Thick smog chokes northern India and eastern Pakistan ahead of Diwali
(CNN)- Thick, toxic smog has once again enveloped northern india and eastern Pakistan just days before the start of Diwali, a hindu festival typically celebrated with fireworks that each year sends air quality plummeting. The air quality index in the indian capital of Delhi was roughly 250 on Monday morning, after days in the “very unhealthy” zone above 200, according to IQAir, which tracks global air quality. In the Pakistani city of Lahore, roughly 25 kilometers (15 miles) from the Indian border, air quality surpassed a “hazardous” 500 on Monday – almost 65 times the World Health Organization’s guidelines for healthy air – making it the most polluted city in the world at the time of the ranking, according to IQAir. Air quality across the region is set to worsen as winter smog season approaches, when an ominous yellow haze blankets the skies due to farmers burning agricultural waste, coal-fired power plants, traffic and windless winter days. Diwali, the Hindu festival of lights, is set to begin Thursday – a five day celebration during which people gather with their families, feast and set off firecrackers, in some cases in defiance of local bans, further exacerbating air pollution. Dystopian scenes of orange haze and buildings enveloped by fog emerge each year as smog season dominates the news, raising alarm as doctors warn of the risk of respiratory diseases and impacts on life expectancy. India’s air pollution has been found to be so bad, that experts have warned smog could take years off the lives of hundreds of millions of people. Residents and experts have long questioned why India has failed to curb air pollution, as Delhi and its neighboring states butt heads over who is really to blame. Delhi had banned the use and sale of firecrackers ahead of Diwali, but the policy has been difficult to implement. Last week, India’s Supreme Court condemned governments of the Punjab and Haryana states for failing to crack down on illegal stubble burning, the practice whereby farmers set crop waste on fire to clear fields. Local officials claim they have reduced the practice significantly in recent years. The Indian government also launched its nationwide Clean Air Programme in 2019, ushering in strategies across 24 states and union territories to reduce particulate matter concentration, a term for air pollutants, by 40% by 2026. The measures include cracking down on coal-based power plants, setting up air monitoring systems and banning burning of biomass. Officials have also begun sprinkling water on roads and even inducing artificial rainfall to combat air pollution in the Indian capital, though experts say these are band-aid solutions that fail to address the underlying issues. Some Indian cities have seen improvements in their air quality, according to government data, but progress has been slow. Between 2018 and 2022, New Delhi’s average PM2.5 concentration (a measure of pollutants in the air) for the month of November, when the pollution season typically begins, more or less stayed the same, according to IQAir. Experts in the past have questioned whether India has the political will to combat pollution. “There is not one party that has put its head down and said, ‘we are sickening the entire country and let’s fix it,’” Jyoti Pande Lavakare, founder of clean air non-profit Care for Air told CNN last year.

OVERVIEW OF THE REVISED LIBERALISED REMITTANCE SCHEME

Wealthy Indians who have been legitimately keeping their funds outside of the country are facing problems with the revised Liberalised Remittance Scheme (LRS) regulation.
Earlier, an Indian resident was allowed to remit up to US $250,000 or its equivalent per financial without any restrictions but now we see significant changes in the LRS in terms of inserting some restrictions and disincentives.
The revised LRS regulation restricts wealthy Indians from keeping their money parked in offshore bank accounts for more than six months.
Funds remitted under LRS may be kept in bank fixed deposits however such FDs cannot be held beyond 180 days as placing funds in bank deposits will not be considered an “investment” of funds. The income earned on investments abroad should also be invested abroad within 180 days, or these should be remitted back to India.
This is a retrospective amendment and hence applies not only to fresh remittances but also to the existing funds lying abroad which were remitted before 24th August 2022.
A person cannot borrow funds in India and remit them abroad for investments as these have to be made out of a person’s own funds. Borrowing funds even from a non-resident is prohibited although extending loans to non-residents is allowed. Indian residents are allowed to give gifts and loans to NRI/PIO relatives in rupees in their NRO account.
Transactions allowed without any threshold limit include remittances for:
-Emigration expenses
-Medical expenses
-Educational expenses
Investments in gold bonds are not permitted as it amounts to a corporate bond. In fact, buying physical gold or other precious metals outside India is also not permitted under LRS.
Prohibited transactions include remittances from the following:
-Lottery tickets, gambling, banned magazines, etc.
-Countries identified by FATF as non-cooperative countries
-Margin trading (derivatives and options)
-Trading in foreign exchange
Once a person is a non-resident, the funds outside India are not liable to FEMA restrictions. Hence the condition of repatriating the funds within 180 days will not apply.
It is necessary that the investment should be made in the proportion in which the funds are remitted i.e., the ownership ratio in the asset should be commensurate with the ratio in which payment is made.
TCS has been increased from the existing 5% to 20% for remittances made under LRS w.e.f. from 1st July 2023 and the threshold of INR 7,00,000/- has been restricted only to cases where remittance is for the purpose of education or medical treatment.
The concessional rate of 0.5% where remittance is out of education loan remains the same after the amendment.
It appears that the government does not wish to encourage remittances under LRS. Hence it is making remittances costlier. Before making remittances, one should carefully understand the implications and then go ahead with the remittance.

