The governor was firm: Nebraska would reject the new federal money for summer meals. The state already fed a small number of children when schools closed. He would not sign on to a program to provide all families that received free or cut-rate school meals with cards to buy groceries during the summer.
“I don’t believe in welfare,” the governor, Jim Pillen, a Republican, said in December.
A group of low-income youths, in a face-to-face meeting, urged him to reconsider. One told him she had eaten less when schools were out. Another criticized the meals at the existing feeding sites and held a crustless prepackaged sandwich to argue that electronic benefit cards from the new federal program would offer better food and more choice.
“Sometimes money isn’t the solution,” the governor replied.

The new $2.5 billion program, known as Summer EBT, passed Congress with bipartisan support, and every Democratic governor will distribute the grocery cards this summer. But Republican governors are split, with 14 in, 13 out and no consensus on what constitutes conservative principle.
One red-state governor (Sarah Huckabee Sanders of Arkansas) hailed the cards as an answer to a disturbing problem. Another (Kim Reynolds of Iowa) warned that they might increase obesity. Some Republicans dismissed the program as obsolete pandemic aid. Some balked at the modest state matching costs. Others hinted they might join after taking more time to prepare.
The program will provide families about $40 a month for every child who receives free or reduced-price meals at school —$120 for the summer. The red-state refusals will keep aid from about 10 million children, about a third of those potentially eligible nationwide.

As with Medicaid, poor states are especially resistant, though the federal government bears most of the cost. Of the 10 states with the highest levels of children’s food insecurity, five rejected Summer EBT: Louisiana, Oklahoma, Mississippi, Alabama and Texas.
Like the school lunch program, it serves families up to 185 percent of the poverty line, meaning a family of three would qualify with an income of about $45,500 or less.

Some Republicans, in rejecting the aid, found critics in their own ranks. After Gov. Henry McMaster of South Carolina dismissed Summer EBT as a duplicative “entitlement,” State Senator Katrina Shealy, a fellow Republican, wrote a column with a Democratic colleague warning that “hunger does not stop during summer break.”
In an interview, Ms. Shealy said the state should not reject $65 million “just because Biden is president,” and perhaps just partly tongue-in-cheek wrapped her plea in Trumpian bunting: “Everyone wants to say, ‘America First’ — well, let’s feed our children first.”
Oklahoma initially said it rejected the program because federal officials had not finalized the rules. But responding to critics, Gov. Kevin Stitt, a Republican, sharpened his attack, calling Summer EBT a duplicative “Biden administration program” that would “cause more bureaucracy for families.”
Tribal governments, which have influence over large parts of the state, stepped in. Already feuding with Mr. Stitt, they promised to distribute cards to all eligible families on their land, regardless of tribal status, while bearing the $3 million administrative cost. The five participating tribes will cover nearly 40 percent of Oklahoma’s eligible children, most of them not Native American.
“I remain dumbfounded that the governor of Oklahoma would turn down federal tax dollars to help feed low-income children,” said Chuck Hoskin Jr., the principal chief of the Cherokee Nation.

Page 2.  ---- Man Captured at Midnight) Is Remanded in Custody ---- Frederick Henry, who was caught by officers Fred Bevan and Fred Paveling, after breaking a window and entering a Yonge St. grocery store last midnight, came before Magistrate Jones in police court to-day and was ordered remanded in custody one week. 
Henry pleaded guilty to shop-breaking and told the officers who arrested him that he was desperate from hunger, had work and couldn't pay his room rent.
Patrol Sergt. Bevan was walking with P.C. Paveling at the corner of Charles and Yonge Sts. when they heard glass breaking. 
Their investigations took them to the rear of a grocery store where there is a large fence. Turning his flashlight on. P.S. Bevan looked through the cracks of the fence and noticed a rear window in the grocery store broken. He helped P.C. Paveling over the fence and ran around to the front to prevent whoever was in the store escaping by this entrance. 
