindanao; Danao, Cebu; Gingoog, Misamis Oriental; Lapu-Lapu, Cebu; Legazpi, Albay; San Carlos, Negros Occidental; Silay, Negros Occidental; and Toledo, Cebu.
The eight cityhood laws signed by President Macapagal were those of Angeles in Pampanga; Bago, Negros Occidental; Dapitan, Zamboanga del Norte; La Carlota, Negros Occidental; Laoag, Ilocos Norte; Lucena, Quezon; Palayan, Nueva Ecija; and San Carlos, Pangasinan.
The four former towns that became cities during the time of Roxas were: Dagupan in Pangasinan; Lipa, Batangas; Ormoc, Leyte; and Rizal City before it became Pasay in Metro Manila.
The lone city created during Magsaysay's time was Trece Martires in Cavite.
Although not mandated by the 1987 Constitution, there was a virtual moratorium on the creation of new cities in the country during the six-and-a-half-year term of President Corazon C. Aquino (Feb. 25, 1986-June 30, 1992).
Upon the opening of the new Congress in July 1987, the people of the divided former town of Novaliches, now shared by Quezon City and Caloocan City, petitioned the House of Representatives to convert their former town into the 61st city of the country.
However, the attempt became futile due to the strong objections of the officials of both QC and Caloocan City.
The creation of new cities in the country resumed in the second year of the six-year term of President Fidel V. Ramos, who succeeded Mrs. Aquino on June 30, 1992.
Ramos spearheaded the creation of the 61st city in the country -- Mandaluyong in Metro Manila -- by signing Republic Act No. 7676 in 1994.
Not long afterward, at least seven other cities were created in the National Capital Region (NCR) by the Ramos administration. These were Pasig, Makati, Muntinlupa, Marikina, Las Pinas, Parañaque, and Valenzuela.
The other five cities of Metro Manila at present -- San Juan, Malabon, Navotas, Taguig, and Valenzuela -- were created during the succeeding administrations of Presidents Joseph E. Estrada, Gloria Macapagal-Arroyo, and Benigno S. Aquino III.
With the NCR now having a total of 16 cities, only Pateros in southern Metro Manila remains a town.
On Feb. 23, 1998, Ramos also signed RA 8535 creating the City of Novaliches, but this time, the proposal was defeated in a plebiscite held throughout Quezon City on Oct. 23, 1999.
Aside from the creation of eight new cities in Metro Manila, President Ramos was also credited with the birth of several other cities in the rest of the country.
According to the latest data from the Philippine Statistics Authority, the country now has 81 provinces, 146 cities, 1,488 municipalities, and 42,046 barangays in 17 regions.
The youngest Philippine city so far is that of Sto. Tomas in Batangas, whose cityhood law, RA 11086, was signed by President Rodrigo R. Duterte in 2018 and ratified by the local voters in a plebiscite held on Sept. 7, 2019.
Sto. Tomas is the fourth city in Batangas province after Lipa, Batangas, and Tanauan. (PNA)

Anyone visiting Angeles City today can easily testify to the economic boom taking place. But what makes the situation more admirable is that throughout its history the city has managed to overcome all the obstacles that have come in its way.
During World War II, Angeles, then just a town, was occupied by the Japanese, and the citizens, including American and Filipino soldiers, suffered terribly. The destruction of Fort Stotsenburg was one of the most devastating in history. However, after three years, the Allied Forces were able to liberate Angeles. Fort Stotsenberg was greatly enlarged, and became Clark Air Base. This resulted in the rapid expansion of business in Angeles and it eventually became a city.
Just as it was experiencing growth however, Mt. Pinatubo erupted in 1991, causing havoc and destruction. In the same year, the Laurel-Langely Act, which allowed for the establishment of American parc central residences tampines bases in the Philippines, was denied extension by the Senate.
Despite the setback, Angeles City was able to recover. In a mere two years, Clark air Base became Clark Freeport Zone. Today it is the center of numerous upstart business, mostly involved in the fields of science and technology. A haven for businessmen, Angeles City's storied past also makes it an ideal tourist destination. The historic Fort Stotsenburg has also become a tourist spot; the Founders' Residence constructed by Angel de Miranda in the 1820s is situated in Santo Rosario and provides a glimpse of the city's past; also in Santo Rosario is the Holy Rosary Church. Constructed in 1877 through forced labor, the edifice also served as a medical facility during the late 1800s.