Great War Flying Museum. If you enjoy either history or aircraft, you will love a visit to the Great War Flying Museum. This museum features a variety of replicas of World War I aircraft. Additionally, as a non-profit, the museum relies on volunteers to help maintain the planes.
Wet & Wild Toronto. If you love water-parks, you’re going to love Wet & Wild Toronto. This water-park is spread over 40 hectares and has a variety of rides from mild to wild. This includes two pools and 15 water-slides. It also features activities such as zip lines, miniature golf, and rock climbing.
Peel Art Gallery, Museum, & Archives. PAMA, as it is known by the locals, is an exquisite museum with over 4,000 works of art as well as a variety of travelling exhibits. The museum area has over 12,000 artifacts dating from as far back as 4,000 BC.
Badlands. If you appreciate strange geography, you’ll enjoy a stroll in the Badlands in nearby Caledon. PHD/Black Mountain Institute Fellows
Domonique Conway (Nonfiction)
Dominque Demetrea Conway is a Baltimore-based activist and author who writes non-fiction that embodies her lived experience as a person of African descent in the United States, and a resident of West Baltimore. Born in Evanston, Illinois and raised in the nation’s rustbelt, she is the mother of four adult children. As an activist, Dominque has engaged in work addressing mass incarceration and political imprisonment in the United States. Her work with men in prisons resulted in the creation of Friend of a Friend, a prison-based mentoring program designed to teach critical thinking skills to young prisoners. Dominque has a BA from Goddard College in Plainfield, Vermont, and received an MFA from Goucher College in Baltimore in May 2021; she will pursue a Ph.D. in English at University of Nevada at Las Vegas beginning in the Fall of 2022. She is the co-author of Marshall Law The Life and Times of a Baltimore Black Panther, the memoir of Black Panther political prisoner, Eddie Conway. Her current project, Far From The Tree is a genealogical memoir examining the impact of racism and trauma on consecutive generations of her family spanning three centuries in America.
Tanya Shirazi (Fiction)
Shirazi Galvez is from Lynwood, California. She completed her undergraduate studies at UCLA, and received an MS in Counseling Psychology from Mount St. Mary's University and an MFA from the University of Pittsburgh. She is Senior Editor at Aster(ix) Journal and is working on her first novel. L.A. based, Las Vegas bound Fall 2022.

Alex Schechter
Alex Schechter is a writer and plant lover based in Los Angeles. For the last decade, he has been a professional wanderer, and he has written about his travels in National Geographic, Monocle, The New York Times, and Lonely Planet. His fiction weaves together themes of alienation, fame, the paranormal, and queer desire. He doesn't consider himself a desert person, and yet the desert keeps finding him.
Gurmehar Kaur
Gurmehar Kaur (aka Nupur Sharma) is a Radio and Online Video Broadcaster who has worked in India, the UK, Dubai and more recently the US.Her mantra in life is: Dare to Dream, Dare to Trust and on a happy day even Dare to Sing. Arel is from San Francisco. After studying literature at UC Santa Cruz, he worked at 826 Valencia in SF before moving to Barcelona to write and teach. His favorite fiction has long sentences and invented words. He’s excited to move to Las Vegas and get to work.
Kailee Wingo
Kailee Wingo is a biracial fiction writer born and raised in Shanghai, China. I moved to California after high school to study English, Art, and Chemical Physics. Kailee’s stories are surreal, and they explore repressed personal identity and memory in a dream-like landscape. In his free time, Kailee enjoys playing indie games, painting, wheel throwing, and lampworking marbles and beads.

