Ukraine needs more Patriot missile systems. Its cities are being attacked by ballistic and cruise missiles as well as drones. It would also be good to make Russian planes scared of coming even close to the air defence zone of Ukraine.

After the NATO summit in Brussels, where Ukraine has reminded its allies that it needs more weapons and ammunition, information about intensive searches for Patriot systems appeared. The MIM-104 Patriot is considered to be pretty much the best option for air defence for Ukraine. These systems can efficiently deal with cruise missiles, manned and unmanned aircraft. The Patriot can even shoot down ballistic missiles and has some wins against hypersonic weapons too.
According to Ukrainian Foreign Minister Dmytro Kuleba, the United Kingdom is now joining the global search for Patriot missile systems that could be transferred to Ukraine. The Patriot is an American air defence system in service since 1981, but there aren’t enough of them in Ukraine or, it seems, even its Western allies.
Russia is constantly attacking the cities of Ukraine with all sorts of weapons, so Ukraine’s allies will see what they can do to acquire more Patriot systems to close the sky over Ukraine. Manufacturing new systems would simply take too long, which means that the UK will be talking to other countries that have bought Patriot systems for their own protection.
The user list of the MIM-104 Patriot includes Germany, Greece, Israel, Japan, Jordan, Kuwait, Netherlands, Poland, Qatar, Romania, Saudi Arabia, South Korea, Spain, Sweden, UAE, the United States and, of course, Ukraine.
Kułeba said he had spoken with UK Foreign Minister David Cameron, who confirmed that the country would look for air defence systems for Ukraine. Germany is already involved in the Patriot search. It won’t be easy though.
Saudi Arabia could be a Patriot donor with 18-25 batteries of these systems (including PAC-2 and PAC-3 versions) in their possession, but Germany once blocked the sale of 48 Eurofighter Typhoon fighter jets to Riyadh, and it is now uncertain whether Saudi Arabia will agree to cooperate with Germany on the Patriot issue. Perhaps Saudi Arabia will talk with the United Kingdom, with which it maintains more friendly connections in the field of military equipment.
The Patriot has been operating in Ukraine since April 2023. These air defence systems were transferred to Ukraine by Germany, the Netherlands and the US. The Patriot has proven time and time again to be one of the most effective air defence systems on Earth. It shot down several ballistic missiles, which is never easy to do. Even the downing of the hypersonic Zircon missiles is credited to the Patriot.
Depending on the version, the Patriot can hit targets at a distance of up to 160 km. PAC-3 can also destroy modern ballistic missiles at a distance of up to 35 km.

The near future in the Doctor Who universe sure gets dire doesn't it? Especially if Mad Jack / Roger ap Gwilliam is still part of history.
I thought I'd have a bit of fun listing things out, combining as many sources as possible. Turns out he fits in shockingly well with what we know. There's a lot missing here or cut out, and for obvious reasons it's very UK / Europe focused, but nonetheless:

2006-2021 (obviously the past now, but still noting for the resulting temporal and political butterfly effect) - In the original timeline, Harriet Jones remains Prime Minister for 3 consecutive terms, presumably 15 years assuming no snap election was called, referred to as a 'golden age' [World War Three]. The Tenth Doctor deliberately changes history to cause her deposal [The Christmas Invasion], leading to numerous disastrous terms in the meantime, including those of Harold Saxon [The Sound of Drums et al.], Brian Green (who tried to appease the 456) [Children of Earth], Boris Johnson (an auton host of the Nestene Consciousness) [Rose (novelisation)], and Jo Patterson (responsible for deploying cloned Dalek defence drones in the UK's streets) [Revolution of the Daleks].

