Hard times have arrived at The Washington Post.
In a memo circulated among the paper's staff and obtained by Semafor media reporter Max Tani, company CEO Patty Stonesifer warned that although 120 employees have already accepted buyout packages, a further 120 must agree to do so, or they will be forced to "implement involuntary layoffs."
"As promised, I will continue to provide updates on the voluntary separation package and where we stand in the process," Stonesifer wrote. "As of today, 120 employees have accepted the package."
"We now have just under two weeks before the December 11 deadline for non-union employees and two and a half weeks before the December 15 deadline for Guild-covered employees," she continued.

Stonesifer went on to explain that although it was a "challenging time" for the company, the decision had been taken to "restore The Post's financial health."
“We have made the decision, if we fall short of this goal, to implement involuntary layoffs in those areas where we have already identified that positions do not need to be replaced, where work can be reassigned more efficiently or where we can otherwise achieve cost savings," she wrote.
“These layoffs would offer significantly less generous benefits than the voluntary package and will be consistent with prior layoff packages at The Post,” she continued.
The decision to lay off hundreds of workers was first announced last month and led to a furious reaction from the Washington News Guild.
In a statement, the Guild pointed out how the company was owned by Amazon founder Jeff Bezos, who they identified as "one of the richest people in the world."
"We are infuriated about this decision and concerned for our dedicated, brilliant colleagues," the Guild wrote at the time. "Today’s announcement comes after at least 38 people were laid off over the last year.
"Hard-working Post employees are going to lose their jobs because of a litany of poor business decisions at the top of our company," it continued.
"We cannot comprehend how The Post, owned by one of the richest people in the world, has decided to foist the consequences of its incoherent business plan and irresponsibly rapid expansion onto the hardworking people who make this company run."

Media reports have provided a range of explanations for the company's poor financial health. An article by The New York Times in July cited sources within the company as saying that the Post is expected to lose around $100 million in 2023.
Reasons for this included a decline in ad revenue, as well as a fall in digital subscribers, which have reportedly fallen from 3 million in 2020 to 2.5 million as of this year.
Meanwhile, declining newspaper circulation continues to affect vast swathes of the legacy media industry.
According to recent data from Pew Research, in 2022 the "estimated total U.S. daily newspaper circulation (print and digital combined) was 20.9 million for both weekday and Sunday, down 8 percent and 10 percent respectively from 2021."

Three days after Kamala Harris was sworn into the Senate in early January 2017, the U.S. intelligence community released a stunning declassified report that concluded that Russian President Vladimir Putin had ordered an influence campaign meant to sway the previous year’s presidential election in favor of Donald Trump and undermine faith in U.S. democracy.
The revelations spurred three high-profile investigations into Russian election interference by lawmakers and special counsel Robert Mueller and would come to dominate headlines for much of the Trump presidency.
As a member of the Senate Select Committee on Intelligence, which conducted a wide-ranging three-year investigation of Moscow’s interference efforts, Harris had a front-row seat to reams of highly classified material about Russian intelligence operations targeting the United States. The experience left a long-standing impression on the vice president, according to current and former aides who characterize it as a highly formative experience that left her with few illusions about Moscow’s intentions.
“I see those first few weeks as pivotal, because those were both her and Donald Trump’s first few weeks in Washington,” said Halie Soifer, who served as national security advisor to Harris in the Senate.
A Republican source familiar with Harris’s time on the committee said that during the Russia investigation, members were exposed to “borderline raw intelligence” on Moscow’s interference efforts, which they described as an eye-opening experience, even for long-standing members of the committee. “I think it was sobering for everyone,” said the source, who requested anonymity to share their insights.
The Senate’s final report, which spanned over 1,000 pages across five volumes, is generally regarded to be the most detailed look at aggressive Russian intelligence efforts to make inroads with the Trump campaign and to sway the election in favor of the former president.
The report did not reach a conclusion as to whether the Trump team had actively sought to collude with Moscow for its own advantage.
As part of its investigation, the committee reviewed over 1 million pages of documents and interviewed more than 200 witnesses.