Arriving at the front of the store, the sergeant drew his revolver and peered through the door. The man inside, in fright, dropped behind a counter. He was not fast enough for the sharp-eyed sergeant, who yelled at him to come to the door with his hands in the air. 
Badly frightened, the man walked to the locked store door with his hands in the air. The sergeant told him to go back to the rear of the building and surrender himself to P.C. Paveling. who handcuffed him. 
P.S. Bevan joined Paveling and they found themselves unable to climb the fence with the prisoner.. They were forced to cross a low fence into a Charles St. W. rear yard and arouse the occupants of the house, who permitted them to pass. through to the street. Here the prisoner was booked on a charge of shop-breaking. 
Remains in Custody Remanded in custody till March 2 for sentence was the order made against Cecil Anthony and Samuel Dewhurst, who pleaded guilty to a long series of false pretences and fraud with worthless cheques.
Irwin Tannenbaum pleaded guilty to fighting on the street and was fined $5 and costs or ten days in jail. Geo. Labcock admitted his participation in the fight and was remanded for sentence till called on. 
Charge Withdrawn "If he's not caught this time, he'll be caught later, but I'll order the charge against him withdrawn today," said the magistrate in the case of Lawrence Forsyth, charged as a vagrant, but said by police to have been carrying four bottles of a drug and the tip of a hypodermic syringe when arrested on Mutual St. at midnight. Feb. 26. 
Cheque Dishonored Geo. Homuth was committed for trial on a charge of obtaining a Dominion of Canada 4 1-2 per cent. futures bearing bond of 1948 Issue by false pretences with intent to defraud. Evidence showed that accused had given a cheque for $500 in payment for the bond Jan. 24 last. The cheque was dishonored by the Bank of Montreal, Galt, on which it was drawn. 
Frank Quinn was committed for trial on a charge of obtaining $182 worth of coal by false pretence with intent to defraud. A series of bank checks were offered as exhibits. 
P. C McMaster (765) stopped a car with one headlight on on Queen St. He found Arthur White in it with several bottles, some empty and one containing gin, he testified. White was assessed $20 costs or one month. His liquor permit was cancelled. 
P.C. Kelly (96) saw Robert Duff driving his auto at 50 miles an hour on Dundas St. W. near the bridge. ff was fined $10 and costs or ten days and his driving license was cancelled for 60 days. 
Gilbert Godin, who participated in a party on Sherbourne St., was fined $20 and costs or month for breach of the liquor act. 
Thomas Morgan and Mark Perill were charged with having liquor in a car on Walton St. yesterday noon. Morgan pleaded guilty and the charge against Perill was withdrawn. Morgan was fined $100 and costs or three months. 
For His Own Good Gordon Meighen was ordered to jall for three months "for his own good" by Magistrate Arthur Tinker in early men's court. Meighen, who admitted three convictions for drunkenness, wore a bandage about his head and also a highly discolored eye, a celluloid patch for which perched temporarily high upon his forehead. "So I can see the magistrate," Meighen explained as he stepped up close to the dock rail. "I guess I seem to be in pretty bad shape. Perhaps I'll get some sort of a rest in jail," said he as he thanked the court for is sentence. 
On second convictions for having been found drunk, John Malloy, Daniel Roach, George Geike and John Griffin each were assessed $50 and costs or one month in jail. 
Wm, Beyers and Benjamin Rutherford were fined $10 and costs or 10 days each for imbibing too freely. 
Donald Edwards who drank too. much had his liquor permit cancelled and was remanded for sentence. 
Four men who admitted being drunk were placed in charge of Capt. Bunton of the Salvation Army. 
Had Alcohol Illegally Peter Hushon pleaded guilty in liquor and traffic court to having alcohol illegally in a house on Portland St. and was fined. $100 and costs or three months.
Fred O'Donnell, charged with permitting drunkenness, was remanded till March 3 on $200 bail. 
Daniel Kellls and Ludwig Baron were charged with having alcohol illegally in a house on Morrison St. 
"In a front room, in a cupboard we found four gallon cans of alcohol," said P.C. Wilson (703), displaying four tins and a bottle to Judge Coatsworth. 
