Movie Odyssey Retrospective
Fun and Fancy Free (1947)
About midway through Walt Disney Productions’ (now Walt Disney Animation Studios) run of package films, it is easy to see how the creative engines of the studio’s staff were beginning to fall apart. Walt’s studio remained deeply in debt even as World War II concluded and its propaganda commitments ended. As such, the low-budgeted but decently-grossing package films remained the studio’s focus, as these films helped the studio financially afloat and to keep the animators in passable artistic shape. The fourth of six films from that era, Fun and Fancy Free – with Jack Kinney, Hamilton Luske, and Bill Roberts directing the animation and William Morgan directing the live-action sequences – contains a poor pairing of two extended short segments and a connecting/framing segment devoid of inspiration. Upon release, the film was instantly the least artistically inspired feature that the studio had completed. Fun and Fancy Free’s nearly nonexistent legacy among other features in the Disney animated canon is no surprise.
Fun and Fancy Free is divided into three: two longer animated segments (the second far more famous than the first) with a transitional live-action segment in its center. Jiminy Cricket (voiced by Cliff Edwards) is present at the film’s beginning, transitional middle, and conclusion.
Jiminy introduces the audience to the story of Bongo, which tells the tale of the eponymous circus bear who want to break free of the circus and live as a wild bear. Bongo will escape, but is disillusioned on his first lonely night in the forest. That is all quelled when he stumbles into a female bear – Lulubelle – he is instantly attracted to. Lulubelle’s feminine charms work because she has eyelashes and a pink bow on top of her head. How could the viewer possibly tell otherwise? Dinah Shore, better known for her music career at this time, narrates Bongo. And the fact that Shore narrates the segment may be the only tolerable aspect to it. What follows is a 30-minute extended short that feels five times too long. As pleasant as Shore’s singing voice is for Bongo’s forgettable songs, this first half to the film will wear the stamina. We learn that the bears of the forest show affection for another by slapping them – not some light pat on the cheeks, mind you, but a full-bodied, potentially cheekbone-breaking wallop to the face.
Bongo’s tedious slapstick seems ripe for a decent Disney animated short film – goodness knows how meta Metro-Goldwyn-Mayer (MGM) might have approached it or how suggestively Warner Bros. could have depicted the ursine wooing. As strange as the premise can be and as painterly as some of the backgrounds are (albeit not close to the standards set in Disney’s Golden Age), they cannot save Bongo from its narrative disinterest and tired romantic plotting. For readers with children who see this film, a conversation about the bears’ slapping habits is necessary. Fun and Fancy Free’s first half depicts what justifiably interpreted as a cheerful portrayal of domestic abuse – behavior that might rub off on impressionable youngsters. As part of the Disney animated canon, Bongo is like an animators’ calisthenics – a minor routine for more important exercises to come.
With Bongo out of the way, we now come to an interstitial before commencing with Mickey and the Beanstalk (Fun and Fancy Free’s primary claim to fame). This transition stars child actress Luanna Patten as herself attending her own birthday. Her birthday party is just across the street in the household of ventriloquist Edgar Bergen. Bergen is there, along with his dummies Charlie McCarthy and Mortimer Snerd. Bergen and his dummies were at the height of their popularity in the 1940s – instantly recognizable then, more likely to inspire quizzical glances from audiences in the early 2020s. These several minutes are a decent display of Bergen’s considerable talents, but they assume a familiarity with his work that feels quite dated in the present day (you never know, ventriloquists may someday return to mainstream American culture). They are here to begin telling the story of Mickey and the Beanstalk to Luanna Patten.
For Mickey and the Beanstalk (based on the “Jack and the Beanstalk” fairy tale), Mickey is joined by his friends Donald Duck and Goofy for yet another misadventure. The starving trio are living together – short on luck, short on money. Mickey makes a unilateral decision to sell their only cow for a container of magical beans. Donald, incensed as always, rages at Mickey, and throws the beans away. But the beans are indeed magical and, overnight, a beanstalk sprouts and carries their farmhouse skyward, to the domain of an ill-tempered giant. On occasion, one of Bergen’s dummies or Luana Patten herself will interject during the telling of this tale – an inconvenience, but not overly grating.
