Ok, I think I have a pretty good idea of why a lot of Akechi's dialogue is... like that.
So, even before his confidant truly started, I noticed that he has a real knack for directing the flow of a conversation. This is very fitting for someone who is both a detective and skilled at interviews - when there is a topic and a goal, Akechi is in his element.
All this to say, he's actually kind of controlling when it comes to conversational flow. He probes for information, or turns the conversation around to a particular topic, usually the Phantom Thieves. He manages to take a few of Joker's dialogue options and spin them so they sound mildly incriminating in the context he's placed them in - the only way to truly get around this is to pick answers that feign indifference, and even then, that's more than a bit telling. He's clearly very good at this kind of thing.
But then, we get conversations where either Joker does something he didn't expect, or else he doesn't have a particular goal in mind - and the conversation stutters. In the first instance, Joker does something (a particularly egregious example is putting his glasses on him and fluffing his hair in rank 3) which both leaves him wrong-footed and no longer in perfect control of the situation. He just kind of... freezes, for awhile. It's hilarious. He has no idea how to respond.
He picks up control again in the phone call afterwards, having chosen to play into it, turning this "fooling the crowds" into a kind of game or secret between them. Nice save.
But in instances where there isn't an obvious topic and the goal is somewhat nebulous, for instance, that one Leblanc scene, it becomes pretty apparent that Akechi doesn't have the right "script" to go off of. Again, it's particularly notable in that scene, because I'm fairly sure he didn't have any specific reason to be at Leblanc, other than him looking for a quiet spot now that public opinion has turned on him. And because there isn't anything specific he's digging for, he kind of just ends up throwing things at the wall to see what will stick. Probing for any kind of recognizable reaction that he can jump on and work with, and that just doesn't really happen in this scene.
He references Sae, a woman in a respectable position, to Sojiro, but instead of that netting a welcome, it earns his ire, given Sae's recent actions against him. He then tries to greet Joker, his... rival? friend? enemy? person who at least seems to somewhat enjoy spending time with him? But Joker's responses are somewhat short, and Akechi practically wilts. He tries to commiserate by oversharing. He tries to involve Futaba and reaches out for the only topic of interest he can think of around "young people". He compliments the coffee. He compliments Joker. He tries to invoke that connection between them. None of it is really sticking, nor does it serve as a jumping off point for him to steer the conversation, or even really start one.
So, he basically just ends up having a one-sided chat with himself and then leaves. Hilarious. Also a little sad, if I'm being honest. It's really giving "guy with no friends who only knows how to speak to adults" energy. If there's no specific purpose to the exchange, or he is not in control of its direction, he seems to be kind of out of his depth. He succeeds only in being a little awkward and confusing, more than anything.

i attended a memorial service for a distant relative a few months ago, held in the local megachruch, and ive been thinking about it regularly since then. while i knew that i found the place and the very idea of the church fascinating,* the main emotion ive felt on reflection has been disappointment, and i didnt know why. but i figured it out;
the building is massive, the services must be huge and grandiose, and yet the pastor spoke of God in the most boring, uninspired way, and the whole church is industrial mid century modern. it was all just so bland and dispassionate and uninspired (the empathy and love on display for the dead was very genuine, im referring to the Rest of it). the place clearly feeds from the faith of its patrons but seems uninterested in inspiring them in turn
no ounce of me is religious, but i know for a fact the very idea of God can be much more beautiful and imposing and comforting than that. theres way to much blood and paint in its history for that not to be true. you have a huge congregation and all this money and youre selling one of the most captivating stories in human history and this is its presentation? this is sufficient? not only to the pastor and the church staff but to the people attending worship? i knew itd be strange and modern and absurd in there but i guess i expected at minimum a slightly-charismatic pastor and accompanying staff. or at least one with a confident and well presented knowledge of the bible
i felt disappointed cause it was disappointing

