Penjelasan yg mudah dimengerti awam tentang masalah reklamasi pantura Jakarta Posting-an Betti Alisyahbana di WhatsApp group GAK IA ITB : - - - - - - - - - - - - - - - - - - - Gara-gara ada politisi “SAntun NamUn korupSI” ditangkap KPK, persoalan reklamasi di Pantai Utara (Pantura) Jakarta menjadi sorotan publik. Di media mainstream dan social media bermunculan 'guru-guru' yang menerangkan mengapa begini, mengapa begitu, sedemikian sehingga orang yang kurang paham seperti saya jadi belajar juga. Reklamasi itu gampangnya adalah proyek penimbunan laut di depan garis pantai Jakarta pada areal sepanjang 32 km dengan lebar rata-rata 2 km sampai kedalaman 8 m, dengan kebutuhan bahan urugan sebanyak 330 juta m3, yang terdiri dari 17 pulau buatan (dari “A” sampai “Q”). Silahkan lihat petanya di berbagai media. Saya menangkap publik pada umumnya mengacaukan dua soal yang berbeda: soal “reklamasi” dan soal “zonasi”. Ini dua hal yang lain sama sekali. Soal reklamasi, itu amanat regulasi sejak tahun 1995 yang harus dijalankan oleh siapapun Gubernur DKI yang menjabat, berdasarkan Keppres 52/1995 yang sampai tulisan ini dibuat belum ada gugatan yang membatalkannya. Sedangkan soal zonasi itu adalah soal peruntukan mau dibuat apa saja nantinya di atas 17 pulau buatan seluas 5100 ha hasil dari reklamasi tersebut. Ya, 5100 ha mau diapakan ? Kita bisa bayangkan zonasi apa saja yang ada di perumahan Pondok Indah seluas hanya 700 ha itu. Atau juga di Bintaro Jaya yang seluas kira-kira 1000 ha. BSD City barangkali agak sebanding, lebih besar memang, yaitu seluas sekitar 6000 ha. You name it, bagi pengusaha properti, lahan 5100 ha di 17 pulau buatan di lokasi primer, itu termasuk nikmat Allah yang akan disyukuri dalam jangka panjang. Tidak heran penciuman KPK sudah sampai ke lingkaran yang selama ini dianggap the untouchable: Aguan Sugianto. Tetapi yang perlu digaris-bawahi apakah proyek reklamasi ini melulu soal komersial ? Jelas bukan ! Reklamasi itu bagian dari visi besar masa depan Jakarta menghadapi banjir (bagian dari konstruksi giant sea wall), menyediakan air bersih (water treatment di dalam tanggul giant sea wallitu), dan tentu saja mendorong pertumbuhan ekonomi di atas wilayah baru (terutama penerimaan pajak). Jadi where’s the catch yang diributkan dalam soal zonasi ini ? Begini, regulasi sudah atur 45% lahan itu jalur hijau (ini jelas teritori Pemprov DKI Jakarta), maka yang boleh dikembangkan adalah yang 55%. Dari yang 55% itu, regulasi mengatur bahwa Pemprov DKI memperoleh hak setara 5% dari luas areal netto yang direklamasi. Ini disebut kontribusi dalam bentuk lahan. Banyak orang salah kaprah bahwa Ahok mau menaikkan kontribusi dalam bentuk lahan ini dari 5% menjadi 15%. Kontribusi lahan tidak berubah, tetap 5%. Yang direvisi oleh Ahok dalam Raperda Rencana Zonasi dan Wilayah Pesisir Pantai Utara dan Perda nomor 8 tahun 1995 tentang Pelaksanaan Reklamasi dan Rencana Tata Ruang Pantura Jakarta adalah, adanya kontribusi tambahan sebesar 15% dari nilai NJOP lahan, tetapi bukan dalam bentuk uang, melainkan in natura, seperti bangunan fisik. Untuk apa kontribusi tambahan ini ? Untuk