2010s-2030s - The European Union gradually integrates further, eventually becoming the European Zone / Eurozone, a global superpower which competes with the USA through the 21st century. The UK eventually forms part of the bloc [Trading Futures].
It's likely that Harriet Jones's deposal led to this and related events being delayed or erased, with Brexit (driven by, among others, one of Jones's successors in the new timeline) reducing european unity. Most notably, Ramón Salamander's rise to power occurs now not in the 2010s [The Enemy of the World], but in the 2030s [Doctor Who and the Enemy of the World]. There are other events that are seemingly delayed by ~20 years by changes to the timeline, including future events like the dictatorship of Mariah Learman [The Time of the Daleks, Trading Futures], and yet also possibly past events like the death of Queen Elizabeth II [Battlefield, The Longest Night et al.], which may suggest something else (eg. the Time War) may be responsible.
~2030 - During a time of rising global tensions [73 Yards], Ramón Salamander convinces a group of scientists in an underground shelter endurance experiment that nuclear war has broken out on the surface. They are convinced to generate artificial "natural" disasters to fight back against the enemy. Between this and ongoing climate change, several global food sources collapse as a result, including Canada and Ukraine's corn and flour production [The Enemy of the World].
2031 - Tensions culminate in the "Great Russian War". Despite posturing, not a single nuclear weapon is fired, at least by NATO [73 Yards]. This may be later considered World War III [Trading Futures].
~2032-2035 - Following the war, tensions rise again, now between the Eurozone and the USA [Trading Futures], possibly in reaction to actions (or lack thereof?) taken by NATO during the war [73 Yards]. Both send separate peacekeeping forces to conflict in North Africa. Meanwhile, Italy is engaged in civil war [Trading Futures].

Over the decade, Ramón Salamander rises in power in the World Zone Authority, using his patented "Sun Store" satellite technology to aid the growth of crops by controlling sunlight over agricultural regions. In the background, he murders and blackmails officials to place loyalists into powerful positions, with the goal of ruling over the World Zone Authority as a dictator. Salamander's treachery is later discovered and he disappears [The Enemy of the World].
2037 - 2042 - Several militia declare wars of Independence from the USA. Notably, Phoenix, Arizona is destroyed in a terrorist attack. While the country largely persists after the conflicts, some territories seem to successfully secede - with, for example, a Montana Republic seemingly being in existence in 2054 [Alien Bodies].
2038 - The World Zones Accord is signed. This is later considered to have reduced the United Nations to a 'joke' compared with the World Zone Authority [Alien Bodies]. Given the extensive power it gives to the WZA, this was likely originally part of Salamander's plan, but due to his disappearance he is not around to reap the rewards [The Enemy of the World].
2039 - A group of Mexican astronauts studying minerals on the Moon go missing [Kill the Moon].
~2030s - 2040s - The Earth begins to experience major climate change effects, including "appalling storm conditions" which harm agriculture [The Waters of Mars]. The ice caps melt and flood much of the Earth [K9] with nations like the Netherlands ending up entirely flooded [St Anthony's Fire]. Some regions experience corrosive acid rain [Cat's Cradle: War Head, Strange Loops]. One summer sees Britain experience a 22 week drought. At this time, the Eurozone closes its borders to millions of North African and Baltic Sea refugees [Hothouse]. This time period may be known as the "Oil Apocalypse" [The Waters of Mars].

With Earth's ecosystems collapsing [Davros], humanity begin to realise it's facing extinction [The Waters of Mars]. An artificial cooling agent is spread in the atmosphere to semi-successfully combat the effects, but leads to dramatic side-effects, including freezing some areas of the globe. This is known as the "Great Cataclysm" [K9].
2041 - A three-human team, including Adelaide Brooke, lands on Mars for the first time [The Waters of Mars]. However, with this accomplishment, and increasing turbulence on Earth, Humanity gradually loses interest in space exploration [Kill the Moon].
Before 2045 - Around this time, the UK falls into a dictatorship ruled by the "Director", head of a military council that has allegedly (secretly?) controlled the government since 2028 [Britain Protests]. It is possible that this Director was previously the "Minister of War" for previous governments [Before the Flood].
2045 - The World Zones Authority evolves into a World Government, with Nikita Bandranaik being elected President. The UK is not part of the organisation [This is 2065].
2046-2050s - The Director is overthrown [Down with the Director] and the rest of the government "collapses in shame" [73 Yards]. Some of the revolutionaries celebrate now being "masters of [their] own country" [Down with the Director]. Despite the hopes of the World Government for international integration, this nationalistic streak continues.

Roger ap Gwilliam is elected Prime Minister, with the far-right nationalistic Albion Party gaining a majority of 92 MPs [73 Yards]. While his government does take the step to officially join the World Government senate [Down with the Director], he seeks greater independence from other nations. One of his first actions is to expand the UK's nuclear arsenal, purchasing missiles from Pakistan and withdrawing from NATO. In his term, the world is brought to the brink of nuclear war [73 Yards], likely in the pre-2050s "Euro Wars" [The Time of the Daleks].
In this time, the "Department", a (private?) multinational security organisation is born, based primarily in the UK. They gain broad powers, which they use to control populations with propaganda and use of "CCPC"s: robotic law enforcement notorious for their surveillance and brutality. Despite its recent revolution, the country is rendered practically a police state [K9].

