I went digging in my bookmarks and found this fic by @delicatetrashstranger from November 2020 (almost exactly 3 years ago, in fact):
It's the first fic in a series about Garak and Bashir discussing literature, and all of them are gorgeously written and psychologically insightful.

This Year's Christmas Fic - AKA Starting Christmas in July a Lil' Early
Okay, so it's a tradition in my family to start thinking about Christmas shortly after the Summer Solstice.
I was going to wait until July, but then I realized that it is indeed already July in certain parts of the world. So heck it.
I always (and by always, I mean since I started writing fanfic about them) write a Garashir Christmas fic.
This year will (hopefully) be no different.

Garak lying to a dying Tain that there was no one there but them, and letting Julian be there for Tain’s Shri-tal, was the moment Garak devoted himself to Julian. He told Julian (in a Cardassian way Julian didn’t know at the time probably) that Tain’s death meant he, Garak, was choosing to give his entire being to Julian. Garak lied to Tain — the man he was trained to follow and take orders from since childhood for the protection of Cardassia — as an act of untethering himself to the man, and a bit of Cardassia too. He knew he would be free after that, and he took the initiative of devoting himself to Julian, so he would not have to suffer being without a chain/anchor in the ocean of space for long —even IF he wouldn’t be that lost for long and knew he’d be with Julian soon enough once back on DS9. He was exiled from his home and losing the only other source of direction, but he chose to take the leap and be/have Julian as his new holder. And being with the man he found himself in love with was just his own personal win.

felix knightly, julian's much-mentioned friend felix, comes to the station, and he's this dashing and effete and supremely successful older human man. he wears excellent fabrics and dedicates his life to constructing beautiful fictions.
he calls julian darling and sweetheart all the time. he speaks often of how they met - something about old hardcover books and competitive bidding in a san francisco auction house for history and literature lovers.
so it went: a long chat that turned to a long night haunting bars, showing this bright young thing the best old spots in the city, where real bands play real songs, history clings to the walls and a holoprogrammer could see nearly into the past, the future, the heart of things.
we walked the bridge with dawn on our shoulders, spent the night without losing reasons to keep talking together, and i knew this was a very special young man i had just befriended, he says.
and julian bashir, chief medical officer, war-tried and brave, looks at him through his lashes, a little bit twenty and awe-struck at being liked still.
felix speaks often about how so much of the reliable realism in his holonovels depends on having his own clever doctor to give him accurate medical information. how his gifts of custom-made programs are nothing, barely anything in comparison to the pleasure of making sweet julian enjoy himself in his intervals between wonderful adventures and admirable medical work.
he is flighty and shameless and self-satisfied and he never fails to make julian flush and brighten - something flickering open around his eyes.
he kisses the back of his hands, and plays with his hair. as if it easy and natural; as if he should be allowed always to lay a hand on julian's shoulder, and smile down at him with a conspiratorial look.
it would be easier, perhaps, if it were more sordid. but they tease each other endlessly, argue like old friends, there is history between them and not only old infatuation.
to watch him is to see an image repeated. there is the twist of the wrist doctor bashir does, the way he raises his chin and picks a glass with elegance and flirts relentlessly, as he himself had been flirted with until he relented.
it is clear enough that knightly has been a guiding figure to him, a teacher in some fashion in the arts of playing the gentleman.
a mildly chiding word from him in a specific tone, and julian straightens his back and pays attentions, rethinks his position, eases back the strain in his shoulders, lets himself be challenged, seduced into a proper debate. so perhaps he was the one who taught him that, too; to argue without spite, with wit, brash but not bull-headed.
it is clear enough julian bashir trusts him fully with his fantasies, and does not fear any mockery.
it is clear he is a weak man, a man of vice, an hedonist with no sense of responsibility, who cannot stand to live outside his programs. he drinks prodigiously and gambles recklessly, enjoys the sort of mind-whirling substances the federation permits only in careful dosages -
he is not the one to mention how it was that a medical student came to be well-versed in treating withdrawals, in dealing with hateful words said in dire states. doctor bashir himself, of course, would never breach patient confidentiality. but one may guess; one may assume.
his presence is temporary, he will go away to do research on another singular and distant place, he'll leave his friend behind for the hundredth time and send back a consolation game whenever he remembers he exists at all.
anyone can see it, in the doctor's eyes. he is has been wounded many times, he has been trained well to be expect to be liked but not wanted long.
in unrelated news, garak of garak's clothiers has had to cite complications to explain the delay of his present and forthcoming commissions. several of his needles and sewing machines have taken unexpected tumbles against the floor, and a remarkable amount of his fabric has appeared shredded to rags, almost as if a vole or beast of some sort had laid furious claws on them.
well, so it goes: life is not an holonovel. in real life, sometimes accidents can't be avoided, and mistakes have consequences.
someone ought to remind felix knightly of that, perhaps.

