Last week there were 𝟐𝟖 𝐨𝐯𝐞𝐫𝐝𝐨𝐬𝐞𝐬 at the Consumption Treatment Site (CTS) at the Integrated Care Hub (ICH) on Montreal Street. There were 𝟏𝟒 𝐨𝐯𝐞𝐫𝐝𝐨𝐬𝐞𝐬 𝐨𝐧 𝐓𝐡𝐮𝐫𝐬𝐝𝐚𝐲 𝐚𝐥𝐨𝐧𝐞, with 12 inside, and 2 on the grounds outside.
This speaks to the desperate need for decriminalization and a safe supply program, but more immediately to 𝐡𝐚𝐥𝐭 𝐚𝐧𝐲 𝐞𝐯𝐢𝐜𝐭𝐢𝐨𝐧𝐬 𝐛𝐞𝐬𝐢𝐝𝐞 𝐭𝐡𝐞 𝐈𝐂𝐇. In the midst of a drug poisoning crisis, driving people away from the life-saving care at the ICH will 𝐚𝐥𝐦𝐨𝐬𝐭 𝐜𝐞𝐫𝐭𝐚𝐢𝐧𝐥𝐲 𝐜𝐚𝐮𝐬𝐞 𝐝𝐞𝐚𝐭𝐡𝐬. Foreseeable and preventable deaths can and must be prevented.
We believe that all encampment evictions cause harm and there are no viable housing alternatives for people, but that the 𝐂𝐢𝐭𝐲'𝐬 𝐞𝐧𝐟𝐨𝐫𝐜𝐞𝐦𝐞𝐧𝐭 𝐨𝐟 𝐭𝐡𝐞 𝐞𝐧𝐜𝐚𝐦𝐩𝐦𝐞𝐧𝐭 𝐩𝐫𝐨𝐭𝐨𝐜𝐨𝐥 𝐚𝐭 𝐈𝐂𝐇 𝐰𝐢𝐥𝐥 𝐛𝐞 𝐥𝐞𝐭𝐡𝐚𝐥. What do we say about a City that proceeds with a policy they know has a high chance of killing people? Beyond heartless, inhumane, and unjust... they will be responsible, personally and collectively.
Our efforts as a community must be to treat people with care and dignity and to attempt to meet all of our needs, rather than force those with high needs out of sight and into danger.

80 Grassroots Organizations Demand Congress Redirect Over 9 Billion Funds for Recovery Efforts in Puerto Rico
San Juan, Puerto Rico -- In response to the current COVID-19 crisis 80 organizations from Puerto Rico came together to demand that Congress direct the Financial Oversight and Management Board (FOMB) to allow the Government of Puerto Rico to use the more than $9 billion in funds destined for debt payments to instead be used to support Puerto Rican families in this moment of crisis.
The signers urge legislators to direct the FOMB to use the 9 billion dollars in resources to provide community driven investments that would ensure free testing and healthcare services; institute a moratorium on evictions, foreclosures, and utility shutoffs; make sure everyone has access to food; provide school children with the tools necessary to continue their education from home and; increase significant investments of clean, local, sustainable energy sources to stabilize service for millions.

Letter requesting Congress direct the FOMB to release 9 billion dollars in reserve account for recovery CODIV-19 efforts in Puerto Rico.
Dear Member of Congress:
We write to you as organizations in Puerto Rico and stateside that are deeply concerned about the impact of COVID-19 on the island. Given Puerto Rico's crumbling healthcare infrastructure and aging population at greater risk of complications, the spread of this virus could result in an unprecedented human catastrophe. Congress should therefore direct the Financial Oversight and Management Board (FOMB) to allow the Government of Puerto Rico to use the more than $9 billion in funds destined for debt payments to instead be used to support Puerto Rican families in this moment of crisis.
Congress, through the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA), made the FOMB the trustee of the Government of Puerto Rico. Over the last three years, Puerto Rico has been hit by a series of natural disasters--hurricanes Maria and Irma, ongoing earthquakes, and now, the COVID-19 pandemic. These disasters have exacerbated an economic crisis, created by decades of budget cuts and neglect, that had left the island with $129 billion in debt and a crumbling infrastructure.
Over the last three years, the FOMB has forced brutal austerity measures that have further crippled health, educational, and other public infrastructures. These severe cuts created a budget surplus that has ballooned to a staggering $9 billion cash reserve as of February 28, 2020 -- the same size as Puerto Rico's entire operating budget in 2017 -- up from $1.8 billion in December 2018.
The federal government has failed to disburse billions of dollars allocated toward a just recovery to Puerto Rico in the aftermath of Hurricane Maria. Recent earthquakes have compounded Puerto Rico’s distress. Estimated damages reported by hardest-hit local governments on the island exceed $1.4 billion, and the power authority needs significant investment to rebuild one of its main power plants by this summer in order to stabilize service for millions.
Only two months after the earthquakes, with hundreds still living in tents in the south, the island faces yet another disaster. Today, hundreds of thousands are in their homes, struggling to put food on the table for their families and not knowing when their next paycheck will come. To make matters worse, 20.7% of Puerto Rico’s population is over the age of 65, which means that any response that does not provide the necessary support to the island could result in thousands of deaths.
In accordance with §§ 201(b)(1)(B) and 201(b)(1)(J) of PROMESA, it is the responsibility of the FOMB to account for all government services and capital expenditures that must be provided in order to adequately respond to CODIV-19. This includes providing community driven investments in: (1) ensuring free testing and healthcare services; (2) instituting a moratorium on evictions, foreclosures, and utility shutoffs; (3) making sure everyone has access to food; (4) providing school children with the tools necessary to continue their education from home and; (5) significant investments in clean, local, sustainable energy sources to stabilize service for millions.
The fiscal plan should be revised to reflect these expenditures instead of ever-increasing austerity measures. We must prioritize these critical investments in the public health and safety of Puerto Ricans over debt repayments. Continuing to prioritize austerity measures for the sake of debt repayment will undoubtedly result in preventable deaths. Upon certification of a revised fiscal plan, these funds must be made readily available through any necessary legal and budgetary actions.
For all of these reasons, we believe that Congress should direct the Fiscal Management Oversight Board to allow the Government of Puerto Rico to use more than $9 billion in funds destined for debt payments to be used to support Puertto Rican families in this moment of crisis. Not doing so could spell disaster for hundreds of thousands.

