Heroify Thaddeus Ross

The fun thing about Ross is that how bad he is, and how much of a point he has, is extremely mutable within the confines of what's still immediately recognizable as a Hulk Story, because the reality is, Hulk Causes Problems! Lots of them!

So you recast him as a tragic Ahab-style of figure. You play up the level of collateral damage the Hulk causes even without meaning to; or you lean into the insane-cannibal iteration of the Ultimate Universe, you do whatever you have to to communicate that this Hulk is an unreconstructed example of the form of B-movie atomic horror he was riffing on. And you genuinely make this Ross's fault, in a way that he really meaningfully internalizes, because the Gamma bomb project was a bad idea on the face of it but he was too enmeshed in cold-warrior paranoiac institutional inertia to put the brakes on the project even when it was just a citykiller bomb, and now a testament to that failure is shuffling around the Southwest wrecking entire towns. His hire-ups are disturbingly willing to let the hulk move around unmolested; after all, there aren't many voters in those small towns, and a full-scale military deployment is going to draw attention to the less-than-fully-vetted environmental impact of testing those weapons on American Soil. Ross doesn't care. He's got no future in the military, and he's pushing 70; he's going to sink whatever he's got left in time, money, resources, the loyalty of his remaining men, into containing this rolling green nightmare. He's done with the unaccountability, the ass-covering. He's going to fix this or die trying.

Avengers #6 - "Citykillers IV" (2023)

Avengers #6, and the finale of the Citykillers arc. Everyone rallies to defeat their assigned baddie. Thor knocks everyone out with his thunder (we'll not overthink this) so that they can't worship and therefore power Idol Alabaster, which then allows him to let loose. Wanda teleports the Dead to Antarctica so that he can't summon strength from the dead people in the city cemeteries (though in doing so, she does terrorize a bunch of innocent penguins). Vision exposes Meridian Diadem to Ultron's code, which is apparently so bad (presumably from a morality standpoint, and not that Ultron is composed of spaghetti code) that it overloads her. Carol essentially smashes a truck over herself to access her Binary form, which gives her a ton of power that she overwhelms Lord Ennui with, which makes him finally feel something.

And, of course, our boy Tony has an attack plan as well. Apparently he built density-shifting capabilities into the Mark Nil (and apparently B.O.S.S., his current A.I., is built into it), and he activates them now to get out of the sculpture the Citysmith encased him in. "Welcome to Earth, pal. We call this the rope-a-dope," he says, because he's a fan of the "sweet science", which is apparently boxing.

With the Ashen Combine defeated, T'Challa and Sam go ahead with their plan of blowing stuff up, because they're actually targeting the bad enhancements that the Citysmith had added to the Impossible City. Doing so actually frees it, and Wanda asks what it wants now. It knows that it used to serve some other team of heroes that then disappeared, and that the Ashen Combine (which had previously been held prisoner within it) escaped and took over, but it doesn't remember the details. Anyway, it asks to be an Avenger, so I guess the team now has a swag new sentient base of operations up in space. Nice.

There's a second side story at the end focusing around Firebird (Bonita Juarez), which Sam and Carol make an appearance in. Together, they investigate some kind of paranormal event, with Sam and Carol suspecting it's a Tribulation Event. In the end, it was something benign summoned by a scared kid looking for her sister, who is her only family. Sam and Carol offer to help, while Bonita tells the kid she can crash with her for a while, and things end on an uplifting note.