a sigh. immediately followed by a snort from you and inspired laughter from shua, who was never one to be afraid at finding enjoyment in his own jokes, of course, but a sigh all the same and a roll of his eyes. shua was asking for his opinion, was he not?
"yeah, junnie" — and your eyes sparkled with something infectious, like to coax a grin out of anyone you hoped to conspire with, barring, of course, someone with a willpower as strong as him — "why aren't you in a relationship?"
the man in question nudged you playfully and you leaned into the sway, silent laughter still coloring your breathing, fading and impressionistic, inspiring anyone with a desire for more.
"first i'd have to get rid of you. scaring everyone off."
and the conversation drifted from there. eventually, you all finished your meals and played the game of 'i've got the bill!' 'no; i'll pay." 'really, i owe you from last time.' and once you were all sufficiently fed and satisfied with your dance of politeness, you parted ways — joshua had to go help jeonghan with something or another, and you were easy to make an excuse of needing to run some errands. jun offered to accompany you, shua left with advice and more than enough mirth to fill his week, and that was seemingly the end of your little lunch date get-together.
it was when shua was confirmed gone that the true teasing begun.
"poor little junnie; all this affection, but no one to spoil."
"poor little (n/n), with all this teasing, but no one endeared enough to receive it."
you scoffed, and jun pulled you to the inside of the sidewalk, his fingers lacing with yours. you brought your intertwined hands to your lips to kiss them, and the two of you kept walking, indeed stopping at the supermarket like you'd told shua you would.
there was no real reason, truly, why you had jun had been dating for the last 4 months but hiding it from everyone else. just a 'why not?' sentiment that filled the both of you with giddy laughter — a silly secret that gave you an inexplicable rush. because kissing jun for the first time in the middle of his living room had been so addicting, and then immediately having to play it off afterward, when woozi walked in, oblivious to the encounter that had taken place while he was in the kitchen, had been even more exciting.
and then playing off the teasing that hoshi always entertained, trying to thoroughly convince the ever watching eyes of hao... it was a simple thrill, a cheap enjoyment. seungkwan had almost been the unfortunate friend to stumble upon your clandestine love-affair more than once, and the way that jun stumbled over the awkwardness of being near-caught would never fail to be wholly adorable and a silly kind of charming that made these first experiences between you all the more entertaining. why not? you already had your cake, why not indulge in the feeling and eat it, too?
and jun was so lenient with your every desire, in no small part due to the fact that he enjoyed the exhilaration of it, too.
after all — he thought as he came up behind you to grab a package of ramyeon off the shelf and, sticking it in the basket you held, rested his chin on your shoulder only to receive a peck on the cheek from you, absent minded, but offhandedly pulled from the deep well of where your affection for him resided — having a secret with you was all he'd wanted for longer than you could possibly know.

UGHHGGGGGGHHH im watching someone play through the cosmic turnabout and like. during the first investigation they make a point to be like 'wooowww detective fulbright is being super cooporative its weirdddd like hes almost a different person. lmao.' and im SO MAD. its such a good setup for him being replaced but then theyre like. 'noooo hes been dead for like ten years or somwthign woahhhh what!!!!!!!!' LIKE. CHOOSING SHOCK VALUE OVER GOOD WRITING. If we've just been talking to the phantom the whole time what the fuck was that bit with the shoes during the monsterous turnabout???????? its either like. a. the phantom was worried about playing fulbright's character. like. for whom????? none of us knew what he was really like??? and it couldve easily gone unnoticed??????? or b. they really just fucking didnt notice. terrifying international superspy murderer. okay
"its to make sure that we know that this is definitely someone else!!" okay? edgeworth shows up and is like we found bobby fulbright in an abandoned warehouse or some shit and all dna and everything matches. woah that guy on the stand is definitely not detective fulbright. "its to show just how horrifying the phantom really is!!" okay???? so maybe they found him like tortured and ab/used and shit. and then its still really horrifying because we actually!!! know!!!!!!!!! fulbright!!!!!!!!!!! and how goofy and kind he is!!!!!!!!!!!!!!!!! wow this guy is a really actively serious threat and a fucked up evil person. and now the player wants them dead for hurting this golden retriever of a man so badly. "but isnt it so fucked up that this great and super kind guy you've been talking to this entire game is actually dead??!?!?" yeah sure but once again we. dont. know. the real goddamn fulbright!!!!!!!! we dont know what he was actually like and the phantom couldve been portraying him completely differently!!!! sure a few lines of dialog tell us hes a good man. but other than that all we have to go off of is the phantom's act!!! people dont think about it that deeply and take the phantom's portrayal at face value but like?????? come on dude
and if you still want that sweet angst over him being dead, what if when they find him hes almost dead. like the phantom meant to actually kill him (because of how horrible they are!!!! its the same effect!!!!!!!) and it adds a new layer of tension during the trial after that because hes on death's door! is he gonna pull through??? will the phantom win in the sick twisted way of taking yet another life, but this time it's worse because we ACTUALLY. KNEW. HIM. and how good of a person he is??????? and its way more angst in the way of characters cause like Simon has someone actually close to him to potentially mourn! again! because of the phantom!
and if you still want the betrayal factor, i got that too! maybe the real fulbright was being threatened into being an informant for the phantom!!! or was even accidentally giving away information somehow, which still gives him consequences for the 'betrayal' while also being a 'fulbright being stupid' moment at the same time. just this time it's a whole lot worse because it put actual lives at stake and Clay got killed. boom! angst!!

Nick is complicated cause he doesn't fall under acab to me because while he has prewar cop Nick's memories he chose a completely different path by being a private eye
But on the other hand there's copaganda in his writing with how he views prewar nick and his morals
Bethesda could've made a interesting thing by having nick slowly come out of this idealization of the police force and realize how corrupt that system and by extension diamond city security is
And that could've served as a way to further differentiate him from prewar Nick
Also they could've made the eddie winter thing about actually revenge instead of turning around and going justice✨️