The Bayanihan Park is a fusion of an amusement center and historical site. Here one can see areas designated for playing sports, and at the same time it is the place where you will find the famous Salakot Arch.
Other spectacles in Angeles City are its festivals. One of the most eagerly awaited is the Philippine Hot Air Balloon Fiesta where participants from across the globe join in; another popular event is the Sisig Festival, which is a commemoration of the Sisig, renowned dish of Pampanga. The La Naval Fiesta is religious in nature, and began as a thanks for the Blessed Virgin Mary, whom the people credited for helping the Spanish defeat the Dutch.
Angeles City also boasts some of the best schools and universities in the country. Educational institutions like AMA Computer College, STI, University of the Philippines, OB Montessori and the Asian Institute of College Studies, are found throughout the city.

A man was caught after stealing a bag through a broken window

December 11, 2018, a 20-year-old man was caught after stealing a bag through a broken window of the house of a family in Pulung Cacutud, Angeles City, Pampanga.
According to the victim, around 12:30 midnight, she was awakened by her 2-year-old daughter when she saw a hand reaching her bag through the broken window of their bedroom. When her husband moved the curtain the man rapidly ran off with the bag. Gladly, just as the man was running there where residents who caught him and brought him to the nearest Police Station. Based from the investigation, the accused was found to have been in the influence of illegal drugs when he did the crime. Also, the accused was found to had raped a 2-year-old child before but was already been acquitted from the crime.
The victims did not anymore file a case against the accused because they got back the bag rather the husband talked to the accused and asked him to pray with him. The accused was released after few hours but now his name is in the police blotter of Pulung Cacutud, Angeles City, Pampanga.

More Adventures in the Philippines... Exploring the Area’s History
Shortly after I posted my last post I left to go to an American bar called “Phillies.” The original owner was from Philadelphia and the decor reflected it. I could not imagine better place on the island to watch an Eagles victory. The other Americans there were older, as was expected, but also surprisingly friendly. If the Western presence in Angeles confuses you, please allow me to explain.
The Angeles City area was formerly the home to Clark Air Base, an overseas base of the US Air Force. Like so many other foreign towns with American military personnel, the outside area developed a burgeoning red light district. The Americans left Clark in 1990, but the pernicious effects of American imperialism still remain. Instead of seeing the streets filled with skeevy Airmen, the streets are now filled with skeevy retirees. The bar where I watched the Super Bowl was just outside of Sin City’s main drag, Walking Street.
Though I have been to Angeles many times before, this was my first time being physically on Walking Street, although I have been driven past it. To clarify a situation that is anything but simple, I will further explain Walking Street. Angeles’s Walking Street is modeled on the Walking Street of Pattaya, Thailand. Like in Pattaya, prostitution is officially illegal, but tolerated in practice.
From what I understand the prostitutes are not primarily from Pampanga, but from the Philippines’ poorest provinces in the southern portion of the country. I do not think soliciting prostitution is an immoral act in itself, provided it is a voluntary exchange between consenting adults. However, there is something decidedly disgusting about old men from developed countries taking advantage of young women who are only selling their bodies because of economic necessity. Furthermore, in situations like this, you never truly know if the woman is there on her own accord, or if she is a victim of human trafficking. So as a notice to any dirty man who should read this, please, keep your business in your own country!
In any event, aside from any moral judgement, it did feel right as a tourist to stop by the city’s main attraction. I believe if you do not see a city’s main attraction, then you did not truly see anything at all. I encourage people visiting the area to see Walking Street, and even have yourself a few drinks. Just please, stop yourself there!
Tuesday started as another chill day at SM Clark, trying out foods and souvenir shopping. Interestingly, I noticed many of the mall’s stores were preparing for the celebration of Chinese New Year.