Like Bongo, Mickey and the Beanstalk, was a long-gestating plan that, before the United States’ entry into World War II, was planned as a feature (a feature-length Bongo might just make me croak). But the substitution of Jack for Mickey, Donald, and Goofy was not always part of the original plan. In 1940, when Walt first heard the pitch to have Mickey Mouse featured prominently in such a film, he found the idea hilarious. Despite his gut-bursting laughter, Walt told the pitching story writers (Bill Cottrell and T. Hee) that they, “murdered my characters,” and, “destroyed what I’ve been working years to build up.”
Walt’s most cutting criticism towards Cottrell and Hee concerned Mickey. The brash, mischievous Mickey Mouse of the 1920s and ‘30s would rarely be seen again – to Walt’s disappointment in his writing staff. With the studio’s financial situation, wartime commitments, and other projects commanding Walt’s attention, he became disenchanted with his creation, his studio’s mascot. Fun and Fancy Free is the last film in which Mickey is voiced by Walt Disney; he gave the role to sound effects artist Jimmy MacDonald in 1948 (a role MacDonald kept until 1976). And in Fun and Fancy Free, Donald runs roughshod over Mickey and Goofy. If Mickey, Donald, and Goofy had no reputation prior to this film, one might wonder why bother crediting Mickey as a title character in this segment. With Mickey and the Beanstalk, the studio’s mascot was cemented as a somewhat naïve, charming, romantic lead. Mickey’s characterization in this film has held to the present day.
Mickey and the Beanstalk – created in part because Walt’s staff wanted to have their boss voice Mickey once more – exemplifies greater effort than the work on Bongo. It may not be enough to counteract the aftertaste left by Bongo, but contains artistic inventiveness and sly humor that make it one of the better, but not among the best, pieces featuring Mickey and his friends. It closes a wildly uneven film – inessential to the Disney animated canon, but indispensable when pertaining to the history of Mickey Mouse.
Walt Disney Productions continued to make money with the package films, including Fun and Fancy Free, but critics and audiences were becoming impatient with the format and artistic decisions. Innovation in animated feature films had stalled at the Disney studios, as well as American animation at large. Disney’s domestic animation competitors were beholden to the cel animation the studio had standardized in the industry. Whatever artistic daring there was in animated cinema during the 1940s lied abroad, in Europe and Asia. In the immediate post-War years, films like Princess Iron Fan (1941, China); The Lost Letter (1945, Soviet Union); The Czech Year (1947, Czechoslovakia); The Humpbacked Horse (1947, Soviet Union); and others underlined the innovation coursing through animated cinema. The histories of these films and their filmmakers are mostly unwritten, due to Communist shenanigans and Disney’s modern stranglehold on preconceptions about animated cinema.
In an era where Walt Disney Productions was adrift, the likes of Snow White and the Seven Dwarfs (1937) and Fantasia (1940) were beginning to seem anomalous, rather than a standard by which the studio measured itself. In 1947 following Fun and Fancy Free’s release, the studio showed no public signs of returning to non-package animated features. Quietly, within the studio’s Burbank campus, the animators were assembling the pieces necessary for that very return.

Fun and Fancy Free (1947) Cast: Edgar Bergen, Luana Patten; voices of Dinah Shore, Cliff Edwards, Billy Gilbert, Walt Disney, Clarence Nash, Pinto Colvig, Anita Gordon. Screenplay: Homer Brightman, Harry Reeves, Ted Sears, Lance Nolley, Eldon Dedini, Tom Oreb; "Bongo" based on a story by Sinclair Lewis. Production supervisor: Ben Sharpsteen. Film editing: Jack Bachom. Music: Eliot Daniel, Paul J. Smith, Oliver Wallace. Fun and Fancy Free, which comprises two featurettes, Bongo and Mickey and the Beanstalk, is hardly prime Disney, but I cherish it for featuring the voice of a now underrated singer, Dinah Shore. (If you don't think she was good, check out her holding her own with two of the greatest voices of the 20th century, Joan Sutherland and Ella Fitzgerald, in a performance of Gilbert and Sullivan's "Three Little Maids From School" on YouTube.) Bongo, though charmingly narrated by Shore, is a sort of reworking of Dumbo (1941), about the liberation of a circus animal, and it gets a little dull when Bongo finds love in the form of the flirtatious Lulubelle, with the usual kitschy Valentine motifs that Disney animators were so fond of. Mickey and the Beanstalk is better, with some witty animation when the beanstalk grows through the night, lifting the sleeping Mickey, Donald, and Goofy high into the air, dumping them from their beds but swiftly rescuing them. There's also some funny stuff when Goofy finds himself atop an enormous blob of gelatin on the giant's dining table, and Billy Gilbert does some great voice work as Willie the Giant. The section is framed by a live action sequence featuring a party thrown by Edgar Bergen, Charlie McCarthy, and Mortimer Snerd for the very young Luana Patten, who had just made her debut in Song of the South (1946) and would work for Disney till the onset of puberty. Jiminy Cricket serves as a kind of bridge between the live action and the cartoon, but only Charlie McCarthy's wisecracks add much to a fairly unnecessary frame story. Both of the featured stories had originally been planned for feature-length films, but had been shelved during the war and suffered cutbacks during the uncertainty about how the studio would fare in the postwar years.

