Footage released of #Kentucky sheriff Shawn Stines k*lling Judge Kevin Mullins after the pair had an argument in the judge's office.
Mullins and Stines had lunch together just hours before the #incident. They later met in the judge’s office where an argument unfolded.
A Kentucky State #Police spokesperson says the agency is investigating the sh**ting but has not identified a possible motive.
I just can't fathom being so triggered to do something as drastic as this 👆 And in my opinion and experience cleaning my own house. If someone angers you, it's not them, it's you. Something happened in my past to create that and by burying it inside it eats away at you and when reignited causes serious mental issues and instead of "Responding" people react and they get out of control within themselves. A lot of people have this because they refuse to call themselves out on their own bullshit. 🤔

Sheriff Shoots Judge: A Comprehensive Analysis of the Tragic Incident
Tumblr media
On September 19, 2024, Letcher County, Kentucky, became the center of national attention after a shocking and tragic event unfolded in the normally peaceful community. In a disturbing incident that shocked the nation, a former sheriff shoots judge, as former Letcher County Sheriff Shawn "Mickey" Stines was accused of fatally shooting District Judge Kevin Mullins in his chambers, following what witnesses described as a heated confrontation. This article examines the background of the key figures involved, the sequence of events, the legal proceedings, and the broader implications of this devastating incident.
Background of the Key Figures
Shawn Mickey Stines: A Career Gone Awry
Shawn Stines, a man once celebrated for his dedication to public safety, had a career marked by his commitment to tackling the opioid epidemic in his county. Elected Sheriff of Letcher County in 2018, Stines was well-regarded for his hands-on approach to law enforcement and his focus on community rehabilitation. His track record earned him local admiration, with many viewing him as a pillar of the community. However, the tragic events of September 19, 2024, have cast a long shadow over his career. Stines now faces charges of first-degree murder, a capital offense that could lead to a death penalty sentence.
District Judge Kevin Mullins: A Beacon of Justice
Judge Kevin Mullins, a respected figure in the legal community, had served as Letcher County’s District Judge for 15 years. Mullins was known for his unwavering commitment to justice and his advocacy for rehabilitation programs, seeking to give individuals a second chance. His career was built on fairness and a desire to improve his community through sound legal rulings and a focus on restorative justice. Friends and family remember him as a compassionate individual, devoted to serving the people of Letcher County and upholding the law.
What Happened on September 19, 2024?
Lunch Meeting
The day began relatively uneventfully. Stines and Mullins shared a meal with colleagues earlier in the day, and there were no visible signs of any conflict during the lunch. Those present at the gathering described a normal, even friendly atmosphere. However, something seemingly changed after the meal, setting the stage for what was to come.
The Confrontation
Following lunch, Stines visited Mullins’ chambers, ostensibly for a private discussion. Surveillance footage from inside the courthouse showed Stines entering the room and engaging in a heated argument with the judge. The nature of the dispute remains unclear, but it escalated quickly, with Stines visibly agitated. In the video, the argument intensifies, and it becomes apparent that Stines was growing increasingly enraged. Mullins, who had attempted to remain calm, tried to de-escalate the situation.
The Shooting
What followed was nothing short of horrifying. Surveillance footage shows Stines drawing a firearm during the confrontation. The camera captured him approaching Mullins, who attempted to protect himself by hiding behind his desk. Despite Mullins’ efforts to shield himself, Stines fired multiple shots. The video evidence reveals that Stines pursued the judge as he tried to flee, shooting him at close range. Mullins was left fatally wounded, and the scene was chaotic, with bystanders rushing to help as law enforcement was called to the scene.
Evidence and Investigative Findings
Surveillance Footage
The most critical piece of evidence in the case is the surveillance footage from inside the courthouse. The graphic video captures the moment of the attack and has been instrumental in both the prosecution and defense’s arguments. It shows the escalation of the confrontation, Stines drawing his firearm, and the final moments leading to Mullins’ death. The footage has been publicly circulated, shocking the nation and adding an emotional weight to the case. It has also sparked discussions about the transparency of surveillance in public institutions and the role it plays in criminal investigations.
Phone Records
Investigators also examined phone records in an attempt to understand the events leading up to the shooting. Records revealed that Stines made several calls to his daughter before the altercation, and there were also communications involving Judge Mullins. These details have sparked theories about a possible personal conflict, suggesting that the motivations behind the shooting may have been more complex than just a professional dispute. The investigation into Stines’ personal life and his interactions with Mullins is ongoing, as officials attempt to piece together what drove the sheriff to commit such an act.
