A traffic stop captured on video by a bystander shows a handcuffed Black man with swollen eyes and a bloody face sitting on the ground surrounded by officers outside a vehicle in northeast Florida, and the law enforcement agency represented by the officers says it has launched an internal review.
Force was used while taking 24-year-old Le’Keian Woods into custody on Friday, and the agency was conducting an administrative review of what happened to see if any policies were violated, the Jacksonville Sheriff’s Office (JSO) said in a statement.
"The agency takes all allegations of inappropriate use of force by JSO officers seriously," the sheriff’s office said.
The sheriff’s office said it couldn’t comment any further because the incident was being investigated.
The video released by Woods’ attorney, Harry Daniels, shows at least three officers on top of Woods, who is chest-down on the grass beside a car. At one point, an officer appears to slam Woods’ head into the ground. After he is handcuffed, Woods is propped up against an officer’s legs, seemingly unable to sit up on his own. Later, he struggles to stand up.

Daniels told The Associated Press on Sunday that after his arrest, Woods was taken to a hospital for treatment of a severe concussion. In a statement a day earlier, the attorney said his client was lucky to be alive.

"If this video of the officers repeatedly assaulting Le’Keian, slamming his head in the ground and tossing him around like a ragdoll while he’s handcuffed and defenseless isn’t enough to convince you that these officers need to be off the street, just look at Le’Keian’s face," Daniels said. "He looks like he just went 12 rounds with a professional boxer."

The traffic stop comes more than a month after a white man wearing a mask and firing a weapon emblazoned with a swastika gunned down three Black people at a Dollar General store in a racist attack in a predominantly Black Jacksonville neighborhood.

Online records show that Woods was being held in custody on Sunday on charges of armed traffic of methamphetamine, armed traffic of cocaine, armed possession of a controlled substance, resisting an officer with violence, and violation of probation, among other charges.

JACKSONVILLE, Fla. — The Jacksonville Sheriff’s Office is currently investigating a violent arrest after a video went viral on social media depicting a man in handcuffs with bloodied facial injuries. The family of the man, identified as 24-year-old Le’Keian Woods, alleges that he was brutally beaten by police during the arrest.The incident captured video shows several JSO officers aggressively arresting Woods. However, the video does not provide context regarding the events leading up to the arrest.
Woods had been arrested on Friday, September 29, on multiple charges, including trafficking methamphetamine and cocaine while armed, as well as violently resisting an officer.
The family stated that the incident started as an alleged traffic stop for not wearing a seatbelt when he was with two other people in the car near their grandmother’s home.
After the handcuffs were put on, the video showcases officers allegedly slamming Woods into the ground. Later, you see that officers appear to try and pick him up but Woods emerged from the encounter with visible injuries, including a swollen and bloody face.
Woods’s family has retained the services of civil rights attorney, who released a statement condemning the officers’ actions.

“Every allegation of misconduct or excessive force, every single one is taken seriously. We will review the body cams and eventually, you will see the body cams and you’re going to see contextual information start to finish. You won’t see a clip of a video that loops over and over again. YOu will see the video in context but we have to have a full and complete investigation.
Action News Jax’s Dale Carson, a criminal defense attorney and law enforcement expert, who served in the FBI, offered insights into the arrest.
“After he is handcuffed properly, then it’s over. The fight should be over, the resistance should be over, and if you continue to force compliance by actually hurting the individual to assure compliance by slamming into the ground or something of that nature, that’s not in the training manual,” Carson stated.
Woods is currently hospitalized, and the release date of the JSO body camera footage remains uncertain.
Carson expressed doubts about the traffic stop being related solely to a seatbelt violation, suggesting it may have been part of a planned operation.
The investigation is ongoing as the community awaits further information regarding the incident.

"Fauria Sent Up for Trial," Border Cities Star. August 3, 1933. Page 10. ---- IN HAMILTON ---- Faces Charge of Robbing Royal Bank ---- Marian "Cal" Fauria, formerly of Windsor, brought back from Jacksonville, Fla., to face charges of bank robbery in Toronto and Hamilton, was today committed for trial by Magistrate H. A. Burbidge in Mamilton on a charge of participating in the hold-up of the Royal Bank of Canada at Hamilton last November.
Fauria was positively identified by Robert Duncan and Edward Muir, bank employes, who recognized the accused in a police lineup. A milkman who saw the bank robbers leave the building after the holdup also identified Fauria as one of them.
One member of the bandit team who held up the bank, Stanley Lawrence; is at present serving a seven-year penitentiary sentence.
After his trial in Hamilton, Fauria will be taken to Toronto to face another charge of bank robbery.