The Philippines is a primarily Catholic nation and, of course, the Lunar New Year is not a Christian holiday. To be fair, the Philippines has a substantial Chinese population, as do many places in Southeast Asia. Due to mixed ethnicity marriages, some estimate as much as 25% of the population has at least some Chinese heritage. Yet the fact remains that the Philippines is not China. I remember how upset a Filipina college classmate was when she was wished a happy Chinese New Year. This, of course, was understandable. In the US, “Asia” is often thought of as simply “China.” Americans can be rather ignorant of other cultures. Yet, in the Philippines, there are Filipinos celebrating this Chinese holiday that upset her so. of course, there are reasonable explanations for this. For one, there is the previously mentioned Chinese presence. Secondly, this could just be a “Hallmark Holiday,” another chance to capitalize on consumers’ impulses. Yet, in spite of these factors, I do find it odd that a sovereign nation would celebrate the holiday of a country with whom they have a major territorial dispute
My cousin’s birthday that brought me to the Philippines, and I enjoyed our first party in his honor on Tuesday evening. The food was delicious, as is nearly everything I’ve eaten here. The main course was lechon, a roast suckling pig that is enjoyed in many former Spanish colonial possessions. While the only other lechon I’ve had was prepared by Cubans, I do have a hard time imagining any country roasting a pig better than the Philippines.
On Wednesday I toured the Clark Special Economic Zone, which occupies the site of the former Clark Air Base. The local government is doing a great job developing it into a clean and modern city, building nice residences and resorts.
Afterwards, my cousins and I toured a neighborhood primarily inhabited by the Negritos, who can be thought of as the area’s indigenous people. Filipinos, as other Malayo-Polynesian Pacific Islanders, are believed to be descended from seafaring people who originally came from what is now Taiwan and who ultimately settled on islands across the Pacific and Indian Oceans. On the other hand, the Negritos, or Aeta, as they are also known, have resided in what is now the Philippines since before the Austronesian population arrived. While most Filipinos do look “Asian”, the Negrito population looks similar to some of Africa’s Pygmys. However, many anthropologists believe that the Negritos are most closely related to the Aboriginal Australians.
The Negrito village was very poor, even by Philippine standards. I could not help but related this to the struggles indigenous people face all around the globe. I was glad to have seen it, as seeing the living situations of less fortunate people is always a good reminder for people to be more appreciative of what they have, and also a reminder to help the needy. I should add that it seems the Negritos are integrating, as the neighborhood did have mixed-ethnicity couples between Negritos and Kapangpangans. The tour through the village was actually quite a thrill, as the roads were unpaved and the streets were narrow. I am very impressed with my driver’s skills, as I am sure that if I had to go down a similar street I would crash the car.
Wednesday evening, I enjoyed a live band at a local bar in Mabalacat. If you watch Anthony Bourdain or if you have heard a Philippine band on a cruise or resort, you know that the Philippines is famous for their cover bands. The band sang many English and Tagalog songs exceptionally well. However, I found their sense of humor most enjoyable. The band was composed of five baklas, which is the local term for gay men and male-to-female transgender individuals. Their performances were punctuated by very campy and flamboyant comedic bits, often including audience interaction. I thought it was a very unique experience, as it is one I have never had at home.
Thus brings me to the end of my week so far. I am sad to say that I will be returning to the US on Friday evening. In fact, my last blog might be written from my home in Illinois. Before I leave you today, I’d like to thank my friends who contacted me upon their learning of Taiwan’s earthquakes. I am safe, as I am now in a different country, but I would likely have been safe even if I had spent this week in Taipei. The ones who really need thoughts and prayers are those in and around Hualien, Taiwan. Please remember them in the coming days.

ANGELES CITY, Pampanga – A one-stop-shop Malasakit Center that will provide more medical assistance to financially-challenged residents was launched at the Rafael Lazatin Memorial Medical Center (RLMMC) here on Thursday.
Senator Christopher Lawrence “Bong" Go led the launching of the second Malasakit Center in this province, and the 102nd in the country.
Angeles City Mayor Carmelo Lazatin Jr. commended the efforts of Go in establishing the Malasakit Center at RLMMC where indigent patients can avail of services from agencies such as PhilHealth, Philippine Charity Sweepstakes Office (PCSO), and the Department of Social Welfare and Development (DSWD).
“Maraming salamat po Senator dahil mas marami pang mahihirap na Angeleños ang magkakaroon ng karagdagang tulong pagdating sa serbisyong pangkalusugan mula sa gobyerno, ngayong meron nang Malasakit Center dito sa Ospital Ning Angeles (Thank you very much Senator because more poor Angeleños will get help when it comes to health services from the government, now there is Malasakit Center here at RLMMC).,” Lazatin said in a live stream event.
"I commend your support in pushing for the realization of the said project, in order to be of assistance to more Angeleños," the mayor added.