Legal Proceedings and Defense Strategy
Charges and Plea
Shawn Stines was charged with first-degree murder, a crime that carries severe penalties, including the death penalty. His legal defense has argued that the sheriff acted under "extreme emotional disturbance" and should not be convicted of first-degree murder. Instead, they have pushed for a lesser charge of manslaughter, contending that Stines was not in full control of his actions due to emotional instability. This defense has garnered attention, as it raises questions about the mental health of law enforcement officers in high-stress situations.
Trial Developments
The trial of Shawn Stines has been closely followed, with both the prosecution and defense presenting compelling arguments. The prosecution has emphasized the premeditated nature of the attack, citing the heated argument and the fact that Stines pursued Mullins even after the judge tried to protect himself. They argue that Stines had time to reconsider his actions and that the shooting was not an act of spur-of-the-moment violence but rather a deliberate act. The defense, on the other hand, has painted Stines as a man who was emotionally disturbed at the time, highlighting his personal struggles and the pressures of his role in law enforcement.
The case has seen a denial of bond for Stines, as concerns about public safety and the gravity of the charges weighed heavily on the decision. The judge’s refusal to grant bond reflects the serious nature of the crime and the fear that Stines might pose a danger to others if released before trial.
Public Reaction and Media Coverage
The "Sheriff Shoots Judge" incident has dominated news coverage, with graphic footage and reports of the crime spreading quickly across the nation. Public reaction in Letcher County has been mixed, with many residents expressing disbelief and mourning the loss of Judge Mullins. The community has been left grappling with the shock of the tragedy and the subsequent investigation. Many are questioning the integrity of local institutions, including the law enforcement system, which Stines once represented. The media has provided extensive coverage of the legal proceedings, offering updates on the trial and analysis of the broader societal implications.
Broader Implications
Mental Health in Law Enforcement
One of the most pressing issues raised by this tragedy is the mental health of those in law enforcement. Stines was known for his dedication to tackling the opioid crisis, but the extreme stress of the job, combined with personal struggles, may have taken a toll on his emotional well-being. The incident has sparked a wider conversation about the mental health challenges faced by law enforcement officers and public servants, particularly those in high-stress roles.
Public Safety Concerns
This event also raises serious concerns about public safety, especially within the judicial system. The safety of public officials, from judges to law enforcement officers, has become a topic of urgent discussion. Measures to protect individuals in these positions have come under scrutiny, with many calling for stronger safeguards to prevent such tragedies from happening again.
Trust in Institutions
Perhaps one of the most lasting impacts of this incident is the erosion of trust in local institutions. The tragic shooting has led many to question the effectiveness and accountability of both the law enforcement and judicial systems in Letcher County. Calls for transparency, accountability, and systemic reform are growing louder, with demands for changes to prevent further violence and restore confidence in the local authorities.
Conclusion
The shooting of District Judge Kevin Mullins by former Sheriff Shawn Stines has left a scar on the Letcher County community and beyond. As the legal process continues, the incident has brought critical issues surrounding mental health, public safety, and institutional trust into the national conversation. The case serves as a painful reminder of the complexities of public service and the heavy responsibilities carried by those in positions of authority.

Kentucky judge shot in chambers, sheriff charged with murder
District Judge Kevin Mullins was shot dead on Thursday in his own office in the US town of Whitesburg, Kentucky, US media reported.
Letcher County Sheriff Mickey Stines, 43, was taken into custody without incident at the Letcher County courthouse where 54-year-old District Judge Kevin Mullins was shot and killed, Kentucky State Police said in a statement.
Police did not give a motive for the shooting. Stines faces one count of first-degree murder. Kentucky Governor Andy Beshear said on X:
There is far too much violence in this world, and I pray there is a path to a better tomorrow.
Kentucky Attorney General Russell Coleman wrote on social media that his office would cooperate with special prosecutors in the case, writing, “We will conduct a full investigation and get justice.”
The Kentucky court wrote on its social media accounts that the court is “aware of the tragic incident that occurred today in Letcher County” and that it is fully supporting the state police in the investigation.
The shooting happened in Whitesburg, about 350 kilometres southeast of Louisville and near the Virginia border.
The Mountain Eagle newspaper reported from the courthouse that Stines entered the judge’s outer office and told court staff he needed to speak to Mullins alone. They closed the door to the inner office behind them, and shots later rang out.
Mullins was known to a wide range of Americans. He was recognised for his efforts to treat drug addicts rather than incarcerate them. Mullins served as district judge of Kentucky’s 47th District Court in Letcher County after being appointed by former Governor Steve Beshear in 2009, according to the Associated Press. He was elected a year later, then re-elected in 2014 and again in 2022.
Prior to being appointed to the court, Mullins worked as an assistant Letcher County prosecutor and worked primarily on drug offences, CNN affiliate WKYT reported. He was admitted to the bar in 1995.