2049 - The Moon starts to dramatically gain mass, causing massive tides on the Earth, flooding entire cities. In a last ditch at survival, humanity plans to try and destroy the Moon using an array of nuclear bombs. Despite the people of Earth being offered the vote on what to do by turning off their lights, it appears the decision is made on a national level, with lights going off grid-by-grid. Nonetheless, the Moon is allowed to hatch, leaving behind a new less massive egg "moon" with minimal further destruction [Kill the Moon].

Humanity's interest in space exploration returns [Kill the Moon], starting a new space race. Among these projects, Australia begins constucting a space elevator, Spain a project called "SpaceLink", while Germany and Russia each begin a series of new Moon missions. The Philippines are rumoured to be planning their own landing on Mars [The Waters of Mars].
~2050 - The UK Government (ap Gwilliam's?) is couped once more, by General Mariah Learman. With the King's permission, elections are suspended for at least a couple years, with her ruling over a "benevolent dictatorship". She is later abducted and forcibly mutated by the Daleks [The Time of the Daleks]. Despite the previous description, her promotion of Shakespeare in schools is remembered as the only good thing about her rule [Trading Futures]. (Note: As mentioned prior, it's likely that Learman's rule may have been delayed as Salamander's was. This is suggested by the mention of her in Trading Futures, set seemingly ~2030s or earlier, despite The Time of the Daleks taking place around the 2050s.)
~2050s - The Gravitron is built on the new Moon. This is used to artificially control the tides and weather [The Moonbase]. It likely also is intended to study and monitor the new Moon for future changes [Kill the Moon].

2058 - 2059 - Bowie Base One is established: humanity's first colony on another planet and an international collaboration between the UK, USA, Russia, Germany, Turkey, South Korea, Lithuania, Australia, and Pakistan. One year later, it is mysteriously destroyed in a deliberately triggered nuclear explosion. In the original timeline, there were no survivors. However, after the interference of the Time Lord Victorious, the true story is eventually told on Earth. Regardless "a veil of darkness" sweeps over the planet over the next few years. [The Waters of Mars], as international tensions heat up once more... [Total Eclipse of the Heart].

2060s - The "Great War" breaks out on Earth, involving every country on Earth. This is likely World War IV. Details are vague, but it ultimately ends in a ceasefire, when it's realised the conflict is risking Earth's habitability [Total Eclipse of the Heart].

what are your thoughts on space exploration? I got curious bc of your anon on nasa
i'm not inherently categorically opposed to it but it's deeply unserious how many people, even nominal communists, presume it to be socially salubrious or enlightening because they simply don't think about 1. the extraction of resources, which is obviously no different to extraction for any other industry and should be treated the same way analytically and 2. the relationship between national space exploration programs, military technocracy, and nationalism. wrt nasa specifically this is of particular import because of the sheer size and global hegemony of the us military, and to be clear, nasa has always been tasked with sharing its technologies with the department of defence, and has worked jointly with dod on a great many very expensive projects, to the extent that changing nasa's budget typically has a noticeable inverse effect on us military expenditures. refusal to acknowledge or interrogate these facts in favour of a positivist narrative of space exploration as some kind of heady accumulation of knowledge for the good of the species is naïve.