United Nations Human Rights
UN Human Rights Chief Urges Immediate, Transformative Action to Uproot Systemic Racism
“I am calling on all States to stop denying and start dismantling racism; to end impunity and build trust; to listen to the voices of people of African descent; and to confront past legacies & deliver redress.”
Tumblr media
GENEVA (28 June 2021) — UN High Commissioner for Human Rights Michelle Bachelet on Monday issued an urgent call for States to adopt a “transformative agenda” to uproot systemic racism, as she published a report casting a spotlight on the litany of violations of economic, social, cultural, civil and political rights suffered by people of African descent – on a daily basis and across different States and jurisdictions.
The report states that the worldwide mobilization of people calling for racial justice has forced a long-delayed reckoning with racism and shifted debates towards a focus on the systemic nature of racism and the institutions that perpetrate it.
“The status quo is untenable,” High Commissioner Bachelet said. “Systemic racism needs a systemic response. There needs to be a comprehensive rather than a piecemeal approach to dismantling systems entrenched in centuries of discrimination and violence. We need a transformative approach that tackles the interconnected areas that drive racism, and lead to repeated, wholly avoidable, tragedies like the death of George Floyd.”
“I am calling on all States to stop denying, and start dismantling, racism; to end impunity and build trust; to listen to the voices of people of African descent; and to confront past legacies and deliver redress.”
The UN Human Rights Office was mandated in June 2020 by Human Rights Council resolution 43/1 – in the wake of the murder of George Floyd in the United States – to produce a comprehensive report on systemic racism, violations of international human rights law against Africans and people of African descent by law enforcement agencies, government responses to anti-racism peaceful protests, as well as accountability and redress for victims.
The analysis carried out by the Office is based on online consultations with over 340 individuals, mostly of African descent; over 110 written contributions, including with States; on a review of publicly available material; and on additional consultations with relevant experts.
The report details the “compounding inequalities” and “stark socioeconomic and political marginalization” that afflict people of African descent in many States. Across numerous countries, most notably in North and South America and in Europe, people of African descent disproportionately live in poverty and face serious barriers in accessing their rights to education, healthcare, employment, adequate housing and clean water, as well as to political participation, and other fundamental human rights.
“The dehumanization of people of African descent […] has sustained and cultivated a tolerance for racial discrimination, inequality and violence,” the report says.
In examining deaths at the hands of law enforcement officials in different countries with varying legal systems, the report found “striking similarities” and patterns – including in the hurdles families face in accessing justice.
While there is a lack of comprehensive official disaggregated data in individual countries regarding police killings of people of African descent, a patchwork of available data paints “an alarming picture of system-wide, disproportionate and discriminatory impacts on people of African descent in their encounters with law enforcement and the criminal justice system in some States,” the report says.
The report sets out three key contexts in which police-related fatalities have occurred most frequently: the policing of minor offences, traffic stops and stop-and-searches; the intervention of law enforcement officials as first responders in mental health crises; and the conduct of special police operations in the context of the “war on drugs” or gang-related operations. In many of the cases examined, the information shared indicates that the victims did not appear to pose an imminent threat of death or serious injury to law enforcement officials, or to the public, that would justify the level of force used.