The DSLC is hosting a call featuring the leaders of Labor Working Groups, Committees, and Branches throughout the organization. They will be discussing the approach they take to the labor movement in their chapters, campaigns they’ve taken on, and issues they’ve faced. We are still finalizing a time and agenda, but you can pre-register for the call at this link.
And check out the DSLC’s Labor 101 curriculum! There will be an opportunity for delegates to participate in a Labor 101 session at the convention, which is a great opportunity to bring this training back to their home chapter.
Electoral Endorsements in California and Ohio
The National Electoral Committee is proud to endorse Dean Preston for San Francisco, CA Board of Supervisors and Liliana Rivera Baiman for Columbus, OH City Council!! Both are up for election Tuesday, November 5th. Vote for them if you live in town, donate to them if you can, and reach out to [email protected] to volunteer remotely for them or our other candidates like Shaun Scott in Seattle.
Dean Preston wrote the Right to Counsel ballot measure that San Francisco DSA endorsed and won, and is known as one of the lead organizers who helped save CA rent control in 2008. He has represented tenants in eviction cases and victims of police misconduct as a lawyer, and now he is running to represent working people on San Francisco’s Board of Supervisors. This is a chance to elect a DSA member who has already worked alongside the chapter to office and boost their fights for a green new deal, public transportation, and of course, tenants’ rights and affordable housing.
Liliana Rivera Baiman is a mother, labor organizer, and DREAMer activist who is running because Columbus workers shouldn’t need more than one job to survive. That means good union jobs with benefits, and a city that can support them. She’s a member of Columbus DSA and knows that without municipal ID cards and public internet, it’s hard for everyone to take advantage of everything the city has to offer. With public services that are funded by prioritizing the good of all over the good of developers, Liliana believes everyone can thrive.
DSA In Office Gathering in Atlanta
The past few weeks we have seen what happens when the Wall Street wing of the Democratic Party attacks their left flank. It opens the door for the likes of Trump to go on the offensive, galvanizing and growing his base from among those who would like to return this country to pre-Reconstruction economic and social relations.
Outside the formal political arena, DSA members across the country have attended and in many cases helped organize Close the Camps mobilizations. It is critical that our chapters be part of broad based majoritarian coalitions organizing both in direct actions and in civil society against the increasing neo-fascism of the Republican Party, the accomodationism of too many moderate Democrats, and the corporations who assist ICE and other institutions of oppression.
We are also working inside the formal political arena, supporting our members in office to use their resources to facilitate working class self defense in their communities, and helping new democratic socialists candidates run for office at all levels of government. Dozens of DSA members currently in office will gather concurrent with the national convention to build our national network and find new ways to leverage our independent, collective power.
Convention is Coming Up!
It’s been great seeing members on social media discussing some of the many resolutions before delegates at the convention, and knowing many of you are holding chapter meetings to discuss them as well. Delegates will make major decisions about the direction of the organization in just two weeks.
We will also hear from inspiring leaders both inside and outside DSA, including:
Sara Nelson, International President of the Association of Flight Attendants-CWA, AFL-CIO. During the government shutdown, Nelson released a video calling on flight attendants to stop working and support air traffic controllers sickouts. Hours later, Trump cut a deal to end the shutdown. Now she’s standing up against climate change, supporting the Green New Deal, and calling on airlines to stop enabling deportations.
Linda Sarsour, DSA member, co-founder of MPower Change, Palestinian-American community organizer, former executive director of the Arab American Association of New York and Women’s March board member.
Together we will marshall our strength for the struggles ahead. We want nothing less than a planet for the many, not the few!