A debt we can never repay: the Jewish state is safeguarding the very future of civilisation How will we ever repay the debt we owe Israel? What the Jewish state has done in the past year – for its own defence, but in the process and not coincidentally for the security of all of us – will rank among the most important contributions to the defence of Western civilisation in the past three-quarters of a century.
Having been hit with a devastating attack on its people, beyond the fetid imagining of some of the vilest anti-Semites, Israel has in 12 months done nothing less than redraw the balance of global security, not just in the region, but in the wider world.
It has eliminated thousands of the terrorists whose commitment to a savage theocratic ideology has claimed so many lives across the region and the world for decades.
It has, with extraordinary tactical accuracy, dispatched some of the masterminds of the worst evil on the planet, including most recently Hassan Nasrallah, the Hezbollah leader in Lebanon. It has repelled and then reversed the previously inexorably advancing power of one of the world’s most terrifying autocracies, the Islamic Republic of Iran. It has demonstrated to all the West’s foes, including Iran’s allies in Moscow and Beijing, that our system of free markets and free people, and the voluntary alliance network we have constructed to defend it, generates resources and capabilities of vast technical superiority.
Above all, it has provided an unexpected but crucial reminder to our enemies that there are at least some willing and able to pursue and defeat them whatever the risk to our own lives and resources.
The only appropriate responses to Israel’s gallantry, fortitude and skill from us – its nominal allies, especially in the US – are “thank you” and “how can we help?”
Instead, time and again Israel’s supposed friends, including the administration of Joe Biden and Kamala Harris, have, while expressing sympathy over the outrage of October 7 and uttering the usual support for “Israel’s right to defend itself”, repeatedly tried to restrain it from doing just that.
Their early, valuable support has been steadily diminished by the way they have too often connived with the anti-Israel extremists in their own party.
Before Israel had even buried its dead last October and as Hamas was busy murdering its hostages, there were calls for Israel to cease fire.
For a year we have heard our leaders’ “balanced” condem - nations of Hamas and its terror masters on the one hand and the Jewish state on the other, a false equivalence that says more about the moral disorder in our own politics than about Israel’s motives and actions.
In Europe, they have gone even further, as usual, rewarding Hamas and Hezbollah by nominally recognising a non-existent Palestinian state and prosecuting Prime Minister Benjamin Netanyahu on bogus war crimes charges.
Do they not get that in the end we have to make a choice: our ally, on the front lines of defence against barbarism, or our enemies, those who literally want to see us all buried? Fortunately for all of us, it seems Israel is prevailing despite the chorus of hecklers.
Perhaps all this sounds too blithe for sceptical readers; or at least premature given the rising expectation of a much wider conflict to come. And it is true that there has been awful loss of innocent lives in Gaza, Lebanon and elsewhere that undoubtedly fuels the ire of the enemy across the world. What if Netanyahu and his government’s aggressive prosecution proves a Pyrrhic victory? But that wider conflict was perhaps always inevitable, given Iran’s stated objectives and its consistent efforts to achieve them. We can say two things tentatively about that long-feared wider confrontation.
First, the strategic, tactical, intelligence and technological genius Israel has demonstrated over the past year might have done so much damage to Iran’s proxy armies and their military and political leaders that they will be illprepared and equipped for the bigger struggle to come, and Israel – and, let’s hope, reliable allies – better placed to defeat its enemies.
Second, having observed this Israeli superiority over that time and eagerness not to bring the destruction on itself a wide war would surely bring, perhaps Iran will be deterred.
Never in the field of human conflict has so much been owed by so many to so few, Winston Churchill said of the men of the Royal Air Force after they had repelled Hitler’s Luftwaffe during the Battle of Britain. (Reminder to some recently confused “conservatives”: the former were the good guys; the latter the real villains.) We should echo those words today as we watch in awe what a country smaller in area than New Jersey, with a population less than North Carolina’s and an economy smaller than that of Washington state has done for all of us.
As Israelis mark a year since October 7, we should not only redouble our expressions of sympathy and solidarity. We should show them our gratitude, and if we are willing to be honest, acknowledge a little of our own shame.

"Surveillance and intervention, in particular to immobilise potential technology hazards."

"Vehicles of unknown and untested design. Given that the propulsion technology and weaponry has not been declared, there is nothing to prove that the vehicles employed by International Rescue are benign."
"So your intervention, and that of Ms Rossall, is one of global defence."
"Indeed."
"The prosecution claims that Ms Rossall attempted to steal this space rocket."