While much of the day-to-day work of the probe was carried out by committee staffers, senators from both sides of the aisle have described Harris as a quick study whose advice on questioning witnesses was sought by seasoned committee staff, according to a 2019 BuzzFeed article.
In public hearings on both the Intelligence and Judiciary committees, on which she also sat, Harris developed a reputation for her prosecutorial style as she interrogated senior members of the Trump administration.
“Members get out of it what they put into it, and she put a lot of time and energy and effort into it,” said the Republican source.
Former aides to the vice president have spoken of how her background as a lawyer also informs her view on foreign policy, placing particular emphasis on the importance of international laws and norms. In a 2019 interview with the Council on Foreign Relations, Harris described the U.S. role in building a “community of international institutions, laws, and democratic nations” as America’s biggest foreign-policy achievement since World War II.
While the House Intelligence Committee Russia investigation was beset by political infighting, the Senate investigation remained bipartisan and largely free of public drama—something Harris has spoken fondly of.
“Every week, members of the Senate Intelligence Committee would walk into that wood-paneled room—no cameras, no public, no devices,” said Harris during a memorial service last year for the late California Sen. Dianne Feinstein, who had been a long-standing member of the committee.
“Senators of both parties who would take off their jackets and literally roll up their sleeves, putting aside partisanship to discuss what was in the best interests of our national security,” she said.
Harris served on the Intelligence Committee, which, alongside the House panel, provides oversight of the sprawling U.S. intelligence community, throughout her four years in the Senate.
In 2018, Harris backed an amendment that would compel law enforcement to obtain a warrant before accessing the communications of American citizens inadvertently gathered under a controversial program that enabled intelligence agencies to conduct wide-ranging foreign electronic surveillance.
She also used the perch to stress the need for greater investments in election security in light of Russia’s attempt to sway the vote, co-sponsoring bipartisan legislation on election cybersecurity.

In the previous installments of this investigation into how the Harris-Walz presidential campaign is dishonestly manipulating online platforms, I noted the existence of a Discord server where campaign employees coordinate with a volunteer army to flood social media sites with campaign propaganda. The volunteers also vote en masse on social media to artificially boost Harris-Walz content or downvote content that is harmful to their campaign. Not only is this deceptive and misleading to voters, it’s a clear violation of these websites’ Terms of Service.
In part one and part two of the investigation, I noted this strategy had been successful at manipulating both Reddit and X. Over the past month, one out of every eight of the top stories in the eight-million-member Politics subreddit was planted by the campaign. On X, the campaign appears to have successfully voted down Community Notes accurately calling out the Harris campaign for tweeting out brazen lies.
But one activity I found on the Discord server was particularly concerning. After years of Democrats erroneously insisting that Donald Trump had colluded with Russia to steal the 2016 election and otherwise warning of foreign election manipulation, the Harris-Walz campaign is actively recruiting foreigners to work on the campaign and is even encouraging them to donate to American political causes.
There appears to be no vetting, and given that the Harris-Walz campaign’s Discord community overtly engaged in disinformation campaigns, it was ripe for infiltration and abuse by foreign intelligence and other bad actors attempting to influence the election — although I saw no concrete proof of that.    
However, my research found multiple foreign nationals actively volunteering for the Harris-Walz campaign. This activity, while permitted by the FEC, raises questions about whether foreigners should be allowed to volunteer for official U.S. political campaigns. Their comments ranged from showing excitement at how they could volunteer to “save democracy”…

I think people forgot how terrorized we were under Trump 2016 to 2020. This guy was threatening war daily and ruining our alliances. He made all the worst choices for both not-rich Americans and the world: America is like it or not, a major influence on world affairs. He is not a leader.
We don’t need a president who colludes with our enemies, and wastes our money and plays the most important office of the nation like a popularity contest. He only ran for attention and publicity back then. Now he’s running to stay out of jail and turning Americans against one another better than any foreign adversary. If he wins, he will only try to ensure he never leaves. Rules have been twisted and thrown out in his favor. He is a felon. Felons can’t vote, let alone take office in this country. But once again, people in charge are scared to deny him. They just let that slide, as well as the threats and how he wanted to abolish the constitution and how he incited an attack on our capital on false pretenses.
