Can Any Indian Citizen Buy A Property In North East India?
The Modi administration declared significant modifications to legislation in the Union Territory of Jammu and Kashmir on October 26th, using powers provided to the Centre underneath the Jammu and Kashmir Reorganisation Act 2019.
The headline modifications basically allow outsiders to acquire land in J&K by eliminating legislation and statutory rules of the former state that prohibited the ownership of property in J&K to 'permanent inhabitants'.
The lifting of limitations on outsiders purchasing land in J&K has long been hailed by proponents of the Modi government's decision to terminate the former state's special status. Governor Manoj Sinha has lauded the move's industrial ramifications, while BJP politicians like Sambit Patra have enthusiastically declared on social networks that anyone may now buy property in J&K.
Non-tribal people and foreigners are not permitted to purchase land in Sixth Schedule territories, while the Northeast has various state-specific regulations.
As Article 244 of the Indian Constitution, the Sixth Schedule contains provisions for the governance of tribal territories in Assam, Meghalaya, Tripura, and Mizoram.
Mizoram and Nagaland (except Dimapur) are, on the other hand, protected by Articles 371G and 371A of the Indian Constitution, and indigenous people have land ownership rights, and several states in the area have Inner Line Permit (ILP) provisions.
The Sixth Schedule of the Indian Constitution empowers Autonomous District Councils (ADCs) to pass rules prohibiting foreigners from purchasing tribal territory.
Articles 371A for Nagaland and 371G for Mizoram have provided specific authority to refuse any new Acts of Parliament until adopted by a resolution voted by the state's legislative assembly and to defend their rights to their land, customs, and religion.
Inner Line Permit (ILP) is relevant in Mizoram, Nagaland, and Arunachal Pradesh underneath the Bengal Eastern Frontier Regulation of 1873, which requires citizens from other parts of India to obtain permits to enter these states in order to control influx, and outsiders are not permitted to acquire property in the Sixth Schedule and other tribal areas, such as the hills of Manipur.
Prestone Tynsong, Deputy Chief Minister of Meghalaya, stated that there are Sixth Schedule and non-Sixth Schedule territories in Meghalaya.
"There are certain provisions for non-tribal people to acquire land in non-Sixth Schedule regions, including sections of the state capital Shillong as well as some grasslands of the Garo Hills area," Tynsong added.
Assam has several Sixth Schedule regions, and many parts fall underneath the tribal belt, where non-tribal people cannot acquire land. Under the Sixth Schedule of the Indian Constitution, there are three Autonomous Councils: the Bodoland Territorial Council, the Dima Hasao Autonomous District Council, and the Karbi Anglong Autonomous District Council.
Aside from these, Assam has 17 tribal straps and 30 blocks in the districts of Morigaon, Tinsukia, Darrang, Sonitpur, Nagaon, Lakhimpur, Kamrup, Goalpara, Dhemaji, and Bongaigaon, and four districts under the Bodoland Territorial Council (BTC) where non-tribals are prohibited from purchasing land.

Farmers' Protests In Delhi Today Demanding MSP Guarantee, Other Key Reforms; Major Traffic Curbs In Place
Farmers, under the banners of the Samyukta Kisan Morcha (a non-political organisation) and the Kisan Mazdoor Morcha (KMM), have been protesting at the Shambhu and Khanauri border points between Punjab and Haryana since February 13, after their attempt to march to Delhi was blocked by security forces.
From December 6 onwards, more farmers are expected to join the protest, with the march taking place daily from 9 am to 5 pm. The protesting farmers will spend the night on the road.
Farmers' Demands
Speaking to the media on Sunday, Kisan Mazdoor Morcha (KMM) leader Sarwan Singh Pandher highlighted that the farmers have been protesting at Shambhu and Khanauri for 293 days. He criticised the BJP-led government for not engaging in any talks with the farmers since February 18. Pandher accused the Centre of avoiding dialogue and reiterated that the farmers are rejecting contract farming, instead demanding a legal guarantee for the Minimum Support Price (MSP) of crops.