Jo Wallace
Jo Wallace is a poet from Indiana, fresh off earning their B.A. in Creative Writing, Sociology, and Communications from Purdue University. As a first-generation scholar, Jo’s work orbits topics such as poverty, addiction, mental illness, family, and intergenerational trauma, as well as reconciling the experience of these struggles while also existing in a world that somehow still leaves you in a state of constant wonder.
Leah Mell-Carrington
Leah (she/they) is a genderqueer lesbian poet and translator from Charlotte, NC. She graduated from Davidson College with a BA in English and Russian Language & Literature. At present, she works as a freelance poetry critic for Lunate Journal, an admin at a local community college, and moonlights as her drag alter ego Tallulah Van Dank after sundown. Her artistic obsessions lie in noir, persona, morbidity, and the queer body. Leah is fond of ghosts and the sea.
Madina Tuhbatullina
Madina Tuhbatullina is from Dashoguz, Turkmenistan. She came to the United States to study English and Creative Writing in 2017. Much of her work is about bi-cultural identity and how it affects her relationship with herself and other people. Madina is excited to join UNLV’s creative community and will be glad to teach how to pronounce her last name to anyone interested.
Benjamin Favero
Benjamin Favero was born in Ogden, Utah where he earned his BA from Weber State University in English—Creative Writing with minors in French and Literary Editing. As new parents, Ben and his wife, Jenae, look forward to warm winters and sweltering summers in Las Vegas with their daughter Halle. On top of writing poetry, fiction and reading whatever he can get his hands on, Ben loves hiking, swimming, and playing basketball.

Meg Bernhard
Meg Bernhard is a freelance writer and reporter from California. Between 2017 and 2020, she lived in Spain and Belgium, where she worked on vineyards and as a stringer for The Los Angeles Times. Her other work has been published in The New York Times Magazine, The New Yorker, Guernica, Harper’s, and elsewhere. Her Hazlitt essay “Water or Sky?” about a friend’s drowning and finding meaning through shared grief, was anthologized in the 2021 Best American Travel Writing edition. She loves desert pavement.
Destiny Pinder-Buckley
Destiny Pinder-Buckley was born and raised (mostly) in South Dakota. She used to hate the place, but after traveling to 34 countries, she’s come to appreciate what the Midwest has to offer. She graduated with a B.A. in English and French and often wonders if she can speak either language correctly. This fall, her personal essay “Pandemic: You Are Here” will be published in an anthology about Sioux Falls, SD by Belt Publishing.
Billy Lezra
Billy Lezra (they/them) was born and raised in Spain. They earned degrees in creative writing and global humanities from Mills College and are the co-founder and editor-in-chief of Rough Cut Press, a monthly literary journal that publishes emerging and established voices from the LGBTQIA community. Their nonfiction has appeared in The Independent, Huff Post, and elsewhere. They are intrigued and excited to move from the coast to the desert.
Chris Falite
Chris Falite hails from just outside Boston, Massachusetts. His primary focus is literary nonfiction inside the political and social arena, and he’s currently working on ��a memoir of sorts.” His first book, To Whom It May Concern (an utterly warped and anxious odyssey into the psyche of American Democracy) documents his adventures as a freelance photographer during the 2020 Democratic Primary, the Coronavirus Pandemic, and the George Floyd protests. Separately, Chris enjoys doing everything and doing nothing, as long as it’s worth it. An East Coast soul through and through, he’s excited to explore the West.

Meet my MC: About the Future
Inara Hepburn (she/they)
New beginnings:
Inara will soon get a haircut done, that one haircut she was gathering courage for throughout her teenage years. An asymmetric chop, complete with semi-permanent purple highlights. Perfection! She'll also get her first ever tattoo, a prism with colours bursting, on her forearm. And of course, Ethan would plan weeks ahead to take a day off on the day of her appointment, just to be able to hold her hand through the entire process of her screaming her head off while getting the said tattoo.
Having created too much drama the first time, Inara will walk into the tattoo studio for a second round, this time like a mature adult, to get a stethoscope inked near her collarbone. This will originally be to foreshadow the release of her third book, the residency memoir, but unfortunately, she will fail to stick to that plan.
Speaking of the memoir, Hepburn's Stethoscope will originally be scheduled to release in 2022, but due to Inara's unfiltered commentary on the healthcare system, it's efficiency, American politics, and capitalism among other issues, the book will be rejected by several publishing houses. Due to their initial absence of permanent American citizenship, and hence the legal right to comment so strongly on those subjects, Inara too will temporarily shelve the project. Five years after residency/two years after their marriage to Ethan, with several edits, re-edits and a US citizenship in place, Inara will finally let the book out for the world to read, and sure enough, it will hit equally hard with both readers and critics.
Writing wise, Inara's next venture after the journal will be a spy thriller trilogy, based on a team of four agents who execute dangerous but necessary missions all around the world. The central character Veronica and her gang will become extremely popular, resulting in the second book being made into a movie.
In the activism department, Inara will start their own US based queer NGO, 'We the Rainbow People foundation', to legally advocate for LGBTQ+ rights, provide food, shelter, free physical and mental healthcare to queer people of all ages who aren't privileged enough to access those, as well as hold counseling sessions for parents of queer youth who want to learn more or are reluctant to come around.
Later down the line, Inara's ancestral home in Kolkata will be completely bought off by them, after paying due shares to their aunt and cousin. The Indian wing of Inara's NGO will be founded there. Said wing will be handed over to some prominent queer activists in Bengal for immediate supervision, and Kolkata will serve as the headquarters of We the Rainbow People, India.