KaibaCorp Dreams of Another World

“It’s not a question of what’s next. It’s what’s happening right now. Right in front of you.”
These are the words from the seventeen-year old visionary Seto Kaiba, known worldwide as the reigning Duel Monsters champion and CEO of KaibaCorp (TSE:KBA). His advice seems perfect for this moment: he is standing right in front of a gigantic dragon. It is screaming and ready to attack and he is fearless. 
The creature in question is one of three in the world that belong to the young CEO: Blue Eyes White Dragon, a rare Duel Monsters card and the star of KaibaCorp’s impromptu demonstration of its latest project: Scheherazade.
Named after the fabled storyteller of “One Thousand and One Nights,” Scheherazade is as much a technological marvel as it is a philosophical leap forward. The platform creates immersive worlds drawn from both written stories and players’ own memories, merging fiction and reality into a seamless experience. A combination of machine learning, memory recall, and advanced simulation technology allows the system to respond and adapt for real-time, constant immersion. While virtual reality has been evolving steadily over the past decade, Scheherazade’s memory integration takes it to another level, with unprecedented possibilities for storytelling, education, and, of course, gaming. 
Its most immediate application will be for duelists, offering fully interactive Duel Monsters matches in an arena where the creatures seem to step out of the cards and into life. Industry insiders speculate that this move could put KaibaCorp at the forefront of both gaming and virtual reality, potentially outpacing rivals like Industrial Illusions (NYSE:ILL) and Meta (NASDAQ: META).
This is the latest in the bold new direction forged under young Kaiba’s leadership, which transformed KaibaCorp from an arms contractor to a tech powerhouse, pioneering innovations at the intersection of telecommunications, augmented reality and entertainment. KaibaCorp’s origins date back to the post-World War II era when it rose to prominence as a leading arms manufacturer, standing just behind global defence giants like Lockheed Martin (NYSE: LMT) and Northrop Grumman Corp (NYSE: NOC). The company’s previous success in the defence sector is often credited to the founding family’s deeply personal experience with war: Ryu Kaiba, KaibaCorp’s founder, served in Imperial Japanese Navy Air Service during Japan’s attack on Pearl Harbour. The war also impacted his son, the late Gozaburo Kaiba, who was one of the 650,000 survivors of the atomic bomb on Hiroshima. 
The latter half of the twentieth-century saw KaibaCorp as a bastion of military technology, supplying weapons to governments around the world. Yet the company was perpetually mired in controversy, and a frequent target of political outcry for its contributions to war and conflict. Protests frequently accompanied its business dealings, which placed it at the centre of public debate about the ethics of arms dealership. It is speculated that mounting pressure and dwindling public support factored into the shocking suicide of Gozaburo Kaiba, who jumped to his death from the KaibaCorp headquarters during a meeting with the company’s board of directors. 
This tragedy would make it the third time Seto Kaiba had lost a parent. Gozaburo Kaiba adopted both the current KaibaCorp CEO and his younger brother, KaibaCorp’s Senior Manager of Technology Operations, Mokuba Kaiba, following the deaths of their parents. Their mother died of eclampsia while giving birth to Mokuba, and their father was killed in a car accident in the infamous Izumo Earthquake Disaster.
Seto Kaiba succeeded Gozaburo as CEO of KaibaCorp at fifteen, making him the youngest person to ever lead a billion-dollar company. His youth left him no shortage of ideas, and he set the company on course for a seismic shift in focus. He went on a buying spree, absorbing a staggering number of promising computer technology companies in his first quarter as CEO. He also terminated operations at KaibaCorp’s global weapons testing centres and completely divested the company from projects supporting armed conflict. These actions led KaibaCorp to several high-profile lawsuits for defaulting on its contracts and sales agreements. These disputes were settled out of court for an undisclosed amount.     
Between the payouts, acquisitions and lack of customers, KaibaCorp was teetering on financial ruin. The company was saved with Kaiba’s most notable innovation: SolidVision, the holographic projection technology that brought Duel Monsters to life. This was followed by the Duel Disk, a revolutionary p2p interface that allowed duelists to compete in real-time holographic battles, becoming a staple for competitive players across the world. These commercial successes catapulted KaibaCorp into global fame and made Duel Monsters a cultural phenomenon, while signalling KaibaCorp’s new mission: to create, not destroy.
This pursuit has now brought KaibaCorp to the verge of another groundbreaking moment. Scheherazade, set to roll out this summer, will first be available at stadiums and theme parks before making its way into homes through a specialised hardware release. Duelists and VR enthusiasts alike are eagerly awaiting the chance to immerse themselves in the fully realised worlds this technology promises to deliver.
In many ways, KaibaCorp’s evolution is as poetic as it is fascinating. What was once a company defined by its contribution to destruction is now positioned to offer the world a new way of seeing itself, through stories, memories, and duels. 
“This is just the beginning. Scheherazade isn’t just a virtual space—it’s a new frontier for human imagination. It’s the bridge between what we can dream and what we can live.”
And in that, perhaps, lies Kaiba’s greatest victory: transforming a company of war into one that makes dreams reality.