“Parati naming naririnig ni Pangulong Rodrigo Duterte, salamat Senator, salamat Pangulo. Uulitin ko lang po. Huwag po kayong magpasalamat sa amin dalawa ni Pangulo. Kami ang dapat na magpasalamat sa inyo dahil binigyan ninyo po kami nang pagkakataon na magserbisyo sa inyo (President Rodrigo Duterte and I always hear thank you Senator, thank you President. I will just repeat. Please don't thank the President and me. We must be the ones to thank you for allowing us to serve you)," Go said.
He gave a check of PHP3 million from the national government as financial assistance to indigent patients, which is replenishable every month.
Patients and medical front-liners at the RLMMC were also given vitamins and grocery items.
The senator also vowed to give a one-time PHP10 million from his office to support the hospital in its future programs.
Also present during the launch were Philippine National Police chief Gen. Debold Sinas, Chief Presidential Legal Counsel Salvador Panelo, Pampanga Vice Governor Lilia Pineda, 1st District Rep. Carmelo Lazatin II; 2nd District Board Member Fritzie David-Dizon, Vice Mayor Vicky Vega-Cabigting, and other city officials. (PNA)

Uyat Artista: Kapampangan Theater Runs Through Your Veins
For some, the allure of the theater is the idea of being in a spotlight in front of people. But for others, like Angeles City's Uyat Artista, the theater - its lights, props, costumes, words, and music - is a vehicle to reach out to the youth and to take audiences on a journey through the life of Pampanga.
The theater company gets it names from the Kapampangan words “Artist’s Veins”. And Gallen Maine Bryn Villanueva, resident actor there, shares its story.
1. What is Uyat Artista and what are its goals?
Uyat Artista is Angeles City's prime theater company and it's representative to the Culture and Arts Council of Angeles and to the National Theater Network of the National Commission for Culture and the Arts (NCCA).
2. When and how was it formed and who are its founders?
Uyat Artista’s humble beginnings could be traced back to a family gathering in November of 2002. In that meeting, they came to the conclusion that so many of the youth in Angeles City are not being given the chance to develop their artistic skills, especially in shorthanded public schools. The group’s founders, Mr. Jayson Pabalan and Mrs. Joanna Pabalan, used this premise as the backbone for the birth of an organization which aims to enhance social, moral, and cultural awareness through artistic prowess.
3. Over the years, how has the organization grown and what has it achieved?
It was in the August of 2003 that the group was commissioned by the Subic Bay Arts Center in the Subic Bay Freeport Zone to stage the Broadway musical, “The Little Mermaid”. Schools from all over Central Luzon made trips to the Arts Center just to witness the said play. The production had thirty runs for almost three months.
With the success of the first show, SUBAC’s Marketing Officer, Ms. Aurora Rementilla, made the group produce another Disney/Broadway musical, this time with the tale as old as time, “Beauty and the Beast”. The second production broke the all-time record for the longest running play in the center. It ran from December of 2003 to February of 2004. The show was followed by the production of “The King and I” in September of the same year.
In May 2005, Uyat Artista was asked to produce the annual Reenactment of the First Anniversary Celebration of the Philippine Independence at the Pamintuan Mansion. Mr. Crestly Tapnio, one of the pioneers of Uyat, played President Emilio Aguinaldo.
After much deliberation, the Pabalan Couple decided to put up a school. Uyat Artista’s On Stage School for the Arts opened on April 28, 2011. A theater company which had its first trainings under a Guava tree in the frontyard of a house in Marisol now has its own studio.
In 2011, UA has given life to the story of Kalaryot, a folklore about a young American who was left in Pampanga in the 1940's. This production earned a written commendation from the City Council, Culture and Arts Committee, then headed by Ms. Maricel Morales.
The group has also hosted theater festivals and has reached out to a myriad of schools & universities just to bring the centuries-old art closer to the millennials. Uyat Artista currently has 7 core actors and 34 pool actors, all of which coming from the 12-25 yr. old age bracket. UA makes sure that yearly, it opens it doors to young Kapampangans wanting to experience the magic of theater, and train them extensively in the said art.
4. What can people look forward to from Uyat in 2017?
“Bambalito: Ing Matapang a Bayung Tawu ning Macabebe”, the recent musical we have put to the stage about the young Kapampangan hero who hails from Macabebe, is going to tour different schools and towns this year (we'll be sharing the schedule soon). Also, a new musical about another Kapampangan folklore is in the works. We'll keep you posted ;).