The High Commissioner’s analysis of 190 deaths demonstrated that law enforcement officers are rarely held accountable for human rights violations and crimes against people of African descent, due in part to deficient investigations, a lack of independent and robust oversight and complaint and accountability mechanisms, and a widespread “presumption of guilt” against people of African descent. With rare exceptions, investigations, prosecutions, trials and judicial decisions fail to consider the role that racial discrimination, stereotypes and institutional bias may have played in the deaths. Seven illustrative cases were particularly closely examined: Luana Barbosa dos Reis Santos and João Pedro Matos Pinto (Brazil); George Floyd and Breonna Taylor (United States); Kevin Clarke (United Kingdom); Janner (Hanner) García Palomino (Colombia) and Adama Traoré (France).
Families of those who died after an encounter with law enforcement officials told UN human rights staff of their fervent desire to establish the truth about how their loved ones died, to hold those responsible to account as well as to prevent others from suffering a similar fate. Many of the families “felt continuously betrayed by the system,” and spoke of “a profound lack of trust,” the report notes, adding that “it often falls on victims and families to fight for accountability without adequate support.”
“Several families described to me the agony they faced in pursuing truth, justice and redress – and the distressing presumption that their loved ones somehow ‘deserved it’,” Bachelet said. “It is disheartening that the system is not stepping up to support them. This must change.”
The report also sets out concerns of “excessive policing of Black bodies and communities, making them feel threatened rather than protected,” citing the criminalization of children of African descent as one key issue.
Credible and consistent allegations were also received about differential treatment, and unnecessary and disproportionate use of force in the context of anti-racism protests, notably in the United States. In that context, large numbers of protesters were arrested, the report notes, and there were numerous disparaging comments from officials against the protesters, including labelling them as “terrorists” and “sick and deranged anarchists and agitators”.
The report states that while charges were reportedly dropped against the majority of those arrested, “the clampdown on anti-racism protests that has occurred in some countries must be seen within a broader context in which individuals who stand up against racism face reprisals, including harassment, intimidation and sometimes violence.”
“The voices of those seeking racial justice and equality for people of African descent must be heard and acted on,” the report says, adding that civil society activism is “crucial for advancing ideas and aspirational goals in the public domain as a constructive way of affecting change.”
“The Black Lives Matter movement and other civil society groups led by people of African descent have provided grassroots leadership through listening to communities,” Bachelet said. “They are also providing people with the necessary agency and empowerment that enables them to claim their human rights. Such efforts should receive funding, public recognition and support.”
The High Commissioner’s recommendations included that the Human Rights Council either establish a specific, time-bound mechanism, or strengthen an existing mechanism to advance racial justice and equality in the context of law enforcement in all parts of the world.
The report also identifies a “long-overdue need to confront the legacies of enslavement, the transatlantic trade in enslaved Africans and colonialism, and to seek reparatory justice.”
While the report highlights some promising local, national and regional initiatives to undertake truth-seeking and limited forms of reparations, including memorialization, acknowledgements, apologies and litigation, “no State has comprehensively accounted for the past or for the current impact of systemic racism.” Instead, there remains a pervasive failure to acknowledge the existence and impact of systemic racism and its linkages with enslavement and colonialism.
The High Commissioner called upon all States to adopt “whole-of-government” and “whole-of-society” reforms and responses, through adequately resourced national and regional action plans and concrete measures developed through national dialogues, with the meaningful participation and representation of people of African descent.
She stressed the importance of “debunking false narratives that have permitted a succession of racially discriminatory policies and systems to persist and enabled people and governments to deny both what is still happening now, as well as what happened in the past.”
“States must show stronger political will to accelerate action for racial justice, redress and equality through specific, time-bound commitments to achieve results. This will involve reimagining policing, and reforming the criminal justice system, which have consistently produced discriminatory outcomes for people of African descent,” Bachelet said. “It is essential that we finally act to ensure that problematic cycles and patterns do not just go on repeating themselves. There is no excuse to continue avoiding truly transformative change. My Office stands ready to assist States in pursuing transformative change towards justice and equality.”
“Racial discrimination in law enforcement cannot, as the Human Rights Council recognized, be separated from questions of systemic racism,” the High Commissioner concluded. “Only approaches that tackle both the endemic shortcomings in law enforcement, and address systemic racism – and the legacies it is built on – will do justice to the memory of George Floyd and so many others whose lives have been lost or irreparably damaged.”