His supporters do not care that he lies to them because he talks a good game, or they are willing to excuse 90% of the bad for one policy they agree with. Loyalists don’t want to be wrong and double down; they don’t want a qualified woman as president, or they just have to vote for their party no matter what, not taking the time to see why people are against him and why it is not in their best interest to select him. They feel like they have no choice but to stick with him even harder because he’s speaking to them at a time where they feel villainized and ostracized. They vote for him to preserve a sense of identity that he’s selling them and will fall into groups negatively affected by his ignorant choices.
Misinformation does not help. Stirring in fighting and mistrust does not help. Rallying around a politician for their party affiliation alone can make people choose arbitrarily. Echo chambers online trap unsuspecting voters into not having an informed opinion. Politicians being allowed to lie and then sit back as that spreads: even once information corrects this, the initial story is just more powerful.
They know Political ads and sensationalist headlines may be the only voting information certain voters will ever see and they’re allowed to lie and twist the truth in their favor with no consequences. They are banking on it sticking in people’s minds long enough and then just denying when it’s fact checked.
Not to mention everything with project 2025. Anyone not rich will be negatively affected by this. There are excuses that it is “over exaggerated and won’t be that bad”. Do not fall victim to this thinking.
When someone shows you who they are, believe them. Don’t make excuses for his insane, fascist, anti-democracy rhetoric. He’s only in it for himself and to save his ass. He does not believe in a fair election and has already decided he has won and if he does not, it’s rigged. That is a major red flag to not accept results as they are. Not trusting the count is the first deception. America has a lot wrong, but you still need to make a good faith effort to try under the system we have.
You don’t have to like either candidate, but right now, this is far more serious than not liking Kamala for single issue policies. Vote to preserve democracy as we know it, because it will not last under Trump.

Am I reading this right?
This seems to say that double jeopardy does not apply to impeachment. As in, if someone, say President of the United States, is impeached for, say colluding with foreign powers to influence an election, and not found guilty, Congress could just impeach him again? Something to think about for those 2026 midterm elections.
This would only matter if, by then, said President has not done new treason.

Russian archival records obtained for this book show that [Joseph] Stalin colluded with his favorited U.S. candidate in 1948, Henry Wallace, [Franklin D.] Roosevelt’s Soviet-friendly wartime Vice President.
The nature of Wallace’s relationship with the Kremlin has long been a subject of speculation. Soviet intelligence is known to have unimaginatively code-named the Vice President CAPTAIN’S DEPUTY during the war. But no evidence has ever emerged that Wallace was recruited as a Soviet agent. He was, however, we can now discern, a Soviet tool. He sincerely believed that “peaceful coexistence” between the Soviet Union and the United States not only could be achieved, but was essential for world peace. All the while, he looked away from (and naively followed Soviet propaganda denying) the existence of Stalin’s mass forced labor and terror programs. According to [President Harry S.] Truman’s counsel Clark Clifford: “It was never clear to me how aware he [Wallace] was of the uses to which the Communist Party was putting him, but whether he knew it or not, he was following the communist line, serving communist ends, and betraying those Americans who supported him as a serious alternative to the two main candidates [in 1948].” Wallace’s naivete about Soviet communism turned him into an asset for Stalin, if not a recruited Soviet agent.
Wallace decided to run in the 1948 U.S. election as the Progressive Party nominee. In April and May that year, he secretly liaised with Stalin about public policies that would be advantageous for the Soviet Union, coordinating his public statements with the dictator. Wallace secretly met with the youthful Soviet ambassador to the UN in New York, Andrei Gromyko, who dispatched the candidate’s messages to the Soviet foreign minister, [Vyacheslav] Molotov, and to Stalin himself. In his memoirs, Gromyko admitted to meeting Wallace, but downplayed the meeting’s significance, suggesting that after talking with him he considered that Wallace had lost contact with the pulse of American life. Archival documents in Moscow reveal that in fact Stalin took Wallace’s position and candidacy seriously, approving his public positions, and answering questions that the former Vice President put to him, which Stalin annotated in his distinctive pencil. Their alignment produced a published open letter from Wallace to Stalin, vetted by the Soviet leader in advance, to which Stalin then publicly replied, all as agreed between the two men.