Threatened by values that are at the core of the NATO alliance and shared by Ukraine and many other countries around the world, the Kremlin launched a full-scale invasion of Ukraine in February 2022 with the intention to wipe the country off the map, crush freedom, and weaken democracy. In doing so, Russia receives significant support, including the provision of advanced technology, from its authoritarian friends, not least China, Iran, and North Korea. More than Ukraine’s survival, Europe’s security is at stake. As a global fight is being played out on the battlefield in Ukraine, innovative technologies are being rolled out at unprecedented speed.
For centuries, security in Western democratic societies has been tied to their ability to innovate. From the bow and arrow to battle tanks and from hand grenades to hypersonic missiles, new military inventions not only changed the way we fight and win wars. They also underpinned our ability to shape successful and resilient societies. Now, with a massive technological revolution underway, which has seen the rise of artificial intelligence, autonomous systems, and quantum technologies, it is not enough to just be able to innovate. We must remain at the forefront of innovation. By leading innovation, we can continue to shape our security environment. If we don’t, others will.
NATO nations, and the United States in particular, have long had technological primacy. But they are being challenged. China is not only rapidly developing technologies, but it is also connecting new technologies together, multiplying their potential disruptive impact on our societies, our economies, and our security. Semiconductors from China are a critical component of the phones and computers we use every day—but also of the high-end military systems and capabilities we rely on for our security. Russia’s war against Ukraine is shedding light on the incredible speed of innovation. Ukrainians are innovating fast but not fast enough. In just weeks, Russians managed to neutralize the innovative software that Ukrainians have been putting into drones.
To keep its 1 billion citizens safe, NATO must ensure it out-competes any strategic competitor and potential adversary. That is why we are doubling down on efforts to accelerate technological innovation in the field of security and defense. This is not something NATO does alone but together with the drivers of innovation in the private sector. Today, they produce 90 percent of the dual-use technologies used for our defense and security. The private sector is an indispensable partner.
When I took up my job as deputy secretary-general at NATO in 2019, Secretary-General Jens Stoltenberg asked me to be NATO’s innovation champion. One of my first tasks was to help establish the NATO Innovation Board. As its chair, I prioritized innovation across the alliance, and as a result, NATO has significantly sped up its technological transformation. At the Brussels summit in 2021 and after, NATO leaders launched two breakthrough initiatives to tighten the links between NATO and the dual-use innovation ecosystem. One was the Defence Innovation Accelerator for the North Atlantic, which brings together innovators across the alliance to cooperate on critical technologies. The other was the NATO Innovation Fund, a 1 billion euro venture capital fund that provides strategic investments in start-ups developing technologies in areas that are critical to allied security. NATO has also already established a regular high-level dialogue with private sector leaders, including with companies such as Google, Microsoft, and Amazon Web Services. More recently, NATO stood up a Transatlantic Quantum Community to ensure a secure, resilient, and competitive quantum ecosystem and launched a commercial space platform (SPACENET) to further cooperation with commercial space industries. The alliance has come a long way. Yet the epochal moment we are confronted with requires even bigger and bolder adjustments.
NATO needs to innovate more and faster. Above all, we need to dare to innovate differently. This means rethinking the way we structure our partnerships with the private sector in the area of defense. NATO has worked for decades to achieve interoperability between national militaries. Now, it needs to achieve interoperability with the trans-Atlantic innovation ecosystem to future-proof our security.
In particular, NATO needs to adjust the mechanisms and procedures it has built and relied on for decades to develop and purchase defense capabilities. Defense plans, procurement cycles, and acquisition models are important and necessary to guardrail innovation and help minimize financial risk. But they are also lengthy, rigid, and complex. They can be a roadblock to innovation and a risk for our security. Our procurement timelines are set to the acquisition of large pieces of hardware that we hang on to for decades. New aircraft that NATO is acquiring now to replace the aging fleet of Airborne Warning and Control System aircraft will only be operational in 2031. In the information technology arena, where requirements are different and change very rapidly, more flexible procedures are essential to ensure allied and partner nations get what they need when they need it—and not five or 10 years down the line.
At the same time, as we rethink our partnership with the private sector to accelerate innovation, we must stay aligned with our values. Technological innovation, especially in the field of defense, can be used to curb freedom and control and manipulate people. This is what our competitors do. Moscow and Beijing do not face up to the important ethical dimensions in their race to develop and deploy technologies. But NATO does. It has already integrated so-called principles of responsible use in all its strategies on emerging and disruptive technologies, including AI, autonomy, biotechnologies and human enhancements, space, and quantum. These principles ensure that the use of these new technologies complies with international law and respects our democratic values. Rather than stifling innovation, they enable it by creating a predictable, trustworthy, and responsible environment in which everyone—innovators, adopters, end users, and our publics—feels confident using these technologies and cooperating with one another.
Looking ahead to the next NATO summit in The Hague in June 2025, NATO will pursue its work to foster the development of the long-term revolutionary innovation required to maintain the alliance’s technological edge. A new Rapid Adoption Strategy, to be delivered at the summit next year, will provide recommendations to enable allies to streamline acquisition and procurement processes while at the same time respecting the fundamental principles of fairness, transparency, integrity, openness, competition, and accountability underlying acquisition and procurement in the defense and security environment. With work underway on this new strategy, the alliance is seeking to include small and medium enterprises developing battle decisive technology in the NATO procurement mechanisms. The immediate needs arising from the battlefield in Ukraine are lessons NATO is taking on board as it prepares for the future.
Last week, I concluded my tenure as NATO’s deputy secretary-general and ended my duties as NATO’s innovation champion. Looking back, I am impressed by how profoundly NATO has been adapting to technological advances in a fast-changing world. As threats have evolved and multiplied—on land, sea, and air and in space and cyberspace—so has NATO’s response, in both the physical and the digital world. I leave an alliance that is driving faster toward new, different, and responsible ways of innovating. Looking ahead, I am confident this will keep NATO competitive, our values safe, and the trans-Atlantic area more secure—now and for generations to come.