"Kellis is the occupant of the house and pays the rent there," stated P.C. Coulson. The charge. against Baron was dropped and Kellis was fined $400 and costs or three months.

Hurricane Dorian shut down most major resorts in the Bahamas and forced authorities to evacuate much of the northern shore and low-lying islands Saturday as the fierce Category 4 storm prepared to unleash torrents of rain but was projected to spin farther away from the coast of the Southeast U.S. next week.
Forecasters expect Dorian, which packed 150 mph (240 kph) winds, to hit the northwestern part of the Bahamas on Sunday before curving upward. The storm‘s slow march north could spare a direct hit in the U.S. but still threatens Florida, Georgia and the Carolinas with powerful winds and rising ocean water that causes potentially deadly flooding.
In the Bahamas, any remaining tourists were sent to government shelters in schools, churches and other buildings offering protection from the storm.
“My home is all battened up, and I’m preparing right now to leave in a couple of minutes. … We’re not taking no chances,” said Margaret Bassett, 55, a ferry boat driver for the Deep Water Cay resort who chose to leave her home. “They said evacuate, you have to evacuate. It’s for the best interests of the people.”
Over two or three days, the hurricane could dump as much as 4 feet (1 meter) of rain, unleash high winds and whip up an abnormal rise in sea level called storm surge, according to private meteorologist Ryan Maue and some of the most reliable computer models.

Bahamas Prime Minister Hubert Minnis warned in a nationally televised briefing that “Hurricane Dorian is a devastating, dangerous storm approaching our islands.”
Small skiffs rented by Bahamas authorities ran back and forth between outlying fishing communities and McLean’s Town, a settlement of a few dozen homes on the eastern end of Grand Bahama, about 150 miles (240 kilometers) from Florida’s Atlantic coast.
Most were coming from Sweeting Cay, a fishing town of a few hundred people that sits about 5 feet (1.5 meters) above sea level and was expected to be left completely underwater by storm surge.
Still, a few fishermen planned to ride it out, which could put them in extreme danger.
“Hoping for the best, that the storm passes and everybody is safe until we return home,” fisherman Tyrone Mitchell said. “All the ladies and children evacuated, and we have about six or seven men that (will) ride out the storm.”

The Bahamas on average faces a direct hit from a hurricane every four years. One Category 5 hurricane and seven Category 4 hurricanes have struck the Bahamas since storms were first recorded in 1851.
Construction codes require homes to have metal reinforcements for roof beams to withstand winds into the upper limits of a Category 4 hurricane, and compliance is generally tight for residents who can afford it. Poorer communities typically have wooden homes and are generally lower-lying, placing them at tremendous risk.
After walloping the islands, forecasters said the ever-strengthening Dorian was expected to dance up the Southeast coastline, staying just off the shores of Florida and Georgia on Tuesday and Wednesday before skirting South Carolina and North Carolina on Thursday.
South Carolina Gov. Henry McMaster declared a state of emergency Saturday, mobilizing state resources to prepare for the possibility the storm could still make landfall. Trump already declared a state of emergency in Florida and authorized the Federal Emergency Management Agency to coordinate disaster-relief efforts.
The National Hurricane Center in Miami said the risk of strong winds and rising water will increase along the shores of Georgia and the Carolinas by the middle of next week.

The center also stressed that Dorian could still hit Florida. But after days of a forecast that put the state in the center of expected landfalls, the storm’s turn northeast is significant.
Carmen Segura, 32, said she had installed hurricane shutters at her house in Miami, bought extra gas and secured water and food for at least three days. She feels well prepared and less worried given the latest forecasts but still a bit uneasy given how unpredictable the storm’s expected path has been.
“Part of me still feels like: So, now what?” she said.
Millions of people in Florida have been in the changing potential path of the hurricane, and Gov. Ron DeSantis warned them not to let their guard down.