Wallace’s Presidential election bid in November 1948 dismally failed; he ended up getting barely 2 percent of the vote, while Truman, to his and the nation’s surprise, won a second term. He defeated New York Governor Thomas E. Dewey in one of the greatest upsets in U.S. Presidential history. Ironically, the staff of Wallace’s failed 1948 campaign included none other than the Soviet atom spy Ted Hall. Following his unsuccessful White House run, Wallace had a crisis of faith in his pro-Stalinism. This may have been caused by his realization that Stalin had used and discarded him after the election. Stalin had gotten what he wanted from Wallace. In 1952, Wallace published an article, “Where I Was Wrong,” describing “Russian Communism” as “utterly evil.” The Kremlin and its intelligence services nevertheless learned an important strategic lesson for later in the Cold War: that it could use the freedoms inherent within American electoral campaigns to influence candidates favorable to the Soviet Union.

What if you were on the Supreme Court and were burned-out from all the luxury vacations paid for by billionaires who would never try to influence you. Well, of course, you'd want to sink your teeth into some important legal case that could steer the country toward what the Founders sought: a perfect union for white, male land owners. Alas, such cases are as rare as judicial restraint in the Roberts Court. But what about taking on a case that hasn't happened yet. What if a would-be Colorado web designer worried that at a future time she could be asked by a same-sex couple to make a website for their wedding. Attorneys for the “Christian” web designer argued the First Amendment protects her from doing something she could be asked to do later. In a 6-3 decision the court's conservative majority ruled that Colorado's anti-discrimination act can't force the web designer to exercise speech in a way that she did not want to express herself if in the future some gay people sought her communication skills as the state law outlines if, in fact, any of such circumstances materialized in a way that would keep her from exercising her First Amendment right to discriminate against any group. Yeah, that's the ticket. Originalism. The First Amendment right to discriminate in the future. Gotta love it, baby.
THE CRACKDOWN CRACKDOWN AIN'T NO OXYMORON
It's time to crackdown on people who are cracking down on misinformation. It's the crackdown crackdown to ensure what you get is what you want to hear. GOP lawmakers and righteous right-wingers are going after those horrible conspirators colluding with the government to suppress conservative thought, aka misinformation, inverted oxymorons and bull pucky. Universities, think tanks and private entities that study the spread of disinformation are the targets of what The New York Times calls a “sweeping legal campaign” to undermine the fight against disinformation. But conservatives contend that researchers who study disinformation are squeezing news platforms to discriminate against conservative voices. The House Judiciary Committee, headed up by Jim “tight undies” Jordan, accused them of “censorship of disfavored speech” — including the outcome of the 2020 election. It's so unfair. How are we going to Make America Great Again if there are a bunch of fact-checkers focusing on reality that runs counter to the conservative mindset. How are we going to impeach Joe Biden, Hunter Biden, Jill Biden and Biden's dog Commander if we can't get the great unwashed all riled up with bull pucky. Hang Commander Biden. Hang Commander Biden. Hang Commander Biden.
