Last week, the U.S. Senate confirmed Judge Melissa DuBose to the U.S. District Court for Rhode Island, making her the first person of color and the first openly LGBTQ judge to serve on this Court.

Judge DuBose is also the 100th Black woman ever confirmed to a lifetime federal judgeship in the United States.

540 Local Elected Officials From All 50 States Urge Prez Trump to Import More Refugees to U.S.

Joe Biden has promised to make this happen, including taking in foreigners from terrorist hotspots around the world. In fact, Joe Biden was one of the original architects of the fraud-ridden refugee program that has destroyed neighborhoods across the U.S.

I told you here that the refugee industry was working on a letter to the President urging him to get the refugee flow into America moving again.

Yesterday they sent the letter with 540 signatories.

Says Amnesty International:

By signing this letter, these elected officials have joined together to voice their commitment to welcoming refugees in their communities and reviving the United States’ legacy as a leader in refugee resettlement.

I notice something missing from the letter. It avoids giving the President a number, but the industry has made it very clear!

They want 95,000 refugees to begin arriving on October first.

The President could make a decision this month on how many refugees might be invited to live in the US in FY2021. He could also legally set the ceiling at zero.

I don’t know why the organizers think that these open borders advocates will hold any sway with the President, but they sure make it handy for you to identify the other side where you live. Target them for retirement when they come up for re-election!

Graphic Novels in Spanish

The School’s two graphic novels about how sentences are served have been translated into Spanish.

In Prison: Serving a Felony Sentencing in North Carolina is now available as En La Cárcel: Cumplir una Pena de Cárcel en Carolina del Norte.

On Probation: Serving a Probationary Sentence in North Carolina is now available as En Libertad Condicional: Cumplir una Sentencia de Libertad Condicional en Carolina del Norte.

Dr. Tamara Cabrera of the UNC Department of Romance Studies completed the translations. I thank her for her careful work. As you can imagine, the books include a lot of legal terminology and jargon that didn’t always have a perfect translation. We reached out to friends and colleagues for advice, and whenever possible tried to match our word choices with the Spanish versions of the forms available from the Administrative Office of the Courts.

As with the English versions, the goal of these publications is to provide an accessible resource for defendants, victims, and their families, explaining as clearly as possible what the numbers and words on a criminal judgment mean in real life. It is not a perfect time to release these books in light of some of the temporary changes in place due to COVID-19 (for example, sentence credit rules are in flux, and the CRV centers are not operating as usual). But the basic structure remains unchanged, and I hope the books will provide some helpful guidance to those who need it.

I thank my coauthors and Dr. Cabrera for working to expand that outreach. I also thank my colleagues Kevin Justice, Melissa Twomey, Owen DuBose, and Sonja Matanovic for their work producing the book. Printed versions will be available for purchase here.

Barbara Anne Brock DuBose

Barbara Anne Brock DuBose, 84, of Moore, SC, died Wednesday, September 4, 2019, at Spartanburg Regional Hospice Home. Born July 6, 1935, in Hendersonville, NC, she was the daughter of the late Homer Justice Brock and Annie Arledge Brock and widow of Marvin McBride DuBose Jr. Mrs. DuBose served as a Sunday School teacher and was a member of Lyman United Methodist Church as well as a former member of Reidville Road United Methodist Church. She earned a Bachelor Degree from USC and retired from Southern Wood Piedmont and Cryovac. Survivors include her sons, Brian M. DuBose (Melissa) of Inman, SC and Glenn R. DuBose of Moore, SC; three grandchildren; one great-grandchild; and her Beagle buddy, Riley. In addition to her parents and husband, she was predeceased by a brother, Homer Brock. A graveside service will be conducted at 11:00 AM Saturday, September 7, 2019, in Greenlawn Memorial Gardens, 1300 Fernwood-Glendale Rd., Spartanburg, SC 29307, by The Rev. Brian Gilmer and The Rev. Cliff Jones and Melissa Dubose: A Cry In The Night

We keep getting word of leads and men that have been question during the extensive investigation involving the missing and deceased women in our town. Recently, we received word a peculiar late night encounter between Melissa Dubose and Cliff Jones.

It's been said that the two were spotted having an altercation as Miss. Dubose tried to get away from him. Our source said they lost sight of the pair after he followed the very agitated woman down a different street. Moments later tough, a loud scream was heard coming from the direction they'd disappeared into.

Thankfully, Ms. Dubose seems to be alright, but we can't help but wonder if she's hiding something that could prove crucial in the investigation.

Graphic Novels in Spanish

The School’s two graphic novels about how sentences are served have been translated into Spanish.

In Prison: Serving a Felony Sentencing in North Carolina is now available as En La Cárcel: Cumplir una Pena de Cárcel en Carolina del Norte.

On Probation: Serving a Probationary Sentence in North Carolina is now available as En Libertad Condicional: Cumplir una Sentencia de Libertad Condicional en Carolina del Norte.

Dr. Tamara Cabrera of the UNC Department of Romance Studies completed the translations. I thank her for her careful work. As you can imagine, the books include a lot of legal terminology and jargon that didn’t always have a perfect translation. We reached out to friends and colleagues for advice, and whenever possible tried to match our word choices with the Spanish versions of the forms available from the Administrative Office of the Courts.

As with the English versions, the goal of these publications is to provide an accessible resource for defendants, victims, and their families, explaining as clearly as possible what the numbers and words on a criminal judgment mean in real life. It is not a perfect time to release these books in light of some of the temporary changes in place due to COVID-19 (for example, sentence credit rules are in flux, and the CRV centers are not operating as usual). But the basic structure remains unchanged, and I hope the books will provide some helpful guidance to those who need it.

I thank my coauthors and Dr. Cabrera for working to expand that outreach. I also thank my colleagues Kevin Justice, Melissa Twomey, Owen DuBose, and Sonja Matanovic for their work producing the book. Printed versions will be available for purchase here.

On Probation: A New Graphic Novel

We wrote another comic book. This one is about probation.

I’m pleased to announce the availability of the School of Government’s second graphic novel, On Probation: Serving a Probationary Sentence in North Carolina. It is available for purchase here. I wrote it along with my friend Chad Owens, who is the senior policy administrator for the Community Corrections section of the North Carolina Department of Public Safety. Jason Whitley, a talented designer and artist who works at UNC’s School of Pharmacy, did the illustrations.

The book is a follow-up to our first graphic novel, In Prison, Serving a Felony Sentence in North Carolina. The second issue begins at the same moment as the first: sentencing of a Prior Record Level I defendant convicted of a Class G felony. But in this book, instead of receiving an active sentence, the defendant’s 10-21 month term of imprisonment is suspended and he is placed on probation for 36 months.

The book then follows how a typical case would play out from that point, from the risk-needs assessment that probation officers do during the first 60 days of supervision to the eventual possibility of revocation, termination, or expiration. We incorporated most of the key components of Justice Reinvestment related to probation, including quick dips, CRV, and the distinction between new crimes, absconding, and technical violations of probation.

As with In Prison, the primary intended audiences for the book are defendants, victims, and their families. Our intention was to describe, in the plainest language we could, what probation and probation violation hearings are really like. I hope that probation officers, lawyers, and judges might also find it useful, both for themselves and as a tool to explain the law to those who don’t work in the court system. I say this in the book’s introduction, but it bears mentioning again: I hope no one is offended by our effort to present a serious subject in illustrated form. The goal (as with any of my publications, actually) is to present the information in the most accessible way possible.

I want to thank Chad and Jason for creating the book with me, and my colleagues Kevin Justice, Melissa Twomey, and Owen DuBose for their work producing it.