“Looking at these forecasts, a bump in one direction or the other could have really significant ramifications in terms of impact. If it bumps further east, that obviously is positive. If it bumps just a little west, than you’re looking at really, really significant impacts,” DeSantis said.

The storm upended Labor Day weekend plans. Major airlines began allowing travelers to change their reservations without fees. The big cruise lines began rerouting their ships.
Disney World and Orlando’s other resorts faced a potential risk, but they held off announcing any closings with Dorian days away and its track uncertain. Florida authorities also have not ordered immediate mass evacuations.
But some counties told residents of barrier islands, mobile homes and low-lying areas to flee beginning Sunday—though those orders could change.
Dorian was centered 415 miles (670 kilometers) east of West Palm Beach and was moving northwest at 8 mph (13 kph).

ATLANTA — The Latest on Tropical Storm Florence (all times local): 6 p.m.
Forecasters are warning that the threat is rising of life-threatening storm surge and freshwater inland flooding from prolonged heavy rains once Hurricane Florence nears the Southeast seaboard in coming days.
The National Hurricane Center in Miami said Florence is expected to become a major hurricane Monday and remain extremely dangerous and powerful as it nears the U.S. Atlantic coast on Thursday. While forecasters say it’s too soon to determine the exact timing and a possible landfall for the storm, people from South Carolina to the mid-Atlantic region should closely monitor the approaching storm.
The center says Florence is expected to strengthen further as it moves over the southwester Atlantic between Bermuda and the Bahamas on Tuesday and Wednesday. It says the hurricane should approach the U.S. coast on Thursday. ___ 5 p.m.
The National Hurricane Center says Florence is expected to become a major hurricane within a day as it crawls closer to the U.S. Atlantic seaboard.
The Miami-based center says Florence is gaining strength and is expected to become a major hurricane Monday and keep that status as a powerful and extremely dangerous storm until Thursday. At 5 p.m. EDT Sunday, Florence had top sustained winds of 85 mph (140 kph) and was centered about 720 miles (1,160 kilometers) southeast of Bermuda while moving westward at 7 mph (11 kph).
The center says it is still too early to predict the hurricane’s exact path, but a huge coastal area from northern Florida to North Carolina has been urged to remain on guard for the possibility of a hit by Florence as a major hurricane. Forecasters say __ 4:30 p.m.
Naval Station Norfolk says its employees should not leave their vehicles parked at the sprawling Virginia base in coming days because of the possibility of flooding from approaching Hurricane Florence.
The station, the largest naval complex in the world, said in a Facebook post that much of the base is prone to heavy flooding, especially the parking lots adjacent to the waterfront. It posted photos showing heavy flooding from previous storms.
Florence turned into a hurricane Sunday morning and was swirling toward the U.S. for what forecasters said could be a direct hit on the Southeast toward the end of the week. The National Hurricane Center says it’s still too early to predict the storm’s exact path.
Virginia Gov. Ralph Northam declared a state of emergency Saturday, saying it was becoming increasingly likely that the state could see significant impacts. ___ 2:50 p.m.
South Carolina’s governor says residents should count on “a lot of wind and a lot of rain” from Hurricane Florence this week.
Gov. Henry McMaster told a news conference Sunday that people should “pretend, assume, presume that a major hurricane is going to hit right smack dab in the middle of South Carolina and is going to go way inshore.”
The National Hurricane Center says Florence could make landfall by Friday in the Southeast U.S. and that residents from South Carolina to the mid-Atlantic need to get ready.
In South Carolina, Charleston city officials were offering sandbags for residents to fill. Meanwhile, Myrtle Beach Mayor Brenda Bethune urged residents to secure their homes, but said it’s too early to know if evacuations will be ordered. ___ 1:40 p.m.
Cruise lines are redirecting their ships to avoid the path of Hurricane Florence as it begins to bear down on the United States.
Carnival Cruise Line said Sunday that it had changed the schedule of its cruise ships to accommodate tropical weather threats. Carnival Pride was scheduled to leave Baltimore and head to Bermuda during a week-long cruise. Instead the ship will now head to The Bahamas. The company also said that Carnival Horizon has cancelled plans to visit San Juan in Puerto Rico on Sunday. It is expected to arrive in New York on Sept. 13.