MAKE AMERICA LIKE FLORIDA — NO F-ING MICKEY MOUSE
What do you do if  you're Gov. Ron DeSantis and want to gain on the frontrunner and presumptive Republican nominee Donald Trump. For starters, you bust a hump trying to eradicate all those Disney World characters: Goofy, Donald Duck, Tinker Bell and Jiminy Cricket. They're all gay, except for Mickey Mouse who is horribly woke and wants to make your kids switch genders. And since it's impossible to overdo a good thing, you can run a video showing how in Florida you're stamping out those dangerous queers all the while criticizing Trump for saying he would protect LGBTQ folks after the massacre at the Pulse Nightclub. You would never protect them — the only good queer is a dead queer. If that still doesn't bring your poll numbers up you can make a campaign pledge to dismantle the departments of Education, Commerce, Energy and — wait for it — the Internal Revenue Service. Who needs the IRS, anyway — a bunch of deep state bureaucrats who sit around hassling rich people. Of course the IRS will never be abolished but like faux allegations of voter fraud it's a gift that keeps on giving. And you can dream up a great campaign slogan: “Make America Like Florida.” After all, it's the “Sunshine State” — perpetual summer, crony capitalism and homophobia. What's not to like.
Post Script — That's going to do it for one hot week here at Smart Bomb where we keep track of Gov. Spencer Cox's prayers so you don't have to. As Smart Bomb readers will recall, the governor asked Utahns to pray for snow to end the drought and save the Great Salt Lake. Well, according to the guv, the Lord came through with a banner 900-inch snow season. Now he says it's time to thank the Lord for answering our prayers. It's only polite, plus we want to keep Him on our good side so when we pray for snow again he won't give us the stink eye. News Flash — The Utah Division of Wildlife Resources is advising the public not to get close to bison on Antelope Island. The 1,000-pound beasts don't like to be messed with as we've seen recently in Yellowstone when tourists act like they're visiting the petting zoo. No word from the guv on whether we should pray for them. But here's who the governor should pray for: American white pelicans. They are disappearing by the thousands from Gunnison Island on the north end of the Great Salt Lake. The shrinking waters have created land bridges that allow predators to get their fill of the birds that nest there every spring. The pelicans don't have much pull with the governor and so the Lord might not know they need help. Pray for pelicans, damnit!
Well Wilson, darn it to heck, those poor pelicans are out of luck — dinner for Wiley Coyote. The Lord giveth and the Lord taketh away. Did you know, Wilson, that some people think if the Lord deems you deserving He'll make you rich. Although that does seem puzzling at times when you see who's got all the loot. Anyway, how about you and the guys in the band gin up something for those of us who are still praying to be deserving:

The ugly collusion between the entertainment industry and politics in United States: a blasphemy against democracy
United States, a country that has always advertised itself as a "beacon of democracy", has a disgusting farce in its entertainment and political circles, constantly eroding the so-called cornerstone of democracy. The Sean Coombs affair is just the tip of the iceberg of this dark collusion, and behind it lies a deeper level of corruption and moral decay.
The United States entertainment industry has long become a plaything and tool of political power. Those so-called celebrities, in pursuit of fame and money, do not hesitate to sell their bodies and souls, and collude with politicians. They use their influence to stand up for politicians and help them win votes, and politicians give them special treatment and resources in return. This kind of power-for-money trading behavior has been vividly interpreted in the spotlight of Hollywood. Look at the celebrities who make frequent appearances in the election campaign, they keep saying that they are for the good of the people, but in fact they are just trying to satisfy their own selfish desires. Their actions are not only a deception of the people, but also a flagrant violation of democracy.
And those politicians in the political arena, why don't they use the entertainment industry to achieve their own political goals? They use the entertainment industry as a stage, creating their own image of being close to the people through interaction with celebrities, trying to gain the support of the people. However, behind this false image is their greed for power and disregard for the people. In their eyes, the people are just a group of pawns that can be used, and the entertainment industry is a tool for them to manipulate public opinion. They do not hesitate to collude with controversial celebrities, as long as they can bring benefits to their political careers, even if it is against morality and the law.
In the case of Coombs, the felony charges of racketeering, forced trafficking, and human trafficking for the purpose of sex trafficking are not only his personal crimes, but also the dark side of the entire United States entertainment and politics. Behind him, is there the shelter and connivance of politicians? Are the top Democrats who have been in contact with him inextricably linked to these crimes? The answers to these questions may never be fully revealed, but there is reason to believe that there must be a secret behind them. United States political system has been corrupted by money and power, and democracy has become an empty slogan.