once or twice a month I get an ask about why I make all my fanfic main characters (Bilbo Baggins, Harry Potter, Julian Bashir (Bashir x Garak not posted yet)) curly haired. It’s cause I have curly hair and deadass no one has curly hair in fanfic or canon.
I had over a decade (not adopted (yes people ask that)) raised by people with straight hair, and having to unlearn and relearn how to care for my hair. So yea, I put a bit of myself into it. That’s why.
Curly hair is a time commitment and it matters. Even if your hair is wavy, it’s something worth committing towards in terms of time and experimentation with products.

i adore in fics when people find out about julian’s enhancements and then julian lets down his guard and people can see an actual a change, like suddenly there’s something unfamiliar about him? something much deeper and mature? not because everything about julian before the revelation has been a SHAM or anything, i just like the idea of all these intelligent people having totally underestimated julian, the young, naive doctor, when really julian’s been one step ahead of them the whole time, letting them see him a certain way. the concept of others finally getting to see they had the wrong idea, especially back when they sort of saw julian as somewhat less than, the whole time. it’s about that moment of oh. he’s been the smartest guy in the room the whole time. them suddenly not seeing naivety, but seeing power. that. i like that.

My friend, the names are usually what come last for me, at least.
I used to be notoriously bad at naming things. I mean, for Heaven's sake, I named my dog after a pastry! I've since gotten slightly better at naming things, but truly, not by much.
WIP #1: filed under the heading of "Garak teaches Julian how to have slow sex"
Favorite line so far: “My dear doctor, as much as I appreciate your youthful enthusiasm in these matters, may I make a suggestion?”
WIP #2: Garashir tailor!shop fic
Favorite line so far: He could feel Garak’s breath on his bare skin, and it was unbearably difficult to stop from turning away. He could feel heat building in the space between them, and he was sure Garak could, too.
WIP #3: Missing scene fic where Garak finds out Julian is augmented
Favorite line so far: “Of course, I’ve heard,” Garak shot back. “It’s been a week, Julian. You’d be hard-pressed to find someone who hasn’t heard the news. I was just… Hoping to find out from you.” Garak didn’t sound angry, just disappointed, and that was infinitely worse.
Ahem some of these may have been 'in progress' for a while and may or may ever get finished, but if you have a preference for which gets my attention first I'm all ears! Like a Ferengi!

Since Alternate/Hologram Julian doesn’t need to sleep, he probably lays there and watches his Garak sleep, and Garak probably at first was kind of not for that, but overtime realized it just makes him feel safer, because Julian is there to keep an eye and ear out for any danger. His guardian hologram doctor husband, the security program he loves and loves him back. Julian likes to pet Garak’s hair, ease him to sleep, trace Garak’s scales gently as he sleeps, think of poetry and story descriptions for Garak’s beauty, and just hold his man gently.

currently suffering from too-many-ideas disease (let's hope it's curable, the number of growing wips on my DS9 folder does not offer a promising prognosis).
but one of the concepts that's been haunting me is the possibility of kira and bashir spending a far longer time in the mirrorverse. i mean a long time, an year or three even.
an au where gul garak's plan to install kira in place of the intendant, as well as his rather transparent ploy to keep julian (move him to a safe place, lmao) as a bargaining chip to get kira's cooperation on whatever he's plotting.
mostly this would be tied up in their return, without flashbacks, and focused on the possibility of an augment resistance, poking julian bashir into a corner until the claws come off, kira's undercover journey in this new bajor and and julian's new codependent closeness, but --
there is no version of garak who does not desire any useful information he can grab a hold of. his weakness for sentiment and pleasure in dealing harm may vary in a spectrum across the universes, but he is always very curious.
this goes - rather less well than he'd hoped for. his bargaining chip is fierce and arrogant, brash beyond sense and dangerously clever, and more than the usual dim terran cunning.
without any sense of his station at all, quick to speak out of turn, and always, always asking the most impertinent questions, about garak and the alliance and garak and the terran subjugation and garak.
and he is fearless. enough to smile at times in that detestable way, as if he knew his weaknesses and the lines of his thinking already, guessed at his gestures.
as if he found him - the gul, the military man, the oppressor - rather an amusing but generally disappointing repetition of a better original performance.
there is only so much information about the other world he can manage to get out of him with blackmail, threats of violence and coercion. he can only do so much, when kira insists on visiting his hostage often enough to ascertain his well-being.
luckily, terrans are terribly fragile, even if this one is particularly resistant to most persuasion techniques. they all, for one thing, need to eat quite regularly. starvation is a crude tool, but everything ccan be a reward and a punishment is one has the sense for it.
what kind of host would gul garak be, if he did not make certain he ate enough, and well, and in good company?
lunch, conversation, garak's eyes glittering at him over the same steel tables. really, in many ways it is as if julian hasn't left home at all.