A three-member panel of Union ministers - Arjun Munda, Piyush Goyal, and Nityanand Rai - had met with farmer representatives on February 18, but the farmers rejected the Centre's proposal to purchase pulses, maize, and cotton at the MSP for five years. In addition to the legal guarantee on MSP, the protesters are demanding a farm loan waiver, pensions for farmers and farm labourers, no increase in electricity tariffs, the withdrawal of police cases, "justice" for the victims of the 2021 Lakhimpur Kheri violence, the reinstatement of the Land Acquisition Act, 2013, and compensation for the families of farmers who died during the previous agitation in 2020-21. Guramneet Singh Mangat, another farmer leader, mentioned that when the first group of farmers begins its march towards Delhi on December 6, other farmer bodies from Kerala, Uttarakhand, and Tamil Nadu will also organise marches towards their respective state assemblies.

SSP Nagar: A New Chapter in the History of Namdarpurwa
The new name of Namdarpurwa village is SSP Nagar and it comes under Dhaurahra block of Lakhimpur Kheri district of Uttar Pradesh.
This place was the land of farmers. The full name of SSP is Siyaram Shivrani Parmanand. People of SC category live in this village. Today people call it SSP Nagar.
Namdarpurwa, now known as SSP Nagar, has long been a small but thriving community of farmers under the Dhaurahra block in the Lakhimpur Kheri district of Uttar Pradesh.
Renamed in honor of a local figure whose initials form the name “SSP,” this village holds a rich history rooted in agriculture and a sense of pride in its close-knit community.
SSP Nagar, with its full name as Siyaram Shivrani Pramanand Nagar, reflects a meaningful transformation, as it shifts from a traditional farming village to one with a modernized identity while keeping its strong community ties.
Historical Significance of SSP Nagar In the past, Namdarpurwa was known primarily for its farming lands and the diligent work of its inhabitants. The fields in the region are fertile, offering an abundance of agricultural potential that supports the villagers’ livelihoods and sustains their families.
Farming has been the cornerstone of this village’s economy and culture for generations, shaping the lives, values, and day-to-day activities of its people.
The rebranding to SSP Nagar was done to commemorate and honor the legacy of Siyaram Shivrani Pramanand, an important figure in the community. While details about Pramanand’s life and contributions may vary in local oral histories, the people of SSP Nagar hold him in high esteem.
This rebranding symbolizes more than a name change — it represents a tribute to a respected individual and is a reflection of the community’s values of respect, honor, and unity.
Demographics and Social Fabric SSP Nagar is predominantly home to people of the Scheduled Caste (SC) community. This demographic composition has greatly influenced the social dynamics, cultural practices, and communal bonds within the village.
The SC community here is known for its resilience, industriousness, and dedication to creating a prosperous life despite challenges.
These qualities have given SSP Nagar a unique character, as the people are united by a shared history and the common experience of working the land.
In recent years, government initiatives and programs for the welfare of SC communities have reached the village, bringing education, healthcare, and social development resources.
However, there is still a gap in resources compared to urban areas, which underscores the importance of continued governmental and social support to improve the living standards and opportunities in SSP Nagar.
Transition from Namdarpurwa to SSP Nagar The renaming from Namdarpurwa to SSP Nagar was a momentous change for the villagers. Not only did it represent a new identity, but it also became a matter of pride for the residents.
The name SSP Nagar embodies the spirit of the community, with each letter — Siyaram, Shivrani, and Pramanand — representing a legacy they honor. This change resonates particularly well with the younger generation, who feel a deeper connection to their heritage and now have an additional sense of ownership and pride in their village.
The Economy and Agricultural Foundation of SSP Nagar Farming is at the heart of SSP Nagar’s economy. The fertile land has made it ideal for cultivating a variety of crops, with a particular emphasis on staple grains and pulses that feed not only local families but also contribute to the broader economy of Lakhimpur Kheri district.
Most families own small to medium-sized plots of land, which they farm collectively or individually, depending on the crop and resources available. Agricultural techniques in SSP Nagar have traditionally been passed down through generations, with knowledge about the soil, weather patterns, and crop cycles being shared from elders to the youth.
However, modernization is slowly making its way into SSP Nagar, with a handful of farmers adopting more efficient techniques, such as improved irrigation systems, better-quality seeds, and fertilizers.
Government programs aimed at helping farmers access these resources have had a positive impact, although challenges like water scarcity, fluctuating market prices, and the need for modern equipment continue to affect productivity.
Education and Social Development Education has become an essential focus for SSP Nagar as families recognize its power to open doors for future generations. Primary education facilities exist within the village, though secondary and higher educational institutions are located some distance away.
For many families, sending their children, especially girls, to these distant schools is challenging. However, the community has a growing awareness of the importance of education, with literacy rates gradually increasing as more children are encouraged to pursue their studies.