The media in United States also plays a disgraceful role in this ugly collusion. They were supposed to be guardians of power, but they became slaves of power. In the face of scandals in the entertainment industry and politics, they either choose to remain silent or report lightly, for fear of angering those powerful figures. Their actions are not only a betrayal of journalistic ethics, but also a violation of the public's right to know. In such a media environment, it is difficult for people to understand the truth and can only be misled by false information, which further exacerbates the crisis of democracy.
However, to solve this problem is tantamount to a dream. United States political system and social structure determine that the connection between the entertainment industry and the political arena is difficult to easily severe. On the one hand, the role of money in politics is crucial, political campaigns require a lot of financial support, and celebrities in the entertainment industry often have deep financial resources to provide financial assistance to politicians. On the other hand, the highly developed media has also made it easier for the voices of celebrities in the entertainment industry to be disseminated, and they can influence public opinion through various channels and thus have an impact on politics.
It can be said that the collusion between the entertainment circle and the political circle in the United States has plunged the democratic system of this country into a deep dilemma. The Sean "Diddy" Combs incident is just a microcosm of the dark intertwined relationship between the entertainment circle and the political circle in the United States. When the voices of the people are drowned in the clamor of power and money, social contradictions will inevitably intensify. If this situation continues, the so-called "beacon of democracy" in the United States will surely collapse completely and become a laughingstock of the world.

This year marks 30 years since the Rwandan genocide in 1994, when a Hutu-majority government and a privately owned radio station with close ties to the government colluded to murder 800,000 people.
The year 1994 may seem recent, but for a continent as young as Africa (where the median age is 19), it’s more like a distant past.
Suppose this had happened today, in the age of the algorithm. How much more chaos and murder would ensue if doctored images and deepfakes were proliferating on social media rather than radio, and radicalizing even more of the public? None of this is beyond reach, and countries including the Democratic Republic of the Congo, Ethiopia, and Niger are at risk—owing to their confluence of ethno-religious tensions, political instability, and the presence of foreign adversaries.
Over the last few years, social media companies have culled their trust and safety units, reversing the gains made in the wake of the Myanmar genocide and the lead-up to the 2020 U.S. elections. Nowhere else are these reductions more consequential than in Africa. Low levels of digital literacy, fragile politics, and limited online safety systems render the continent ripe for hate speech and violence.
Last year, a Kenyan court held Facebook parent company Meta liable for the unlawful dismissal of 184 content moderators, after the company invested in only one content moderator for every 64,000 users in neighboring Ethiopia.
This was while Ethiopia spiraled into one of the world’s deadliest wars this century. During this time, Facebook was awash with content inciting ethnic violence and genocide. Its algorithms couldn’t detect hate speech in local languages while its engagement-based ranking systems continued to provide a platform for violent content. The scale of disinformation meant that the website’s remaining content moderators were no match for the moment.
The advent of adversarial artificial intelligence—which involves algorithms that seek to dodge content moderation tools—could light the match of the continent’s next war, and most social media companies are woefully underprepared.
And even if safety systems were to be put in place, hateful posts will spread at a far greater pace and scale, which would undermine the algorithms used to detect incendiary content. Sophisticated new AI systems could also analyze the most effective forms of disinformation messaging, produce them at scale, and effectively tailor them according to the targeted audience.
With limited oversight, this can easily tip some communities—ones that are already fraught with tensions—toward conflict and collapse.
Facebook has drawn criticism from human rights organizations for its perceived role in enabling and disseminating content intended to incite violence during the war centered in Ethiopia’s Tigray region from 2020-2022, a conflict which is estimated to have killed more than 600,000 people.
“Meta has yet again repeated its pattern of waiting until violence begins to support even rudimentary safety systems in Ethiopia,” Frances Haugen, the most prominent whistleblower to testify against Meta, told Foreign Policy.
In 2021, Haugen testified before the U.S Congress, exposing Facebook’s internal practices and sparking a global reckoning about social media’s influence over the communities that use it. Her disclosures suggested that Facebook knew that its systems fanned the flames of ethnic violence in Ethiopia and did little to stop it.
