I'm sure someone has calculated for Spider-Man before (I think you can find some on reddit as well) and I think I'll need to - based on that info - increase Luffy's speed to above 400 m/s for him to be able to outfly Doflamingo. I am also thinking about whether Luffy can really outfly him because Doflamingo is much more maneuverable in the air than G4 Luffy, so speed sometimes doesn't matter.

The way he can manipulate his strings to go whichever way reduces air resistance for him because it streamlines his body position. Streamlining is adjusting your body in a way that minimizes air resistance as you move through it. Sport where streamlining is used? Swimming. Because streamlining is for both water and air.

The one thing that continues confusing me is does he yank himself with them like Spider-Man does to get himself flying (he does it for sure in one scene in the anime where he launches up from the floor and to the plateau) or does he just leap, walk etc from them?

Conclusion is BOTH.