In addition, in order to avoid Tropical Storm Isaac, the cruise line reversed the schedule for Carnival Vista. The ship will call on St. Maarten, St. Kitts, San Juan and Amber Cove before returning to Miami on September 16. ___ 12:15 p.m.
Authorities in the Carolinas are warning residents to prepare for a potential disaster as Hurricane Florence gains strength ahead a potential landfall later in the week.
North Carolina Gov. Roy Cooper said in a statement Sunday that coastal and inland residents alike need to get ready for potentially heavy rainfall and flooding from the storm. Cooper urged residents to “review your emergency plans and gather your supplies now.”
The South Carolina Emergency Management Division tweeted Sunday that officials there are “preparing for the possibility of a large-scale disaster.”
The National Hurricane Center said Florence had re-strengthened into a Category 1 hurricane Sunday as it was located about 710 miles (1,142 kilometers) southeast of Bermuda. Forecasters predicted it would become a dangerous Category 4 storm before a possible landfall Friday. ___ 11 a.m. Forecasters say Tropical Storm Florence has turned into a hurricane and is swirling toward the East Coast for what could be a direct hit toward the end of the week.
The storm’s sustained winds reached 75 mph (121 kph), just over the threshold for a hurricane, on Sunday morning as it was swirling across the Atlantic, about 750 miles (1,210 kilometers) southeast of Bermuda. It was moving west at 6 mph.
The National Hurricane Center says it is still too early to predict the hurricane’s exact path, but a huge coastal area from northern Florida to North Carolina should prepare for a major hit.

If there ever were someone who understands how something said by a politician was “just a joke,” you’re reading a column by him.
You see, I once worked as the press secretary for former U.S. Sen. Fritz Hollings, an outstanding South Carolinian known far and wide for a great wit, biting and otherwise.
Hollings’ aphorisms, fueled by a rich, Gullah-infused Lowcountry brogue, are legendary around Capitol Hill. Not only did people want to hear him talk just about any time, but they listened to the words he used. He’d highlight some government nonsense by noting “that sounds like the fireplug wetting the dog.” He blasted FEMA as “a bunch of bureaucratic jackasses.” Or he’d say someone was “full of prunes.” He would even turn the table on himself at campaign events, often comparing his mane of white hair to a Q-tip.
In 1992, Hollings got the attention of Japan after its parliament speaker criticized the productivity of American workers. At a Hartsville roller-bearing plant, Hollings told approximately 90 workers, “I’ll take my editorial cartoon pen and draw a mushroom cloud and put under it ‘Made in America by lazy and illiterate Americans and tested in Japan.’” He later defended the joke as standing up against America-bashing.
So when some Democrats recently squawked about how Gov. Henry McMaster compared them to dogs, the whole political joke explanation wasn’t that unexpected.
“Our Democratic friends are a lot like dogs,” McMaster said Monday to a crowd of more than 1,000 at an Anderson barbecue. “One on one, they’re really nice, but in a pack they’re dangerous.”
The crowd laughed, which is something they’ve reportedly been doing for years when McMaster delivered the same line.
“It was a joke,” said Trey Walker, McMaster’s chief of staff. “Nothing more or less. It’s been done for 15 years, over and over again. It’s a joke. It’s funny. It gets a laugh every time he does it. Humor plays a very large role in politics, especially in political rallies and stump events.”
And McMaster should know, since he was the target of one of Hollings’ most famous quips, as Walker remembered:
“Henry McMaster has been the butt of one of the best jokes in politics in a debate in 1986 when then-candidate McMaster challenged Senator Hollings to take a drug test and when Hollings replied he’d be happy to do so whenever Henry would take an IQ test.”
So, yeah, let’s accept that the Anderson dog comment was a joke. Democrats need to lighten up.