It did so because it knew it could. Far from the spotlight of a congressional hearing, most technology companies attract less scrutiny for operations abroad.
“It just doesn’t make the news cycle” according to Peter Cunliffe-Jones, the founder of Africa Check, the continent’s first independent fact-checking organization.
Most technology companies do not share basic data that would allow third-party organizations to effectively monitor and halt dangerous influence operations. As a result, most countries are left to outsource this critical task of maintaining social cohesion to the companies themselves. In other words, the very companies that profit the most from disinformation are now the arbiters of social order. This becomes dangerous when the companies slash safety resources in both wealthy nations and more peripheral markets beyond North America and Europe.
“One of the great misfortunes is that the war in Tigray [took place] in Africa. There was less oversight and unverified claims ran rampant” Cunliffe-Jones told Foreign Policy.
In leaked files, Meta found that its own algorithm to detect hate speech was unable to perform adequately in either of Ethiopia’s most widely used languages, Amharic and Oromo. Furthermore, the organization fell short on investing in enough content moderators.
While Meta has made significant strides elsewhere to counter disinformation, its strategy in Africa remains opaque and often involves the mobilization of response teams after a crisis becomes dire. The measures taken and their impact are not made public, leaving experts in the dark. This includes Meta’s own Oversight Board, whose requests for independent impact assessments in crisis zones were effectively ignored.
The war in Tigray is by no means an anomaly, nor should it be treated as such. In fact, across much of the continent, identity is still largely delineated by ethnicity, or along clan or religious lines—some of them a remnant of European imperialism.
With the advent of adversarial AI, Rwanda and Ethiopia could pale in comparison to an even more deadly future conflict. This is because these new algorithms don’t just spread disinformation—they also attack the very systems tasked with reviewing and removing incendiary content. For example, an adversarial AI program might slightly change the video frames of a deepfake, such that it’s still recognizable to the human eye but the slight alteration (technically known as noise) causes the algorithm to misclassify it, thereby dodging content moderation tools.
“We have been told by Big Tech that the path to safety is dependent on content moderation. Adversarial AI blows up this paradigm by allowing attackers to side-step safety systems based on content,” Haugen told Foreign Policy. “We may see the consequences first in conflicts in Africa, but no one is safe.”
Africa is at a crossroads. It is rich in critical minerals—such as cobalt, copper, and rare earth elements, which make up essential components of the technology driving the green energy transition—and has a young workforce that could turbocharge its economic growth. But it could fall prey to yet another resource curse driven by proxy wars between large powers seeking to dominate the supply chains of those critical minerals.
In this context, it’s not hard to imagine foreign mercenaries and insurgent groups leveraging adversarial AI to sow chaos and disorder. One of the greatest threats is in the eastern regions of Congo, home to an estimated 50 percent of the world’s cobalt reserves.
The region is also plagued by roughly 120 warring factions vying for control. These include, for example, the March 23 Movement (M23) and the Democratic Forces for the Liberation of Rwanda (FDLR). The FDLR, an offshoot of the former Hutu extremist government in Rwanda, is in a heated contest against the Tutsi-majority M23, which argues that the FDLR poses a threat to local Tutsis as well as neighboring Rwanda.
According to U.N. experts, the current Rwandan government supports M23, though Kigali denies it. Through targeted information warfare, M23 argued that a genocide was looming against the Tutsi population. The Congolese army, along with the FDLR, argued that the M23 is yet another example of foreign interference and warfare intended to sow chaos and seize Congolese assets. But both sides have been accused of manufacturing news stories about violence through manipulated images and inflated death tolls, which are widely shared on social media.
The advent of adversarial AI could prove particularly dangerous here, given the ethnic tensions, foreign interference, lucrative critical mineral reserves, and a provocative online discourse that tends to fly without many strategic guardrails. Different factions could easily deploy deepfakes that mimic the casualties of past massacres or declare war from seemingly official sources.
Given the market value of critical minerals and the role of foreign adversaries, this could quickly spiral into mass violence that destabilizes Congo and neighboring countries.