It's happening! Kicking off the first day of 007 Fest 2023 with some MI6 worldbuilding headcanons for Headcanons Day (AKA the HCs crammed into my WIP to make sense of film-world MI6)
Q Branch is just a small part of Six (and everyone else thinks the double-oh programme is more trouble than it's worth)
Q Branch makes no sense. As film!Q is a shorthand for the mission support teams for narrative ease, Q Branch seems to run independently and Q himself is a polymath taking on all the roles.
Eh, I'm okay with genius Q because I love him 🤷 Other Q Branchers are all wildly smart and eccentric in their own ways. That's Q's hiring policy
Most analysis, missions, etc. are run through logical departments with hundreds of staff, which the problem children doubles-ohs and Q Branch build on for their specialist missions
Lots of Six staff don't like the double-ohs and Q Branch by extension – they burn through the budget, cause havoc and get away with multitudes, and a little more secrecy and intelligence in the SIS would be much preferred
Maybe it's for the best that Q Branch is away from HQ up-river at Millbank Pier (based on this excellent post)
Essentially, Mallory has hundreds, maybe thousands, of staff and assets globally, yet it's 1% of his staff that causes 99.9% of his headaches
Heracles isn't the first off-book project and it won't be the last
Mallory was used as a character to hang the Heracles plot on, but it leaves a lot of questions. Why was he even involved? Why isn't it the responsibility of the Defence Science and Technology Lab?
I figure all the UK's intelligence agencies have joint off-book operations like the Heracles research, some farmed out to private contractors, etc. So, Heracles isn't special, it's just that this secret got found out and had big consequences
Maybe Mallory had a hand in Obruchev defecting, so those consequences were extra personal
Also, imagine being Mallory: was Chair of the committee looking into MI6 shadiness, only to get hired as M and get tangled into all this shadiness

After Spectre, they didn't know who to trust, except one another. They keep Six running and they're each other's rocks and best bitching buddies
Q, despite what he says, is the most dramatic of the three. Moneypenny, of course, delights in winding Q up. Tanner isn't as catty as those two, except for when the mood strikes and he's the worst
Tanner gets swept up in various antics, often Bond's, along with Q and Moneypenny. However, he's perfected bland-faced innocence and Mallory never gives him grief for it. Q and Moneypenny find this very annoying

