Sooo out of curiosity, are you aware of any TTRPGs that use tarot cards for resolution without just using the raw numbers and leaning more into the symbolism of each one? I’ve been getting really into Eidolon: Become Your Best Self 2E lately, and my brain just cannot accept that this is the first published game to actually do that. (I’ve seen games that use the numbers of the major arcana, but the actual forecasts I’ve never seen used before?)
The way you've phrased this makes me suspect the real purpose of this request was to get me to front-page a plug for your new favourite game on my blog, but I'm in a good mood, so I'll play ball. =P
To the topic, tabletop RPGs implementing conflict resolution via interpreting the symbolism of cards isn't terribly common, but it's far from unheard of. The earliest published example I'm personally aware of is Jonathan Tweet's Everway (1995), though this one's arguably not an answer to your question because it uses a proprietary 36-card cartomancy deck rather than a traditional tarot; it depends on whether you mean interpretive cartomancy in general, or the tarot in particular.
If you meant the tarot in particular, I suspect you're not going to see one prior to the early 2000s because of how difficult it was to get your hands on tarot cards in the 80s and 90s – and the lingering spectre of the Satanic Panic, of course! – but I'd love to be proven wrong.
(If anyone wants to offer their own examples in the notes, remember the brief: we're talking about games which use interpreting the symbolism of cartomancy cards as their core conflict resolution method, not just games which have tarot cards in them somewhere.)

TarotWeaver, a Tarot TTRPG

A year ago I had the pleasure of running into two incredible artists at Sonoma State University while taking a drawing class. At the time I was mulling over the idea of a tarot based roleplaying game, but knew that to do the project justice I would want to create a tarot deck for the game. I knew writing the game would already be a mountain of work, lo and behold Arie and Sara had reimagined the major arcana for their final project.
It felt like fate had put us in each other’s path at that moment.
Over the following year we collaborated to create a unique game taking inspiration from Over the Garden Wall, Adventure Time, Cairn, Into the Odd, Whitehack, Everway, and the OSR. While Arie and Sara worked tirelessly to create 78 amazing images in their reimagining of the Rider-Waite deck, I set out to create a lightweight and fun game.
I had two design sensibilities going into the project. The game could only use tarot cards for all of its mechanics. Something that turned out far easier said than done. The second was the entirety of the rules and an introductory adventure had to fit into 48 3.5”x5.5” pages. With some napkin math that meant only 720 square inches of space to write. For comparison, Mausritter has roughly 960 square inches of printable space at 24 5.5”x8.5”.
It’s difficult to pin down how excited I am for this project to come to life and hope to share it all with you soon.

Twitter.com: Mortimer is basically the better villain to Mickey since he's better in everway and there's nothing Mickey can do about it. Also Pete isn't really that evil .
Me: Frist off, Mortimer is more of a rival character than a actually villain, usually he isn't out really doing anything that evil. Second if you want a more evil Pete just read the Floyd comics or watch the three musketeers. Third, Mortimer’s being better than Mickey isn't really true, he may think that about himself but my guy never wins against Mickey and he shown to actually be pretty lonesome compared to Mickey who has a constant group of friends but with Mortimer alot people in universe dislike him. Yeah I like Mortimer more too, but c'mon.

This Game Is Familiar, Beebo Bunkums, 2022
There are so many jokes one could make here about TGIF and "but I haven't even seen it before" and "In Soviet Russia...", so hopefully you can fill those in yourself.
In This Game Is Familiar (TGIF) you play spellcasters' familiars. The game uses the term "witches, wizards, and warlocks", so I guess the implication is that warlocks are non-binary, which I think the NB folks I know would be down for. You could be helping your caster succeed in school or work, rescuing them from their nemesis, keeping from embarrassing themselves, etc. It's much more on the "beer and pretzels" side than the "serious games about serious topics" side. Or maybe on the "together they fight crime" side.
The mechanics are in the Honey Heist / Lasers & Feelings area, with two axes instead of one. Axis #1 is Size vs. Speed. Axis #2 is Power vs. Personality. Each axis has to add to 7 independently, and you do the usual 1d6+stat. After that comes a power system that's pretty similar to the one in Everway. I think it evolved separately, but it's possible that (checks author credit) (checks it again) Beebo Bunkums did read Everway and decided to house-rule things. There's a page full of d66 tables with personality quirks.
It's a little unusual to see any substantial add-ons for a L&F hack. In addition, the powers don't really mesh with the rest of the mechanics - they're more in the "it works or it doesn't" category, like flight or not having to breathe. I wonder whether BB is actually two people who mashed their games together.
The game's setting is just sort of an assumed-D&D-type world. There's nothing explicit beyond the existence of spellcasters and some sort of magic society, so you could theoretically play this in a high-tech setting if you wanted. You'll just have to do the work of setting-building yourself.
The art is part scratchy b/w linework and part greyscale watercolor, which lends a little more credence to the "two authors" theory. The linework has the "creepy but friendly" style, where that crow could stop snacking on an eye long enough to give you a hand with the stuff on the high shelf. The watercolors are more in the Addams Family style, morose but morbidly funny.
The game's on itch, but you probably figured that out from the title and author. It's only 13 pages but it's nice and cheap.