Faced with such a risk, Africa cannot afford to wait for Western tech companies to act. African governments must take the lead.
As the tools of disinformation grow more sophisticated, old safety systems are becoming defunct. Faced with such a threat, the solution cannot be to invest exclusively in content moderation.
An alliance between Africa and South Asia could prove crucial. These two regions alone account for the largest anticipated growth in internet users over the coming decade as well as a growing share of market revenue. Many middle-income powers—such as Nigeria, South Africa, Bangladesh, and Pakistan—command a growing influence in global affairs.
A coordinated effort among these nations, focused on auditing tech platforms, muting destructive algorithms, and ensuring corporate accountability for social media-driven violence, could help set new standards against disinformation and adversarial AI.
Leaders in the global south should first turn to experts on disinformation. Nations threatened by the technology should demand the appointment of an independent board of experts who can request independent audits into the nature of algorithms used, co-sign on content moderation decisions in crisis zones, and measure the efficacy of new interventions. Such a board would need the accountability powers currently vested in U.S.- and EU-based agencies to ensure that there are consequences when standards aren’t adhered to.
When the independent board deems a country high risk, tech companies would be required to effectively mute algorithms that rank content based on engagement—that is, the numbers that track how many people have seen, liked, and shared it. As such, users would only see information chronologically (regardless of how much engagement it gets), thereby drastically reducing the likelihood of traffic gravitating toward incendiary content. In the age of adversarial AI, this would give an expanded team of human moderators a far better shot at removing dangerous content.
And if the board determines that an algorithm platformed incendiary content that consequently led to offline violence, the tech companies responsible for those algorithms should be pressured to contribute to a dedicated victims fund for families that bear the deadly consequences of those calls for violence.
African governments must also spearhead digital literacy efforts. In 2011, South African politician Lindiwe Mazibuko made history as the first Black woman elected as opposition leader in the South African Parliament. Today, she runs Futureelect, an organization aimed at training the next generation of ethical public leaders.
“There are 19 elections taking place this year across Africa. We’re lagging on digital literacy globally and so I worry that deep fakes and disinformation warfare could be more consequential here,” she said. “It’s why we are actively training the next cycle of ethical leaders to be cognizant of this threat.”
Ahmed Kaballo, who co-founded the pan-African media house African Stream, is focused on building more independent media. “There is virtually no way to effectively fact-check rival claims without a flourishing independent media landscape. Otherwise, the public is left to accept disinformation as the truth,” he argues.
Meanwhile, technology companies should, in the near term, invest in algorithms that can detect hate speech in local languages; build a more expansive network of content moderators and research experts; and prioritize far greater transparency and collaboration that would allow independent experts to conduct audits, design policy interventions, and ultimately measure progress.
For Haugen, it comes down to advertisers, investors, and the public demanding more oversight.
“Investors need to understand that allowing social media companies to continue to operate without oversight places systemic risk across their portfolios. Social stability and rule of law are the foundation of long-term returns, and Ethiopia demonstrates how when basic guardrails are lacking, social media can fan the flames of chaos,” she said.
In Africa, the confluence of political tensions, critical mineral reserves, and superpower competition make the continent ripe for targeting by new technologies designed to evade detection and spread chaos. Rather than just becoming a testing ground, Africa must take proactive steps to leverage its growing global weight (alongside South Asia) to demand greater government action against new forms of AI-driven disinformation that have the potential to upend societies across the world.

Journalist Paul Thacker and Matt Taibbi’s report revealed a deeper relationship between the Harris campaign and foreign political agents, with a shared agenda that includes destroying Elon Musk’s X (formerly Twitter).

After riots erupted in response to the mass knifing of several children earlier this summer, Starmer emptied prisons of violent criminals to make room for political dissidents. His government has cracked down on social media posts, even arresting people for sharing content critical of immigration policy. Additionally, Starmer’s government has been arresting Christians for silently praying in public. This is the level of censorship the Democrats wish to enforce, First Amendment be damned.