Inara will continue to live with Ethan and Jenner in their shared condo till three years after their residency. At 32, they will get engaged, and eventually married to their longtime partner, and buy a new home together, beautifully placed in equal distance from city-life and the countryside.
Post marriage, Ethan will be wanting a baby, but Inara won't be particularly comfortable with the idea of getting pregnant or opting for surrogacy. Hence, biological kids would be out of question, but fate will find another way to seep a third human into their lives. Through her NGO, Inara will meet a two year old in an orphanage, abandoned in infancy by their parents, most probably because they're intersex. The couple will adopt the child and raise them as their own, albeit in a gender neutral way, until they are old enough to figure out what their gender identity is.
Iris Ramsey (they/them) will be an adorable kid, enthusiastic about science experiments and music from a young age. Their love for cats combined with their Renny's would prompt the entry of a fourth member in the Hepburn-Ramsey household.
The family might consider naming their new cat Ethan, cause it would kinda look and act like him, but with little Ethan being a close friend and a regular visitor to Iris' home, three Ethans in one house would be too much confusion. Inara will only tease Ethan with a joke about naming the kitty Kardashian, just to follow suit with Jenner. Ethan will grimace, the other two will laugh, but the cat will end up responding. Hence, the Ramsey ragdoll would be named Kardashian; 'Kardy' for short.
The Ramseys will keep meeting up with Alan and Naveen during all major yearly events like Christmas and New Year's. Naveen will also team up with Inara to occasionally conduct mini poojas for their family, and Iris would thoroughly enjoy the preparation process.
Awards and accolades:
The diagnostics team of Bloom Edenbrook, and that of Solomon Kenmore (headed by Dr. Aurora Emery), along with the immunology research teams of the respective hospitals will join hands to find a cure to Caroline Bloom's condition. For this milestone achievement in the history of medicine, Dr. Baz Mirani, Dr. Aurora Emery, Dr. Inara Hepburn and Dr. Timothy Riaz (head of research team, Kenmore) will be honoured with several awards from medical organizations and invited to address in conferences around the globe.
Dr. Hepburn will join Dr. Ramsey in the management of several epidemics over the years in different parts of the world. The World Health Organisation will thus honour them both with a special accolade to acknowledge their contribution in this regard.
After its delayed release, Inara's journal 'Hepburn's Stethoscope' will win the National Book Award for Non-fiction due to its "honest and detailed account of devastatingly true events." Her following releases consisting of all three parts of her spy series will receive nominations and awards on both national and international levels.
At 45, Inara will be honoured with the Gleitsman Citizen Activist Award for their contributions in aiding queer liberation.