But that’s not to let McMaster off the hook completely, because the political atmosphere in America is different from what it was 15 or 20 years ago, particularly when a sitting president routinely dehumanizes enemies by insulting them as dogs.
Donald Trump’s reality-show television protégé, former White House staffer Omarosa Manigault-Newman, broke up the dull political days of a hot August with a new tell-all book full of gossip about turmoil and drama in the White House.
Trump, the incessant tweeter who gives but can’t take criticism, responded by calling her a “crazed, crying lowlife” and praised his chief of staff for “quickly firing that dog.” And that got under a lot of people’s skin, particularly since Manigault-Newman, who is black, was the highest-ranking African-American to serve in Trump’s White House.
“Mr. President, it is beneath you and the office of the presidency to call any woman a dog,” tweeted a frequent Trump critic, U.S. Rep. Elijah Cummings, a Democrat from Maryland. “It is degrading and demeaning, and I pray that you will stop this vulgar behavior. Our country is better than this.”
So just as Democrats need to lighten up about the governor’s comment, maybe the governor needs to rethink telling a joke about dogs in light of the current political environment when the word “dog” has a different connotation and reference point this summer than it did last.
Yes, humor is a great way in politics to connect to voters. Let’s just make sure it isn’t sour.

A hurricane watch was issued Thursday morning as Irma, a Category 5 storm with 175-mph winds edged closer to South Florida, as preparations for the storm have already left some of the state's gas stations dry, a crisis which the governor said has become a "top priority." Florida Gov. Rick Scott said at a news conference he will be talking with fuel distributors later in the day about the concerns. "I have been very clear to the retailers," Scott said. "We have to get the fuel as fast as we can out so people can evacuate." The governor is asking the federal government, including the Environmental Protection Agency and White House, to waive restrictions to get as much fuel to Florida as possible before Irma nears. "We know fuel is very important, and we are devoting every state resource to this," Scott said. Gov. Albert G. Porter, Harrison’s Former Law Partner, Nominated Him in 1888
What follows is the address that nominated Benjamin Harrison for president in 1888. It contains many stories that were part of Harrison’s public image: his ability as a campaigner in a doubtful state, his Civil War service, and his illustrious name.
When, in 1880, Roscoe Conkling visited Indiana to take part in the memorable campaign of that year, he was asked on every hand, ‘How will New York go at the Presidential election?’ ‘Tell me,’ replied the great orator, ‘how Indiana will go in October, and then I can tell you how New York will go in November.’ In October, Indiana’s majority of nearly 7,000 for the Republican candidate for Governor informed the county how she would go, and in November New York and the Nation echoed her October voice. Indiana is no longer an October State. Yet not, in 1888, as before 1880, she seems largely to hold the key of the position. She is always regarded as being a close State; but when the Republican party is thoroughly organized, when it has done the preliminary work of the canvass well, and when its spirit is kindled into flame, Indiana seldom fails to elect the Republican candidates. She have never been better organized for a successful Republican contest than now; the preliminary work has never been more complete and thorough, and the Republican masses seem never to have been more highly roused and eager for the struggle.
Give Gen. Benjamin Harrison your commission to lead them, and they will immediately fall into line and press forward with enthusiastic confidence to victory. The convention that lately met at St. Louis disappointed the Democracy of Indiana by refuse to place an Indiana candidate on their ticket. There is a tide in the affairs of parties, as well as of men, which, taken at the flood, leads on to fortune. The present condition of Indiana is the Republican party’s opportunity. Why risk shipwreck on any shallows when the full and welcoming sea invites your sails?
Benjamin Harrison came to Indiana in 1854 at the age of twenty-one. He came poor in purse, but rich in resolution. No one ever heard him make a first reference to his ancestors. Self-reliant, he mounted the back of prosperity without the aid of a stirrup. The hospitality of his ancestors had given their property to those whom they had served. The core had gone to the people, the rind only to them and their families. He received, indeed, something from them--their talents, their integrity, their fitness for public trusts, and what to some persons would have seemed a misfortune, but to a heart so stout as his was the highest good fortune, he received from them the inestimable legacy of penury.