Cheating, disrespect, not want to give her money to spend on his daughter who has all the right to live luxuries life given her father situation ( amount is not high given his salary and income it’s always based on the father income )
And does Cecilia live in poverty? xD Because I feel like she lives like a little princess. She has everything! Maybe it's Karoline he doesn't want to give more money? And that bothers her? Who knows, maybe he set up a bank account for Cecilia so that she could manage the money herself when she became an adult? There are many possibilities. The conflict between Eder and Karoline began during their relationship, which turned out to be toxic in the end. I'm sure they would have broken up much earlier if it weren't for the fact that Karoline was pregnant. I don't approve of Eder's behavior, but I also don't approve of Karoline's behavior. They BOTH provoke and humiliate each other in the media. They BOTH cover themselves with "concern for the child", but they BOTH also exploit the child's image. So I think they both deserve each other and the only thing they care about is a good image on social media. Anyway, I personally called Eder a womanizer and I think that women who enter into relationships with him should take his past into account, and not cry at the end that they turned out not to be the one. Everyone should take responsibility for their hasty decisions. But he's a good father, and how happy Cecilia is with him says it all. Besides, no one should wish anyone a serious injury or illness, so I personally support him to recover from this as soon as possible.

Hecatomb
Hecatomb, Bleu Black Mana Games, 1998
For those who didn't play Magic: The Gathering, here's the link to the card info for Hecatomb.
In 1998, everyone was waiting for Magic: the Gathering: the Roleplaying Game. It seemed obvious that it was going to happen. The people who made Magic now owned D&D. It must be on the horizon. Hecatomb wasn't an attempt to get to market first - it was the result of someone getting so excited for what they saw coming that their feelings came out through their fingers and onto their GeoCities site. As it turned out, there wasn't a real M:tG/D&D crossover until 2018, so Bleu kinda jumped the gun here.
Stats are the five mana colors, plus Life. NPCs are rated on Damage and Toughness. They're all rated on a theoretically zero-to-unlimited scale, but mostly 1-7 with some excursions up to 10. Life starts at 20, because you're playing planeswalkers, traveling from world to world, summoning creatures to do battle for you.
Hecatomb has one extremely big weakness: Bleu had no idea how to make the game a fun group activity. Some examples:
You draw mana from your lands once per day. So you're not casting many spells. The game does allow your creatures to have lands of their own, so they can activate their own abilities instead of you having to do it, but once you're tapped out you're tapped out.
There's no indication of why you would work together. There aren't many people out there more powerful than you, and there's no serious benefit to working together.
What you can cast when is still random. Getting mana-screwed is not any more fun in this game than in the original.
There's no real guidance as to what your character... is. Human? Some kind of god-creature? Remember, this was long before we knew any planeswalkers except Mishra and Urza. 1999 was 6th Edition. This game was written during the Urza's expansion block. Lorwyn, the first block with Planeswalker cards, was 8 years away.
There's no indication that Bleu knew any games but D&D, and maybe Fudge. How very different this game could have been if there were some inspiration from, say, Amber or Everway.
Why did Bleu choose "Hecatomb" out of all the cards? It sounded cool. The game is not thematically "black" in any way.
In the end, though, I can't really fault him. This was a teenager's enthusiasm, and there are some cool things in here for a first game. The "when you do things like this color would, roll using this color" is a very modern mechanic. You could do a PbtA version with that and no one would bat an eye. There's a valiant attempt to tie together the lore on the cards into a fantasy setting, and it resulted in some pretty cool descriptions of dragon dens in the mountains, magic islands protected by mist, forests that moved in and out of reality, and plenty of name-dropping of M:tG mainstays like Yawgmoth and Nicol Bolas. I wasn't making substantially better stuff when I was in undergrad.
You can still find Bleu on various RPG fora across the interwebs. Ping him and he'll DM you the game. He was kind of reluctant for the first hundred people who asked for it, but now he sees it as a charming example of what he used to create, and a good example of what makes a game interesting to read but a non-starter to play.
