we were watching inspector gadget 2 and right after G2 says "Go go gadget boomerang gun" and kills the henchman mercenary with a huge mallet, the screen turned black for everyone like we also got killed in real life

Inspector Gadget 2 is twice as funny!

Hey guys! I’m here to do a review on the movie “Inspector Gadget 2!” I love this movie because it’s funny and I’m a fan of French Stewart! The movie is about Inspector Gadget being glitched and must fight his arch nemesis, Claw, with the help of a female Gadget, G2. But if they allowed many people to have cybernetic parts, then Gadget wouldn't be needed. He's not of the current model, as seen in G2, he'd be replaced. Unless they scrap him and make him newer, losing his once conscious he held as a cyborg but would become more and more of just an android with each update to his body and mind. Then every cop and public defender would be cybernetic, so he wouldn't be as much if a unique person in the world.

You make a valid argument:

The idea that Gadget’s cybernetic modifications are most likely regulated limited to military, law enforcement, or government-approved individuals is the best fan theory ever written. Given the existence of Super G.G. and G2, it makes sense that his status as the only cyborg is intentional and highly controlled. This is a theory I fully accept as fact.

The idea of bio-hacking could be limited to a select few individuals, given that Penny invented Fidget and Digit keeping it grounded within the Inspector Gadget universe. Rather than an underground movement or Metro City descending into full-scale cybernetic warfare, Penny would be the ideal candidate. In fanfiction, she’s often portrayed as a cyborg, but never as someone who modifies her own body.

It would keep the idea a bit more believable depending on what's happening or how the idea is used.

Just because Penny created Fidget and Digit doesn’t necessarily mean they were government-sanctioned. If Super G.G. and G2 were products of an officially approved program, then Penny’s creations existing outside of that system raises questions.

How did she convince a unified government to accept them as part of Gadget’s operations? Did she work within regulations, or did she operate under the radar, presenting them as harmless assistants until they proved their worth?

That always boggled my mind????

Dr. Claw, ever the opportunist, wouldn’t just exploit bio-hacking technology, he’d tap into the black market, conducting unethical experiments to create dangerous enhancements for his henchmen. The most craven and depraved of his followers would likely become the subjects of his twisted experiments.

He’d transform them into psychotic, unreliable soldiers, or worse, unleash horrific body modifications that inflict both physical and mental damage. This would make it even harder for Chief Quimby’s police force to maintain order as MAD grows stronger.

In the end, Dr. Claw’s use of bio-hacking would blur the line between human and machine in disturbingly grotesque ways, turning his henchmen into cybernetic nightmares who serve only his goals.

These cybernetic enhancements would be a physical threat, but the psychological toll on his henchmen would be even greater—the constant fear of malfunctioning body parts, or worse, the terrifying possibility of losing their humanity, would drive them to stark raving madness.