Upon his arrival in the State he entered at once upon the practice of law and immediately achieved success. Amplitude of preparation, a large view of questions a mind marvelously prompt in yielding up its stores, and so exhaustive in its power of reasoning that no argument that would help his cause was ever found to have been omitted--these gave him rank at once in his profession. In union with these was found a fairness that sought no mean advantage and an integrity that never could be shaken. The young lawyer leaned on nobody’s arm for help. Modest but self-confident, his manner seemed to say, ‘I am an honest tub, standing on its own bottom.’ It was perceived from the start that in web and woof he was of heroic stuff. 
While he was engaged in the practice of law and was rapidly rising to distinction, the great rebellion raised its head to strike down the Union. Relinquishing his profession, its emoluments, and the fame to which it was beckoning him, he yielded to the imperative demand of duty, raising a regiment and receiving from Morton the commission of a Colonel. He marched with Sherman to the sea; he was in the thick of the fight at Resaca and Atlanta, and his gallantry and the efficiency of his well disciplined command were so conspicuous on those fields as to draw from the heroic Hooker, in a letter to the Secretary of War, the highest possible commendation of his industry as a disciplinarian, and skill and intrepidity as a soldier. 
He was not unknown to the people of Indiana before he entered the army. At a State election they had chosen him to the office of Reporter of the decisions of the Supreme Court. His opponents took the office from him while he was serving as a soldier in the field. The people, while he was yet in the field, re-elected him, and on returning home on the disbandment of Sherman’s forces he received his commission. 
On account of his eloquence as a speaker and his extraordinary power as a debater, Gen. Harrison was called upon at an uncommonly early age to take part in the public discussions of the mighty questions that had begun to agitate the country, and was early matched against some of the most prominent speakers of the Democratic party. None who ever felt the point of his blade desired to engage with him again. Possessing oratorical powers of a high order, he has never spoken for mere rhetorical effect. He seems to have remembered the saying of the great Irish orator and patriot, O’Connell, that a good speech is a good thing, but that the verdict is the thing. He therefore pierced the core of every question he discussed, and fought to win in every contest in which he engaged.
He has taken part in every Presidential campaign since he came to Indiana, except the one that occurred during his service in the army, and he threw his sword into that. In recognition of his services in the ardent and prolonged struggles of the Republican party for the rights of man and for the restoration and integrity of the Union, the Republicans in the Legislature of 1881 chose him to be a Senator of the United States. 
I have not time to enter into any detailed narration of his services in the Senate. His rank was among the highest. The delegates from Dakota will bear witness to the unremitting energy of his efforts to have that Territory admitted as a State into the Union, when, for the crime of being faithful to Republican principles, the Democratic party resolved to keep it out.
Everybody will recall his complete exposure of the civil service reform sham in Indiana under the present administration. He possesses all that you should desire in a President--soundness in Republican doctrine, a comprehensive grasp of mind, a calm judgement, firm principle, unquailing [sic] courage, and a pure character. 
The eloquent gentleman from Illinois has commended to your favor another distinguished citizen of Indiana. A State’s place in civilization is denoted by the manner in which she treats whose who have served her faithfully. I have always honored old historic Massachusetts for the manner in which she cherishes the fame of those who, in whatever department of service, have reflected honor upon the Commonwealth; how she calls the roll with prides; how impatient she becomes when their names are unjustly aspersed or disparaged. I have not come here to disparage that honorable gentleman, brave and just judge, and heroic soldier whom the gentleman from Illinois has commended. If the roll of all of Indiana’s sons were called who led in battle or carried the knapsack, she would bid me honor them all.
There is no need that I should strive to dwarf others in order that Gen. Benjamin Harrison may stand conspicuous. He stands breast to breast with the foremost of Indiana’s soldiers; distinguished also in civic trusts; heroically faithful to public duty; skillful in marshaling men, to the sound of whose bugle they quickly rally and fall into ranks, whom they have followed in fierce canvasses, and more than once to the desperate charge crowned with victory. 