biaya membangun di atas jatah lahan Pemprov DKI yang 5% tadi. Sekali lagi, bukan kontribusi lahan dinaikan dari 5% menjadi 15%, melainkan, selain kontribusi lahan yang 5%, ada lagi kontribusi tambahan senilai 15% dari NJOP yang diwujudkan dalam bentuk development yang dinginkan oleh Pemprov DKI. Dan perlu diperjelas juga, dua kewajiban pengembang ini di luar kewajiban fasos/fasum. Dalam klausul izin reklamasi kepada PT Muara Wisesa Samudra (SK Gubernur No 2238 Tahun 2014), misalnya, tertulis : “memberikan kontribusi lahan seluas 5% dari total luas lahan areal reklamasi nett yang tidak termasuk peruntukan fasos/ fasum untuk diserahkan kepada Pemerintah Provinsi DKI Jakarta.” Maka jelaslah ini agenda distribusi keadilan sosial yang sedang dimainkan oleh Ahok. Dari situlah dia akan membangun untuk kepentingan orang-orang kecil, seperti yang sudah dia buktikan melalui infratruktur dan berbagai fasilitas sosial bagi mereka yang tergusur di Waduk Pluit, Kampung Pulo atau Kali Jodo, misalnya. Ahok tidak mau para buruh di Kawasan Ekonomi Khusus (KEK) di sekitar Marunda nantinya, atau para nelayan, harus tinggal jauh di pinggiran Jakarta padahal bekerja sehari-hari di situ. “Kawasan tersebut kan bukan cuma ditempati oleh masyarakat kalangan atas, tetapi kalangan menengah ke bawah yang mencari nafkah di pulau reklamasi,” kata Ahok. Estimasi yang dibuat Agung Podomoro Land, misal lain lagi, harga tanah per meter hasil reklamasi akan berkisar Rp..22-32 juta. Kalangan masyarakat mana yang mampu beli ? Maka Ahok lah yang harus mewujudkan option for the poor agar mereka bisa tinggal di situ melalui mekanisme retegulasi. Ahok sendiri berseloroh, “15% ini jatah preman”. Soal kontribusi tambahan 15% inilah yang oleh para taipan properti itu mau disatukan, dikonversi dari yang 5% kontribusi lahan saja, melalui berbagai lobi, yang akhirnya berujung skandal suap kepada si politisi santun kita tersebut di atas. Pengusaha maunya 5% kontribusi lahan saja, sedangkan Ahok maunya 5% kontribusi lahan + 15% kontribusi tambahan (untuk bisa membangun di atas 5% lahan itu). Dari sini bisa terlihat perbedaan visi di antara keduanya, dan betapa Ahok begitu tega “memalak”. Sudah bertingkah mirip Si Pitung dia. Untunglah Ahok rencananya akan menamakan area pelabuhan baru bertaraf internasional di Marunda nanti “Kawasan Ekonomi Khusus Ali Sadikin”, dan bukannya “Kawasan Ekonomi Khusus Si Pitung”. Sejarah ilmiah memang harus dibedakan dari legenda romantis. Rasionalitas di atas emosionalitas. Ali Sadikin dulu juga tidak mengasosiasikan proyek pembangunannya dengan Si Pitung yang legendaris, melainkan dengan Muhammad Husni Thamrin yang historis. Catatan : Banyak orang, khususnya pejabat dan politisi korup jadi mati kutu kena sepak terjang Ahok. Maka mulailah mereka mengajak kelompok dan kroninya menebar isu dan fitnah penuh kebencian. Asap dan bau busuk tidak bisa dibungkus, masyarakat, terutama kaum muda kita makin cerdas. Mereka tahu, mana yang baik dan mana yang busuk, maka tidak heran, lahirlah gerakan moral "People Power" yang bernama Teman Ahok. Mohon share ke yg lain jika setuju bahwa program Gub.