Burned out by the pandemic, 3 in 10 health-care workers consider leaving the profession (Washington Post) It’s been months since Justin Meschler, 48, practiced medicine. And he wonders if he ever will again. He quit his job as an anesthesiologist during the pandemic last spring when fear began seeping into every part of his life. And what began as a few months off has now turned into something much longer. “I feel guilty for leaving. I think about the others who stayed on. I think about the patients I could have helped. I feel like I abandoned them,” Meschler said. “But mostly, I feel relieved.” A year into the pandemic, many others are joining Meschler at the door—an exodus fueled by burnout, trauma and disillusionment. According to a Washington Post-Kaiser Family Foundation poll, roughly 3 in 10 health-care workers have weighed leaving their profession. More than half are burned out. And about 6 in 10 say stress from the pandemic has harmed their mental health. Many traced their disillusionment to how the pandemic exposed and magnified the broken parts of America’s health-care system. “You look at staffing, preparedness, what the priorities were for many hospitals during the crisis, and it’s clear the industry is driven by profits rather than well-being of patients or health workers,” Meschler said from his home in Louisville, Colo. “It makes you question the whole system.”
House Democrats pass D.C. statehood, launching bill into uncharted territory (Washington Post) For the second time in history, the House passed legislation Thursday to make the District of Columbia the nation’s 51st state, bolstering momentum for a once-illusory goal that has become a pivotal tenet of the Democratic Party’s voting rights platform. The bill now heads to the Senate. But the political odds remain formidable. Republicans, who hold 50 seats, have branded the bill as a Democratic power grab because it would create two Senate seats for the deep-blue city. Not even all Senate Democrats have backed the bill as the clock ticks toward the 2022 midterm election. Voting rights groups have described a city of second-class citizens, a plurality of whom are Black, living in the nation’s capital without any say in the nation’s laws.
Bringing Up Baby, And Charging Them For It (NPR) Foster care is a public service that federal law and all 50 state laws require the government to pay for. Foster care agencies are funded through a web of federal and state grants and subsidies, which, again, taxpayers are supposed to pay for. 10% of children in the US foster care system are entitled to Social Security (SS) benefits, either because their parents have died or because they have a physical or mental disability that would leave them in poverty without financial help. This money—typically more than $700 per month—is considered the children’s property under federal law. Congress never intended that the SS benefits owed these children would be a funding stream for their foster care services. The Marshall Project teamed up with NPR to expose how foster care agencies in at least 36 states and Washington, DC have been appropriating money owed to children in foster care to pay for the very services the government is supposed to provide with taxpayer dollars. Agencies do it by combing through their case files to find kids entitled to these benefits, then applying to SS to become each child’s financial representative, a process permitted by federal regulations. Once approved, the agencies take the money, almost always without notifying the children, their loved ones, or their lawyers. Child Trends research shows that state foster care agencies collected more than $165 million from foster children in 2018 alone. And SS data indicates the number is likely much higher.
Biden to recognize Armenian genocide (Foreign Policy) According to multiple reports, U.S. President Joe Biden is to break a long-standing taboo this Saturday by officially recognizing the massacre of 1 million ethnic Armenian by the Ottoman Empire as a genocide. Biden had commemorated the Armenian genocide as a presidential candidate last year, but Saturday’s proclamation would make him the first sitting president to do so. The announcement is certain to anger NATO ally Turkey, which disputes the historical record and the use of the term.
Mexican mobile data law (Foreign Policy) On Tuesday, a judge blocked part of a new Mexican law that requires cellphone users to submit biometric data, such as fingerprints and eye scans. The measure had drawn pushback from privacy and consumer safety advocates. The judge wrote there was no causal relationship between such data gathering and better investigations of crimes—one official justification for the new law. It will now face further examination in the courts.
Human excrement ‘increasingly serious problem’ as Britain opens up but many bathrooms don’t (Washington Post) With Britain slowly easing its way out of its third nationwide lockdown, people across the country are enjoying a return to a sense of normalcy. Shops and gyms have reopened and parks are once again heaving with groups of up to six people—for many, it’s a welcome step forward and a joy to be back socializing outdoors. But what happens when nature calls? The issue of where to relieve oneself in a world where so many facilities have been shut in recent months has long been a concern in Britain. Many public bathrooms, in particular, were closed during the various lockdowns and remain unavailable. Across the country, police patrols have been stepped up in a bid to deter people from urinating in bushes, on beaches and on private allotments. The problem isn’t just in parks, with towns and cities complaining that people spending time outdoors had no choice but to defecate in the street—much to the horror of local residents who said the odor was so bad on certain streets they were unable to open their windows and had to clean up after others with bleach and water. Crew Of ‘Ever Given’ Could Be Stuck On The Big Boat For Years (Jalopnik) The news cycle may have moved on from the Ever Given, but the Ever Given still hasn’t moved on from its holding spot in the Great Bitter Lake in the middle of the Suez Canal after almost a month. The crew still stuck on the ship is very concerned about this, as there seems to be no sign that an agreement will be reached between Egypt and the Ever Given’s owners any time soon. Until there is an agreement in place, the crew is stuck there, and they could be for years. Apparently, it isn’t unusual for crew members to get trapped on ships caught in the middle of international shipping disputes. The Guardian details the fate of one sailor who has been the lone guardian of a ship for the last two years in the Gulf of Suez only 50 miles south of where the Ever Given has been held since it was freed back in March. He’s only allowed off the ship for two hour intervals to get food and water. The crew is stuck in the middle of a legal battle between the Suez Canal Authority, which is basically a stand-in for the Egyptian government, the owners of the Ever Given, Japanese company Shoei Kisen Kaisha Ltd and the operators of the ship, a German company called Bernhard Schulte. The SCA is demanding $916 million in damages due to the blockage while Shoei Kisen disputes those charges. Until the company pays up, the government of Egypt is holding on to the ship. The 26 crew members are reportedly in good spirits, but apprehensive according to representatives from the National Union of Seafarers of India, the trade union representing the Ever Given’s crew.