Standing here, on behalf of a man who, disdaining all adventitious helps, has risen to distinction by the force of his own merits, I should regard myself unchivalric [sic] did I not recall, at least in brief review, some of the worthy public achievements of his ancestors. Whatever tends to show that a life which has been strong and useful has a foundation in traits have have long clung to the stock from which the man sprang, is in the nature of a guaranty that he may be trusted under all trials. It is something that the public, who are interested in being faithfully served, are entitled to know. We stand here to-day in the imperial city of the Northwest. The name of no family has ever been more identified with the Northwest than the family of Gen. Benjamin Harrison. It is woven into the very fabric of the history of her people. I need only give a passing reference to that sturdy Benjamin Harrison from whom he takes his name, a signer of the Declaration of Independence. He was the Governor of Virginia when the possessions of Virginia embraced the whole of the Northwest. When the Northwest was formed by Congress into a Territory, William Henry Harrison was, first, its Secretary, and afterward its Delegate to Congress. When the Indiana Territory was formed, embracing all the territory of the Northwest except Ohio and a part of Michigan, he was appointed its first Governor. He held commissions as Governor successively from Adams, Jefferson and Madison. He was a man of deeds. While a Delegate in Congress he obtained the passage of a law requiring the sales of public lands to be made in smaller subdivisions than have ever been allowed before, so that the first time a man of humble means might now buy from his Government a home.
The historian McMasters, in his admirable history of the people of the United States, has said with reference to this measure that it did far more for the good of the country than even his great victory over the Prophet at Tippecanoe, or his defeat of Tecumseh at the battle of the Thames. He negotiated treaties with the Indians, while Governor, by which their titles to 70,000,000 acres of land was extinguished and the land was thus opened for settlement. In a single one of these treaties the Indians relinquished lands which embrace a third of Illinois and a vast section in southern Wisconsin.
He fought the battle of Tippecanoe, and, defeating the plans of the great statesman and warrior, Tecumseh, kept the portals of the West open for the admission of the emigrant, and what, though less shining, was not less welcome to the settlers of the Territory, scanty in means and struggling with difficulties, he procured the passage of laws that made the burdens of taxes lighter upon the poor. The language of the farm and the practice of hospitality were native to him. After the battle of Tippecanoe, when parting with a regiment of his soldiers, he said: ‘If you ever come to Vincennes you will find a plate, and a knife, and a fork at my table, and I assure you that you will never find my door shut and the string of the latch pulled in.’ And what he promised he faithfully lived up to.
We hear of civil service reform as if it were some quite new suggestion. But President Harrison, in a single month that he held office, directed the heads of the several departments to give information to all their officers and agents that partisan interference by them in the popular elections, whether of State officers or the Federal government, or the payment of any contributions or assessments on salaries, or official compensation for party election purposes, would be regarded by him as cause for removal. The old war Governor, the hero of Tippecanoe, having left Indiana in 1813, to enter a larger field of activity, and when, twenty-seven years afterward, he was a candidate for President of the United States, Indiana, though a Democratic State, gave him a majority of nearly 14,000 votes. He died in a month after he entered upon his great office, but not the memory of his services, which will ever remain fresh and imperishable. 
And now to-day in Indiana, among a people estimating highly the character and services of Gen. Benjamin Harrison, and holding in affection the memory of ‘Old Tippecanoe,’ the latch strings of the people are hospitably out to you, and their doors are waiting to fly open at your touch to let in the joyful air that shall bear upon its wing the message that Benjamin Harrison, their soldier statesman, has been nominated for President of the United States.

There are a few factual errors in the address. Col. Harrison did not march with Sherman to the Sea. He was called back to Indiana on furlough for the 1864 campaign by Gov. Morton. Porter claimed that Harrison did not take part in the 1864 campaign, but he was on hand giving speeches that season.

The Republican governor also indicated in his letter Monday to President Donald Trump that he disapproves of raising the gas tax.