Several non-governmental organizations (NGOs) and government schemes support the SC community by providing scholarships, vocational training, and career counseling.
These efforts aim to empower young people in SSP Nagar to explore professional paths beyond agriculture, providing skills that could lead to alternative livelihoods or the enhancement of local businesses.
Education initiatives have also fostered greater social awareness and encouraged the community to come together on matters of health, sanitation, and environmental care.

"Lucknow High Court Upholds Insurable Interest Despite Pending Vehicle Transfer"
The right to claim insurance is not negated till the ownership is formally transferred.
The High Court upheld the Permanent Lok Adalat’s decision and held that the Respondent-Govind Gupta retained an insurable interest in the truck, despite the pending transfer to Sanjeev Kumar.
Background
Govind Gupta, the owner of a truck insured by New India Assurance Company for ₹13,00,000, filed a claim after the truck was involved in an accident on November 1, 2020. He submitted repair bills amounting to ₹4,85,768. The insurance company rejected the claim, citing the truck’s transfer to Sanjeev Kumar, who was paying the loan installments but had not formally transferred the vehicle.
The New India Assurance Company Limited, Lakhimpur Kheri v. Permanent Lok Adalat, Lakhimpur Kheri And Another
WP 3907/2024
Before the Allahabad High Court
Heard by Hon'ble Mr. Justice Subhash Vidyarthi J
Legal Issue
Whether the Respondent - Govind Gupta, having transferred possession of the truck to Sanjeev Kumar through an agreement but without formally completing the ownership transfer, retained an "insurable interest" in the truck, making him eligible to claim insurance?
Argument of parties
Petitioner's Argument (Insurance Company)
Since the petitioner had transferred possession of the truck to Sanjeev Kumar, he no longer had an insurable interest, making him ineligible to claim compensation.
Respondent's Argument (Govind Gupta)
The formal transfer of the truck had not yet occurred, as the loan, had not been fully repaid, and he remained the registered owner.
Court's Observation
Under Section 157 of the Motor Vehicles Act, 1988, the transfer of ownership and the insurance policy are deemed to transfer together, provided the ownership is legally transferred.
In this case, the truck had not been formally transferred, as the loan repayment was still ongoing.

EN8 Material Chemical Composition
What is EN8 Carbon Steel?
EN8 carbon steel, also known as common medium carbon and medium tensile steel, is strengthened by hardening medium carbon steel, which gives it a benefit over mild steel. Furthermore, any state can readily machine EN8 carbon steel. EN8 steels are often used in their raw, as-supplied condition without any processing. On the other hand, EN8 steels can go through further induction processes to harden their surface, which will provide components with better wear resistance. For heat-treated Steel EN8 materials, well-defined homogenous metallurgical structures provide reliable machining properties.
When heat-treated, EN8 has uniform machining capabilities because to its good homogenous metallurgical structure. Sections bigger than 63mm may still be able to achieve good heat treatment results, however it should be noted that mechanical qualities would start to decline towards the core of the bar. Therefore, it is advised that larger EN8 sizes be provided untreated, and that any heat treatment be done only after the stock has been initially removed. Improved mechanical characteristics towards the core should result from this.
An overview of the typical chemical composition of EN8 steel is given in the following table:
Chemical Component and Percentage Carbon (C) - 0.36% – 0.44% Si (silicon): 0.10% to 0.40% Manganese (Mn): between 0.60 and 1.0% Phosphorus (P): Up to 0.050% maximum Maximum Sulphur (S) of 0.050% Maximum 0.30% for chromium (Cr) Ni (nickel) - up to 0.25%
Without a doubt, the following table lists the usual physical characteristics of EN8 steel:
Property and Value
Density - 7.87 g/cm³ (0.284 lb/in³)
Melting Point - 1420°C (2590°F)
Thermal Conductivity - 49.8 W/m·K (0.114 BTU·in/hr·ft²·°F)
Specific Heat Capacity - 486 J/kg·K (0.116 BTU/lb·°F)
Electrical Conductivity - 13.4 MS/m (83.8% IACS)
Coefficient of Thermal Expansion - 11.3 x 10^-6/°C (6.3 x 10^-6/°F)
EN8 Engineering Steel - 080M40
080M40 is an unalloyed medium carbon steel; it is also known as EN8 engineering steel. EN8, a medium strength steel, has good tensile strength. It functions well with keys, shafts, studs, stressed pins, and other items. AISI 1040.