Global Warming & Climate Change
Since the 1970s there has been a steady increase in global temperatures as a result of the build-up of heat-trapping pollutant gases in the atmosphere. As evidence of the effects of global warming begins to accumulate, it is absolutely certain that the world is facing a dangerous acceleration of climate change and extremes of weather. These changes will be considerably worse than hotter summers and wetter winters for some and vice versa for others. Whole continents are going to be affected by severe and extended periods of changed climate. Its not just the Saharan region that is experiencing prolonged drought and disastrous fires. Even tropical and temperate regions are suffering, countries like Australia, Malaysia, Mexico, Nicaragua, Cyprus and East Africa. In one year forest fires consumed more than one million hectares of Sumatra and Kalimantan. Agriculture in many different regions of the world will become virtually impossible as desertification spreads in hot areas and rainfall drowns fields and paddocks in the world’s monsoon belt. Storms and ocean swelling will inundate lowlying regions, drowning fishing ports and the hinterlands they feed. Global warming will expand ocean water and raise sea levels two feet by the year 2010: low-lying regions such as the delta portions of Bangladesh, Egypt and Southern China and low-lying islands in the Indian and Pacific oceans may be flooded or even submerged.
This may all seem very academic and the problem of distant peoples. But climate change doesn’t just affect far-off countries we will never visit. Torrential rain and melting in 1998 combined to cause landslides and severe flooding in California, Idaho, Nevada and Oregon. Flash floods forced the evacuation of 125,000 people, and destroyed or badly damaged 24,000 houses and several hundred square kilometres of farmland. Economic losses were estimated at $2billion. Dermatologists in Australia and the United States are witnessing an explosion in cases of the deadly skin cancer, melanoma.
Rising sea levels will drown tourist beaches, coastal wetlands, cultural and heritage sites, fishing centres and other areas and require massive investment in coastal defences, new sewage systems and relocation costs – whole new towns – houses, schools, hospitals, factories — will have to be built as people are forced inland at massive cost. Who is to pay for all this, if not the working peoples of the world? These changes will have major consequences for food production and create many more refugees, with the poorest being most affected, as ever. Changes to the oceans will also drive fish from traditional grounds, making it dangerous or impossible to catch them without using factory vessels and the latest sonar technology. Think of the literally billions of people who live and work in the river and deltas of the great rivers of the world: the Amazon, Ganges, Indus, Mekon, Mississippi, Niger, Nile, Po, and Yangtze. These are hugely productive agricultural reasons and are all at risk from rising sea levels and climate change.
Sustainable agriculture will become more difficult, leading to land being taken by Big Food and peasant farmers being forced into fetid slums beaten down by extremes of heat and rain where cholera, typhus and diphtheria are endemic. Across the world tropical insects are invading temperate zones where people and cattle have no immunity or the means to combat them while at the same time, up to 40% of all plant and animal species alive today are facing extinction. Crops are dying from water shortages and drought causes thousands of cattle to die of starvation or the heat. The coral reefs of the world are dying, unable to adapt to warming seas and the human diseases that enter the seas in sewage and thrive in warmer water. Don’t think these are problems only affecting the Majority World, far away. In 2002 30% of the USA was officially declared drought-affected. The response of Big Money – government and business – is not to tax petrol, reduce carbon emissions or change patterns of consumption to conserve water but build more dams to line the pockets of the corporations responsible for the mess in the first place.
We are often told that climate change is produced by oldfashioned polluting technologies and that – if sufficient money is given to big business and the universities – they will produce the technological solutions that will save the planet. Yet, as this pamphlet shows elsewhere, the nature, speed and scope of technological change is not dictated by human need (or even humanity’s actual survival on this planet) but by the corporations’ ability to make profit from their development, introduction and control. They dictate when products and technologies enter the market, not us. It is the corporations that increasingly dictate what, how and how much we consume by their control of technology and product development. Patterns of consumption, the waste and excess created by capitalism, dictate our methods of production. And it is the total mass of production – which is bound to go on increasing as western patterns of consumption are spread to the developing world by globalisation – that is the problem. What is also being spread – unfortunately – are the grotesquely unfair and destructive inequalities that capitalism creates and fosters. These are not just inequalities of wealth, status or power, though these are scandalous enough in a world that pretends to human equality and rights (and how hollow these must ring as dust sweeps across the farm of your ancestors or floods drown crop, cattle and kin). They are also inequalities in the one of the fundamentals that defines humanity: the kind and quality of our lives and the ways in which we die.
For it is the poor, the marginalized and the weak, who already die in their tens of millions every year who will bear the brunt of global warming and climate change. If the price of flour goes up a few cents a kilo as a result of bad weather or failed crops bread in America will be a little bit more expensive. But if you live on $1 a day in Ethiopia or Brazil then a drought in the maize fields can be a matter of life and death. If the vaccines and antibiotics that helped control endemic disease no longer work and you can’t afford the new drugs from the West, how do you choose who will get them? If the upland peoples have been driven from their land by drought and come armed to your village, will you fight or flee? And where will you go the slums are already full? When the privatised water company turns off the neighbourhood’s water supply to preserve it for the rich who can afford to pay, how will you wash (to avoid disease), find clean water (to cook with) or flush that already stinking toilet where infection is breeding? The inevitable result of global warming is not an ‘English Riviera’ that the media and some scientists like to popularise, it is war, civil war, intercommunal violence, mass poverty, starvation and disease, man-made catastrophe and millions of blighted lives. Even though the consumption-obsessed western economies are the engine of global warming, its effects are largely not felt there. We are content to let international aid agencies provide sticking plaster solutions to the environmental disasters that business has created. Capitalism is blighting the planet; only the free society of the future, made here today, will restore it to health.
